This month, the town board recognized the achievements of Coach Owen Devine and the Twin Town Little League All Star 12A team. This team was the first in Twin Town history to make it to the NYS Tournament and all the way to the Championship game. Great work! The town board unanimously passed a local law I proposed that requires car wash operators to use recycled water as a condition of site plan approval. The town board postponed until September discussion of a proposed local law I introduced that would require certain approvals and permits before commercial timbering may occur on a parcel. Our planning board strongly requested this legislation which is similar to laws already adopted by Brunswick, Schodack and Clifton Park. The postponement will give the board the time to review comments and concerns raised by the town engineer. Last month I reported on significant flooding and road damage to North Road and overflow flooding on Buckbee Road due to inadequate stormwater management at a large new residential project on North Rd. A month later. a nearly identical situation developed and again, residents of both North and Buckbee addressed the town board with their concerns. The town engineer, building department head and highway superintendent will be meeting shortly with the developer to discuss these ongoing stormwater problems. The developer will be constructing additional catch basins to help address this problem. I pledge to work with the residents to ensure the roads do not flood every time there is a heavy rain. The last Sunday concert,

Whiskey Highway, is coming up on August 18 at 6:00 at town hall. And stay tuned for the annual town fair which will take place September 6 through 8 on the grounds of town hall. Submitted by Councilwoman Mary Frances Sabo

Schumer calls for election safeguards He urges passage of legislation to help states beef up security By DAVID LOMBARDO

The proposed spending was highlighted Monday by U.S. Sen. Charles E. Schumer, D-N.Y., who stopped in East Greenbush for a tour of the Center for Internet Security, which helps government agencies prevent hacking of elections. The nonprofit also worked with the presidential campaigns of Donald Trump and Hillary Clinton to buttress their systems from cyberattacks in 2016. The money for cybersecurity grants is part of legislation that would also require states to collect paper ballots, set minimum cybersecurity standards, direct federal

officials to craft preventative measures states can implement, and impose testing of voting system vulnerabilities. Paper ballots are already used as a safeguard for New York elections. The U.S. Constitution empowers states to administer elections, which has resulted in varying standards across the country. “I would like to see the federal government play a very active role alongside the states in stopping (election hacking),” Schumer said. Safeguards on American elections have become a concern in the wake of the 2016 elections,

Schumer acknowledges there is opposition in Congress to spending on election security, where the legislation hasn’t begun to move in either house. Pinpointing Where Your Ancestors Lived in Ireland at the Troy Public Library The Troy Irish Genealogy Society and Old Friends Genealogy will be at the Troy Public Library on Sunday, September 15th at 1:30PM, to present their “Pinpointing Where Your Ancestors Lived in Ireland” program. This program focuses on how one can use what is called a “shotgun approach” to finding records for your Irish ancestors who emigrated to the U.S. or elsewhere. The stage is set by talking about some critical U.S. records, (e.g. death certificates, cemetery plot cards, family bibles). Then the focus will be on the following types of Irish records: • Personal Records: Both Roman Catholic and Protestant baptism and marriage records, 1901 and 1911 Censuses. In addition to talking about all of the resources available in Ireland to “chase” one’s Irish ancestors, included will be lots of photos from trips to Ireland, talk about driving in Ireland and staying at B&Bs, and of course, some of that famous Irish humor along the way. This program is free and open to the public. Call the library at 518-274-7071 or go online to www.thetroylibrary.org to reserve your spot. York installed an intrusion detection system and started using tools to shield the public

portion of its elections’ website. New York is among the states that are ahead when it comes to election security, Schumer said, partially crediting the close working relationship between the Center for Internet Security and the state’s municipal governments. During his visit of the nondescript building in an office park, the senator was shown a command center with a large digital map that can highlight the origin and target of a variety of cybersecurity hacks. The operations center is staffed continuously to monitor and mitigate threats. “The nerve center, nationwide, for preventing interference in our elections is right here in East Greenbush,” Schumer said.

currently lives in Chatham. Young Men At War: Remembering the Tet Offensive will feature a transformative collection of 20 large-format prints, taken directly from the groundbreaking 50th anniversary exhibit, The Marines And Tet, which recently ran for 15 months at The Newseum in Washington, D.C. Presented here in the setting of Stephentown Veterans Memorial Park, these award-winning images will be displayed outdoors next to the monuments honoring those who risked their lives in the United States Armed Forces. “These photographs are very impactful,” explains Dennis Burek, the event’s organizer. “They’re a poignant reminder of what the young men and women from Stephentown and across this country experienced 50 years ago during their service in Vietnam and they make me appreciate that service and sacrifice even more. An internal investigation by the Troy Police Department found a patrol sergeant who fatally shot an unarmed DWI suspect in 2016 had improperly forced the man’s car off the road and later lied about that and his claim of opening fire ashe was trapped between his cruiser and the suspect’s vehicle. PAUL BUCKOWSKI / TIMES UNION The 69-page inJohn Tedesco, then Troy chief of poternal affairs report, lice, takes part in a news conference which was completed on April 18, 2016, in Troy concerning last year but never the police shooting that took place a made public or acted day earlier. Randall French, including unjustifiable use of deadly force and providing false testimony related to the death of 37-year-old Edson Thevenin in the early morning of April 17, 2016. The report was issued by Joseph L. Centanni, aTroy police captain who heads the detective bureau and had also worked in internal affairs. Centanni’s report characterizes French’s account of the shooting as “inconceivable,” and said the sergeant’s “empirically untruthful statements ... cause disquiet because they’re all interconnected as they relate to his justification surrounding the first two shots which occur prior to him becoming immobilized between the vehicles.” French fired eight rounds through the windshield of Thevenin’s 2000 Honda Civic after the driver fled a traffic stop minutes earlier as French tried to arrest him on a DWI charge. An autopsy revealed seven of the rounds struck Thevenin, who was heavily intoxicated, including the fatal shot that pierced his right collarbone. Centanni, citing evidence that included forensic analyses of the vehicles and statements from officers and civilian witnesses at the scene of the 3 a.m. incident, concluded that French violated departmental policies — and the law — by sideswiping and forcing Thevenin’s vehicle into a concrete barrier on the Collar City Bridge as Thevenin apparently attempted to drive out of the city. The report describes French’s decision to allegedly ram Thevenin’s vehicle as an “unjustifiable act of deadly physical force.” The report concludes that after Thevenin’s car hit the barrier, French jumped out of his cruiser — “intentionally (placing) himself in the direct path of Thevenin’s vehicle” — and fired two rounds through the driver’s windshield. Centanni determined that French then moved to

Common cancer risks you can control No person, regardless of gender, age, ethnicity, or economic background, is invulnerable to cancer. According to the World Health Organization, cancer is the second leading cause of death across the globe. In fact, about one in every six deaths worldwide is due to cancer. But cancer is not an unbeatable adversary. The WHO notes that around one-third of deaths from cancer are due to five behavioral and dietary risks that can be avoided. These risks include: · high body mass index, · low fruit and vegetable intake, · lack of physical activity, · tobacco use, and · alcohol consumption. By taking steps to maintain a healthy weight, which can be accomplished by being physically active and adhering to a healthy diet that’s rich in fruits and vegetables, millions of people across the globe can reduce their risk

for cancer and ultimately reduce their risk for dying from cancer. The same can be said for people who resolve to quit smoking, or avoid tobacco use entirely, and consume alcohol in moderation, if at all.

TROY

Centanni’s report revealed CONTINUED FROM 9 there was deep dissension within the department’s ranks about French’s actions, and that he had cautioned former Chief John Tedesco not to make public statements in support of the officer during a news conference two days after the shooting. At the news conference, where Tedesco was flanked by Abelove and Madden, the chief declared they had determined French’s decision to open fire on Thevenin was “certainly in line with the law, department policy and his training, and we are fully supporting the sergeant in his actions.” The existence of the internal report — as well as hundreds of pages of never-disclosed police records on the shooting — wasn’t revealed until a confidential source called Michael Rose, one of the attorneys for Thevenin’s wife, Cinthia, and told him about it a couple of months ago. John D. Aspland, a Glens Falls attorney for French and the city of Troy, had subsequently argued in a July 31 court filing — which remained under seal until last week — that the internal report should not be made public and that Centanni was not qualified to make the conclusions he reached. Even “assuming that there was a witness who actually saw French firing his weapon before the vehicle was moving towards him, well established Circuit Court precedent holds that an officer is entitled to utilize deadly force where they have probable cause to fear for their safety,” Aspland wrote. “An officer need not await the movement of a car towards them to protect themselves.” U.S. Magistrate Judge Daniel J. Stewart, in his ruling unsealing the internal report last week, said the report is “potentially relevant” to the federal case and there is “no basis” to deny the public the right to view the document. Stewart did not issue a ruling on the motion by Aspland’s law firm demanding that Thevenin’s attorneys disclose the identity of the person who told them about the report. The judge instructed the Glens Falls’ law firm to provide additional legal arguments on that request. Centanni’s attorney, Mathew B. Tully, issued a response late Monday to Caruso’s comments, casting them as “unethical rhetoric.” “Capt. Centanni is a principled leader who conducted one of the most complex internal affairs investigations in the history of the Troy Police Department,” Tully said. “I’m disappointed that instead of accepting responsibility for his failure to turn over the ISB report during discovery, Mayor Madden via the city attorney has chosen to disparage Centanni and challenge the findings, which were extensively and carefully investigated.” CLASSIFIED RATES He called on the state attorney general’s office and U.S. Justice Department’s Civil Rights Division to review the report. Dog urine and feces can adversely affect the look and health of a lush green lawn. Nitrogen is essential to healthy soil, but only at certain levels. When those levels are exceeded, the result can be lawn damage. According to The Spruce Pets, an advisory site that offers practical tips and training advices to pet owners, this is what happens when pets frequently urinate on grass. Urine is naturally high in nitrogen, so when pets urinate on lawns, the grass might turn yellow or brown due to the excess nitrogen content. Nitrogen also is present in lawn fertilizers, further exacerbating the problem for pet owners who fertilize their lawns. In addition to urine damage, dogs can trample frosted grass, contributing to problems that may not become evident until spring, and get into areas like gardens where they wreak additional havoc. Pet owners who want to let their dogs run free in the yard but don’t want damaged grass may be tempted to put their pooches in diapers or confine them to crates when letting them outside. But such an approach isn’t necessary. In fact, some simple strategies can be highly effective at preventing dog-related lawn damage. • Speak with a landscaper about planting new grass. Certain types of grass, such as Bermuda grass, can withstand dog damage better than others. Local climate will dictate which types of grass are likely to thrive in a given area, so speak with a professional landscaper about the viability of planting new grass. • Install fencing. Pet owners with expansive yards can install fencing that allows dogs to spend time exercising outdoors without granting them access to the entire property. Large dogs will need more room than small ones, but try to build fenced-in areas that allow dogs to run freely and get the exercise they need to stay healthy. • Work with a dog trainer. Dog trainers might be able to work with dogs so they only urinate in certain areas of the yard, greatly reducing the damage they can cause to a lawn. Trainers also might help curb digging and clawing behaviors that can damage lawns as well as gardens. • Consider hardscaping. Hardscaping might be most effective for pet owners with small properties. Hardscaping does not include grass and can add visual appeal to a property while saving pet owners the headaches of dealing with dog-related lawn damage. Dogs need time outdoors, and homeowners can take various steps to protect their lawns from dog-related damage.

Elder Abuse Workshop Unfortunately in society today, many elders are reporting that they are experiencing forms of abuse and/or neglect. Some elders have reported that they did not recognize that the way they were being treated was abusive, until they learned about the various types of elder abuse. Additionally, those that do recognize the abuse, do not always know where to turn for help. Many elders have reported feeling helpless to stop the abuse, or that they have to tolerate it, in order to continue to live in their homes, or to get the support they need to get to medical appointments or to the grocery store. This workshop focuses on: 1. Identifying the many types of abuse and neglect that elders may experience 2. Empowering everyone to take action (in a safe manner) when they see/ hear of abuse 3. Offer options for supports/safety to help those that experience the abuse 4. Provide hope to elders, that they do not need to remain in abusive situations. By training elders and the community at large, we are hoping to raise awareness of this serious issue, and to help decrease it’s prevalence through ongoing education and resources. This free public workshop will be presented September 16th, at 6:00 pm by staff in the Sexual Assault and Crime Victims Assistance Program of St. Peter’s Heath Partners. Advanced registration is recommended. For more information call the library at 274-7071 or online at www.thetroylibrary.org. The Troy Public Library is located at 100 Second Street, Troy, NY.

LETTERS TO THE EDITOR We were going through some old pictures When we came upon one of my Grandpa, The most important male figure in my life. “Do you miss him?”, my grandson asked. “Yes, I do!”, I responded, and I again ached with that feeling of loss. He asked me how my Grandpa had died. I told him of an abdominal aneurysm That burst and led to Grandpa’s death. Later, when we were riding our bikes, He asked, “How old was your Grandpa when he died?” To which I replied, “He was 78.” “Yeah, but” he said...... “You don’t have that condition, right?” I assured him I did not. His concern for such things Touched my heart..... He felt the past...and worried about the future! I hope to live to the age Grandpa did And much longer if I can: My grandson needs me...and I need him!! -Lloyd Barnhart West Sand Lake, NY

Swimming Pool Complex Now Worth a Close Look An outdoor town swimming pool was again mentioned awhile back in this publication. While the concept has always been a bit wistful, I think it’s a good idea that now requires serious consideration, but in a regional context. I don’t think East Greenbush alone is quite at the population- or financial level to make this work, for a facility similar to those in Colonie or Bethlehem. However, a full-size pool shared by E.G., Rensselaer and at least one southern county town like Schodack or North Greenbush could be a strong proposition. Our library district is a pretty good analog. From a cramped, little space in the E.G. town hall, the new complex quickly became the focal point for family and individual activity in this part of the county. A number of locations that are relatively central to Rensselaer, Schodack and our town could be available for the pool. While an outdoor pool is seasonal, it would serve all of us during the most active part of the year. (And summers appear to be getting hotter!) It’s time to begin getting serious input from residents on the idea. If things look positive, a good discussion on a shared financial structure should take place. The city of door (no pay pal). Tickets can be purchased by going to our Facebook page: https://www.facebook.com/TheBLCA/ and going to ‘Events’.

Rensselaer could certainly benefit from the pool, as could all of the surrounding, growing towns. Splash pads and little swimming ponds are okay, but aren’t going to cut it in the future. Frank Coppa East Greenbush

1969: When Woodstock Changed the World

I was able to attend the Conference by the same name back in June sponsored by Marist College, Hudson River Valley Institute, New York State Museum and the Office of State History. The topics

were varied and covered subjects like Civil Rights and Black Power, Viet Nam, Challenges of Second Wave Feminism and CNN Historian Douglas Brinkley’s Woodstock Revelations: 50 Years Later. Brinkley covered a lot of ground, dedicating his talk to Richie Havens who opened the festival with a rousing version of Freedom. “You got Woodstock or you didn’t”, he said.

Like Dylan’s Ballad of the Thin Man, “Something is happening and you don’t know what it is, do you Mr. Jones.” This was not just a music festival, but a gathering that made people feel connected and part of a greater organism. I remember Professor Rajkowski at Siena College calling Woodstock a “faith experience”. Some have described it as a moment of “naïve faith” where “all was possible”. On a personal level I was effected by the idea that a new community was forming to create positive change in the world. I believed that I could make a difference by becoming a teacher. There were some that rejected mainstream American values and decided to start over by going “back to the land” to establish communes. Drop City, in Colorado was one of the first, but I discovered there was a commune right here in West Sand Lake on Barnes Road in the early 1970s. The neighbors called it the Hippie Farm. George and Margret Gotsamer built a new home and rented their old 1850 farmhouse to about 8 couples. Rodger Sutton, who lives in the house today told me there were 13 beds in the house, a woodstove for heat, and a hand pump for water in the kitchen. The group grew their own crops including corn pumpkins and squash. Evidently some of the tending of the crops was done in a free naked fashion. He also said that the leader was a woman called “Hot Mama” who held court in a house made of straw bales with a tin roof. I also talked to June Groat and Laura Schreiner from the Broken-New Farm and riding stables who lived across the street from the hippies. Their farm is the original Barnes family homestead built in 1825. They agreed that the commune

did not really have a name but there was a yellow sign out front. June did become concerned one day when she walked down by the creek and found a number of naked hippies sunning on the roof of a shack. This is about all the information I could find on the commune, please contact me if you have any stories about this “far out” community. 518 674-2026.

We Need EMT’s and DriversWe Will Train You The Sand Lake Ambulance has been in existence for 60 years. We have operated as primarily a volunteer organization for most of that time. We need your help to keep our costs down by filling out as many shifts with volunteer EMT’s and drivers as we can. We could particularly use recent retirees who are looking to stay active working days during the week. If you have ever been interested in becoming certified to provide emergency care to friends, family, neighbors, or others, we will pay for that training. The course is 4 months long and will require some commitment of time and work. And we will ask you to ride as a member for at least 2 years with Sand Lake Ambulance for training you. We also train ambulance drivers in EVOC training. We generally work on keeping our skills up with regular training and try to keep it both educational and enjoyable. And as an active member of the ambulance, you’ll be working calls and helping your community. You need to be in fairly decent physical health and able to lift 50 pounds fairly easily, you need to be okay with working with trauma patients or sick community members, and you need to be willing to get up at all hours to do it.

Please consider joining, we need your service. We aren’t saying it won’t be work, but it will be worth it.

Rensselaer County’s Second Annual Farm Day Out! When: August 18th 12pm-3pm Where: Kinderhook Creek Farm (5168 S Stephentown Rd, Stephentown, NY 12168) Join Cornell Cooperative Extension of Rensselaer County and The Eckhardt Family at Kinderhook Creek Farm from 12-3pm on Sunday, August 18th, for Rensselaer County’s Second Annual Farm Day Out! Kinderhook Creek Farm is an 1150+ acre field crop and vegetable farm that has been owned and operated by the Eckhardt’s since 1959. Greenbush Cemetery in need of donations The Greenbush Cemetery was incorporated in 1845. From Columbia Turnpike, one can see we are an old, historic cemetery in the Town of East Greenbush. However, we are still active and offering lots sales for a reasonable cost

in three new sections. With lifestyle changes in a more mobile culture, our cemetery is suffering financially. Lot sales are way down and more cremations are being done rather than burials. Cemeteries are forced to rely on donations to keep operating. The Greenbush Cemetery estimates the operating cost for 2019 is $20,000.00. We will need to raise $15,000.00 to stay operational for this year. Please consider making a tax-deductible donation to help maintain this historic cemetery in East Greenbush. The Greenbush Cemetery Board of Trustees (all volunteers) will be most appreciative! We will publicly list you as a donor unless you wish to remain anonymous. Please make checks payable to: Greenbush Cemetery Association. Please mail checks to Jim Finke, Treasurer, 13 Horizon View Drive West, East Greenbush, NY 12061. For more information, contact: Bobbie Reno 518465-7938. Thank you.
