E. Greenbush Supervisor’s Report On Monday, June 17, 2019, the first public meeting on the new Comprehensive Plan will be held at 6:00 p.m. at the Red Barn in the Town Park! East Greenbush last promulgated a Comprehensive Plan in 1993, although a Land

Use Update was published in 2006. Since the Town is changing so fast, the Town Board approved funding for a new Comprehensive Plan. This will be followed by amendments to the Zoning Map and an update to the Generic Environmental Impact Statement (GEIS). The public meetings are critical to the process. We have no preconceived ideas as to the form the new Plan should take because we want to know how Town residents envision the future of their Town. Are we growing too fast? What areas and resources should be protected? What do we mean by the term “smart growth?” How can we enhance walkability? What are the implications of the Albany-Hudson Electric Trail? There are many questions that have to be answered before we can put together the right Plan. The session on the 17th is a Visioning Workshop that will include information tables, opportunities to

Public Meeting to Assist with Poestenkill Natural Resources Inventory Residents of Poestenkill are invited to a meeting to see the Town’s natural features mapped in full color and detail and provide feedback on the accuracy and ease of use of the maps. The Poestenkill Conservation Advisory Council (CAC) will hold a public meeting at 7 pm at Town Hall on Wednesday, June 19, to brief Town officials and other residents on an updated Natural Resources Inventory (NRI) that the CAC is preparing. It will include maps of streams, forests, wetlands and flood hazard zones, among many natural characteristics. An updated NRI is a support document for the Town’s Comprehensive Master Plan to assist Town boards, landowners, and prospective developers when considering land use and protection. The CAC is creating the updated NRI as part of a pilot program of the NYS Department of Environmental Conservation Hudson River Estuary Program, which provides digital mapping expertise from Cornell University and publication assistance from the Rensselaer Land Trust. Nassau pharmacist to pay $100,000 in benefits case Grossman admits store filed false claims for Medicare, Medicaid By BETHANY BUMP

A Rensselaer County pharmacist has agreed to pay $100,000 to resolve allegations that she and her pharmacy submitted false claims to Medicare and Medicaid. As part of the agreement, Cathy Grossman admitted that from March 2010 to March 2017 she and her staff at Nassau Pharmacy submitted false claims to the benefits agencies for reimbursement, according to the U.S. Attorney’s Office.

In some cases, the claims were for drugs that she and the pharmacy never dispensed. In others, they were for drugs that patients never ordered. Grossman also billed the government for brand-name drugs while dispensing less expensive generic alternatives to patients. “When pharmacists submit false claims to Medicare and Medicaid, hard-working taxpayers foot the bill,” said U.S. Attorney Grant Jaquith. An investi triggered by a whis-

tleblower lawsuit filed under the qui tam provisions of the federal and New York False Claims Acts, which allow private individuals to file civil actions on behalf of the government and share in any recovered funds. In this case, the whistleblower will receive $22,000 of the settlement proceeds. The case was investigated by the U.S. Attorney’s Office for the Northern District of New York, the state Attorney General’s Office,

the Office of Inspector General for the U.S. Department of Health and Human Services, and the Federal Bureau of Investigation. “Fraudulently billing Medicare and Medicaid for personal gain is both illegal and immoral,” said Attorney General Letitia James. “Not only did Cathy Grossman steal from government programs intended to support vulnerable populations, but she saddled taxpayers with the bills of this dishonest activity.”

MaryEllen Bielawa sat in aSouth Carolina court holding a piece of paper with 11 paragraphs on it. It was her victim impact statement. Two and a half years earlier her 19-year-old son Ryan Bielawa of Averill Park was struck and killed crossing a street near his college campus of Coastal Carolina University in South Carolina. Not long after Ryan’s death, she wrote her impact statement, and has always kept it. “It was difficult to put into words,” MaryEllen said. “But I was told, ‘Just describe Ryan and how his death has affected your life.’” This week she was finally given the opportunity to read her statement aloud in court to Edward Washington, the drunken driver who struck Ryan.

“My son was a beautiful person with an amazing future ahead of him and Mr. Washington took that away from him,” MaryEllen read. “I will never get to see my son graduate from college, have a successful career, family — all those things a parent gets to witness and be a part of as their children grow up. I am haunted by my loss in every aspect of my life.” Washington, 33, was convicted in the South Carolina court Wednesday for driving under the influence and sentenced to 20 years in prison. “I don’t have hatred for Mr. Washington. I understand it was an accident and he didn’t want to hit my son. Stephentown Heritage Center increases visiting hours The Stephentown Historical Society has announced that the Stephentown Heritage Center will welcome visitors on the first Saturday of each month from 10:00 a.m. to 2:00 p.m., beginning on July 6, in addition to the regular weekly Friday hours of 1:00 to 4:00 p.m. These weekend open hours will allow more Stephentown residents and visitors the opportunity to explore what the society offers in genealogy research and local history. The other Saturdays are August 3, September 7, October 5 and November 2. The center is closed during the month of December. Rensselaer County Garden Tour June 13 Cornell Cooperative Extension of Rensselaer County will hold its annual “Rensselaer County Garden Tour” on Thursday, June 13, from 4:00 to 8:00 P.M. This drive-ityourself tour will feature more than twelve gardens in the Historic South Troy and Eastside neighborhoods. Gardens this year include shade and sun perennials, raised bed vegetables, townhouse gardens, poolside gardens, arbors and pathways, backyard orchards and fruit plants. Everyone will enjoy seeing the gardens and learning from their owners and will take home dozens of inspirational ideas. He encouraged them to be the best that they could be. They all looked up to him and aspired to be like him.” Ryan made many friends at Coastal Carolina where he was a sophomore and studying finance. He was on the president’s and dean’s lists. MaryEllen said Ryan had dreams of working in the stock market and that “his claim to fame was that he was going to be a millionaire by 25.” “There is no doubt in my mind, or anyone that knew Ryan, that he would have achieved those goals and more,” MaryEllen said. Ryan Bielawa was a soccer and basketball player at Averill Park. He also attended La Salle Institute for one year. “One of his expressions was ‘never have a bad day.’ He was always happy and smiling,” she said. Upon returning to her Averill Park home on Friday, MaryEllen said she went in her son’s room, which has remained the same since his death, to hang up some collages his friends had made. Ryan used to talk about a house of his own, MaryEllen said, and in it he said he would have an apartment for his mother. “He always said, ‘Don’t worry Mom, I’m going to take care of you,’” MaryEllen said choking up. “I wish he was still here.” MaryEllen said although she was relieved for this chapter of the tragic journey to finally come to a close, her heart still aches. “It was a hard week,” MaryEllen said. “But I just needed to go. Columbia High School placed 11th at the 2019 Science Olympiad National Championship on June 1 at Cornell University. The team set several new records, including Gold Medals (2), top 5 finishes (7) and their best overall finish (11th). There are nearly 8,000 high school Science Olympiad teams in the nation. Columbia placed 11th out of the 61 teams at the national STEM competition, each of which are state champions representing states from around the U.S. and Japan. Over the four days of the National Championship, Columbia’s students attended lectures by Cornell professors, a STEM expo, a screening of the award-winning movie “Float,” and represented New York at the opening ceremonies. Students Recognized for Leadership at SUNY Oneonta ONEONTA, NY -- SUNY Oneonta recently recognized nearly 200 students who have attained leadership milestones through the college’s LEAD (Leadership Education and Development) program. LEAD@Oneonta is a comprehensive leadership program based on current research and guidelines from the Council for the Advancement of Standards in Higher Education. All students can choose to participate in the LEAD program, which aims to better prepare them for life after college by providing a comprehensive picture of leadership and the skills needed to be a good leader. Students can attain a silver, gold or platinum level. To attain each level, students must meet a mix of programmatic and experiential leadership requirements, including completion of online courses, attendance at educational events, and membership and leadership in one or more of SUNY Oneonta’s 100+ student-run clubs and organizations. He’s the team president now, but Rick Murphy doesn’t mind doing a little dirty work. He replaced the liner in a trash receptacle in the Tri-City ValleyCats offices on Friday morning. “We’re a little short-handed,” Murphy explained. His staff was busy getting ready to host a picnic of 1,300 state workers at Bruno Stadium. On the other hand, Murphy is taking on bigger projects after being named president last month. He inherited that title from principal owner Bill Gladstone, who turned 88 in May. “He’s been instrumental in the success of the franchise and will still be involved,” Murphy said. “I think from a business perspective, we just felt it was the right time that I take on some additional responsibility.” The ValleyCats are embarking on their 18th season. TriCity, the New York-Penn League affiliate of the Houston Astros, opens at Vermont on Friday before holding its home opener against Staten Island on Father’s Day. Murphy and Gladstone have worked together since 1992 in Pittsfield (Mass.), the franchise that relocated to Tri-City in 2002. Murphy served as general manager and then chief operating officer before this new assignment. Gladstone is still expected to be a daily fixture at ValleyCats home games in his seat behind home plate. He’s now the team’s chairman with his son, Doug, filling the role of vice chairman. “Rick has, for the 27 years they’ve been partners, evolved and grown in his role and is really the leadership presence for the team in the community,” Doug Gladstone said. “You

public sightings as indices of moose distribution and abundance in New York. This is part of a multi-year research project to obtain information on the status of New York State’s moose population, health of the moose, and the factors that influence moose survival and reproductive rate. Most moose sightings occur within the Adirondacks, but neighboring states Connecticut and Massachusetts also have moose populations, resulting in observations in the southeast portion of New York. The moose, a protected mammal in New York State, is the largest member of the deer family and the largest land mammal in New York. Bulls weigh from 600 to 1,200 pounds and stand up to six feet tall at the shoulder. Cows weigh anywhere from 500 to 800 pounds. DEC reminds the public to respect wildlife by viewing from a distance, at least 50 feet away. Keep quiet, move slowly, and do not approach moose. Drive cautiously at dusk and at night in the Adirondacks. Have you seen a moose? Let DEC know by reporting your observations using the online form. Free talk on Civil War History SARATOGA SPRINGS, N.Y. -- The role of a Civil War infantry regiment recruited from New York City, and Newark, New Jersey as well as villages across Western New York will be the subject of a free talk on Saturday, June 15, at 1 p.m. at the New York

State Military Museum. Rick Barram, the author of the book “The 72nd New York Infantry in the Civil War, A History and Roster” will talk about the history of the unit which in every key battle waged in the War’s Eastern Theater from 1861 to 1865. The 72nd was part of the Excelsior Brigade, a unit of five regiments recruited by Brig. General Daniel Sickles from across New York. Sickles, a New York City Democratic Congressman, was infamous for shooting and killing the son of Francis Scott Key, who was having an affair with his wife, and then claiming temporary insanity. He was found not guilty during the trial and then went on to lead Union troops. Rick’s talk will look at the founding and history of the brigade, Sickles’ enthusiastic but flawed leadership and the difficulty ‘Sickles the politician’ would experience in becoming ‘Sickles the General.’ This talk will use the 72nd’s role within the brigade as a focal point while examining some of the hardest fighting of the Eastern Theater until the brigade’s dissolution in the summer of 1864. Barram lives and works in northern California where he teaches social studies and theater arts in the Gateway Unified School District. He is a Civil War reenactor and serves on the boards of two Civil War-related non-profits. The New York State Military Museum is located at 61 Lake Avenue in Saratoga Springs.

According to Blue Cross for Pets, cats are most likely to encounter ticks if they live near areas with lots of deer and sheep or in regions where other wildlife, such as hedgehogs and rabbits, are present. Dylan Hansen • SCHOLAR ATHLETE • by Eric Schuman Spring sports officially wrapped up this week for Averill Park. The Warriors track athletes of Jamie Cocca, Sophia Morone, and Lydia Ware all competed in the state tournament at Middletown High School on 6/7. Jamie Cocca finished another successful season placing 4th in Division 1 with the shot put (55’4 ¾”) and 2nd in discus (159’). He advanced to the Federation Championships on 6/8 and came in 5th in the discus (159’3”). Sophia Morone and Lydia Ware placed 11th and 14th, respectively, in the 200m to cap off their terrific seasons as well. The Unified basketball team defeated Stillwater 55-51 in overtime on 5/30. Mike Minehan led AP with 12 points and Katy Story and Ashley Mazzacco each scored 6. Laura Williams and Mario Hepp also added 2 points apiece. With the season over, this is the last article of the year. I will be returning in the fall with more Warrior updates for one final year. Congratulations to all of AP’s outstanding student athletes and good luck to the graduating Seniors that will be continuing their sports in college or elsewhere.

This will be the final scholar athlete article for this school year. Please read again when I come back in September with the newest senior class. This week’s scholar athlete is Dylan Hansen. Dylan is a singles player on the Varsity Tennis team. Dylan started playing tennis in eighth grade after his older brother introduced him to the sport. His favorite part of the sport is “that it is an individual sport within a team sport. We win and lose as a team but compete individually. It’s also fun to be with good friends every day before practice.” Dylan says the most difficult part is “being able to mentally stay into every point in a match and not getting down on yourself.” In order to prepare for this season, Dylan and his team practiced hitting on the courts. Their efforts helped them to reach the sectional championship game, a feat that had not been previously accomplished. Dylan works hard both on the court and in the classroom. Throughout high school, Dylan has maintained a GPA of 92. This year, Dylan is taking challenging courses such as AP biology, statistics, participation in government, and psychology. Dylan’s efforts were recognized last fall when he was inducted into the National Honor Society. In his future, Dylan will be attending the University of Buffalo in order to pursue a degree in Biology. Outside of school, Dylan works at the Coldstone Creamery. Dylan says that he has had numerous role models help him throughout high school. “In tennis, Coach Gaetoni has always inspired us with making section champs as our goal. In school, Mr. Reddy and Mr. McPartlin have been my biggest role models. The two have displayed great work ethic and helped me in any way I’ve needed in high school.” We all wish Dylan the best as he finishes his senior year of high school and enters college.

4-H Shooting Sports Archery Session for Youth The Cornell Cooperative Extension of Rensselaer County 4-H Youth Development program is holding a four week 4-H Shooting Sports archery session. DEC Launches Second Phase Of “WomenHuntFishNY” Photo Contest Following the success of the New York State Department of Environmental Conservation’s DEC) statewide photo contest for women hunters, DEC Commissioner Basil Seggos announced the second phase of the “WomenHuntFishNY” contest to celebrate women anglers in the state. The contest officially opens on Monday, June 17, and continues through July 8, 2019. Women who fish in New York State are encouraged to share their photos by emailing womenhuntfishny@dec.ny.gov. DEC welcomes photos of all aspects of safe, legal, and ethical fishing. Contest categories include: *Freshwater fishing *Saltwater Fishing *Ice Fishing *Youth (girls) fishing *Mothers and Children/ Multi-Generational *Action shots (Casting, reeling, or landing the big one!) To be considered in the contest, photos must depict women fishing in New York State. Wynantskill’s Caraline Wood Selected as Softball’s NFCA First Team All-American WORCESTER, MA -- Recent WPI graduate Caraline Wood has been named as a National Fastpitch Coaches Association (NFCA) All-America first team honoree, as revealed May 22 at the NCAA Division III Softball Championship banquet in Tyler, TX. Wood batted .465 and ranks third in Division III in total bases (126) and fourth in RBI (59), 10th in slugging percentage (.875) and 11th in hits (67) and home runs (13) following the Super Regionals. The Medford Regional All-Tournament team selection is 10th in batting average (.583) and 11th in slugging percentage 1.083 and is one of 17 to have a triple thus far in the NCAA Tournament. The senior concluded with a seven-game hitting streak, including a 4-for-4 performance versus St. Joseph (CT) in the NCAA tournament. Journalist and Author John Gray Receives Outstanding Citizenship Award Gray is an Emmy Award winning journalist with over 25 years in the news business. He has written several books about his dogs and has brought joy and comfort to those that read them. Gray has donated over $25,000 from the proceeds of his book sales to animal shelters. Hoffman praised Gray as a great humanitarian who grew up in South Troy, delivered The Record newspaper as a boy, and still lives in Rensselaer County. John was joined by his wife Courtney and their adopted blind and deaf dog Keller, who was featured in Gray’s recent book “Keller’s Heart”.

What Congressional Democrats are trying to do by continuing their fake investigation of President Trump is to distract the public from the karma that is coming their way. The Obama administration and candidate Clinton used the power of the deep state to try to stop Donald Trump from winning the election. When that failed, they continued to apply their immense power into impeaching him and removing him from office. They do not understand what they are up against. It’s not just President Trump and the people who voted for him. They are at war with justice itself and they’re going to lose. They will lose because they tried to make up evidence to fit their accusation. The impeachment process is not a legal process. It’s a political process. They can use lies and accusations to win their case in the court of public opinion only to remove an elected official from office. We The People now have Attorney General William Barr conducting a legal investigation of their political investigation…only this time, we have real evidence of real crimes. Mr. Barr’s investigation won’t simply result in people being removed from office. People will go to jail. Of this I am now confident because I understand that the Democrats ALWAYS project their own thoughts onto their opposition. The latest example of this is House Speaker Nancy Pelosi’s unwise statement that she would like to put President Trump in jail. She’s really showing us that she knows that it’s people on her side who actually will be going to jail. Not only will they lose this particular battle to protect themselves from the genuine investigation of the crimes they committed while trying to prevent President Trump from Making America Great Again, but they also stand to lose their battle for Globalization and their New World Order. President Trump’s recent trip to the U.K., the resignation of Britain’s Prime Minister, the status of Brexit and the contrived anti-Trump protests in London are all events that show us just how deep this rabbit hole goes. ~David Crawmer www.republicamerica.us

Memoirs of an Amnesiac: Bomb Shelter Some people think of the 1950s as a prosperous, carefree time in America. As a young sprout, I recall some anxiety over the Cold War, which was in full frost back then. The US and Soviet Union each had enough nuclear weapons to blast the other to smithereens—and take the rest of the planet with them. We all worried that somebody in charge might have an itchy trigger-finger. What could ordinary people do? At school, we practiced huddling under our desk. I remember a Civil Defense film which showed us how to fend off nuclear fallout: Just wear a broad-brim hat. I guess that had to be true; the authorities wouldn’t lie to us, would they? There was a well-to-do family down the road from my house, and one day I heard that they had converted their basement into a bomb shelter. That got me worried, so I asked my Dad if we should convert our basement, too. He just smiled and said it wouldn’t be necessary; there wasn’t going to be a war. Dad knew lots more about stuff than I did. He had served with the Royal Air Force during WWII, where he had seen people die, and was himself nearly killed. So now, I was only too glad to take his word for it. I breathed a sigh of relief. They say that when you’ve seen one nuclear holocaust, you’ve seen them all. If the Cold War had suddenly turned hot, it might have been better not to survive. Is

that what Dad was thinking when he said we wouldn’t need a bomb shelter? Either way, he did his best to ease my mind. I could go on enjoying each day as it came, and not waste it worrying. ~Ron McKee, Averill Park, NY

“No New Taxes – Read My Lips” Here we’re talking about the way New York State does business. Time and time again, NY sells a program “for the public benefit” only to have it become a tax increase to benefit the rulers of the Empire State. Years ago, the auto inspection fee was introduced as “it will never be more than three dollars.” Today it is over $20. A promise was made to not increase auto registration fees: today there is a $10 “use fee” on car registrations plus a $10 “law enforcement fee” on mandatory insurance policies. That’s $20 additional. Most recently, Governor Cuomo has announced the goal of 100% energy independence from carbon free sources. State grants and incentives promoted solar development. Now that solar installations peaked in 2016, the Empire State seeks to impose taxes on solar installations to fund another state program. When will the elected leaders of this state start acting on behalf of the people and not like Emperors of the Empire State? ~Steve Sevits, East Greenbush, NY

Shopping Locally Is a Community Service

It’s hard to believe that the grand opening of the Peebles Department Store in East Greenbush was September 2014, five years ago. Even harder for me to believe is that I patronized Peebles for the first time a week ago. I have driven across the river countless times to Colonie to shop for things I could have easily gotten at Peebles just 2.5 miles away from my home. Peebles is a neat and clean, brightly lit, family-oriented department store. Sadly, the Peebles store in Troy closed in January probably due in part to people like me who choose to drive to the malls in Colonie instead of being mindful of the wonderful shops in our own communities. My understanding is that the East Greenbush Peebles lease is up in September and whether or not they will be renewing their lease is as yet unknown. We do know, however, how difficult it has been to bring businesses, including restaurants and retailers, to East Greenbush, especially for location on or near Columbia Turnpike. Therefore, to keep our much-appreciated local businesses operating in town, it is wholly within our best interests as taxpayers to shop in town whenever possible. When we shop locally, our sales tax dollars stay within the local economy helping, as a result, to improve our community. In an effort to thank businesses for choosing to operate nearby, please take every opportunity to volunteer for community service by shopping locally. The Pawling Avenue United Methodist Church will host a chicken barbecue on Saturday, June 22, 2019, from 4 PM until 6 PM or until sold out. The chicken will be cooked on the front lawn of the church and can be picked up there also. In case of bad weather, meals will be available for pick up in Taylor Hall. The menu for the barbecue is a barbecued chicken half, baked potato, baked beans, coleslaw, dinner roll, brownie and a bottle of water. Meals for adults are $12.00, meals for children 5 to 12 years of age will be $6.00 and there is no charge for meals for children under 5 years of age.
