Snow and murder hornets, and the hits just keep coming! It was a tough week for news in the Capital Region. Luckily, it appears that cold weather may kill the hornets, so our geography could help us in this scenario. In regular domesticated animal news, we received a lot of pictures of your fur babies at home with you this week. We have a page dedicated to them and their wonderment of why you are spending so much time with them lately. One of the positives of being at home more is the attention they are receiving. We may make a contest out of your pictures and give away a gift card for a pet related store, so keep sending them in and we’ll let you know in the pages shortly. As I’m writing this, Governor Cuomo announced that some areas, including the Mohawk Valley will begin a phased reopening, that includes construction and manufacturing activities. This is some very good news as these regions have met all the criteria for the phase. There are many issues related to other areas of our communities hitting all the criteria, and you can follow the news on timesunion.com as it becomes available. Hopefully we are moving toward more regions reopening, but we have to continue to be safe and keep each other safe. This is good news for a lot of the businesses that we support and that support us. We hope to talk to more of them soon and get their messages in front of our readers. Two years after woman found dead, a twist Finding of poison in body makes case a homicide probe

The Rensselaer County woman who was found dead in a wooded area nearly two years ago had rat poison in her system, authorities said. The death of Megan Dyer-MacLean, whose body was found June 4, 2018, on an old railroad bed behind her Johnsonville home, is now being investigated as a homicide, said the Rensselaer County Sheriff’s Department, which is continuing to urge anyone with information about Dyer-MacLean’s death to come forward. Toxicology tests determined that Dyer-MacLean, 31, of Route 67, had elevated levels of strychnine, a poison used to kill birds and rats, in her system. Strychnine is not commonly used today, said department spokesman Deputy Kyle Bourgault. “Toxicology tests take some time in general,” Bourgault said, when asked why it took nearly two years for authorities to make the determination that Dyer-MacLean had poison in her system. “We wanted to make sure we had everything right. Snowbirds trapped in RVs

Roy and Marissa Jacobsen had hoped that by now their 36-foot Tiffin motorhome would be set up for the summer at Deer Run campground in Schaghticoke. “That was our plan,” said Marissa, explaining that they had recently driven up from their winter spot near Naples, Fla. Instead, the bus-size vehicle, which is the couple’s permanent home, is parked in Marissa’s brother’s yard here. Adding insult to injury, they are worried about moving the vehicle, which appears stuck in the mud that grew thicker and thicker with the recent spring rains.

The Jacobsens are among an unknown number of retired snowbirds who spend winters in Florida and summers in New York but can’t get into their usual spots due to COVID-19- related closures. While Deer Run and other Rensselaer County campgrounds remained closed, however, facilities in other counties are open and accepting their summer snowbirds. “We are indeed open,” said Richard O’Brien, whose company owns Saratoga RV Park in Gansevoort. Like other RV campgrounds, they are open on a limited basis,

with amenities like their pools, game rooms and indoor buildings closed or curtailed. But people are anxious to get to campgrounds especially as the weather improves, he said. The situation was the same at Woodland Hills campground in Austerlitz, Columbia County, which on Friday was letting in the first of their summer-long residents, said owner Nancy Hreschak. Campers and RV resort operators alike are all dealing with what has become a crazy quilt system in which some counties and even towns are letting their

Ann O’Neill: Chatham Area Silent Pantry Even before the corona-virus pandemic, Ann O’Neill was making sure students in the Chatham Central School District had enough to eat. Now she has become, she said, a “point person” both for community members who are looking to help others and for those in need of a helping hand. “I don’t have a lot of money to give,” O’Neill said. “I have a lot of time and I have a lot of connections.” Before schools closed, she worked at the Chatham middle school’s front desk. “I meet a lot of people through my position at the school,” O’Neill said. “If somebody’s in need they know that I would be able to help them.” And if people have something to give, O’Neill often knows where their resources would be useful. “People generally just know to reach out to me,” she said. Throughout the crisis, she has found the community to be eager to help. “It always seems to step up, Chatham does,” she said. Someone recently gave her a slot machine, which she plans to raffle off. The East Chatham Food Co., which delivers locally, contacted her to donate $300 in gift cards. “Families that I knew could use a cooked meal, I gave those out to them,” O’Neill said. Alex VanDerKar • Scholar Athlete • This week’s scholar athlete is Alex VanDerKar. Alex is a two-time captain on the Varsity Lacrosse team. Alex has also played on the Varsity Soccer team since her Sophomore year. Alex began playing lacrosse in sixth grade and has loved the sport ever since. She says her favorite aspect of lacrosse is “its versatility, there’s always new things to teach yourself and improve on.” In order to improve during the offseason, Alex played for Albany Power Lacrosse Club and led practices at 6:00 am for her team. Last year, Alex’s hard work paid off when she was recognized as Suburban Council All-Star Team honorable mention. This year, Alex said she was looking forward to playing her final season alongside her teammates she has played with for many years, as well as have the opportunity to be on the same team as her younger sister. Sadly, Alex will not see the field this year, but she will continue to play at SUNY Brockport in the future. Alex works hard both on the field and in the classroom. Alex has maintained a GPA of 94 throughout high school. She has achieved this while taking a rigorous course load, including AP statistics, AP government and politics, AP english, the human brain, physics, health. Alex is also a member of the National Honor Society. Alex’s academic achievements were recognized when she received the 2020 Outstanding Student and educator Award- for leadership and academic success. In her future, Alex will be attending SUNY Brockport to pursue a degree in nursing in order to become a nurse anesthetist. Alex says her greatest role model has been her mother. “My mom has always been the most predominant role model in my life, she’s taught me many valuable lessons that have shaped me into the person I am and always encourages me to be the best version of myself.” Alex also says her teammates and coaches have helped her to succeed in her sport. “Our team is so great because everyone wants to grow and succeed together, I definitely work harder knowing that my efforts aren’t for me but for the team as a whole.” We wish Alex the best as she finishes her senior year at Averill Park and prepares to enter SUNY Brockport.

are long-term seasonal residents rather than “transients” who may be camping for a weekend or a few days. “It is very piecemeal,” said Christine Taylor, an attorney at Albany’s Towne, Ryan & Partners who advises the state’s campground association. In some locations, where towns have ordinances regulating campgrounds, they may or may not be open -- it can even depend on whether municipal offices have been open during the pandemic. Others have looked to county health departments for needed approvals on a case-bycase basis. Thus in Orange and Ulster counties some are open while others are not. “Some towns were slow in getting people permits because town halls had limited capacity,” said Taylor. Mostly, though, the discrepancy is among counties. Deer Run’s sister campground, for example, is open near Cooperstown. That’s little comfort for stranded campers like the Jacobsens. Roy Jacobsen has an extension cord to his in-laws home and they’ve been using their kitchen and bathroom since the house doesn’t have RV hookups. The in-laws don’t seem to mind but Jacobsen joked that “I don’t think his neighbors are thrilled with a 36-foot-long lawn ornament,” in the yard. There is a more serious side to the stranding. The Jacobsens along with other families have already paid the approximately $4,000 to keep their RVs at Deer Run all summer. But the company that operates the facility, Adventure Bound Camping Resorts, hadn’t yet made it clear as to whether there would be refunds or credits or extensions allowing people to stay later in the season. The company didn’t return a call for comment. Some of the usual summer residents at Deer Run live year round in the Capital Region but spend summers at the campground, where their kids get a sense of adventure and where they meet old friends who come back year after year. Particularly frustrating is the lack of clear answers they seem to get when they call state or county government. Rose Doyle, of Guilderland, has tried to get through to the governor’s office with no success. And Rensselaer County officials tell them they need the go-ahead from the state Empire State Development, the agency in charge of business promotion. ESD has various regions which are supposed to help delineate when the state may start to reopen businesses, when and if the COVID-19 pandemic eases. But a query to ESD said that the state Department of Environmental Conservation or Health Department was overseeing campgrounds. A call and email to ESD’s Troy office wasn’t returned. “They are just throwing the ball from one person to another,” said Doyle. Rensselaer County appears to be taking a tough stance when it comes to openings, or at least as they pertain to people coming from out of the area. Earlier in the pandemic County Executive Steve McLaughlin said he worried about travelers from downstate who might spread the virus and overwhelm local health facilities (the vast majority of New York’s COVID-19 cases are in the greater metropolitan area which is now viewed as a national source of the pandemic). Officials in other upstate counties have voiced similar fears. But they that they’ve been told by local ESD officials the campgrounds shouldn’t be opened yet. “Rensselaer County is not looking to be overly involved in campgrounds with everything else going on, and we are simply trying to follow instructions from the state,” said county Operations Director Richard Crist. “It seems unfair and unnecessarily confusing that there are different sets of rules about opening campgrounds, and one rule should be applied so we can all follow it.” Even campgrounds that serve seasonal residents in Rensselaer County have shut down. Ron Van Fleet who owns Alps Family Campground in Averill Park had some longterm residents earlier but now he’s had to turn away technicians who will soon be installing conveyor belts at the new Amazon warehouse being built in Schodack. These specialized workers travel from job to job and many live in RVs. “That is their home pretty much,” said Van Fleet. Meanwhile, the substantial system of state-operated campgrounds, which serve tenters and RV drivers, remains closed, with the earliest possible opening date now set for June 1. Normally, many of those facilities would be open by now but the pandemic-postponement has meant that people won’t be able to use the state facilities during the upcoming Memorial Day weekend. Some cabins may be open on a case-by-case basis, though. For now, people like the Doyles and Jacobsens are in a holding pattern. The local families are staying home and the Jacobsens as of Friday were biding their time in Valatie, hoping the grass will dry out so they can easily pull out when their campground opens. They sold their home after Roy retired from the State Police. Now Marissa wonders why they are even returning to the Empire State, given mobility the RV affords them. “It’s a nightmare,” she said. “Why we wanted to come back to New York is beyond me.” CONTINUED FROM 3

Troy mayor details difficult revenue forecast Madden tells City Council layoffs coming if aid not forthcoming By KENNETH C. CROWE II

Double-digit cuts in state aid and sales tax income will hit the city’s 2020 budget in June, leading to layoffs if federal aid does not come in to offset revenue declines caused by the corona-virus pandemic, Mayor Patrick Madden told the City Council Thursday night. “We should be good through the end of May the way things are going right now. But again, shortly after that we’re going to have to be making some painful choices in terms of services,” Madden said. The city has 31 open positions it won’t fill and has directed 10 percent cuts in department spending. But state aid is expected to drop 13 percent, and the city’s April sales tax revenues are projected to fall by 25 percent. The city has budgeted

state aid of $12.3 million and sales tax income of $16.5 million in its $74.7 million budget for 2020. Those numbers aren’t expected to hold. “We are running various scenarios for staffing reduction depending upon how long this uncertainty goes on. It’s not a fun or comfortable experience but we have to prepare for that eventuality,” Madden said. The city and all municipalities need relief from the federal government to keep the front-line employees in the police, fire and public works departments, the mayor said. Unlike the cities of Albany and Schenectady where the mayors have forecast significant staffing reductions, Troy has not yet done that. “We’re a service organization. We

provide services to people not products,” Madden said. Councilman Jim Gulli, R-1st District, asked if the city could get relief from paying part of its Troy Municipal Assistance Corp. debt. Madden said his administration is working on that and the city’s bond attorneys are reviewing the 1,000-page document for the debt. The MAC debt was issued in the 1990s to cover the massive budget debts it had incurred. The debt is anticipated to be retired in 2022. The annual payment is about $6.5 million. The state draws from the city’s sales tax revenues to make the annual debt payments. The city also is studying whether the 150 percent reserve that must be paid down to back up the payments can start

to be drawn down in July. Part of the MAC debt terms require the city not to fall into the red in its spending. That would trigger the state monitoring and controlling expenditures in the budget. The city finances were in good shape atthe end of the first quarter, Madden said. The coronavirus pandemic has changed that status completely, he said. If the state decides to offer an early retirement incentive, that may provide some fiscal assistance, the mayor told the council. The City Council voted unanimously to write the city’s federal representatives to pass a federal stimulus package to provide a COVID-19 relief package to municipalities.

Troy minister remembered

Mentor to ex-inmates, and an avid sewer, Linda Dukes died May 3 By PAUL NELSON

Leon Dukes recalled feeling what he described as a heat pass through his body when the gorgeous woman he later married walked past him at Bethel Baptist Church in Troy. He said during a recent conversation that he later found out she was equally as smitten with him. “She was feeling for me before she met me and I was feeling for her before I met her,” added Dukes, a lifelong member of Bethel, who is a deacon there. “She was a diva.” They were married for 25 years until Linda Dukes died early Sunday morning of complications from the coronavirus at a rehabilitation center in Schenectady. She turned 71 on April 15. A native of Kansas City, Mo., Dukes was a single mother, who her husband said had gotten into trouble with the law before relocating to upstate New York. “She was a very dynamic, strong, compassionate woman and she had a love for helping women who were struggling because prior to coming to this area she was a single woman and she struggled,” he said. She became an active member of Bethel serving as a usher, started a ministry called Freedom Bound Ministries for women getting out of jail, and eventually began preaching at two churches in Albany. Dukes worked as an administrative assistant for State Farm Insurance for 25 years and more recently had retired from a similar position with the state Education Department, according to her death notice.

Outside of work and church, Dukes kept busy with hobbies from hat-making to interior decorating and loved taking shopping trips to New York City, said her husband. She and her daughter made a business out of sewing and made hats, including church hats and fascinators, which are light, decorative headpieces decorated with feathers, flowers and beads. Leon Dukes, 78, chairman of Bethel’s deacon board, said he suspects his wife may have contracted the virus while preaching on March 8 at a church in Albany. Shortly after that, he said the couple received a call from the Albany County Health Department alerting them that two people at the church had tested positive for COVID-19. The Dukes were placed under quarantine. Linda Dukes went to St. Peter’s Hospital with what she thought was an asthma attack. A few days later she ended up back in the hospital after experiencing a fever and “feeling pain in her bones,” said Leon Dukes, of Latham. “The next day, she had problems breathing at night, they put her on a ventilator, and she was on it for 15-plus days,” he said. “The beautiful thing about this was the faith community came out, and people were praying, and I asked them specifically to pray for the healing of her lungs, her heart, her arteries, and to have that virus removed for her.” Their prayers were answered. Dukes was taken off the ventilator on Easter Sunday, April 12 or Resurrection Sunday as many Christians call it, which marks the day Jesus rose from the dead. Monday, Linda Dukes enjoyed a phone call with her

husband and their 9-year-old grandson, Malachi . “He started singing to her, and he was singing songs that she sang to him as a baby,” said Dukes. He said when his wife started getting better, she told him she dreamed Malachi had sung to her. Leon and Linda Dukes met at Bethel Dukes told her that Baptist Church in Troy. it wasn’t a dream and had really happened. Yet another prayer would be answered when Leon Dukes’ wife unexpectedly called him from the hospital another time and greeted him with, “sweetie.” “Man, Ilost it, I started running and shouting and praising the Lord,” he said. “I was telling her I love her, and I miss her, and I’m sorry I’m not there to be able to hold your hands and touch you.” She asked him where she was and he tried to explain to her that a virus had attacked her body and he urged her to be cooperative with the nurses and doctors so she could get better. He shared the good news with the family. She got off the ventilator, started to slowly breathe on her own, and was transferred to Sunnyview Rehabilitation Center in Schenectady. Though not a DFD member, Randy’s contribution to public safety and wellness, both through the North Greenbush Ambulance Association and Troy Police Department, left an indelible mark on our area. According to Rensselaer County, there are currently 424 confirmed cases of (44 in North Greenbush) and 25 deaths attributable to the coronavirus, as of May 10th. There are 238 cases cleared for recovery throughout the county. The Centers for Disease Control “advises the use of simple cloth face coverings to slow the spread of the virus and help people who may have the virus and do not know it from transmitting it to others.” According to their guidelines, face coverings should: fit snugly but comfortably against the side of the face; be secured with ties or ear loops; include multiple layers of fabric; allow for breathing without restriction; and be able to be laundered and machine dried. Previously, the DFD instituted social distancing, sanitizing, and face covering guidelines consistent with public health best practices. We remain committed to doing our part to #StopTheSpread. Kinderhook Creek Preserve, Nassau - Parking Updates NASSAU - Over Mother’s Day weekend, Rensselaer Land Trust expanded their Kinderhook Creek Preserve’s parking lot to better serve the community. The land trust would like to remind the public that parking along Martha Hicks Road is prohibited. The road must be clear to leave adequate room for emergency vehicles to pass by. The land trust has placed cones and no parking signs along the roadside to deter cars from parking outside of the parking lot. Once construction is completed they expect there will be about 18 parking spaces available for visitors. The land trust is urging the public to please stop roadside parking – or overcrowding during the COVID-19 pandemic – if parking is observed on the road they will have no choice but to close the Kinderhook Creek Preserve. LETTERS TO THE EDITOR A recent announcement of a slate of North Greenbush Democratic Committee candidates misleads voters as to the real reason for their candidacy. It has nothing to do with traffic, recreation and certainly not ethics. Councilwoman Sabo recruited this group of people to gain control over the endorsement process after the committee declined to endorse her for town supervisor last year. The committee did so because we correctly believed her job in the State conflicted with the Supervisor’s position. What their announcement left out was an ethics opinion from her employer, NY State, telling her numerous reasons she could not hold the office of Supervisor. She ignored it forcing the State to issue her a written order to stop campaigning. On April 8, 2019, two months after announcing her primary candidacy, a State Ethics Officer contacted Mrs. Sabo about her candidacy because she had not requested prior approval from New York State to run for office. On April 10th, the officer contacted Mrs. Sabo via email and was misled, denying she had begun to campaign. On May 31, 2019, the Ethics Officer issued an opinion stating “you may not campaign and run for election as Town Supervisor and you will need to immediately cease all your current activities related to campaigning or running for that office.” Further it declared she could not serve if she won. Usually, students in need are sent home on Friday with a backpack full of food, mostly for breakfasts and lunches, to get them through the weekend. O’Neill makes sure those backpacks get to them even as schools remain closed. The program has expanded the variety of foods sent home during the pandemic, making available frozen meat, produce and milk. “Generally that’s not done because of storage and stuff, but because the schools have the cooler space available we can store it there,” O’Neill said.
