This week we received some good news from Ellen Keegan, the Director at Books for Troops. Our community of readers has helped raise close to $3000 in the last few weeks, allowing her team to fill specific troop orders and cover the postage. In all of this, you all were able to step up and help fill a need when I’m sure you have your own issues you are dealing with. That is what the last few weeks have all been about. Thank you again! I also spoke to someone who disagreed with a story we ran in our northern communities around author Bill McKibben and his comments on the Adirondacks. I was first asked if we check our facts, and assured the caller we did. Although we may have disagreed on a few points, we had a great conversation on our local media and its importance to our communities. The last week showed me great things when it comes to our newspapers. We hear from advertisers all the time that our products work. It is also great to hear from someone like Ellen that we helped a group in our community. It’s just as great to talk to a reader who wants to talk about our stories and how it affects them. Sand Lake residents oppose mining permit Expansion’s potential for dust, noise are concerns By KENNETH C. CROWE II

RENSSELAER COUNTY - If people did not realize it before, they definitely are now- that no farms, equals no food. With most farmers markets and even some farms closed due to COVID-19, consumers are struggling to find local, fresh, products. The news has mentioned the need for vegetables, dairy, and eggs. However, it has recently brought up that we need to think about our meat supply. All of those products are available and that is the goal of Harvest Connection; to connect consumers with those products. Harvest Connection is a farm to table initiative that connects consumers with farm fresh products. Consumers are able to use our website and app, search a specific product, and Harvest Connection presents a list of farms and farmers markets closest to them. Residents and town officials are opposing the expansion of activities at the Hoffay Mine off Route 150 because of its potential for causing noise and dust pollution in the surrounding neighborhoods. They also allege the new permit is an attempt by the owners to mitigate past violations. Residents have launched an online petition drive opposing

the permit update Rifenburg Construction has filed with the state Department of Environmental Conservation for its sand and gravel mining operation. “This issue is expecting and getting them to abide by the permit,” said Tom Cetrino, one of the community leaders opposing the new application. “People are concerned about their neighborhoods,” Coun-

cilwoman Dee Erickson said Wednesday. The company’s application asks for permission for an additional crusher, two screeners, two generators with diesel tanks and includes the existing conveyor and maintenance road within the map boundaries. A fancy dress, a multi-course meal and a ballroom fit for a prom king, queen and their court. That image is what tens of thousands of high schoolers across the country had when they thought of prom. Many started planning last school year — talking about what they’d wear and which friends would go together, and debating transportation options. Do we rent a limo? Hire a bus? Borrow Dad’s vintage TR6? And the dress — possibly the most significant part of the event for many prom-goers. Is fifth proposal the charm? Troy approves deal for Hoboken Brownstone to design $30M project By KENNETH C. CROWE II

The Troy Local Development Corporation approved a contract Friday with a New Jersey company that wants to convert the former City Hall site downtown into a $30 million development that would feature apartments, offices and stores. The Hoboken Brownstone Company’s plan for 1 Monument Square is the fifth proposal considered by the city since City Hall was torn down nearly a decade ago. The four previous proposals all fell apart before construction could start. In Friday’s deal, Hoboken Brownstone received a three-year option on the 1.1-acre site between River Street and the Hudson River. The agreement was approved unanimously by the development corporation’s board, which met on a videoconference because of the coronavirus pandemic. The project is expected to feature public parking and amenities that include a connection to Riverfront Park. “This gives us a good launching pad to get started so that we can get a design in front of the community,” said Sumeet Gupta, COO of Hoboken Brownstone. Hoboken Brownstone was selected last summer as the latest developer for the site, which has been empty since City Hall was razed in 2011. The company has offered few specific details about what it plans to do on the site. Gupta told the local development corporation the firm has met with community members and is following the development guidelines reached during the public planning sessions. The city in an effort to avoid the latest Monument Square project from failing due to public

opposition went to city residents and businesses to solicit what they wanted to see built at the site. As part of the agreement, Hoboken Brownstone is giving the development corporation $50,000 to be placed in an account to pay for expenses the city incurs during the design phase. A member of Rensselaer County District Attorney Mary Pat Donnelly’s staff has tested positive for coronavirus, prompting the closure of the county courthouse until Wednesday. The district attorney said she learned late Saturday that an employee of her office tested positive for COVID-19. As a result, she said, she and other employees will be quarantined as a precaution while continuing to work. “We have one employee who is asymptomatic,” Donnelly told the Times Union. “We are all taking precautions. Those of us who have been in the office are quarantining for 14 days just because we want to make sure that it ends here.” The employee was not identified. The state’s Unified Court System posted the closure on its website, stating that the courthouse at80 Second St. will be closed “to comply with enhanced cleaning protocols.” Lucian Chalfen, aspokesman for the court system, said that because the courthouse is a shared facility — the district attorney, public defender’s office and county court clerk are all located in it — court officials asked for a deep cleaning. As decisions are made regarding things like summer camp and music in the park, these pages are the quickest way to get notified of any changes. I was able to join many of my fellow officials for two distribution events this month. The first was an Easter Dinner delivery on April 12th to Seniors organized by our County Legislators with food provided by The Hill and The Crisp Cannoli. The second was a face mask distribution event put on by Rensselaer County on April 29th. We had an overwhelming turnout and my thanks go to our Schodack Police Department and the NYS Troopers for their assistance in managing traffic. Finally, I would like to acknowledge all the hard work of my Assistant, Dawne Kelly. From the start of this, Dawne has worked tirelessly to ensure I have the tools needed to do my job, as well as explore new ways we could conduct business. I think I speak on behalf of the Town of Schodack and my fellow board members when I say you’ve been indispensable throughout this. involved in legal action over the town’s zoning code which requires the mines to be in a Planned Development District that must obtain town approval. The town won the initial court case upholding its zoning regulations in February 2019. The decision is under appeal. “The current application is an attempt to have DEC grandfather the violations through the amendment of the current DEC permit,” Supervisor Nancy Perry said in an April 24 letter to DEC. In the letter, Perry asked DEC to suspend further review of the permit until the town completes a review of Planned Development District modifications. “DEC continues to provide rigorous oversight of mine operations to ensure they meet existing permit requirements that are protective of the environment, water quality, and public health. In March 2019, DEC entered into a consent order with Rifenburg Construction to address violations at its Hoffay Farm Pit facility and a permit modification is required to bring the facility into compliance with the state’s mining laws and regulations,” the agency said in a statement. A Rifenburg Construction representative said the permit application is an updating of maps and records. “This application is in the nature of house-keeping; bringing maps up to date and making sure that DEC’s records reflect the facts on the ground,” said Adam Schultz of Couch White, the law firm representing Rifenburg. “For instance, there is no new equipment contemplated by this application. Rather, what was portable equipment has been reconfigured into a fixed plant. There will not be any new or additional air or noise sources at the site as a result of this application,” Schultz said. The “additional acreage” mentioned in the application and questioned by residents is “entirely the result of using updated and more accurate mapping techniques than what was available historically. There has been no expansion of the overall site,” Schultz said. The town’s Mining Advisory Committee issued a memo to Perry on Tuesday following its meeting about the situation at the Hoffay site and the pending permit. “The committee remains concerned that the operator is not doing enough to mitigate the impacts of their previous activities, specifically reclamation,” the committee wrote. The committee noted that noise and dust assessments should be done due to the proximity of the mine to surrounding neighborhoods. Public comments may be submitted to Nancy M. Baker, NYSDEC, 1130 N. The event that has been a rite of passage for juniors and seniors for generations was quashed — or, at least tempered due to postponements — in the midst of prime planning season. “This was the beginning of everything being taken away from them,” says Susanne Dura, owner of Fancy Schmancy, a dress boutique in Latham, adding school plays, graduation, sports and more to the ever-growing list, along with the prom. While we recognize the prom is not the greatest loss in the midst of a pandemic, we all have our own version of what may be viewed as amore superficial setback — canceled or postponed vacations, weddings, holiday gatherings and live shows that were so anticipated they generated countdown clocks on our social media platform. “Proms have been part of the American culture for over 100 years, and is kind of a rite of passage from teen to adult,” says David Wilkenfeld, chief executive officer with PromGirl.com, a website focused on all things prom. “It is ingrained in our heritage as a significant event in a senior high school girl’s life and is a one-time event. Next to the wedding dress, the prom dress is probably the most significant dress purchase in a girl’s life. You will remember what you wore to prom and pass down memories through generations.” Nia McGuire, a Hudson Valley Sud-bury School student who lives in Delmar, had planned to go to the Bethlehem prom with her friends. And Emma Keating, a Schalmont senior, officially started shopping for her dress in January, although she was “window shopping” well before that, scrolling through social media and checking out virtual and local fashion shows to see what she may want to wear. Adam Balogh • Scholar Athlete • This week’s scholar athlete is Adam Balogh. Adam was a midfielder for the Varsity Soccer team this fall. He has also participated in track, indoor track, and tennis throughout his time in high school. Adam has played soccer since pre-school, when he joined a recreational team in the Averill Park Youth Soccer League. Adam says his favorite aspect of soccer is his team. “I enjoy having to work with other players towards a common goal and building friendships throughout the season.” To prepare for his season, Adam played for a travel team, ran, and participated in captains practices over the summer. Adam’s efforts paid off when he helped lead his team by scoring a goal against Shen. Adam works hard both on and off of the field. He has maintained a GPA of 94 throughout high school. This year, Adam is participating in the New Visions Medical Program, and he takes Advanced Placement Calculus as well as Biotechnology at the high school. For extracurricular activities, Adam participates in Kelsey’s promise club. Last fall, Adam’s academic achievements were recognized when he was inducted into the national honor society. In his future, Adam will be attending SUNY Binghamton to study nursing in order to pursue a career in medicine in the future. Adam says his parents have helped him to excel in soccer “by always being at my games and driving all over the place. I cannot thank them enough for that.” He adds “my coaches, Coach Knight and Coach Jorge have also been the best coaches that I could’ve asked for to teach me to play.” Adam says Lionel Messi has inspired him in soccer; “he shows that truly anyone can be great at the sport.” Some of Adam’s role models are “all the medical professionals working hard to keep us all safe during this pandemic.” We wish Adam the best as he finished his senior year and prepares to attend SUNY Binghamton.

North Greenbush Memorial Day Parade Cancelled NORTH GREENBUSH The Town of North Greenbush is, unfortunately, forced to announce that the 2020 Memorial Day Parade scheduled for Monday, May 25, has been cancelled due to the COVID-19 outbreak. Under current CDC guidelines, it would be impossible to maintain mandated physical distancing at such a large-scale event. “It is with great disappointment that we must make this announcement,” said Supervisor Joseph Bott. “However, our decision was made for the greater good of our community, parade staff, parade participants and our spectators.” With New York on PAUSE, and the uncertainty over when large gatherings will resume, the Town of North Greenbush will instead honor the day with solemn wreath laying ceremonies at seven sites throughout town. The Wreath Laying Ceremonies will begin at 9:45 am at the Bloomingrove Cemetery on Route 4 in Defreestville. Then on to the Bloomingrove Monument at the intersection of Winter Street Ext and Bloomingrove Drive, the Donald “Bucky” Egan Monument at the entrance to Twin Town Little League on Williams Road, St. Jude on Brookside Avenue, the American Legion on Main Avenue, the Evergreen Cemetery on Main Avenue, and end at Town Hall on Main Avenue. It is always a privilege to honor all those who have sacrificed so much for our country’s freedoms on Memorial Day. (Recipe takes approximately 10 minutes active time followed by 30 minutes in refrigerator.) 2 cups butterscotch morsels (one 11 oz. bag) 1 cup creamy peanut butter 2 cups mini marshmallows 2 cups Rice Krispies

Line cookie sheet with plastic wrap and set aside. Combine butterscotch morsels and peanut butter in microwave-proof medium sized bowl. Place bowl in microwave for 40 seconds at 50% power. Remove bowl from microwave and stir with spatula. Repeat process for another 40 seconds at 50% power and stir. If needed, place bowl in microwave for an additional 15 seconds, still at 50% power, until mixture is smooth. Continue stirring mixture for 30 seconds to help cool it down. Add in mini marshmallows and Rice Krispies until combined. (Mixture will be stiff.) Place mixture on top of plastic wrap. With wet hands, spread mixture until it’s about ¾” thick. You don’t need to form a specific shape; it’s nearly impossible to form a specific shape! Place pan in refrigerator for 30 minutes to harden. Remove pan

LETTERS TO THE EDITOR Barnes RD Area Rallying to Preserve AG District The Barnes Road Area Neighborhood Association has continued to grow, widening the circle of opposition to large-scale commercial development in the Sand Lake Agricultural Residential Zone. The group opposes an application for a special use permit to run a large-scale commercial catering business for up to 200 people every Saturday and Sunday from May through October on Barnes Road. The attached map shows the households in the immediate vicinity that are actively opposing the Bailey application. It is the neighborhood’s confident hope that the Town of Sand Lake Planning Board will use common sense, follow the zoning ordinance and the Town Master Plan, and deny this special use permit. Remember, you have a right to be heard. The next open Planning Board meeting is likely not to take place until Wednesday May 20, 2020. Kevin Brocks, West Sand Lake

Wearing Face Masks is Hard As we head into summer, wearing face masks is becoming increasingly more uncomfortable; they get warm and moist underneath and they sometimes make it difficult to breathe freely. For me, however, one of the most difficult things about wearing a mask is the unfortunate disappearance of people’s smiles. No longer can we say hello, excuse me or thank you with a smile. No longer can our eyes and our smiles connect with a stranger who is struggling with a screaming child in the grocery store or standing in line at the post office. I miss being able to smile at people in public but this virus doesn’t care. Governor Cuomo said that wearing a mask is a sign of “respect” for those around us. We should, therefore, continue to wear them but let it be known that, for many of us, our smiles are still there underneath and always filled with great hope that better days are ahead for us all. Her mom, sister and grandmother came along when she hit the store. She had a dress in mind, thanks to having seen the gown in a fashion show. “When I walked into the fitting room, it was the first gown that I put on and it just made me feel so happy,” says Keating, whose senior prom was canceled. “When I walked out of the fitting room ... even people that I didn’t know were telling me how stunning the dress was and that it was ‘breathtaking on you,’ as one woman commented. When you are getting positive comments from the people around you, especially people that do not even know you, it really makes you excited to wear the dress in front of people you do know.” She says her mom made her try on other dresses, “just to be sure,” but she ended up with that first gown — a red, strapless mermaid piece designed by Terani with a horsehair hem to make it ruffle. Books for Troops CAPITAL DISTRICT - The Troops Request More Books to Help the Cope with the Pandemic Although Books for Troops is officially closed, we are unexpectedly receiving numerous e-mails directly from the troops requesting more books to help them cope with the pandemic. Some of the requests are very specific. While we have many of those books in our inventory, there are still many that we seldom have donated. These we are able to order from a very inexpensive book site (Thriftbooks.com) which does not charge for shipping. When the books arrive, I can safely box and send them from my home. However, the purchase of these books and their postage will badly deplete our already very low funds, since due to the pandemic and our closing, we are rightfully receiving very few donations. We are asking those who can, to make a donation to help fill these requests and those we anticipate in the future as the pandemic continues. Attorney General James Issues Alert to Protect Capital Region from New Scams Scammers Impersonating Albany and Troy Police Officers ALBANY – Attorney General Letitia James today warned people in the Capital Region about new, recently reported scams targeting residents which involve scam artists impersonating Albany and Troy police officers. “During these uncertain times, it is crucial that New Yorkers remain vigilant about potential scams,” Attorney General James said. “Fraud is always inexcusable, but it is all the more heinous to exploit New Yorkers in the Capital Region during this pandemic. My office remains committed to holding accountable anyone who violates the law, and I continue to encourage the public to report suspected scams to my office.” There have been recent reports of scammers calling residents in the Capital Region claiming to be officers from the Albany and Troy Police Departments and asking for either financial information to resolve fake debts or money in the form of gift cards to avoid arrest on non-existent charges. These scammers are claiming that individuals have an unpaid debt and threatening them with arrest if they do not provide bank information immediately over the phone to resolve it. In other instances, scammers are claiming to be police officers and demanding that individuals purchase gift cards to “post bond” in lieu of being arrested on criminal charges. To make these scams even more deceiving, these scammers have utilized caller ID spoofing, which deceptively makes it appear that the call is actually coming from the local police department, and they have been using the real names of police officers in the area. Attorney General James highlights the following tips for New Yorkers to protect themselves from these scams: Be suspicious of anyone who calls you over the phone seeking money or personal information. If you owe money, you will receive a legitimate notice in writing that identifies the agency and the reason you owe money. Do not give out personal and sensitive information, including your Social Security number and bank account information, to individuals over the phone. In addition, ensure to independently verify the authenticity of the caller. Legitimate law enforcement agencies or government organizations will never threaten arrest or deportation for failure to pay a debt. Legitimate government agencies will never insist that consumers pay a debt only via a prepaid card, gift card, or wire transfer. If you believe you have been a victim of a scam, please contact the Office of the Attorney General and file a complaint online or call 1-800-771-7755.

How does a Real Estate Agent come up with a List Price? You may have a strong idea on what your home should sell for. Our homes are very important to us! Memories and emotions can cloud judgement. Determining an asking price by adding the full cost of upgrades, comparing your home to a neighbor’s or friend’s home that recently sold or factoring in what you need to get out of your sale can be costly. So can relying on an online valuation tool like “Zillow.” (Has anyone from Zillow been inside your home?) Overpricing your home almost guarantees that it will sit on the market and sell for less than it would have if it had been priced right in the beginning. It also can create an appraisal issue during the sale. As a Real Estate Agent my mission is to determine what a qualified and serious buyer would pay for your property today. That is the essence of “Market Value”. Realtors use comparable sales or “comps” to determine an accurate list price. We look at homes that have SOLD in the last 6 months or so that are similar in size, style, setting, bedrooms and baths. Homes should be in relatively close proximity and in the same school district. We also take into account homes that are “pending” and homes that are currently for sale to see what you will be competing against. Upgrades and desirable features are considered but not on a cost basis. For example: a roof that costs $10,000 dollars will not net the same in return. Conversely a minor kitchen remodel that costs $1000 and some sweat equity could yield a $10,000 bump in asking price if done strategically. Condition and cleanliness are factors as well. A good Realtor will come up with a price range and show you how to maximize your home’s value. The earlier you contact a pro to help get you started and come up with a plan the better you will do on your sale price.
