SCHODACK - In a continuing effort to keep residents informed of my activities as well as issues pertaining to the Town, I submit to them this report for February of 2020. As always, further information can be found on the Town’s website or it’s social media pages. From the 16th through the 19th, I was in NYC for the annual Association of Towns conference. These conferences have proven a wonderful opportunity to network and share ideas with local municipal leaders from across New York State as well as attend various workshops or lectures on topics of importance. Communities across the state face similar challenges, and sharing what was successful for some and learning from where others came up short helps us all make better decisions. I was proud to stand alongside a number of my colleagues in local government, as well as law enforcement representatives from across NYS on February 20th as Rensselaer County hosted the Immigration and Customs Enforcement (ICE) Acting Director Matthew Albence for a press conference opposing the NYS Green Light Law’s prohibition of sharing DMV database information with various federal authorities. Upon passage of the Green Light legislation, NYS now allows those who are in this country illegally to apply for driver’s licenses while simultaneously making the DMV database unavailable to ICE and Border Patrol agents for the conducting of their day to day duties, a step no other state takes. Regardless of wherever we each may stand on the issue of granting driving privileges to those who are not here legally, the denying of this essential information to those who are charged with protecting us and our

borders is wrong. I urge NY to do the right thing and make this information available to our federal authorities. And finally i want to thank all the local fire and ambulance companies for their generous hospitality in inviting me to their installation banquets. Congratulations and good luck to all the newly sworn in officers. Supervisor David Harris

Four losses in five games to conclude the regular season not only cost the Averill Park girls’ basketball team its No. 1 state ranking, it ultimately ended up denying the perennial Class A power the No. 1 seed for sectionals. Saturday there was no denying the Warriors. Averill Park showed once again it is the top Class A program in Section II. Led by its always-tenacious defense, Averill Park also received vital offensive contributions from sophomore Michelina Lombardi and junior Julia Gelder to secure its seventh straight sectional championship with a 52-39 victory over Please see WARRIORS 8

RENSSELAER COUNTY - The Rensselaer County Legislature held their monthly public forum on Wednesday March 4th. Former EPA Administrator Judith Enck attended and spoke about the recent discovery that the Norlite Plant in Cohoes has been burning firefighting foam. The foam is classified as a hazardous material and contains PFAS, the same class of chemicals that has contaminated the water systems in Hoosick Falls and other communities in Rensselaer County and beyond. When the news about Norlite broke, the Legislature Majority quickly drafted a resolution asking New York State to install air monitoring devices in parts of the county that are impacted by the plant’s emissions that blow east into our county. The Legislature is also calling for monitoring of the Tomhannock Reservoir in Pittstown that provides drinking water to over 100,000 area residents. During the public forum, Legislator Todd Tesman expressed his frustration, “Why are we just hearing about this now, if this has been going on since 2018? It is disturbing, and we are concerned, and we need answers from DEC.” Majority Leader Ken Herrington who operates a family dairy farm in Brunswick was also concerned. “We grow crops on a couple of thousands of acres of land. We grow alfalfa and clover for our cows that produce milk, so we are concerned about what is going into our food chain.” said Herrington. Legislator Jeff Wysocki operates a dairy farm in Hoosick that and shared Herrington’s concerns. Legislators Tom Grant and Dan Casale both expressed the frustration with the lack of commu-

nication that allowed the burning of the dangerous foam to occur without public knowledge. Chairman Michael Stammel and the Legislature Majority will also be introducing a resolution to support new State legislation that will ban the burning of firefighting foam in New York State. -Submitted by the Rensselaer County Legislature Majority

Defreestville Fire Department March Report DEFREESTVILLE The calendar changes, the weather changes, but the mission of the Defreestville Fire Department to provide the same top quality public safety services hasn’t changed in 75 years. In February, the DFD responded to a total of 40 calls for service. These calls included two structure fires, one vehicle fire, and five vehicle/traffic rescue events. The DFD continues to have a strong and quick response to calls for assistance and for this we thank our members. By the time this is published, Daylight Savings Time will have started. This is always a good time to change the batteries in your smoke and carbon monoxide detectors. The National Fire Protection Association (NFPA) produces a report called “Smoke Alarms in U.S. Home Fires” with a lot of useful information. You can download a copy of the report on their website. According to the NFPA’s report, smoke alarms were present in 74% of reported home fires during the period they studied. Almost three out of five home fire deaths in that same study period were caused by fires in properties with no smoke alarms or smoke alarms that failed to operate. One conclusion the NFPA makes is the risk of

dying in home structure fires is 54% lower in homes with working smoke alarms than in homes with no alarms or none that worked. Also, in 2010, Amanda’s Law took effect in New York State requiring carbon monoxide (CO) alarms to be installed in all new and existing one and two-family houses, multifamily buildings, and rentals having a fuel-burning appliance, system or attached garage, according to the NYS Department of Homeland Security and Emergency Services (DHSES). The law was so-named in honor of Buffalo, NY teenager Amanda Hansen, who lost her life to CO poisoning from a defective boiler when sleeping over at a friend’s house. For more information on CO, visit www.dhses.ny.gov/ ofpc Finally, the DFD reminds residents that the annual burn ban in the state, is in effect from March 16th through May 14th.

In Pursuit of Happiness WEST SAND LAKE - Everybody wants to be happy, but why don’t we feel happy? We will explore life’s meaning and find answers in the words of Jesus Christ. Connect at Salem United Methodist Church, every Sunday, and let us pray and think together. 349 Shaver Rd. What’s Happening at the Sand Lake Town Library? AVERILL PARK - 1000 Books Before Kindergarten? That sounds like a huge accomplishment, and it is. But it can be and is being done through a national program offered at the Sand Lake Town Library. The aim of the program is “to promote reading to newborns, infants, and toddlers and to encourage parent and child bonding through reading.” How does 1000 Books work? It really is quite simple; sign up at the library and read any book to your little one (yes, books can be repeated). Use the available log forms to track progress. When children reach reading goals-such as 100, 500, 750, and so on..bring the log back to the library where they will receive stickers with their names on them to display on our reading tree located near our well-stocked children’s book room. In this way their progress is seen, encouraged, and celebrated. As well, children will receive small prizes as they reach their book goals. When children reach the goal of 1000 books, they will receive a special treat, an ice cream gift certificate generously provided by William Hoffay of Hoffay Farms. Why not join the 25 children and their parents already participating in this delightful program. It is a fun way to instill a love of reading in your children and better prepare them for learning in the years ahead.

top-seeded Queensbury at Hudson Valley Community College. The Spartans (21-2), ranked No. 1 in the state, also faced Averill Park (18-5) for the title in 2019. Like a year ago, the Warriors’ defensive performance proved too much for the Foothills Council champions to overcome. “I am still kind of in a state of shock right now,” Averill Park coach Sean Organ said. “We knew coming in Queensbury was an incredible team, they are deep and play really hard. They have great outside play and tremendous inside play with (Hailey) Ballard. They were very senior-driven and hungry. We knew this was going to be a very challenging game. My kids played as hard as they have played all season long.” The Spartans shot just 31.4 percent from the field, including making 8 of 26 shots in the second half, and their two leading scorers — seniors Ballard and Hope Sullivan — were held to a combined 10 points. “Queensbury is an amazing team. They have amazing players, but our defense is really what won us this game,” said Averill Park senior center Kelsey Wood, who contributed eight points and eight rebounds in earning her fifth title in as many varsity campaigns. Prior to Organ’s arrival running the Warriors’ program, Averill Park had never won a sectional title. Saturday’s win secured a 12th championship since 2006. The Warriors were ranked No. 1 twice during the regular season, but a 1-4 stretch prior to the sectionals where the Warriors lost to Niskayuna, Class AA semifinalist Shaker and Class AA finalists Saratoga and Shenendehowa knocked the Warriors out of the top 10 in the state and left them seeded No. 2 for sectionals. “The rigor of the Suburban Council, I think, speaks for itself,” Organ said. “People don’t realize that Shaker, Niskayuna, Troy and Shen are all excellent teams. I’m not going to lie, there was a little bit of a chip on the shoulders of our kids because a lot of people started doubting them and questioning. It bothered us we didn’t get that No. 1 seed. “ “We came back 10 times stronger. In some ways, I’m glad we went through that stretch just to come back and get this (championship) win,” Kelsey Wood said. Lombardi was named the Class A Tournament’s Most Valuable Player after scoring 14 points Saturday, one point shy of her season high. The sophomore drained two critical 3-pointers in the second half, each time when Queensbury was making a push. “She’s a good player. Everybody has their moment and today was hers,” Queensbury coach Megan Bethel said of Lombardi. “And good for her. She capitalized.” “I am so proud of Michelina. She really stepped up for the team,” Kelsey Wood said. Organ sat down with Lombardi prior to the start of sectionals. “I think Michelina wasn’t believing in herself early on in the season and struggled to figure out where she fit in offensively,” Organ said. “As the season progressed, her confidence grew.” “He told me that he really believed in me and that the team believed in me. I had just had to believe in myself,” Lombardi said. “I started getting more confidence in my shot and working hard in practice. It all started coming together. ... (Being named MVP) is really satisfying. It was like all the hard work I put in paid off.” Queensbury never led as it fell behind 13-4 after one quarter. The Spartans did close within 25-22 with five minutes remaining in the third quarter, but Gelder (12 points) scored in transition and Lombardi drained a 3-pointer to extend the lead quickly back up to eight points. Virus fears heard in court Some in jury pool worry of exposure during process By KENNETH C. CROWE II

In the Rensselaer County Courthouse second-floor courtroom, jurors, court officials and spectators were packed in Monday with ears cocked listening for coughs. It was atypical cattle call of potential jurors—in this case for a murder trial—but itcame amid the worldwide spread of COVID-19, the respiratory illness caused by coronavirus. Sitting shoulder to shoulder in a stuffy courtroom brought home the threat of exposure to some in the jury pool. Zachary Klinger of East Greenbush pointed out that he and the other jurors sat in the jury assembly room for two hours before they entered the courtroom to sit another two hours as the jury selection process started. Keeping in mind Gov. Andrew Cuo-

mo’s declaration of a state of emergency, Klinger said it was disconcerting to sit inside the courtroom. Klinger spoke as he left the court after being excused. Another juror, who declined to be identified, pulled out a bag of hand wipes and gloves to show how she had come to court prepared. “I heard one cough,” she said before leaving the courthouse. Others leaving the courtroom said they weren’t worried about the coronavirus, comparing itto the flu. In the jury assembly room, Rensselaer County Commissioner of Jurors Jenet Marra said she had hand sanitizer available to help soothe the nerves of any of the potential jurors who came through the courthouse. The jurors were brought to the courtroom in a morning shift of 85 jurors and an afternoon shift of another 85. Even though fears about COVID-19 have gripped many people, jurors in New

York can’t use it to avoid jury duty, only delay it. At the website NYJUROR.GOV , people selected to report for jury duty are advised to stay home if they have been directed to self-monitor for coronavirus, have been diagnosed with the disease or have serious flu symptoms (fever, cough, or shortness of breath). “Your service will be temporarily postponed until this health emergency has passed,” the announcement advises. The jury pool members were greeted by signs at the courthouse directing them to the jury assembly room and warnings about coronavirus. This is the first major trial in county court since COVID-19 has begun to spread across the state and the country. Those called for jury duty were there to find out if they would be selected as one of the 12 jurors and four alternate jurors for the trial of James White, 39, of Schenect-

ady. White is charged with nine counts of first-degree murder and four counts of second-degree murder for his alleged role in fatally stabbing Brandi Mells, 22; Shanta Myers, 36; and Myers’ two children: Jeremiah Myers, 11, and Shanise Myers, 5, in their basement apartment at158 Second Ave. in Lansingburgh on Dec. 21, 2017. White also was indicted for one count of burglary, one count of robbery and two counts of criminal possession of stolen property. The top murder count carries a maximum sentence of life in prison without possibility of parole. Judge Debra Young ran through the usual greetings for the jury pool, thanking them at the start for responding to the summons for jury duty. Jury selection continues Tuesday and is expected to last through the rest of the week.

HVCC shakeup draws backlash Department and union leaders say consolidation was done without faculty input By RACHEL SILBERSTEIN

A major restructuring initiative at Hudson Valley Community College, which includes consolidation of multiple departments and the installment of the new department chairpersons, is drawing criticism from the current department chairs and union representatives who say the changes were made without faculty input and may violate the terms of their collective bargaining agreement.

Students walk between classes at Hudson Valley Community College last week in Troy. The administration’s move to downsize from 23 academic departments to 16 in June has been criticized by faculty who say it may violate terms of their collective bargaining agreement.

HVCC Vice President of Academic Affairs Judy DiLorenzo in a Dec. 4 memo announced that the administration would consolidate several of the college’s 23 academic departments, downsizing the Troy community college to 16 departments in total, effective June 1, as part of a strategy to boost enrollment and develop new programs to attract student interest. In her letter to the campus community, DiLorenzo said the reorganization was intended to help align the school with SUNY Guided Pathways, address enrollment challenges and create new academic programming. Guided Pathways, a data-driven educational model that in recent years has been embraced by 2- and 4-year public colleges across the nation, aims to streamline and widen the pathways to graduation in every academic program and make these maps easily accessible to students. HVCC is part of the second cohort among SUNY community colleges implementing the model. “Several colleges participating in the first cohort of SUNY Guided Pathways have also implemented a restructuring of departments as one of the first steps in the process,” DiLorenzo wrote. The consolidation plan, approved by President Roger A. Ramsammy and the Board of Trustees, called for the creation of five new academic departments and unseated at least 11 department chairpersons, five them officers in the HVCC Department Chairperson Association, an affiliate of the New York State United Teachers (NYSUT). It was an exhilarating week for AP basketball fans! The girls basketball team took on Troy on 3/4 in the Class A semifinals and came out with a 54-32 victory. AP was led by Amelia Wood and Anna Jankovic who scored 13 and 12 points, respectively. This put the Warriors in the Sectional Finals against the #1 seed Queensbury on 3/7. AP sealed their seventh straight championship with a 52-39 win. Michelina Lombardi led the Warriors with 14 points and was named Tournament MVP. Julia Gelder was right behind her with 12 points and Amelia Wood added 10. Wood was selected as a Tournament All-Star. Boys basketball also competed in the sectional semifinals on 3/5, but fell to Lansingburgh 55-48. The game was tight to the finish and included eight lead changes. Senior Jack Long came up big for AP in the match, putting up 18 points. Long was also named to the all tournament team. Matt Lettko posted 14 rebounds, 3 blocks, and 5 assists and Ben Romer finished with 10 points for the Warriors. Good luck to the girls basketball team as they continue their postseason run! This week’s scholar athlete is Lauren Meyers. During the fall, Lauren was a captain for the Varsity Cross Country team and ran Varsity Indoor Track in the winter. This spring, Lauren will play her senior season on the Varsity Lacrosse team. Lauren has played lacrosse since third grade. She was first introduced to the sport by her father, “he encouraged me to join the youth lacrosse program and I instantly loved it.” Lauren’s favorite aspect of lacrosse is the team aspect of the game. “You need your teammates to succeed and having good team chemistry makes the game so much more enjoyable.” In order to prepare for her final season, Lauren stayed in shape by running, lifting weights, and playing club lacrosse. Last year, Lauren’s efforts helped her team to reach the sectional finals. This season, Lauren hopes to win the sectional title. In her future, Lauren will attend Clarkson University and play lacrosse there. Lauren works hard in her sports and school. Throughout high school, Lauren has maintained a GPA of 96. This year, Lauren is taking a variety of courses including Advanced Placement Biology, Human Brain, Biotechnology Internship, Band, and Jazz Band. Lauren says she balances school and her sports by “learning my limits and not overcommitting to obligations.” Additionally, Lauren says she tries to get enough sleep every night. Lauren’s academic efforts were recognized last fall when she was inducted into the National Honor Society. For her extracurricular activities, Lauren is a member of Science Club, Student Government, New Horizons Club, and Vice-President of Student Council. Lauren will be attending Clarkson University next year, and was awarded the leadership scholarship there. Lauren says her family has served as her role models throughout her life. “My Dad pushes me to work hard in lacrosse all the time even if I am having an off game. My older brother Greg is a hard worker who goes above and beyond, which is something I want to be admired for as I get older.” Lauren also says “my club lacrosse coaches and teammates helped me grow immensely as a player throughout my high school career.” We wish Lauren the best as she completes her senior season at Averill Park and prepares for Clarkson.

Home Solutions Mulching mistakes to avoid Landscape features vary significantly from house to house. Some homeowners may prefer water features on their properties, while others focus on flowers that would be the envy of a botanical garden. Mulch helps soil retain moisture, which promotes strong, healthy flowers, plants, trees, and shrubs. And because soil beneath mulch retains more moisture than soil that’s not protected by mulch, homeowners won’t have to spend as much time watering mulched landscapes. That saves time and conserves water, which can be a big benefit in areas prone to drought and/or especially hot summers. Mulch also helps to suppress weed growth, which can ensure all that hard work needed to create an eye-catching garden won’t be compromised by the presence of unsightly, thirsty weeds. Mulching seems like a simple task, and it can be. But that does not mean homeowners cannot make mistakes when mulching. The following are some common mulching mistakes to avoid as lawn and garden season hits full swing. • Not enough mulch: Mulch is ineffective when spread too thin. The Virginia Cooperative Extension at Virginia Tech and Virginia State University recommends applying mulch no less than two inches in depth. Anything less than that will prove ineffective at preventing weed growth and helping the soil retain moisture, and that means you will need to water more often. • Poorly located mulch: Mulch should not be Professional & placed too close to plant stems or tree trunks. When it is, tissue is so wet that it makes for a perfect environment for disease and insect infestation. • Failing to mulch to the drip line: The drip line of a tree refers to the outermost circumference of the tree’s canopy from which water drips onto the ground. The VCE recommends mulching to the drip line of a plant or tree, which ensures the plant or tree will get the most out of the mulch. Mulching to the drip line also minimizes competition from the grass, leading to stronger plants and trees. • Failing to weed before mulching: Weeds should be removed prior to mulching. If they’re not, the mulch can provide the same growing environment for weeds that you’re trying to create for your plants and trees. Mulching benefits a landscape in myriad ways, especially when homeowners avoid some common mulching mistakes.

Home Solutions A lesson in building a backyard retaining wall Flat, even landscapes are often coveted in backyards. However, flat backyards are not always so easy to find. Fortunately, varied terrain does not mean that certain landscaping plans are entirely off limits, especially for homeowners willing to build retaining walls. Retaining walls help turn steep slopes in a yard into terraced focal points. They also can reduce soil erosion in hilly areas and can be used for aesthetic purposes, like raised planters, or to create more usable space within the yard. When an inground pool or pond is cut into a backyard hill, a retaining wall helps keep the remaining portion of that hill from collapsing into the cut-away area. When contemplating retaining wall projects, a lesson in physics and engineering may be needed. A sturdy and long-lasting retaining wall needs to be built in a way that will take into consideration the force of the soil and the point at which the soil will begin to slide away, advises the experts at The Family Handyman. If these calculations seem beyond the scope of your ability, installation

of a retaining wall is a job best left to a professional. If you are ready to forge ahead, these tips can get you started. However, it’s important to note the potential benefits of working with others who have already built a retaining wall. • Safety first: Call to have underground utilities plotted and marked before beginning any excavation. • Map out your trench and begin to dig. The trench should have a level, compacted base as it will be the foundation for which the retaining wall materials, be they blocks, bricks or wood, sit in. A crushed stone base will help anchor the courses and serve to promote drainage. The Family Handyman says to bury the first course of the retaining wall one-tenth the height of the wall to prevent soil behind it from pushing the bottom out. • Check for level. When placing blocks or timbers, make sure they are even with the first and periodically check for level as you go, advises the home improvement retailer Lowes®. • Stagger and set back. The next row of blocks or material should be positioned so that the joints are staggered for blocks, bricks or wood. A masonry blade will be needed to cut the harder materials; a circular saw will cut timber. Also, work against gravity by setting the second course slightly back from the first to help push back against the soil that is trying so hard to push forward. Repeat the process as each level is placed. Many retaining wall products are made with a lip to create this set back. • Go with the grade. For especially steep slopes, a

Free Public Information Event “Save Energy/Save Money” POESTENKILL - The public is invited to hear from experts and ask questions about energy conservation at a panel discussion on Thursday, March 26 in Poestenkill. The event will begin at 7 p.m. at the Poestenkill Firehouse, 182 Main St., and is sponsored by the Poestenkill Town Democratic Committee. Many of us want to know what actions we can take, as we make choices about energy, so we can protect our environment and potentially save money in the process. Bring your suggestions and questions to share with experienced panelists who will discuss what we, as individuals, families and small businesses can do. Several grants and rebates are available to offset the costs of investing in energy conservation. Panelists will be: Peter Sheehan of the Atlantic Chapter of the Sierra Club, who will give an overview of trends in energy saving. He is a past executive director of the North American Board of Certified Energy Practitioners . gradual step-up design may be more secure and more appealing than a very tall retaining wall. Each level of a stepped design should be done like the first. • Backfill with stone for drainage. Using a layer of stone behind the retaining wall can help successfully direct water away so it will not increase the weight of the soil behind the wall and push against the retaining wall, advises The Home Depot. Retaining walls serve different purposes in a yard. Building such a wall requires planning and careful execution to ensure the job is done correctly.

LETTERS TO THE EDITOR I read an article in a national weekly newspaper a while back that sought to define The Five Attributes of Successful Schools. The author stated that: “Students across the globe need effective schools. While the American school system as a whole may be falling behind international standards, there are still some schools that stand out. Sure, the context of schooling will impact attributes that contribute to effectiveness in specific schools. But at the same time, there are attributes that contribute to effectiveness across schooling contexts. If we understand the attributes of effectiveness, we can observe which attributes exist at successful schools.” So the plan is to “find” what works in successful schools (as if truly smart people don’t already know) and then clone it, reproduce it and distribute it universally? The problem with this mindset is that individual teachers and administrators are unique in what makes some greater and more effective than others. You cannot clone that. It’s this individuality itself that made American education great and you will never regain that without the respect for the individual that is lacking in

tal Railroad, the largest infrastructure project in American history that turned the United States into a true continental power and opened the development of the “Wild West.” Barrett, Executive Director of the Hudson Mohawk Industrial Gateway, is a noted historian and an engaging speaker. His talk will introduce many of the personalities who were prime movers in the project and who had ties to the Capital Region. Our extensive local industrial base in the nineteenth century provided a number of necessary parts that contributed to the Transcontinental Railroad and its completion in 1869. The project was a 1,912mile continuous railroad line that connected the eastern U.S. rail network at Council Bluffs, Iowa, with the Pacific coast at the Oakland Long Wharf on San Francisco Bay. the system today. Forcing teachers to join a union and to conform to a single standard regards them as automatons. Is that not a disincentive to achievement? Doesn’t that restrict their potential? It certainly doesn’t encourage the diversity, innovation and dynamism that any industry requires to be more successful. It turns teachers and administrators into what can more accurately be described as “government program facilitators.” Forcing students to attend the most proximate school, aka government run programming facility, is just as bad as forcing teachers to adhere to union standards. It’s pure Marxism. It has never lead to success anywhere and certainly has no place in a free society of unique individuals. The free market is the only solution. School choice is the missing component in America’s education system today. David Crawmer Wynantskill

GENERAL NOTICES East Greenbush Cemetery Hayes Rd. The EG Cemetery is a problem that concerns the owners and families, for now and the future. Until 1885, the cemetery was under the control of the EG Reformed Church. Then a vote was taken, giving the cemetery to an incorporated group, and all trustees became volunteers, as we are today. For a myriad of reasons, volunteering is failing to work. In the last 12 years, we have lost most of our volunteers. If we can not replace them, the cemetery will fail to unknown ends. Any attempt to replace the president has failed. The president is 91 years of age, making it difficult to carry the responsibilities, both mental and physical. I will continue to work with anyone that is willing to continue to serve in the area. Anyone interested please call Richard Haswell at (518) 477-7055.

CAPITAL DISTRICT - Books for Troops has been receiving numerous requests for comics and graphic novels. While we had a source in Illinois, he is no longer able to attain

them in the numbers we need. If anyone has comics and/or graphic novels that they are willing to donate to our troops, we would be thrilled. The comics are a wonderful source of escape for the troops. One doctor deployed in Kuwait wrote us saying that the first time he saw smiles on his severely injured patients was when he saw they were reading comic books. If you have comics you would like to donate to the troops, please contact us at ekeegan3@nycap.rr.com. Help us put smiles on those who need something to smile about. Other genres of books that frequently are requested are military history science fiction, fantasy, history and biography. At this time we have no copies of military history and extremely limited of the other genre. If anyone has any of these genres in paperback, please contact me at the above E-MAIL

ation is now seeking to file an improper practice charge with Public Employees Review Board (PERB) later this month charging that the department reorganization was motivated by union animosity, not organizational efficiency, a spokesperson for NYSUT has confirmed. DiLorenzo noted that all department chairpersons affected by the reorganization were allowed to remain in their current positions until May 30, and were given the choice to apply for the new department chairperson positions or return to full-time faculty status. Several former faculty chairs elected to retire, but the plan did not result in a net loss of employees at the college. Much of the contention stems from a decision to place under one roof the criminal justice, business, public administration, and forensic science departments. Another department combines automotive technologies and computer sciences. The department chairs, in a letter to the administration obtained by the Times Union, argued that the move lacked transparency and violated the college’s longstanding tenets of shared governance. In particular, they note that Guided Pathways is specifically intended to incorporate feedback from student- and faculty-led committees. “All Guided Pathways subcommittees formed have yet to issue reports, recommendations, or suggestions. In fact, no Guided Pathway committee was informed of the reorganization. Guided Pathways purports to involve collaborative planning and implementation as well as inclusive decision making.” the letter states. The DC Association is requesting that the action be

delayed until “the appropriate Guided Pathways committees issue their findings and recommendations,” according to a letter from union leaders to the administration obtained by the Times Union. Several faculty members, who declined to be named citing fear of retaliation, suggested that some of the new department chair positions were tailored toward particular candidates or to exclude others. For example, a prerequisite to lead the joint business and criminal justice department was a master’s degree in business administration or a related field, which would exclude candidates with expertise in criminal justice or forensic sciences. The job listing for two of the new positions required a minimum of a bachelor’s degree, including one for a role that would oversee math and engineering, civil construction/industrial/ mechanical technologies. Minimal qualifications were listed “in order to allow for promotional consideration of all faculty within specific departments,” college spokesman Dennis Kennedy said. “Ultimately, the selected candidates had master’s degrees and additional industry certifications.” The decision was also apparently made without feedback from the HVCC Faculty Senate, which signed off on the DC Association letter, and the Student Senate, which in January approved a resolution requesting that the changes be on hold until college leaders have heard potential concerns from students. Student Senate President Zion Sherin said he first heard of the restructuring plan in December from students in the criminal justice program who were concerned about the program being placed under leadership in the business department. “We were not upset about the merger per se, we wanted to make sure that in the future students are involved in issues that impact them,” Sherin, a business major, said. Administrators say that the new structure will encourage more interdisciplinary collaboration and grant faculty with the most programmatic and industry expertise to receive paid “release time” from teaching to support department chairs with the implementation of new enrollment, retention and student success strategies. HVCC Faculty Senate President Joseph Schneider said that faculty members do not dispute that the reorganization may support students and help facilitate Guided Pathways, which requires more ” ” 4.75 x 4.75 ad in All 6 Zones compatibility between classes in different disci188,000 Circulation plines. Rather, he said, the “jury is still out” on the Contact Your Local Account Executive plan, which did not include or email: jmorrell@timesunion.com input from stakeholders.

“We supported (DC Association’s) letter because we thought the reorganization was premature,” Schneider said. “It may turn out to be a good move, but we didn’t think all the research had been done and we thought the reorganization was a little premature.” The Faculty Senate is in the process of putting together a committee to examine if the consolidation will benefit students, reduce costs, and help facilitate the Guided Pathways process. DiLorenzo said that school officials have since met with students and faculty to discuss their concerns. However, she said, “they are advisory, they don’t make the ultimate decision, this is strictly a management decision.” Ann Geisendorfer, president of the Department Chairperson’s Association, the outgoing criminal justice chair, and HVCC Faculty Association President Robert “Sid” Whitaker, of the English Department, both declined to comment on the matter.
