Tracey Rex Reports to The People of Schodack I believe staying in touch with constituents is an important part of serving in elective office. This monthly report is an example of my commitment to keeping residents informed of the activities of the Schodack Town Board. All meetings of the Town Board can be viewed live or at a later date for your convenience at https://townhallstreams. com/ towns/schodack. At our annual organization meeting held on January 10, the Town Board approved several staff appointments to key leadership positions in town government. I congratulate all of the appointees and thank them for their dedication to the important mission of public service. The Town Board also adopted its 2019 meeting schedule. Meetings are held at 7:00 p.m. on the second

and fourth Thursdays of each month at Town Hall. I encourage residents to attend these meetings to learn more about town government and stay connected to our community. I believe the work of a Town Board member goes beyond attending meetings and casting votes on resolutions. To me, it is also important to be actively engaged in our community, attending events, and supporting local organizations and good causes. During January, there was no shortage of “food for a good cause” events. From Pizza Nights at Schodack Valley and East Schodack Fire Companies to the Castleton Fire Department’s breakfast and Castleton Kiwanis Chicken BBQ, these are great ways to come out and enjoy family and friends while supporting our community. I recently attended the “Avoid, Deny, Defend – What You Need to Know During an Act of Violence” forum held at Maple Hill High School. Deputy Chief

East Greenbush CSD graduation rate ranks 2nd in Capital Region

East Greenbush Central School District’s four-year graduation rate remained at 95% in 2018, giving it the second highest graduation rate of all school districts in the Capital Region, according to NYS Education Department data released last week. “We continue to be proud of the exceptional accomplishments of our students, teachers, administrators and support staff,” said Superintendent Jeff Simons. “The positive vision of our Board of Education and the strong level of community support we receive from our families enables our educators to continue to help our students soar.” The District continues to outperform the rest of the state by a large margin, which had an 80.4% graduation rate in 2018. Other bright spots for East Greenbush CSD included an increase in students earning Regents Diplomas with Advanced Designation and students with disabilities had an 87% graduation rate (5 point improvement from previous year).

Proposal to stretch Saratoga racing season to seven weeks raises concerns, expectations By WENDY LIBERATORE

A longer thoroughbred race season might be good for city businesses and a relief to backstretch workers, but it’s not being celebrated by everyone in the city, including the mayor. The 2019 calendar, approved by the New York Racing Association board on Friday, opens the meet a week early, on Thursday, July 11, for a seven-week run. The dates, which have yet to be approved by the state’s Gaming Commission, will now feature two dark days, Monday and Tuesday, and keep the number of race days stable at 40. The longer duration, planned only for 2019 to accommodate construction at Belmont Park Race Course, means track fans will be in the city for a longer period of time, taking advantage of its amenities. Yet Mayor Meg Kelly is concerned about the timing. The projected opening day weekend coincides with two days of shows

by the Dave Matthews Band at the Saratoga Performing Arts Center. The sheer volume of people -- an estimated average of 25,000 for opening day at the track and potentially another 25,000 at SPAC -- could overwhelm the city. “It’s going to be difficult for Saratoga Springs,” Kelly said. “Our public safety department is working on plans for that I’m sure. It will be a big stressor on us.” She also said most of the hotels for the weekend of July 12 and 13 are already booked with the band’s fans, forcing trackgoers to drive farther to find hotel beds. The Holiday Inn confirmed it is already full that weekend. Across the street at the Inn at Saratoga, General Manager Lauren Hayward also said her rooms are already occupied that weekend, too. “As soon as Dave Matthews or Phish announces, we are booked,” Hayward said. “We sell out really fast. But we are pretty happy about the longer (track calendar) because it gives hotels a chance to

capture extra revenue.” Tom Roohan, owner of Roohan Realty, said it could provide opportunities for those who rent their homes to trackgoers. He said there are always more people who want to rent out their homes than there are renters. “Often people are disappointed their homes aren’t rented,” Roohan said. “But there are a lot of factors that go into this. It might complicate things for people who rent, but it might not. The beauty of it, the people at NYRA are smart businesspeople. If it doesn’t work for them and the community, they will do something else.” Commissioner of Public Safety Peter Martin said, either way, the city will be ready for whatever the track and SPAC bring. “We are going to be prepared,” Martin said. “We have had other special events during track season. We will provide adequate protection at all events. We are expecting a very good summer.” The state Department of Trans-

portation officials said they have plans in place for traffic at SPAC and the track. Spokesman Bryan Viggiani said DOT will coordinate with law enforcement to help drivers safely make their way to their Saratoga destinations. “We typically install six electronic variable message boards on the highways adjacent to SPAC and post advance traffic messages when concerts are planned,” Viggiani said. “We also allow state Park Police to manually operate the Route 9 and Route 50 traffic signals near SPAC to help manage traffic during very large events. Additionally, we work to coordinate roadwork to minimize disruptions to drivers.” He also said that drivers should plan ahead by checking https://511ny.org before heading out. History of Beer Making in Rensselaer County The Esquatak Historical Society will present a talk on Rensselaer County’s over 225-year history of beer making on Friday, February 15th. Kathryn Sheehan, County and Troy City historian will present an illustrated program on local beer making and breweries. Included will be the history of Troy’s Fitzgerald’s Brewery to the popularity of new local craft breweries. Hear some of the colorful stories about this hoppy business and how Prohibition ended it (or did it?). February program Tuesday, Feb. 12th, the Sand Lake Historical Society will host Paul and Mary Liz Stewart, co-founders of Underground Railroad History Project of the Capital Region, Inc. (URHPCR). They will present a program about the influence of the Underground Railroad in this area. This group maintains the Stephen and Harriet Myers Residence in Albany, a headquarters for Underground Railroad activity in the mid-1850s and the only such structure remaining in the city; conducts annual conferences; publishes The Freedom Speaker; and documents our region’s Underground Railroad history. One-two punch of winter storms, canceled blood drives straining blood supply The American Red Cross is reissuing its emergency call for blood and platelet donors to give now after multiple snow storms, frigid temperatures and the government shutdown have further

reduced lifesaving donations. In January, more than 4,600 Red Cross blood and platelet donations went uncollected as blood drives were forced to cancel due to severe winter weather blanketing parts of the U.S. Donors in areas affected by winter weather are asked to make an appointment now to give once it is safe to travel. The federal government shutdown also affected donations as more than 4 percent of Red Cross blood collections come from drives sponsored by military and local, state and federal government agencies. “Disruptions to blood and platelet donations jeopardize the availability of blood for patients who depend on transfusions for survival,” said Cliff Numark, senior vice president, Red Cross Biomedical Services. “We’re grateful for all those who have come out to give since we issued our emergency call earlier this month and now urge others to come out and give to prevent delays in essential medical care.” Right now, Red Cross blood donations

are being distributed to hospitals faster than they are coming in, and there is less than a three-day supply of most blood types on hand. The Red Cross strives to maintain a five-day supply of blood to meet the needs of patients and to be prepared for emergencies that require significant volumes of donated blood products. All eligible donors, especially platelet donors and blood donors with type O blood, are urgently needed to help restock the shelves for hospital patients. ness, said President of the Saratoga County Chamber of Commerce Todd Shimkus. “Saratoga County’s hospitality sector is excited to host the best thoroughbred horse racing meet in the world at the historic Saratoga Race Course,” Shimkus said. “Our chamber’s summer tourism ad campaign kicks into gear in March so we’ve got plenty of time to pull out all of the stops to invite people from our target markets to stay, dine, shop and have fun in Saratoga this summer just as we’ve done consistently year-in and year-out for decades now.” Paul Ruchames, executive director of Backstretch Employee Service Team, which provides free health and wellness services for the grooms, hot riders and others who work on the backstretch, said that the change will also be good for those who toil seven days a week caring for the horses. “A lot of the families of the workers stay at Belmont,” Ruchames said. “The backstretch workers will have more time to go back to see their families or more time with their families to visit while they are in Saratoga. In general, it’s a good thing and will relieve the intensity for everyone.” The extension may make little difference to race fans who will still see the same number of race days. Janice Keller of Warrensburg who visits the track several times during the meet said she is “unimpressed” and will go about the same number of days, about eight or nine, in 2019. She was curious, however, as to what day will be designated for giveaways. Mondays, the traditional day when the track hands out swag like T-shirts, hats and umbrellas, will be dark too. NYRA spokesman Patrick McKenna said he can’t provide any details of the meet’s giveaways or special events, which he said will be announced soon. The prospect of a longer meet is a regular topic of discussion for Spa City businesspeople and residents. My teammates made this a great night for all three of us. We were happy to get a big win.” Averill Park (16-2 overall, 12-2 league), winner of five consecutive Section II Class A titles, had trouble getting going. Those struggles were offset by limiting the Silver Warriors (8-8, 5-7) to 5-for-25 shooting in the opening half in building a 23-13 lead. “We didn’t have any offensive rhythm tonight,” Averill Park coach Sean Organ said. “We had some good looks early and they didn’t fall. The last few games, we have been shooting the ball really well.” The Silver Warriors contributed to Averill Park’s offensive difficulties as sophomore center Olivia Olsen blocked eight shots and senior forward Tyra O’Meally-Turnball swatted aside four shots. “Olsen does a great job of protecting the rim and she is physical,” Organ said. “That impacted how the game went because we had a difficult time finishing.” Kelley, who delivered 12 points, six rebounds and three steals, scored on a baseline jumper over Olsen (18 points, 14 rebounds, and three steals) to provide Averill Park a 37-20 advantage late in the third quarter. “I like how we stuck with our defense and made a little bit of a run to open up the second half,” Organ said. “We forced some turnovers and started to settle down after that.” “Averill Park always prides itself on defense and defense was our best offense,” Kelley said. The Warriors opened the fourth quarter making four straight shots -- two by Kelsey Wood (17 points) and the other two by Kelley. “It was important to close it off and make sure we got the win on Senior Night,” said Morgan, who produced six points, six rebounds and two blocks. Organ ran a play for Parrottino, who entered the game with five points this season, on Averill Park’s final possession. Niskayuna managed to deny her the ball. “Christina Parrottino is an absolute sweetheart,” Organ said. “I taught her in 10th and 11th grade Social Studies. She is loved by her teammates. She is someone that is the glue that keeps the team together. She is respected and works hard. “Christina is not the most athletic player and not the most skilled player, but her leadership in practice and how hard she works really does inspire the other kids.”

The Youth and Government Club attended its third regional conference. This is the first year the club has been in existence and students have written their own bills, prepared arguments, and will soon present their bills and debate on the floors of the Senate and Assembly. New Director of Admissions named at Hudson Valley Community College Julie A. Panzanaro of Averill Park, a student services professional with 30 years of experience in the field of community college recruitment, has been named director of admissions at Hudson Valley Community College. Panzanaro, who assumed the director’s role on a permanent basis earlier this month, has been the college’s associate director of admissions for 22 years. As director of admissions, Panzanaro will oversee the college’s recruitment and outreach efforts, which include visits at more than 80 upstate high schools as well as dozens of regional college fairs and community agencies. Panzanaro, who began her career at the college as an admissions/financial aid counselor in 1988, has been very active in statewide and regional groups related to college recruitment during her career. She served as president of the SUNY College Admissions Professionals (SUNYCAP). She was the recipient of the Lifetime Achievement Award in 2001 and the SUNY Chancellor’s Award for Excellence in Professional Service in 2015. A graduate of the University at Albany with a M.S. in educational administration, Panzanaro also earned a bachelor’s degree in communication arts from The College of Saint Rose and an A.A.S. in early childhood education from Maria College.

Gabriella Beamish, of Melrose, serves in Washington, DC, during winter break WORCESTER, MA-- Some students spend the winter break relaxing and preparing for the spring semester. Others chose to engage in compassionate service, sacrificing their winter break to help those in need in communities across the country and the world. Gabriella Beamish, of Melrose, Class of 2019, spent the break on one of Assumption College’s SEND Service Immersion Trips. Beamish was a member of the group that traveled to Washington, DC, to work with L’ Arche, an inter-denominational Christian community that welcomes people of all backgrounds to share life together. Students worked with individuals who reside in L’ Arche’s four communal homes, as well as the organization’s 16 members who have intellectual disabilities. As part of the College’s Campus Ministry Office’s SEND Service Immersion Program, established in 1986, the students-accompanied by faculty, staff or alumni-directly impact communities through volunteer work. Even so, both of the AP basketball teams came out with wins against Ballston Spa on 1/30. Girls’ basketball won their game with ease, by a score of 70-31. Amelia Wood led AP with 18 points. Kelsey Wood added 10 more and EmmaLee Morgan, Anna Jankovic, and Julia Gelder all recorded 9 points. The boys’ basketball team were the victors of a 58-41 contest. Zach Price led AP with 17 points and Matt Lettko scored 15. Both AP teams will next take on Saratoga on 2/8, with the boys playing at home and the girls away. The Varsity wrestling team placed fourth at the Class B Championships on 2/2. Sean Malenfant and Nik Koch each took first place in their weight classes. The Capital District Jets fell to Queensbury 5-1 on 1/30. On 2/1, the Jets fell to Saratoga 11-3. Tristan Shelhamer recorded two assists in the loss. The Jets will next take on CBA on 2/9. On 1/26, multiple indoor track school records were broken at the Bullis Invitational. Kevin Bryant ran a 2:05.42 800m and Lydia Ware ran a 59.93 400m race, each capturing new school records. This week’s scholar athlete is Avery Pascucci. Avery is a captain on the Varsity Basketball team. Avery has played basketball since he was 5 years old, when he would shoot hoops in his driveway. He began to play for a team in fourth grade and has continued the sport ever since. Avery’s favorite aspect of basketball is its competitive nature. In order to prepare himself for this challenging environment, Avery works hard to improve during the offseason. He says, “every day I find one thing to do that will make me better, either lifting, agility, or skill work.” Avery’s efforts helped his team to reach the sectional finals in his sophomore year. For his senior season, Avery hopes not only to reach the finals, but to win the sectional title. Not only are Avery’s efforts seen on the court, but in the classroom as well. Avery has maintained a GPA of 90 throughout high school. Along with this achievement, Avery had the opportunity to attend American Legion New York Boys State last Summer, where he spent a week learning about citizenship and leadership training. After high school, Avery hopes to attend college in order to earn a degree in business. Avery does not attribute his successes to his own efforts. He says, “my dad has helped me tremendously in my game, all the extra hours that he is willing to give up helping me try and perfect my game.” This year, Avery hopes his efforts lead to a sectional title for Averill Park. Avery also wants to leave a piece of advice for younger athletes. “Win the day,” Avery recommends, saying “every day is a new day and a new opportunity; make the most out of it, and work hard at what you do.” We wish Avery the best as he finishes his senior season at Averill Park and prepares to move on to college. enter via the Winter Entrance at the four corners in Grafton. As the Averill Park Wrestling team works its way towards the post season, they took part in several tournaments to help chisel the wrestlers into form. A third-place team finish in the sixteen team Wasaren League Tournament was highlighted by team captain Andrew Lee earning his 100th career varsity win. Lee finished second in his weight class at the tourney, as he added another milestone to a four-year varsity career that will be remembered for several clutch Dual winning performances on behalf of the squad. Congratulations Andrew. Joining Lee on the podium at the Wasaren were Nik Koch with another impressive first place showing, as well as Sean Malenfant, Nathan Fischer, Mason Lumbra and Dominick Paradise. Averill Park also participated in the Tamarac Duals, where Adam Borland and Edward Marcus were able to earn their first varsity wins, both by pin. The team’s juniors helped lead the way, as Nik Koch had five wins and Alex Cooper and Austin Millette had four wins apiece. Leshawn OutingHoward named to Buffalo State Fall 2018 Dean’s List Leshawn Outing-Howard of Troy, NY, has been named to the Fall 2018 Dean’s List at Buffalo State College. Outing-Howard is majoring in Psychology. To qualify, students

must earn a GPA of 3.5 or higher and complete a minimum of 12 credit hours. Buffalo State is a State University of New York (SUNY) college located in Buffalo, New York. The college offers 79 undergraduate majors as well as many minors and certificate programs. Buffalo

Landowners and Renters interested in an agricultural assessment in 2019 must file applications with their local assessor by Friday, March 1st. To complete an application, landowners must have a Soil Group Worksheet (SGW) prepared by the SWCD for each tax parcel they intend to enroll. Landowners who have previously had a worksheet completed for a tax parcel do not need a new one unless ownership, parcel acreage or land use has changed. This would be considered a revision. Landowners participating in the program for the first time, or those who need a revised worksheet, should make an appointment with our office before Friday, February 18th. When making an appointment, have the tax map number, location, and acreage for each parcel available. This information can be found on your most recent tax bill. A fee of $25.00 will be charged for each new worksheet. Revisions cost $15.00 per worksheet. There is also another form that must be filled out and given to your local assessor (RP-305). Landowners must apply each year to remain eligible for the agricultural assessment. City Council member Mark McGrath resigned Monday, a little over a week after the Times Union published an article about a voicemail in which McGrath can be heard using racial slurs. As recently as Saturday, McGrath insisted he would not resign despite the 3-year-old voicemail. But on Monday, McGrath sent a letter of resignation to City Hall. “The last couple of weeks have been difficult for me and my family,” wrote McGrath, who represents District 2. “It’s hard for us to fathom what kind of person would hang on to a voicemail I clearly didn’t know existed just to release it to the press more than three years later in an effort to hurt me and my reputation. This type of vindictiveness is foreign to me.” In the 12-second voicemail, McGrath appears to be initially unaware that the call he is making has gone to voicemail. McGrath doesn’t appear to direct the slurs at the person he is calling, though it’s unclear if he is talking to himself or someone in the room with him. When he realizes he is being recorded, he simply asks for the person to call him back and hangs up. He can be heard saying, “That f---ing n----r. F---ing c--n f--k. Hey ... it’s Mark McGrath, give me a call, will ya?” The copy of the voicemail given to the Times Union had the recipient’s name bleeped out. It will now be up to the City Council’s six remaining members to choose McGrath’s replacement. Democrats control four of the seats and Republicans hold two, including the post of City Council president. An appointment requires a simple majority. Council member Anasha Cummings, a Democrat, said the party was already talking to candidates to run against McGrath in the November election. His replacement, Cummings said, could come from those candidates or others who surface in the coming days. Council President Carmella Mantello, a Republican, proposed creation of a committee made up of members of the council and residents of the district to recommend potential candidates. Cummings was cool to the idea, saying Mantello was “trying to reinvent a process because the current process doesn’t favor her.” Pressure on McGrath, an enrolled Conservative Party member who aligns with the Republicans on the City Council, had been mounting since the Times Union published the article on Jan. 24. Mayor Patrick Madden called on McGrath to resign a day after the email emerged, and on Saturday, a prominent Troy pastor sent Mantello an email urging McGrath to leave office. “We respect that this was a difficult decision for Mr. Mc-

LETTERS TO THE EDITOR A Healing Arts Retreat advertised last month by St. Paul’s United Methodist Church in Castleton was the deal of the century. “In simple one-hour sessions,” they stated, “learn useful tips and techniques for wholeness in your everyday life.” No need to register and no cost, just come, and, oh, by the way, we’ll feed you. Hmm, I thought, almost sounds too good to be true; but happily it wasn’t. Upon arrival at 9 a.m., I found what they called a “light breakfast” of, no exaggeration, a dozen different food and beverage choices. Attendees filled their plates and introduced themselves until the first session began. At 9:30 a.m., the first healing arts practitioner began teaching us useful, new ways (new to me) to practice “Mindfulness”, which are so effective, they even work on children. The second healing arts practitioner taught us about “Prayer”, which included the differences between prayer vs. meditation and written prayer vs. spontaneous prayer, but the real take away for me during this session was that building a relationship with God requires a time commitment to conversation with God that involves both speaking and listening, something of which I needed to be reminded. We then broke for lunch, which consisted of two different kinds of delicious homemade soup.

The third healing arts practitioner spoke about the importance of “Self-care”, which included a hands-on demonstration of arts and crafts for adults that help us year-round to keep “grounded”; to that end, we rolled tennis balls under our feet, made homemade peppermint skin scrub (that’s so all-natural, it’s actually edible), and filled and sowed our own corn bags to heat up and put on aching muscles. Upon its conclusion, this very healing Healing Arts Retreat, conveniently held on a Saturday morning, sent us all home feeling spiritually refreshed and renewed, and for nothing more than a free-will donation in the amount of our choosing. and the Republican Congress offered a more modest tax cut. The Democrat obstructionists at that time referred to those cuts as Draconian, as a severe punishment. I distinctly remember this because I was pestering Democrats with my missives back then and I wrote a letter about the true meaning of the word inspired by Draco for putting people to death for stealing a loaf of bread. To show how entrenched in cronyism, indoctrination and brainwashing the Democrats were even then, Microsoft changed the definition of “Draconian” in Encarta to mean “tax cuts”. When Bill Clinton was in office, when he wasn’t preoccupied with interns, and House Speaker Newt Gingrich and his Republican Congress offered up some tax cuts, they were rebuffed by Democrats who asked: “How are you going to pay for it”? I scratched my head and asked, “Sure, how are you going to pay for that winning lottery ticket and how can you afford that pay raise?” Even during the Reagan years when Democrats were in the middle of the 40 years of their reign of Congress and I think Andrew Cuomo was still in diapers, his father Mario characterized Reagan’s tax cut proposal as going on a weight-loss diet by cutting off an arm and a leg. Democrats seem preoccupied with punishment but confused as to what it is. Stephentown Vol. Fire Dept. members raise funds for STRIDE Adaptive Sports Members of the Stephentown Volunteer Fire Department (SVFD) are participating in STRIDE Adaptive Sports’ 4th Annual 100K Vertical Challenge. This 12-hour 87-run skiing and snowboarding marathon at Jiminy Peak on February 25, 2019 supports the work STRIDE does to empower individ-

uals with special needs in life-changing sport & recreation programs. The SVFD’s team includes Chief Jonathan Angley, Assistant Chief Jeff Brokalis, Fire Lieutenant Ron Disher, and Safety Officer Chuck Riccardi who is team Captain. “I have a personal connection to this event,” says Officer Riccardi, “having seen the difference STRIDE made in the life of a friend who is living with traumatic brain injury.” It’s all about raising funds for a worthy cause but that doesn’t mean that there isn’t also a healthy dose of competition at play. The Delmar Fire Department’s Team will be competing and is the current top fundraiser. Austin Lawrence named a captain of RPI Baseball TROY, NY -- Rensselaer Polytechnic Institute (RPI) student-athlete Austin Lawrence of East Greenbush 12144 and Columbia High School has been recognized by being selected as a captain of the

baseball team. A senior infielder, Lawrence played in 36 games last season, including 35 as a starter. He hit .281 (34 for 121) with seven doubles, 27 runs scored and 14 runs batted in. Compiling a .339 slugging percentage and a .379 on-base percentage, he stole seven bases in eight tries and made just six errors in the field for a .961 fielding percentage. Lawrence played previously at Hudson Valley Community College before joining the Engineers a year ago. He hit .284 (21 or 74) in 26 games for the Vikings in 2017, recording one double, one triple and two home runs, to go along with 20 runs and 10 RBI. He had a .341 on-base percentage and a .405 slugging percentage. The Engineers open their 2019 schedule on February 16 and 17 with a three-game series at Randolph-Macon College in Ashland, Va.
