CAPITAL DISTRICT A Pre-Flight meeting for the next Capital District Patriot Flight will begin at 1 p.m. Saturday. Sept.

28 in the hall behind the Colonie Village Fire Department at 1631 Cental Ave., Colonie.

The meeting is for 87 World War II, Korean War, and Vietnam War veterans and guardians being sent on a free one-day excursion from the Albany International Airport to visit war monuments and historic sites in Washington, D.C. on Oct. 5.

Patriot Flight is a hub of the National Honor Flight Network. Families and friends of the veteran as well as others interested in future flights are welcome.

Guardians and veterans will be introduced to one and other and given polo shirts with Patriot Flight logo. Lois Dysard will take photos. Refreshments, including coffee, tea and soft drinks and light snacks, and raffles are planned.

Albany - For teenagers across the nation, getting to school on time can mean waking up at the crack of dawn.

For Jake McKinley, a freshman at Bethlehem Central High School in Delmar, it means setting two alarms to get out the door by 6:50 a.m.

“One to get my brain out of the rest phase and another one to get going,” he said.

Q: Latham Ridge Road (in Colonie) was repaved last fall and, a couple of weeks ago, was finally re-striped. My question is, do you know when (or if) they will get around to repainting the pedestrian crosswalk at the intersection of Da Vinci Place? That location is also the pedestrian access point to the Latham Ridge Elementary School sports fields and a path to the school itself. Cars tend to whiz by at a good clip and it can be difficult to cross safely.

he hustles to catch the school bus, but by first period, which starts at 7:36 a.m., his energy tapers off.

“My mind wanders a lot more in first period than it does in seventh period,” he said.

Despite decades-old science indicating that sleep patterns, or circadian rhythms, shift in adolescence -- causing teenagers to stay awake later at night and sleep in come morning -schools have historically resisted making their schedules more compatible with students’ body clocks.

At high schools across the Capital Region, students pile onto the school bus as early as 6

a.m., arriving at school well before the pediatrician-recommended 8:30 a.m. start time.

But as more studies confirm the benefits of a full night’s rest on students’ health, concentration, and academic performance, administrators and school boards are coming around to the idea of starting the school day later.

crosswalk was reviewed and confirmed by the Highway Safety Committee, an advisory board composed of different departments within the town.

Donnelly pointed out that the original crosswalk did not end in a sidewalk, but rather fed into the lane of traffic on Da Vinci that cars use to exit the developments there.

“Any crosswalk should connect, preferably, to sidewalks. At least it should go to an area where a pedestrian could safely stand,” he said.

The pavement that offers an access point to the school is actually a maintenance driveway owned by the school and is not supposed to be used as a walkway, Donnelly explained.

Instead, pedestrians should use the adjacent walkway that ends on Cord Drive.

Houses on Cord Drive are in a “mandated walker zone” -- students who live in that area are not assigned a bus route because they can safely walk to school. Students who live on the other side of Latham Ridge Road, on the other hand, are assigned a bus route because the Department of Transportation does not consider them able to safely walk to school.

Donnelly acknowledged that people will likely walk there anyway -- and cross Latham Ridge Road to get to and from the access point -- but said the hope was that people would no longer rely on the crosswalk to protect them from oncoming traffic. “They’re going to have to use common sense when crossing the road there. We don’t want to encourage people by leaving a crosswalk that’s probably not ever been right in the first place,” he explained.

Dramatic Tours Recapture Harrowing Night at Cherry Hill ALBANY - On the evenings of October 16, 17, 18, 19 and October 23, 24, 25, and 26, Historic Cherry Hill will present a dramatic tour reliving the infamous 1827 murder that occurred at the Cherry Hill mansion, one-time home of the Van Rensselaer family. The public is invited to step into the experiences of the Cherry Hill household on the evening of May 7, 1827, when a hired hand murdered a household member. The dramatic tour will investigate the scene of the crime and the differing perspectives of those who were there on that fateful evening. Actor James Keil will appear as Jesse Strang, bringing to life the murderer whose violent act was motivated

by romantic attachment to his victim’s wife. The murder resulted in two sensational trials and Albany’s last public hanging.

The program will be offered at 5:30 and 7 pm on those evenings. Reservations are required. Admission is $15 for members and $20 for non-members.

and are less prone to obesity, depression and injury.

The districts, each serving between 4,000 and 5,000 students, have recently formed school start-time committees that are tackling logistical challenges related to transportation, athletics, after-school jobs and extra-curricular activities, which previously were seen as insurmountable.

Transportation is the most significant hurdle to shifting class schedules, school officials say. Bethlehem Central School District’s start-time committee on Monday was presented with a comprehensive transportation report proposing four ways to reconfigure the district’s bus system to enable the high school to start between 8 a.m. and 8:30 a.m.

Officials have asked a private transportation consulting group to explore the fiscal impact of three of four proposals and produce detailed analysis on how the change would affect students and their families, who may need to adjust work schedules, practice schedules or childcare arrangements.

For Hope Perlman, who has been advocating for later start times with a “small but dedicated” group of parents for the last six years, it’s a welcome development.

Perlman, a Bethlehem parent who founded the Capital Region chapter of the national Start Schools Later coalition, got involved when she noticed a change in her daughters as they entered high school.

“They’d go from being excited about school to just dragging,” said Perlman.

“It’s really a slog to get up that early.”

But convincing administrators to overhaul a system that seems to be working is a tough sell. At the four suburban schools, students are involved in extracurricular activities, graduate at high rates and many attend top universities.

But in recent years, school superintendents have begun treating emotional wellness as a key component of success, recognizing high-achieving students face unique pressures, Perlman said.

A growing body of evidence points to elevated risks of anxiety, depression, and drug and alcohol use among kids raised in privileged communities.

A recent survey conducted by Niskayuna High School students that found that 72 percent of their peers were getting less than seven hours of sleep a night.

It’s not just high school students who are sleep-deprived; in districts where junior and senior high schools bus routes are joined, middle schoolers are getting on the bus when it is still dark out.

Who’ll take first step?

If the four schools find a way delay their school schedules, it could create a path for others in the Suburban Council -- mem-

bers of which share special education services and coordinate athletic events -- to do the same.

“No one wants to be the first,” Perlman said. “Personally, I think the biggest hurdle is fear of change; peoples’ lives are affected by the change.”

Niskayuna High School appears closest to implementation. In August, school officials convened a work group to produce a comprehensive plan to shift high school start times to 8:30 a.m. by next fall.

“If this works for Niskayuna and our committee comes down with a plan, we are going to do this regardless of whether other districts are doing it,” Niskayuna Superintendent Cosimo Tangorra Jr. said.

“I recognize the science. But what works in district A doesn’t necessarily work in district B.” Athletic directors have been particularly resistant, objecting to any proposal that would require a change in game and practice schedules. In Bethlehem, where around 65 percent of students participate in after-school sports, every student would be affected by a later school day end time, they say.

One Suburban Council school, Schenectady High School, shifted its start time to 8:30 a.m. several years ago with few complaints.

“Ideally, if all the schools in the state were under that same timetable, it would be a lot easier to hurdle the minor obstacles that a minor district would face,” said Barbara Fraterrigo, a member of the Guilderland school board who has long advocated for a later start to school days.

“We are hoping that at least as a Suburban Council we can get other districts on board.”

In Guilderland, the push for later start times began 15 years ago, when a high school student presented a project on student sleep deprivation to the school board, but the idea only gained traction in 2014 when the American Academy of Pediatrics advised that delaying start times was the most comprehensive way to counter the effects of teen sleep deprivation, Fraterrigo said.

When Glens Falls High School, a member of the Foothills Council, changed its start time to 8:30 a.m. in 2012, absences and tardiness fell as did the rate of students who were failing classes. Corinth, a rural district in northern Saratoga County, pushed its start time back about 40 minutes several years ago to 8:12 a.m.

The New York State United Teachers, which represents the faculty, has been mostly silent on the issue.

Sorting out the details - A frequent concern voiced by parents, administrators and athletic directors is that delaying the school day by an hour would cut into time for sports, other extracurricular activities and after-school jobs.

In Bethlehem, one plan would be to

consolidate the district’s three-tier bus routes into two, so that the middle and high school both started school at 8 a.m. and end before 3 p.m., and elementary schools would maintain their start time of 8:30 a.m. Another would flip the middle and high school schedules, so that the older grades would begin at 8 a.m. and grades 6-8 would start at 7:35 a.m.

Transportation experts highlighted a third version which would maintain the three-tier system, but allow students the option of taking a later bus to school at 8:30 a.m., in time for their first period, if they feel they need additional sleep.

Committee members overwhelmingly disliked that option, noting that many of students rely on the homeroom period to finish schoolwork.

“I hated that option, I absolutely hated it,” said Perlman, whose youngest daughter, now a senior in high school, takes advanced courses. “My daughter goes all day long and doesn’t take a lunch.”

Bethlehem officials have also rejected a proposal to move elementary school students up to the early shift, releasing the younger grades by 1:30 p.m., citing concerns that it would disrupt parents’ child-care and work schedules.

Any schedule change would not go into effect until the 2021-22 school year, at the earliest, school officials said.

Niskayuna is also exploring consolidation of its three-tiered bus system into two tiers. Niskayuna’s start-time committee has proposed compressing the school day without cutting into instruction time or ending school later. For example, passing time between periods, currently five minutes, could be shortened to four minutes.

Guilderland’s school times committee will present a similar transportation report on Oct. 1.

The town has unique traffic challenges, because of the presence of key highways and the non-central location of its bus depot. Consolidating school bus routes would further clog up work commutes on Route 20.

“People are trying to get to work in Albany and it’s really tight, sort of bumperto-bumper traffic,” Fraterrigo said. “They are going to need to think outside the box.”

The school district’s committee has also seen pushback from parents, who say they rely on their high school students to be home when their younger children get off the school bus. Some local business owners complain that they will have to adjust work schedules to accommodate older grades being released later in the day.

district surveyed three different groups -- parents, students and staff -- to see how changing Columbia’s start time could impact the middle and elementary school levels, transportation, child care and after school activities.

The committee will present the East Greenbush school board a summary of options by the end of the year.

Changing the law - In 2016, the New York State School Boards Association (NYSSBA), the advocacy organization representing boards of education, backed state policies that incentivize districts to address sleep deprivation in teenagers by changing start times in middle and high school.

But compared to other state governments, there has been virtually no discussion in the New York Legislature on how to support schools’ quest to delay school start times.

Last year, California’s then-Gov. Jerry Brown vetoed a bill, passed by the state legislature, that required middle and high schools to start later to give teens more time to sleep. The legislature in September passed an amended version softening the requirements and allowing districts more time for implementation. It is up to Gov. Gavin Newsome to sign or veto the legislation.

In Massachusetts, advocates have launched a legislative push, and lawmakers have agreed to study the issue.

New Jersey lawmakers have approved a pilot program administrated by the state Department of Education that will enable several high schools to push back school day start times to 8:30 a.m.

“It makes sense from a health standpoint, but there are a lot of factors involved in making these changes that impact a lot of people, including the students but also the families of these students,” said NYSSBA communications director David Albert. “So it has to be done in a thoughtful manner.”
