CAPITAL DISTRICT On August 26, 2019 Books for Troops was a victim of fraud of $2000. That money would have been used to send 140 boxes of books to our troops. Books for Troops made a claim on the 27th with both the bank and the NYS police.

Our bank had taken 5 weeks to deny our claim, labeling it fraud and thus a felony and in the jurisdiction of the police. The police have been investigating since then, but hold out little hope of finding and then prosecuting the offenders. Morse donor handled settlement Incoming mayor vows to fire firm that negotiated $170K personal injury deal

the replacement of Triad Group of Troy will be one of the first things he deals with when he takes office Jan. 1.

Morse, who took office in January 2016, hired Triad Group to represent the city in insurance cases, according to city officials.

The former mayor, who was forced out of office in August after pleading guilty to stealing from his campaign account, did not respond to a request for comment Thursday.

Victoria Manes, owner and president of the Triad Group, also did not respond to a request for comment.

It’s unclear whether the settlement needs final approval through a vote of the city’s Common Council, although the $170,000

AROUND YOUR COMMUNITY Can EOC Help You Celebrate Thanksgiving This Year?

SARATOGA COUNTY Saratoga County residents who may need a hand this Thanksgiving are encouraged to reach out to Saratoga County Economic Opportunity Council (EOC).

EOC provides over 800 Thanksgiving baskets each year to neighbors in need.

Each basket contains fresh produce, including potatoes, apples and carrots, as well as the staples every Thanksgiving meal needs like stuffing and gravy. A gift card is also provided to help buy a turkey. These baskets are available to families who will have two or more people for dinner.

Households with one person are encouraged to call EOC and sign up for a delivered Thanksgiving meal. A full Thanksgiving

dinner will also be available at EOC’s Soup Kitchen housed at the Presbyterian New England Congregational Church located at 24 Circular St. in Saratoga.

Everyone is always welcome at the soup kitchen.

Free Workshop for Caregivers of People with Illnesses and Disabilities MALTA - Local Nonprofit Helps You Manage Your Stress and Improve

Transportation Supervisor Bill Clark said.

Before the bus camera bill, a law enforcement officer had to witness a violation in order to issue a ticket, he said.

The new law imposes a $250 fine on motorists who pass a stopped school bus.

The program would be operated by municipalities, and revenue generated by the tickets is expected to pay for the devices and maintenance before flowing back to municipalities.

The approved cameras, which are common in other states, are mounted on or near the stop signs that swing out when a bus stops to let kids board and exit the vehicle. The bill also regulates how the images and video can be used, specifying that the photos or video may only show the front or rear license plate of vehicles while the bus is at a full stop.

Several upstate New York school districts, including Niagara Falls and Fallsburg Central in Sullivan County, were among the first to install safety cameras on buses after the legislation passed.

Broome County this week announced it will simplify the process by picking up the initial tab for school districts within its borders.

Ballston Spa Central School District has plans to add traffic cameras to buses, a spokesman for the district said, although a timeline for implementation is unclear.

In Long Island’s Suffolk County, criticism over local governments benefiting from school bus penalties prompted its County Legislature to add language designating the revenue generated by stop-arm cameras for traffic and school safety.

But most schools in the state are taking a wait-and-see approach, citing upfront costs, according to New York Association for Pupil Transportation (NYAPT) Executive Director David Christopher.

“For those jumping on board, they are in areas where they’ve already done the analysis,” Christopher said. “We still are learning more and more about this. Certainly, there are districts and municipalities in our state that just can’t afford to do this. At $1,000 a bus, if you have 20 to 40 buses in a particular bus fleet, it adds up.”

Surveys by the NYAPT consistently indicate that school bus drivers in New York see about 50,000 improper passes per day.

Shannon Shine, superintendent of Mohonasen schools in Schenectady County, said he had questions about how the revenue from ticketing would be divided between cities, towns, villages and counties.

“Since the multiple municipalities requirements appear a bit complicated, it might be best in this instance to let others go out front on this and work out the wrinkles prior to us moving forward,” Shine said. “I’m certainly in favor, though, as this appears to be a well-intended initiative in regards to enhancing student safety.”

“I’m flabbergasted -- there needs to be an investigation,” said City Democratic Chairman Gil Ethier, who represents the city on the Albany County Legislature.

The money to pay Morse will come from the city’s financial reserves and will not impact any funding allotments in the budget, according to acting Mayor Christopher Briggs, the council president who took over the office after Morse’s federal guilty plea.

Still, the settlement “is coming out of the taxpayers’ pockets,” Briggs said.

The agreement covers any injuries Morse suffered as a city firefighter, as well as a slip-and-fall injury he claims to have suffered on a staircase in City Hall in early 2018. The $5,000 payout is intended to head off any action he might take against the city for naming Briggs to replace him.

Generally, payments in workers compensation injury cases are not taxed.

The Triad Group, a risk management company that specializes in workers compensation cases, donated four times to the Friends of Shawn Morse campaign committee in 2016 and 2017, according to campaign finance disclosure statements filed with the state Board of Elections.

A $500 donation was made Feb. 17, 2017, according to the records. Three donations of $250 each were made on June 4, 2016, Nov. 1, 2016 and Nov. 8, 2017, according to the records.

Among those receiving donations in Cohoes were Ralph Signoracci, a former aide to Morse and a former county legislator who received a total of $750.

Signoracci pleaded guilty to federal wire fraud charges in March and had agreed to testify against Morse.

Councilman Stephen Napier Jr., who voted on the $5,000 payment to Morse this week, also received campaign donation -- $125 -- from Triad. Napier said he didn’t realize he had received the donation until the Times Union inquired about it on Thursday. He said he would donate the money to charity.

“I don’t want any of the stink on me,” Napier said.

Napier said he saw Morse fall on the stairs, though the spill did not impress him as serious.

The settlement negotiated between Triad and Morse was recommended as the best course of action for the city, Napier said.

Briggs said he doesn’t believe the deal with Morse was a quid pro quo for the hiring of the Triad Group.

He noted that the firm was retained years before Morse faced his federal criminal charges earlier this year.

Morse pleaded guilty Aug. 20 to felony wire fraud in U.S. District Court; he’s scheduled to be sentenced Dec. 10.

The Neil Hook Vocal Music Scholarship CAPITAL DISTRICT The Festival Celebration Choir will hold a competition for current graduating High School Seniors in the Greater Capital District. A cash prize of $700.00 and an opportunity to perform at our May concert will be awarded to the winning applicant. Applicants should be attending college in the Fall and continue their study of music, although not necessarily planning a major or career in music. COPS, COURT AND FIRE CALLS Philmont man charged with attempted murder A Philmont man is charged with attempted murder after State Police said he shot a man multiple times at a large house party in Copake on Sunday.

State Police said Jesus Figueroa, 26, was one of more than 60 people who went to the party on Waldorf Ridge Road after seeing it advertised on social media.

Around 12:30 a.m., an argument broke out and troopers said Figueroa shot the man several times with a handgun. The man was taken to Albany Medical Center Hospital where he is in stable condition.

Figueroa was arrested at his home Sunday evening.

He is also charged with criminal possession of a weapon. He was arraigned in Claverack Town Court and sent to Columbia County jail without bail.

The Hudson Police Department, Columbia County sheriff’s office, Copake Rescue and Copake Fire Department helped in the investigation.

The investigation remains active and State Police ask anyone with any information on the Halloween party or the shooting to contact the State Police Bureau of Criminal Investigation at 518-851-2972.

Man faces four felonies following DMV probe A man who previously served state and federal prison sentences on a variety of charges was charged with four felonies last week after a state Department of Motor Vehicles investigation.

The Washington County sheriff’s office said deputies charged Royal M. Harrison, 61, with two counts of possession of a forged

instrument and one count each of falsifying business records and offering a false instrument for filing.

Deputies said the charges stemmed from Harrison using a fake Native American driver’s license at the DMV. He was arraigned in Fort Edward Town Court and sent to Washington County jail without bail.

Harrison was previously sentenced to 10 years in state prison in 2004 for robbery, grand larceny, criminal possession of a weapon and reckless endangerment in a case out of Schenectady County. That same year he was convicted on federal charges connected to a separate identity theft case in which he used victims’ identities to obtain loans and credit to purchase vehicles and heavy equipment.

He was released from federal prison in 2013.

Two accused of damaging Clifton Park school fields Two Clifton Park men were charged after Saratoga County sheriff’s deputies said they damaged fields at two Clifton Park schools.

Deputies were called on Oct. 18 and Oct. 20 for reports that two vehicles were driving recklessly on fields at Shatekon Elementary and Shenendehowa High School East.

Deputies said the two men, Ryan P. Clare, 19, and Matthew T. Carl, 20, caused more than $1,000 in damage. They were both charged with felony criminal mischief and released on appearance tickets for Clifton Park town court.

Life sentence looms after drug conviction AMSTERDAM -- A Troy man is facing up to life in prison after he was convicted this week of two counts of criminal possession of a controlled substance, according to

the Amsterdam Police Department.

James Robinson was convicted after a weeklong trial in Montgomery County Court that ended Monday, authorities said.

He was arrested Jan. 9 after a raid at an Amsterdam home that police said was being used as a drug house.

Authorities asked that Robinson be treated as a persistent felony offender, making him eligible for a sentence of 15 years-to-life in prison. Police didn’t say in a news release whether a sentencing date had been set.

Woman pleads guilty to gun, drug charges SCHENECTADY -- A Schenectady woman faces up to 10 years in prison after pleading guilty Wednesday to federal gun and drug charges.

Sakena Kocer, 32, pleaded guilty to possessing a pistol and 15 pounds of marijuana in 2014, when federal agents arrested her while she was on supervised release after a prior drug-trafficking conviction, according to the office of the U.S. Attorney for the Northern District of New York.

Kocer will be sentenced Feb. 19.

Colonie police crack 'Grandparent' scam A Bronx man is charged with two felonies after Colonie police said he stole $9,000 from an elderly resident through a "grandparent" scam.

Police said they are searching for more suspects in New Jersey and Virginia.

Police said Kelvin Pichardo, 23, came to Colonie on Sept. 19 and collected the money from one of the victims. A few days later, another victim called police during a scam attempt and told police that a person wanted them to send $9,500 via money transfer to Yonkers.

The scam was one commonly used against elderly residents where callers claim that their relatives, typically grandchildren, are in jail and need money for bail.

Colonie police sent a fake package to the address and Yonkers police arrested Pichardo when he picked up the package, police said. Police linked him to an earlier scam because he was seen on surveillance video wearing the same clothing.

He served in various positions and was promoted to Lieutenant Colonel in 2006. He joined the NYS Retired List on 2 October 2013.

John’s awards and decorations include the Valorous Unit Award, Meritorious Unit Commendation, Army Commendation Medal with 3 OLCs, Army Achievement Medal with 1 OLC, Army Reserve Components Achievement Medal with 1 OLC, National Defense Service Medal, Vietnam Service Medal with 4 campaign stars, and other US, Vietnam and NYS service awards.

John also has 43 years teaching in Capital District schools at middle school, high school and college levels. He is a 1975 graduate of the University at Albany, has two Masters Degrees, one from the University at Albany (1976) and one from College of St Rose (1979) and a Doctor of Philosophy from University at Albany (1989). He has published numerous articles and papers and is an active member of several Academic Organizations.

John and his wife Hiesook Kim have two sons and reside in Albany, NY.

The 2019 Awardee is John Wands Sacca, a US Army Vietnam Veteran.

John enlisted in the US Army in August 1966, and first posted to 8th Army, Republic of Korea. In May 1967 he requested an inter-theater transfer to Vietnam and was assigned to the 79th Maintenance Bn where he served through the 1968 Tet Offensive and was promoted to SP4. He extended in Vietnam to transfer to the 1st Cavalry Division (Airmoble). He was assigned to C Troop, 1st Squadron, 9th Cavalry as a door gunner on a Huey gunship and later as RTO in the Troop’s infantry platoon.

He participated in cavalry raids in the A Shau Valley west of Hue, recon missions along the DMZ and west of Hue, then down south around Saigon. He departed RVN in February 1969, enlisted in the 1-210 Armor, NYARNG and was promoted to Sergeant.

After a 9 year break in service John enlisted in the US Army Reserve, serving in the 1157th USAR School, 98th Div(Tng) as senior instructor, Battalion Training Maintenance System. He moved up in

The parking lot is on Grove Street, behind the Parish hall. The doors and kitchen open at 5PM. Tickets go on sale from 5:30 to 6:45PM, and drawings start promptly at 7PM. Tickets are $1.00 each, and contain a door prize ticket and 25 chances that can be put in the baskets of your choice. You can buy one ticket, or as many as you want. Last year we had over 80 themed baskets, and we are hoping for more this time. Baskets are made by our Court members.
