REFACING • COMPLETE REMODEL • CABINET REFINISHING LOOKING FOR PUBLIC INPUT ON WAYS TO “GET PEOPLE TO THE RIVER” The Rensselaer Land Trust is undertaking the Rensselaer County Hudson River Access Plan and is looking for public input and feedback.

What is the Rensselaer County Hudson River Access Plan?

The Plan will provide an inventory of existing public access sites on the Rensselaer County Hudson River shoreline and through outreach, research, and public engagement, identify additional potential sites along the shoreline for access to the Hudson River. The plan will include recommendations and design suggestions for improving access for people of all abilities, improved storm resiliency, and adequacy of facilities for all user groups.

What is the Goal of the Plan?

The goal is “To provide a County-wide planning document that can be used to support and advance the implementation of Hudson River Access Projects that have the support of municipalities and user groups, and improve accessibility and storm resiliency.”

This project is being undertaken by the Rensselaer Land Trust with funding provided by a grant from the Hudson River Estuary Program of the New York State Department of Environmental Conservation. Technical work is being undertaken by Planning4Places, LLC with assistance from Weston & Sampson, Inc. How can the Public Provide Input?

In addition to talking with the consultant team at some local events such as farmers markets and festivals this summer, a short online survey has been developed to collect input on a range of topics related to river access. As legislative representatives of District 3, which includes the towns of Brunswick, Pittstown and Schaghticoke, we are happy to provide our constituents with a report on actions at the August 8, 2017 legislative meeting.

At our August meeting we passed a resolution in support of changes to the 2018 Farm Bill as recommended by members of the New York State Congressional Delegation to improve protections for dairy farmers. Dairy farming is a vital part of Rensselaer County’s economy and we are proud to support our dairy farmers.

We authorized a contract between the Rensselaer County Department of Health and the Cornell Cooperative Extension to use grant funding to pay for the Childhood Lead Poisoning Primary Prevention Program. This program identifies and corrects lead based paint hazards in high risk housing.

We also voted to approve appropriations of $101,691 for programs run by the Rensselaer County Department of Youth.

These county wide programs are an integral part of our youth development and delinquency prevention programs.

The Legislature also passed a resolution honoring Rensselaer County veteran Colonel Peter Goebel for his service to our country. A 1981 graduate of West Point, Colonel Goebel served in the United States Army until his retirement in 2012. We are grateful for his service.

The next regular monthly meeting of the Rensselaer County Legislature is Wednesday, September 13, 2017. On Sunday, August 6, over 30 people came to the Rensselaer Plateau Alliance’s Poestenkill Community Forest to celebrate the life of Doree Cox (1927 -2012) of Berlin. Doree was a longtime member of The Rensselaer Land Trust and founding member of the Rensselaer Plateau Alliance, who grew blueberries, led hikes, and lived a life full of adventure and comrade with her family and many beloved friends.

The event featured stories by Doree’s friends and dedication of a bench in her honor. The bench was carried via tractor to its spot along “Doree’s Trail” in the Community Forest, and her family and friends hiked in to help place the bench.

A plaque on the bench reads: In memory of Doree Cox, founding member of Rensselaer Plateau Alliance, who loved the people, forests, old roads and rocks of the plateau.

VETERANS HALL HONORS ALL VETERANS PAST AND PRESENT This building is located on the Schaghticoke Fairgrounds and is comprised of a group of volunteers who feel passionate about thanking our veterans. Many have visited Veterans Hall during the fair or have come to an Open House to pay tribute to our veterans and say thank you. Everyone knows and loves a veteran and many come to share that connection. Some come to see a picture, a clipping or perhaps an item donated by family or a friend of a veteran that served our country. In addition, we are compiling a list of veteran’s names from Rensselaer, Saratoga, Albany, Washington, and surrounding counties. We can use your help in this endeavor. This will be an ongoing objective for years to come. Getting your veteran’s name on the list is free, easy and a good way to ensure his/her service will be remembered.

Working with histories, novels, and journalism, this series exposes some of the issues that lie on our plates. The following are highlights of our August 8, 2017 Meeting: The Rensselaer County Legislature passed a resolution declaring the month of September 2017 as a Month of Remembrance. This tribute honors the legacy of all who have died and suffered during this horrific act of terrorism on September 11, 2001.

Public Safety – The Legislature approved a grant agreement with the Dormitory Authority of the State of New York. This grant will provide funding to the Bureau of Public Safety for the installation of a new 911 Emergency Service VHF Paging System.

Health - The Rensselaer County Department of Health received grant funding for the Childhood Lead Poisoning Primary Prevention Program. This funding will be used for the identification and correction of lead based paint hazards in high risk housing without a referral for a childhood elevated blood lead level.

Youth - The Rensselaer County Legislature accepted State monies that provide funding for the recreation and education of the children of Rensselaer County, encompassing a variety of programs, such as summer camps, youth programs and youth delinquency prevention programs.

The Rensselaer County Legislature Minority members presented a resolution honoring Principal Susan Merrill upon her retirement from Sacred Heart School. After 22 years of hard work and dedication to the community, we wish Susan Merrill the best for the future.

RESIDENTS OF RENSSELAER COUNTY Residents of Rensselaer County, please note, the Rensselaer County Republican Committee met on June 3 to select a candidate to replace retiring County Executive Kathy Jimino. The committee, a body of close to 200 elected/members residing throughout the county, selected Chris Meyer to replace Kathy by a margin of 3:1 over Chris' closest competitor, Steve McLaughlin. McLaughlin left the room after the vote in disbelief he lost, and has subsequently decided to primary Chris.

Chris Meyer, a gentleman from Grafton, has been recommended by the outgoing County Executive as the most qualified person to replace her. Chris has worked in the Office for 13 years, 7 as Deputy, and has recommended numerous cost saving measures for the spending of taxpayer dollars. Chris Meyer knows county government, which is unlike state government. Chris knows where to look to save dollars and how to effectively conserve, without sacrificing services. Please note, for every tax dollar collected by the county, $0.89 is required by state mandates. Mr McLaughlin has a responsibility as our State Assemblyman, to represent you, me, and the county. State mandates are a hefty financial burden for the county and ultimately to us, the taxpayer. What has Mr. McLaughlin done to address these burdens? As a matter of fact, what has he done for us period?

Without question, Chris , a family man, a community oriented man, and most importantly a man who knows county government, can and will run county government with our best interest at hand.

She is a graduate of Tamarac High School. The Dean’s Award at Colgate is awarded to students with a 3.3 or higher term average.

Letter to the Editor: Standardized testing is nigh impossible to avoid in American high school. Students take annual Regents Exams, PSATs, SATs, ACTs, and SAT IIs, not to mention inclass tests, local exams, and AP tests. What is the point of so much testing? Students in Finland aren’t required to take a single national test until the end of their high school career. In New York, children are tested every year. Yet on international tests, Finnish students perform better than American students!

Some argue that standardized testing is necessary to monitor schools and ensure that all students get a good education.

Colleges recognize the fact that standardized test scores do not accurately demonstrate students’ abilities and potential.

The admissions office at nearly all the colleges I toured expressed that a score on a test is far less representational of future success than your GPA (grade point average). A GPA represents four years of work, while an SAT score represents four hours of questions. Colleges, therefore, care much more about your GPA than your ACT or SAT scores. So why are standardized tests still so prominent? How can schools be ranked based on scores that don’t portray the students accurately? In Finland, the solution was to trust the school administration more, and test the students less. The Brunswick Baseball League is currently registering players for a 2017 Co-Ed, 17 and up, Softball program to be conducted at the Brunswick Sports Complex on Rte 2. The season will begin on Saturday, September 9th, and run until mid-October.

WRITING WORKSHOPS WITH AMY HALLORAN at TROY PUBLIC LIBRARY Troy Public Library is hosting a series of writing workshops with Amy Halloran. The first workshop will be held on Thursday, September 14th, at 6PM. Everyone has a story, and capturing that essence in a small story can help us humanize each other. The practice of really seeing someone can reduce the tendency to see someone as a Them, rather than another familiar person, an Us. Words can make us be bridges to each other, rather than walls.

This workshop will cover the basics of informal interviewing, using a simple question and answer style to gather facts and feelings. This material becomes the ingredients for brief written profiles, or snapshots in words. The class will give you a model you can use elsewhere, at family gatherings, school events, and also, at the three writing events that will be happening around the city of Troy in this series.

This project is made possible with funds from the Decentralization Program, a regrant program of the New York State Council on the Arts with the support of Governor Andrew Cuomo and the New York State Legislature and administered by The Arts Center of the Capital Region.

FACTORS TO CONSIDER BEFORE CHOOSING A WEDDING VENUE The Real Weddings Study found that couples spent an average of $16,107 on their wedding venues in 2016. That figure easily dwarfs the next biggest expense ($6,163 for the engagement ring) for couples tying the knot. Because the wedding venue comes with such a potentially high sticker price, couples should give ample consideration to a host of factors before choosing where to get married. Size Until they can agree on a guest list, couples might want to delay even looking for venues. However, some couples might want to first look at some venues so they can determine just how many guests they can afford to invite.

Whether they’re hosting small affairs or large parties, couples should choose venues that can comfortably accommodate all of their guests. If possible, look for venues with multiple reception areas, which might allow for some wiggle room if the guest list grows or dwindles during the planning process.

Availability Some couples might have an ideal time of year they hope to get married. Some even know the exact date they hope to get married. While that can help with the planning, it can also limit couples with regard to their venue options.

Some venues may be booked for as much as a year or more in advance during peak wedding season. The Real Weddings Study found that the most popular months to get married in 2016

were October and September. Couples who hope to follow in the footsteps of many 2016 brides and grooms may need to book their wedding venues well in advance. Those who can be more flexible regarding their wedding dates may find it easier to book their dream venues. Insurance Ask about the venue’s insurance policies, including the policies the venue has to protect itself. In addition, ask if the venue requires couples to have their own wedding liability insurance for protection in the event of injury, property damage or incidents related to alcohol.

Couples may also want to make the investment in cancellation/ postponement insurance, and some venues may even require it. Financials It’s easy for couples to be focused on the bottom line when choosing wedding venues, but it’s also important that they get a complete grasp of the financials before choosing a wedding venue. Ask about the amount of the initial deposit and if that deposit is refundable. In addition, ask when the deposit is due and when each subsequent payment is due until the balance is paid in full. This can make budgeting easier and planning less stressful. Couples should have fun choosing their wedding venues while recognizing that certain factors must be given ample consideration before signing any contracts.

The Troy Rehabilitation & Improvement Program (TRIP) and Rensselaer County Housing Resources (RCHR), will offer grant funding to assist local residents with obtaining and maintaining their homes.

“We are pleased to again receive funding for these important programs,” said TRIP Executive Director Christine Nealon. “These programs are lifelines for individuals who are striving to maintain their independence.”

TRIP & RCHR have been awarded funds under two government programs: the NYS HOME Program and the NYS CDBG Program through Rensselaer County to provide grant monies, which can be used for down payment assistance for first-time homebuyers and home rehabilitation projects.

The NYS HOME Program assists income-eligible homeowners with home repairs including health and safety repairs, roof replacement, structural, electrical, plumbing and heating system repairs or replacements and energy efficiency measures.

The HIP Program (serving Troy residents) and the Small Cities (serving Rensselaer County residents outside of Troy) Grant Program assist income-eligible, first-time home buyers with grants to be used for down payment and/or closing costs at the time of purchase.

Rensselaer County residents may apply for these grant opportunities. Applicants need to be income-eligible and current on their mortgage, property taxes and homeowners insurance at the time of application in order to qualify.

Letter to the Editor: The cost of electric and gas utilities may go up by an astronomical amount if National Grid rate increases are approved. A request for an increase in the “delivery charge” for electric service (case E-0238) is being sought in the amount of 17.5% and 20.5% for gas “delivery charge” (G-0239).

Since actual energy costs are identifiable, the “delivery charge” component of customer utility bills is being used as a profit center.

It’s not even as if the money would circulate back through the local economy, profits from National Grid are siphoned off and shipped abroad; National Grid is based in the UK. MISS UNCLE SAM PAGEANT The Miss Uncle Sam Pageant is September 8, 2017 at Bush Memorial, Russell Sage 1st Street, Troy, NY 12180. Rehearsal September 7, 2017 at 6:00pm.

There will be a winner and 2 runners-up in each age division.

Contestants must be a resident of Rensselaer County, never been married and never had a child. The Little Miss category is age 3-6; Young Miss, ages 7-9; Jr. Miss, ages 10-12; Miss Uncle Sam, ages 13-18. Age is determined day of pageant.

Categories include competitions based on poise, personality and appearance. An optional Miss Photogenic category is judged on photos submitted by the contestants.

Winners will receive crowns, banners, and trophies. Runnersup will receive special trophies. Every contestant will receive a trophy.

Ethan Alexander Ross-Hixson of Johnsonville, a senior at Clarkson University majoring in civil engineering, received The President’s Award For Excellence.
