We are organizing project groups for the Goff Garden on Gilligan Road; making and delivering lunches for the Homeless at Interfaith Partnership in Albany, preparing cards and May baskets to residents of Riverside Nursing Home in Castleton; visiting Veterans at the VA Center in Albany, the elderly and shut-ins; help with cleaning at St. Paul’s Women’s and Children’s Shelter in Rensselaer. The Schodack Town Board, to help inform residents of its activities, furnishes for them this report for the month of April 2018. On April 21st, Supervisor Harris joined Town Board members Tracey Rex and Scott Swartz at the grand opening of the Castleton Diner and Hardware Store. The opening coincided with the kickoff of the Main Street Mile, a walking/jogging loop of Main Street designed and implemented by the Castleton-onHudson Main Street Association. These two attractions join a growing list of businesses and community projects that have been added to Main Street over the past few years. The Town Board is excited to see these revitalization projects and will continue to work on forging partnerships with the Village and related community groups in support of these efforts. During their April 12th meeting, the Town Board approved the 34th Year! use of the pool at the Sidney Albert Albany Jewish Community Center for the Town’s summer camp program. This year’s summer camp will run from July 9th-August 3rd. Many readers have seen my business profiles over the years on how I originally heard and found out about laser therapy. Happy Spring to everyone in Sand Lake! The stage construction at Butler Park is progressing nicely. None of this could have happened without the assistance of Rusty Blair, Rifenberg Construction, Bill Hoffay, Troy Sand & Gravel, the Sand Lake Highway Department, and several other volunteers. Many, many thanks to all who are making this happen. A special “thank you” to Councilman Andy Bulmer who has spearheaded this effort since he assumed office on January 1st. I’m sure all of us can’t wait until we are sitting down at Butler Park enjoying concerts! At our last Town Board meeting on May 9th, the Town Board approved moving ahead with a new website! This is exciting news for all citizens and businesses in our town. I receive many complaints that our current website is outdated and does not meet the needs of our community. Once completed, the website will serve as a focal point for town events and activities. We also plan to schedule a public meeting in June to discuss what we know regarding the potential presence of arsenic in wells in our town. If you have not picked up your sample kit at Town Hall, please do so immediately. If you have your results, please share them with us by emailing Karol O’Sullivan at KO’Sullivan@sand-lake.us. The more sample results we have, the more accurate conclusions we can draw. The Highway Department wants to remind people to call the Town Garage prior to dropping off any paint or paint products (518-674-2026, ext. 101). Someone must be at the Garage to accept your paint. Over the next few weeks, I will be working with local resident Bob Katz to produce a monthly television show. Although the details have not been worked out, I am envisioning a panel format featuring guests who share with us their stories and update us on what is happening in Sand Lake. A few weeks ago, the Town Historian’s office was transformed into a small-town police chief’s office for the film Highlighters, written and directed by Sean Cranston. Highlighters is a noir thriller that tells the story of Hal Graves, a retired police detective who finds himself in a dangerous situation as he tries to keep his daughter out of trouble. Fall 2018 release date. The cinematographer of the film is Jim Powers from West Field Films. Jim has worked with the Sand Lake Historical Society producing Teddy Roosevelt Returns to Sand Lake in 2014 and the Amazing Graves video in 2016. Jim has become a trustee of the Sand Lake Historical Society. He is an important addition to an organization that is growing in vitality and importance to our town. Both videos are available to purchase in the Town Clerk’s office or loan from the Sand Lake Library. John Holser from Digital Film Farm is getting ready for his second round of filming historic re-enactments for his film Who Killed Hazel Drew? John is looking for community support relating to locations, props and people young and old to play extras. On the list is an old farmhouse exterior, horse and buggy, 1908 lawyer’s office, 1900s wooden boat, a model T and Edwardian and Victorian clothing. He will succeed Michelle Tsao, who has been appointed as principal of Saratoga Springs High School. Mr. Quiles begins his administrative duties on July 1 when he returns to Averill Park High School where he served as the assistant principal from August 2006 to December 2011. Since then, Mr. Quiles has served as the principal position at Coxsackie-Athens High School. I am confident that Mr. Quiles’ combination of familiarity with the District and experience leading a high school will make him a tremendous asset to our entire school community. STEPHENTOWN HISTORICAL SOC. CEREMONY

The Stephentown Historical Society is holding a ceremony for the unveiling of a new historic marker on Saturday, May 19, at 2:00 p.m. The marker commemorates the original Methodist Episcopal Church building which has been restored, beginning in 1988, by the Stephentown Historical Society as the Stephentown Heritage Center. The building is at 4 Staples Road at the corner of Garfield Road in Stephentown. The rain date is Sunday, April 20. All are invited to the ceremony and a reception afterward. The historic marker was given through the generosity of the William G. Pomeroy Foundation.

REBUTTAL TO: LETTER TO THE EDITOR CONCERNING WASTE MANAGEMENT

Letter to the Editor: In a letter published in The Advertiser on April 30, Mr. Paul Plante provides misleading information regarding the Waste Management transfer station on the southeast corner of Rt. 66 and Rt. 351 in Poestenkill. Mr. Plante said, “...Poestenkill Town Supervisor Dominic Jacangelo is selling giant trash hauler Waste Management the rights to turn one part of Poestenkill into a regional garbage hub”. This statement is false. Over 20 years ago, the former owner of the property secured a “Planned Development District” designation (PDD) from the Town Board for the 10+ acre site to use the property as a transfer station. Garbage trucks unload their garbage into larger trailers that then transport the waste to landfills. No member of that Town Board is on the Town Board today. A PDD is a permanent designation that attaches to a property. The PDD allows a maximum of 200 tons of garbage to be transferred in a day, or about 6-8 tractor trailer loads, limits the hours of operation, and sets out other specifications for use of the property. When the economy tanked in 2009, the current property owner, Waste Management, suspended operations at the site. The site remained unused until the company decided to re-open it in December of 2017. The company did not need permission from the Town, since they already had a PDD to operate the site as a transfer station. There are many state regulations covering transfer stations which are monitored and supervised by NY State DEC. Supervisor Jacangelo has been negotiating with Waste Management to voluntarily perform some additional services to alleviate potential negative impact of the transfer station on the Town, such as painting the buildings near the road to make them less unattractive, cleaning up debris along both state highways, whether the debris comes from their activities or not, and establishing waste disposal services for Town residents. The Town has no authority to compel any activity which is not spelled out in the PDD. I believe staying in touch with constituents is an important part of serving in elective office. This monthly report is an example of my commitment to keeping residents informed of the activities of the Schodack Town Board. All Town Board meetings can be viewed live or at a later date on my Facebook Page at www. facebook.com/TRexForSchodack. During April, the Town Board accepted audits conducted by the Town Comptroller for the Building Department Funds, Town Clerk Department Funds, and Petty Cash Funds. The Comptroller performed the audits in accordance with guidelines provided by the Office of the State Comptroller. Performing internal audits of cash collection activities are essential for improving government operations, ensuring compliance with laws and regulations, and protecting assets. The NYS Department of Motor Vehicles will be using property at 1777 Columbia Turnpike to conduct Commercial Driver’s License Skills Testing through a Property Owner’s License Agreement with the Town of Schodack. It’s nice to see our state and town governments coming together to put this vacant property to good use. I believe the work of a Town Board member goes beyond attending meetings and casting votes on resolutions. To me, it is also important to be actively engaged in our community, attending events, and supporting local organizations and good causes. I was honored to participate in the ribbon cutting ceremony for the grand opening of the Castleton Diner and Hardware Store in the Village of Castleton-on-Hudson. Congratulations and thank you to owner Scott Dobson for investing in our community. The Castleton-on-Hudson Main Street Mile Kick-Off was a wellattended and enjoyable event. The one-mile walk brought people together for easy exercise and to explore the character of Main Street and the scenic views of the Hudson River. Thank you to the Castleton-on-Hudson Main Street Association and volunteers for organizing this event. I had a great time participating in the East Greenbush-Castleton Youth Baseball & Softball League Opening Day Parade and Ceremony. Best wishes to the players and thank you to the coaches who teach our youth the game of baseball/softball and the important values of team work and fair play.

Barberville Falls Converging Natural & Human Forces: There is no better forum than our local government for citizens to assert their liberty. I choose the word liberty with reverence for both its meaning and the person who heightened my understanding. I refer to the man from Liberty Lane; Paul R. Plante, NYSPE. Sir, you have taught me, “the price of liberty is eternal vigilance”! You have taught me that engineers solve the problems of this world. You have taught me that the designation PE following an engineers name stands for Professional Engineer and thus warrants a higher ethical standard. Sir, you have taught me the values of courage, diligence and the need to communicate accurately. Withstanding the aforementioned, the challenges associated with ownership and management of the Barberville Falls are complex and deserve a comprehensive solution. I have not seen yourself present for these many related Town Hall meetings and ponder the source of your colloquial dialog depicting, among other things, a woman ricocheting down the falls. And the implication of Supervisor Jacangelos financial chicanery to create the “Massive Mother of All Waterslides” does beg the question; Is this humor wasted upon myself? Or even more, have you an orifice from which these allegations are drawn? My longstanding respect for yourself and your title is something I would choose not to be dashed and it is my liberty to ask it to be returned. SAND LAKE MEMORIAL DAY PARADE & CEREMONY

This year’s Sand Lake Memorial Day Parade will be Monday, May 28, at 10:00am. The Parade route is from Averill Ave. in Westfall Village to the Sand Lake Veteran’s Memorial Park on NYS Route 43. Ceremonies will begin at about 10:30 in the Park. Our Grand Marshal and honored speaker is Jake Ashby, our newly elected Assemblyman for the NY 107th Assembly District. Jake earned his commission with the United States Army Reserves after graduating from Keuka College. He served a total of 8 years and rose to the rank of Captain. Ashby completed three missions overseas, including combat tours in Iraq and Afghanistan, and a humanitarian mission in Malawi, Africa. He has earned several military decorations including two Bronze Stars, one Army Commendation Medal, and the Combat Action Badge. He is a graduate of the JFK Special Warfare Center and School, successfully completing the Civil Affairs Officer Qualification Course. The Averill Park High School will participate in the memorial service with student speakers. The Eagles Band from Pittsfield will provide the music at our Memorial Day Ceremonies.

Castleton-on-Hudson’s Annual Memorial Day Parade will be held on May 28, 2018. Beginning at 10:00 AM at the corner of Boltwood and Seaman Avenues, ceremonies will commence at Mountain View Cemetery at the Conclusion of the parade. The VFW Color Guard will lead off the event with local schools, churches, community volunteer organizations, politicians, as well as others participating. The Grand Master of this year’s parade will be Stan Hotaling, and Craig Wilkinson will be this year’s guest speaker. Robert Warland will be awarded the Community Appreciation Award. Please join us in taking time to honor those who have valiantly served our nation and our community. This Memorial Day (May 28th) there will be a parade to honor the occasion in the Village of Nassau. A ceremony will follow at the V.F.W. Post on Lyon’s Lake Rd. This event will be hosted by the Town and Village of Nassau in conjunction with the Nassau V.F.W., American Legion and A.M.VE.T.S. A special invitation goes out to any “Gold Star” and “Blue Star Mothers” (Families) that would like to be included. Rebuilding Warriors is a non-profit organization dedicated to providing service dogs to disabled veterans. SOIL TESTING AT TROY FARMER’S MARKET

Cornell Cooperative Extension of Rensselaer County will offer soil testing for pH at the Troy Farmer’s Market on Saturday, May 19. Gardeners are encouraged to bring one cup of soil, taken from several spots and mixed together, to the Market for drop-off. Results will be returned by mail. The cost for this test is $2.00 per sample and includes recommendations for remediating the pH based on the test results. Hello Warrior fans! Spring athletics are winding down as many teams head into sectionals. Baseball lost to Mohonasen in a close game on 5/13- the final score was 13-11. Earlier in the week, the boys defeated Burnt Hills 7-6 in 11 innings! Anthony Carucci and Wesley Doscher were elemental players for the Warriors. Girl’s lacrosse defeated Colonie 17-7 on 5/10. Mia Tessitore was the leading scorer with 4 goals! Earlier in the week, AP just barely lost to Columbia 12-11. Alex VanDerKar led with 3 goals and Laura Wing had 8 saves. Scott Peterson and Bridget Mulligan led the unified basketball team to victory over Cairo-Durham with 12 and 9 points, respectively. The final score was 49-35. AP also came close to a win over Guilderland, however, they fell short by 1 point. The final score was 45-44. The next game is on 5/17 at Stillwater HS, 4:15. Syd Haskin and McKenzie Swinson led the softball team to victory over Burnt Hills- the final score was 4-0. Swinson had a home run and Haskin had 2 RBIs. On 5/9, the team snatched a close 2-1 victory over Colonie. AP also defeated Mohonasen 5-1 and lost to Columbia 3-2. Eamon Finnerty scored the winning goal for the AP boy’s lacrosse team in a close 13-12 game vs. Colonie. Aiden Jones and Nik Gelder scored 3 goals each, and Eamon Finnerty, Matt Keanneally, Chris Kalinowski and Will Fleming all contributed points as well. The boys will have a home game on 5/17 at 7 pm vs. Troy. Boy’s tennis finished the regular season 10-5, earning them the #1 seed in Class A Sectionals! During the week, AP shut out Colonie with a 9-0 win and defeated Columbia 7-2.The team fell to Niskayuna 5 ½-3 ½. Eric Schuman, Niko DonVito/Tristian Shellhamer and Alex Holcomb/Will Hynes won their matches. Lucas Harland split his match, which was cut short due to an untimely rainstorm. Stay tuned for the results of the team sectionals matches! Sectionals for boy’s and girl’s track will be held at AP on 5/23 at 4 pm. Have a great week! Go Warriors!

This week’s Scholar Athlete is Kylie Gavitt! Kylie is a pitcher for the Averill Park Varsity softball team. She has been playing softball for twelve years and practices all year-round to prepare for the Varsity seasons. Her training consists of pitching five times a week, playing with travel teams, and maintaining a steady weight and cardio routine. Kylie’s favorite aspect of softball is working together with her teammates to compete and win games. Kylie has a GPA of 94 while taking a course load including AP Bio, Economics and Philosophy. In her free time, she enjoys hiking in the Adirondack high peaks during the summer and fall. Next year, Kylie will be attending the University of Connecticut to major in Pre-Med. She will be playing softball at Connecticut as well. To balance her academics with softball, Kylie does homework before games and studies for tests well in advance to prevent cramming. Kylie’s biggest accomplishments in softball have been winning sectionals last year and pitching well against difficult teams. This year her goal is to win states with the team. Kylie’s parents, coaches, and teammates have motivated her to work hard over the years. “My parents push me to be the best in whatever I do, and my coaches inspire me to work hard for my future,” Kylie stated. She continued, “my pitching coach pushes me to be the best I can be. My teammates are all super supportive.” As with most sports, injuries are a common occurrence in softball. Last year, Kylie experienced a shoulder injury in the spring and was out of play until the fall. “Once I was back, I had to work extra hard in order to be better and stronger than where I was before,” she stated. “I would tell anyone who is younger to overcome adversity. Everything good in life comes with hard work, so just push through it and it’ll all be ok,” she asserted. We wish Kylie good luck as she finishes her senior year at AP!

April Meeting Minutes from Thursday, April 26, 2018: Town Assessor, Brian Jackson, reminds the Town Board that longtime Assessor Clerk, Lana Cassidy, is retiring as of December 31, 2018. This position is posted on the town’s website and Mr. Jackson would like to see the new hire able to do the various jobs that Lana now does which includes not only the assessor’s clerk but the clerk to the Building Inspector and is a part of the water department as a clerk. Craft Beer at Farmer Market – Councilman Hass explained that there is the potential for selling craft beer at the Farmer’s Market this summer. Supervisor Jacangelo will check with the town’s insurance company and has no problem (as well as other board members) with it as long as there is no on-site consumption. The Planning Board proposes a Type 1 SUP application be processed with letters to abutters going by first class mail instead of certified mail and the actual permit fee be reduced from $25 to $5. There also have been many discussions on how to reduce the process so residents can have a certain number of chickens without excessive permits and fees required. Supervisor Jacangelo suggests that a draft law should be prepared for the Town Board’s review on changes and then hold a public hearing on the changes. Bridge/Culvert grant completed- The Highway Superintendent has completed the grant application for the bridge on Reichard’s Farm Road which will pay for nearly 100% of the structure. Draft Barberville NRA Plan – there was a lengthy discussion among board members and concerned members of the audience. The public hearing remains open and this will be discussed at the May meeting. Motion made by Councilman Hass, seconded by Councilman Van Slyke and unanimously approved to appoint Harvey Teal to the CAC. Motion made by Councilman Wohlleber, seconded by Councilman Van Slyke and unanimously approved to appoint Tiffany Buker to the Youth Director position as of April 30th. Letter to the Editor: Plank Road, Poestenkill...a beautiful, peaceful rural setting...a hard-packed dirt road with a lot of curves and turns ... without a lot of high volume traffic. People were mindful of there being driveways on this road where someone might be trying to exit and drove at a prudent speed. The year ... 1962. Fast forward in time ... Plank Road is now a paved road, the curves and turns are still there, but the traffic has increased tremendously, and some people are in too much of a hurry and drive too fast for the condition of the road, not being mindful of the curves, and possibly people trying to exit their driveways around the other side of those curves. Several times people have come around the curve above our house at a high rate of speed while we were trying to exit our driveway, coming up on us so quickly if we were already backed out of the driveway, that they had to hit the brakes hard, then "tail gated" all the way into Poestenkill village. TOWN ATTORNEY ADMITS INTENTIONAL DECEPTION BY JACANGELO

Letter to the Editor: In a stunning development with serious implications for the future of Dominic Jacangelo as Supervisor of the Town of Poestenkill, in response to court papers filed in Rensselaer County Supreme Court in connection with the proposed Dominic Jacangelo Waterslide Family Fun Park at the Barberville Falls in Poestenkill, on or about 17 April 2018, Poestenkill Town Attorney Jack Casey, an officer of the court with an ethical duty to tell judges the truth, including avoiding dishonesty or evasion, admitted to the Petitioners that Poestenkill had indeed engaged in blatant segmentation when it issued a “negative declaration” in order to conceal the true nature of the proposed “project” so as to mislead the residents of the Town of Poestenkill and thereby evade public scrutiny of the “proposed project,” which encompasses development of 138 acres of “undeveloped” land including .57 miles of the Poestenkill Creek at taxpayer expense. According to a document entitled "Draft Poestenkill Natural Resource Area (PNRA) Plan" which was disclosed by lawyer Casey some two weeks after the litigation was filed, the proposed project includes the creation of a service road network from the top of the falls in a big loop heading first north, then west, and then back south along the west side of the Poestenkill creek where there is presently a sheer cliff falling down into the creek itself, which service road will require drilling and blasting of the cliff in order to make the falls “disabled accessible,” the unknown but considerable cost of which will have to be borne by the taxpayers of Poestenkill. So, kudos to Jack Casey for blowing the whistle here and exposing this deception of the people of Poestenkill by Dominic Jacangelo and the Town Board. Letter to the Editor: By now, you probably know that seven outstanding and accomplished Democrats are competing for the opportunity to “repeal and replace” John Faso in November. So far in The Advertiser we have introduced Jeff Beals, Dave Clegg, and Erin Collier. Going alphabetically, next up is Antonio Delgado. Antonio Delgado is a “working class” native of Schenectady and currently lives in Rhinebeck (his wife hails from Woodstock). He is a graduate of Colgate, Oxford (as a Rhodes Scholar), and Harvard Law. He worked in Los Angeles as a music industry entrepreneur and executive (and performer) and as a litigator before returning to New York City to practice corporate law in 2011 and relocating with his family to Rhinebeck in 2016. He began his run for Congress over a year ago (February 2017). He supports “quality and affordable healthcare for everyone”, infrastructure investment, tax reform, universal pre-K, criminal justice reform, and protecting Social Security. His unifying message is to “restore the American Dream.” On the political side, the Delgado campaign collected nearly 6,000 petition signatures, far in excess of the 1,250 required to secure a line on the June 26th ballot. Through March 31st, he has raised $1.95 million (about $300,000 more than Rep. Faso), including over $20,000 from a number of political committees (including both the Congressional Black and Hispanic Caucus affiliated PACs). He has not received any corporate donations to his campaign -- and has pledged not to accept any (unlike Rep. Faso). He has received the formal endorsement of the Rhinebeck (Dutchess County) Democrats. Antonio Delgado would make an excellent Congress member representing the New York’s 19th District. The Democratic primary is Tuesday June 26th.
