WILDLIFE TRACKING FIELD INTENSIVE WITH ALCOTT SMITH Experience a full or half day field intensive with Alcott Smith, tracker, naturalist, and veterinarian. Three wildlife tracking sessions are offered at the Dyken Pond Environmental Education Center: Saturday, January 26th, from 9am – 4pm; and Sunday, January 27th, from 9am – 12noon or 1pm – 4pm. Sign up for one or all sessions. From sets of tracks will emerge entire stories in the lives of the animals who traveled, foraged, hunted and interacted with one another. In past programs, we have followed tracks to a porcupine in its den, found kill sites with tracks emanating in all directions and have found mouse tracks that end at a set of wing marks. The possibilities are truly endless. Pre-registration is required and space is limited. Each session will explore a different area of the Center. A graduation ceremony was hosted at the Rensselaer County Public Safety Building after the officers completed an eight –week course. The Basic Correctional Officer Academy of the Rensselaer County Sheriff’s Office is an eight-week curriculum that prepares a candidate to become certified as a Correctional Officer under the New York State Department of Criminal Justice. The academy covers the skills and knowledge base an officer will need to effectively and safely perform the duties of a Correctional Officer.

AVERILL PARK ANNOUNCES KINDERGARTEN REGISTRATION The Averill Park School District has begun the process of registering boys and girls for the 2013-2014 Kindergarten Classes. If you, or someone you know, has a child who will be five years of age on or before December 1, 2013, please contact the district registrar at 674-7050 extension 2819 to make sure that the child is listed on our school census. This will guarantee that you will receive all upcoming kindergarten information by mail. Registration paperwork should be hand delivered by the parent or guardian to the district registrar at the district office at the Averill Park High School during the month of February. Registration hours are Monday through Friday from 8 AM to 3:30 PM with extended evening hours on February 5th & 13th until 7 PM. Registration forms are accepted on a walk-in basis only. No appointment is required. All paperwork must be completed by 02-28-2013. New York State Public Health Law, Section 2164, requires that all pupils must be immunized as follows for your child to attend school: 3 doses of diphtheria, tetanus, and pertussis (given as DTaP or DTP) 3 doses of polio vaccine (usually as IPV) 1 dose of mumps vaccine after 12 months of age 1 dose of rubella vaccine administered after 12 months of age 2 doses of measles vaccine, the first after 12 months of age and the second after 15 months of age. 3 doses of Hepatitis B Vaccine given in a 6 month period of time. 1 dose of varicella vaccine (chicken pox) administered after 12 months of age

The following are highlights of the January meeting of the Rensselaer County Legislature: Urges the New York State Public Service Commission to Investigate Fees – The Legislature is calling upon the New York Public Service Commission to look into the newest modem fee tacked on to residents monthly bills. The Minority Office emphasizes that customers do have a choice; they can continue to lease the modem provided by Time Warner Cable or purchase their own from a third-party retailer and won’t be charged the fee. Urges the Governor and State Legislature to Enact Meaningful Reforms to Pre-school Special Education New York State’s Pre-School Special Education program provides essential services like speech, physical and occupational therapy to children between the ages of three and five years of age who have special needs. The challenge of the program in New York is that it is misaligned between the payer and the provider of services. Counties have no real role in the preschool special education program, yet counties pay 40.5% of the costs. Introduced Legislation - This Legislative Body requests State law makers to provide comprehensive mandate relief during 2013 to ensure counties and local governments do not continue to be over-burdened by unfunded state and federal mandates and to ensure local budget stability and protection of needed local services. Advocates for Rensselaer County Residents and New York State – The New York State Thruway Authority recently proposed a major toll increase without opportunity for public comment, and without convenient or accessible public hearings for residents and business affected by the proposed increase. Acting in the best interests of the residents, the Rensselaer County Legislature requests a series of public hearings to be held across the state for any future toll increase or other state increase. Next Meeting - The Legislature will hold its next meeting, Tuesday, February 12th, at 5:30 PM in the Legislative Chambers, located on the 3rd Floor of the Ned Pattison Government Center.

On Wednesday, January 9th, twenty-three Algonquin Middle School Student Council members had the honor of attending Governor Andrew Cuomo’s State of the State Address at the Empire State Convention Center in Albany. Student Council members have spent this year learning about civics and citizenship through their leadership at Algonquin. Having this tremendous opportunity allowed these students to see government in action at one of the most important events that occurs in our state each year.

BRUNSWICK (BRITTONKILL) CSD SEEKS COMMUNITY INPUT As part of continued efforts to involve the Brunswick (Brittonkill) Central School District community in the budget development process, the district is offering a survey where residents can provide suggestions and give guidance about what information they need to better understand the 2013-14 budget. The survey is currently available on the district website, www.brittonkill.k12.ny.us. The survey will continue through January 25. If residents do not have internet access, they can pick up a paper version of the survey at any school’s main office.

Rensselaer County Clerk Frank J. Merola is strongly urging Rensselaer County residents to process their registrations and renewals through County DMV after NYS DMV Processing centers reported major problems in registration processing equipment that is preventing these centers from issuing registration and sticker documents paid for after January 1, 2013. “Due to defective document supply, anyone sending a registration or a renewal through the Utica processing center is receiving a letter from DMV stating that although their transaction has been processed, they cannot send any registration window sticker until they receive the new document supply. As a result, these drivers are in danger of being stopped by law enforcement and ticketed for driving an unregistered vehicle due to the state’s error.” NYS DMV is instructing drivers to keep a copy of this letter with the most recent registration to present to law enforcement in the event of being stopped; a procedure Mr. Merola doesn’t think goes far enough to protect the driver. “Hopefully, law enforcement will accept this letter and not issue tickets for driving without a registration. But the onus is still on the driver to prove that they processed the registration and if they forget this letter, they will more than likely be ticketed for a violation. I sincerely hope that the state would send these affected drivers a temporary registration to cover the period of time until they receive their permanent registration.” Mr. Merola proposes a simple solution for County drivers about to register or to renew a registration. “I urge all county drivers to utilize County DMV in Troy for all their DMV business, including registrations and renewals. By registering and/or renewing in Troy, you will receive your registration form and sticker immediately. You will not have to wait weeks for some letter stating that although the transaction is complete and your money taken, they are unable to process at this time. Renewing in the County keeps a portion of that money in our County, which benefits all county residents.” Mr. Merola encourages all County residents with questions regarding this or any other County Clerk related issue to contact him at 270-4080.

TVHS STUDENTS TO COMPETE IN ODYSSEY COMPETITION TVHS students will compete in the annual Odyssey of the Mind competition March 2 at Shenendehowa High School. Two teams of five TVHS students will compete to see who can be most creative in solving a problem. Taking part this year for TVHS are: Team Balsa: Noah Hellman, Mary Hellman (an Averill Park- eighth grade student), Ben Johnson, Carly Brancato, and Hanna Jane Guendel (a Shenendehowa High School student) Team ARTchitecture: Alysha Gagnon, Tim Williams, Liana Pondillo, Andrea Thurber, Trisha Gagnon (a Cohoes High School student), Annika Nelson and Joey Dorpfeld. Team ARTchitecture must create and present an original performance that includes a replica of a documented architectural structure that was built between 1,000 AD and 1,600 AD. The performance must include three works of art that “disappear” and two characters that go on a quest to find them. When the works of art are found, they will be incorporated into the replica. The performance must also include two songs that are accompanied by some type of choreographed movement. Team Balsa must design and build a structure made of only balsa wood and glue that will balance and support as much weight as possible. Before weight placement begins, the team must present a commercial that includes the structure rolling down a ramp. The structure will be scored for how far it rolls and for how much weight it holds. The team must also integrate the placement of the weights into the performance.

THE BLOOMINGROVE SCHOOL Education was very important to early settlers of North Greenbush. We are fortunate to have a building still in existence which may have been the first school in the town. Today the building serves as an office for a CPA firm and is located two doors down from the Bloomingrove Reformed Church. It is an example of the style of building often used for meeting houses in the Albany area in the 18th and early 19th century. The building is a small, one story square shaped structure with a hipped roof, octagonal central cupola with arched openings. You can see it from the parking lot of the Stewart’s store in Defreestville. The structure dates from 1809-1820 and was used as a school until the late 1930’s or early 40’s. If anyone knows the exact date, please let me know (283-6384). Before schools were established, I imagine schooling was undertaken by individual families. I have a copy of a receipt to Peter Defreest dated January 1, 1797 for teaching his daughter Catrina writing and spelling. We also must remember that many people, both male and female, could not read or write. The property was deeded to the school trustees in 1809. The indenture states that “the inhabitants of the neighborhood are anxious and desirous to erect a house for the education and instruction of youth and the promotion of the gospel.” This last phrase is important: early schools were taught by the local minister. In this case, the teacher was probably Rev. Nicholas J. Marselus who served as pastor for the Blooming Grove Reformed Church when it was built in 1817. The early classes were taught in Dutch because the heritage of our earliest settlers was Dutch. Several years ago I took a group of Cub Scouts on a walking tour of the area. I told them the Dutch Pastor taught the school children and the language taught was Dutch. I asked them where the settlers came from. One boy answered “Dutchland!” Oh well, he had the right idea. By the late 1920’s costs for running the school increased from $1,800 to $2,800 in one year. The trend in education was to consolidate schools into larger districts. This would impact both Bloomingrove and Bell Top School, but that is a story for the next article.

January 26 Program Explores Early Exploits of Benedict Arnold. Before he was a traitor, Benedict Arnold was an American hero and the New York State Military Museum and Friends of the Saratoga Battlefield will co-sponsor a program about one of his early exploits on January 26. Presented by Revolutionary War historian and Saratoga National Battlefield seasonal ranger Larry Arnold, the talk will focus on one of Arnold’s early exploits, when he raided a British fort. The talk:” Arnold on Arnold: May 18, 1775; The Day Benedict Arnold saves America’s Revolution” will be held at 3 p.m. on Saturday, January 26. While Benedict Arnold is best known today for his failed plot to sell out the American Army at West Point, as well as General George Washington, Arnold was famous for his bold attacks against the British. He led a night raid that captured Fort Ticonderoga early in the American Revolution, commanded a daring attack on Quebec City, and fought a naval battle in Lake Champlain which delayed a British attack on New York. During the Battle of Saratoga, he was wounded in the leg while leading the decisive charge that captured a major British position. Admission to the museum and the program is free. LEGISLATURE COLLECTS DONATIONS FOR ANIMAL SHELTER Legislator Leon Fiacco and Chairman of the Legislature Martin Reid check out some of the items col-lected for donation to the animal shelter. The Rensselaer County Legislature majority conducted the annual holiday collection of food, toys and supplies for animals at the Mohawk Hudson Humane Society. The collection was organized by Linda Golden, a staffer at the legislative majority offices, and included a donation area in the lobby of the County Office Building where visitors and employees could drop off items. DRAMATIC FINAL ACT It was a dramatic final act for the Village Stage. The theater group operating in Troy has decided to call it quits. Joe Starzyk who has been the president for the last 18 months says, “It isn’t a sad day, but a happy one. When we took over 18 months ago, the group was broke and had been performing to dwindling audiences. We were profitable and played to nearly sold out venues. Aside from that, we were able to provide several free performances and provided a rising playwrights scholarship to a student from Ichabod Crane.” As part of the dissolution, the group was able to provide extensive financial help to deserving groups. Soul Rebel Performance Troupe, Averill Park High School Drama Club and ARC of Rensselaer County were the beneficiaries. “We really wanted to support deserving groups that were doing something different. And we are thrilled to help provide opportunities to minority actors, disabled actors and a local high school drama program.” Going forward, Starzyk will continue to produce plays as fundraisers under the title of Starzyk Play Productions.

The book discussion group of the Grafton Community Library will be discussing The Alchemist by Paulo Coelho this month at their meeting on Wednesday, January 30, at 12:30 PM at the library. The Troy Public Library and HVCC are pleased to announce the program, “The Capital Region’s Role in the Story of the U.S.S. Monitor,” presented by Dr. P. Thomas Carroll, executive director of the Hudson Mohawk Industrial Gateway in Troy, at 6:30 pm on Monday, February 11th, 2013, at the Main Library. The 1862 Civil War encounter between the U.S.S. Monitor and the C.S.S. Virginia, known as the “Battle of the Monitor and the Merrimac,” is generally agreed to be the world’s first military engagement between two ironclad vessels. The circumstances of this battle changed the course of naval warfare and eventually rendered the wooden warship obsolete. Dr. Carroll discusses the making of the U.S.S. Monitor and the battle that would not have happened had the ship not been constructed in record time in 1861-62. This program is being held in conjunction with the HVCC exhibit, “Lincoln: the Constitution

ARMY NATIONAL GUARD SOLDIER REENLISTMENTS Citizen Soldiers extend their service to state and nation Major General Patrick A. Murphy, the Adjutant General, announces the recent reenlistment of members of the New York Army National Guard in recognition of their continuing commitment to serve community, state and nation as part of the Army National Guard. As legislative representatives of District 3, including the towns of Brunswick, Pittstown and Schaghticoke, we are happy to provide our constituents with a report on actions taken at the January 8, 2013 legislative meeting. We are looking forward to 2013 and will continue to work to protect taxpayers, needed county services and attract new jobs and opportunity to the county. Late last year, the Legislature adopted a 2013 budget under the state tax cap and played a role in helping Regeneron expand and create 300 new jobs. Legislators also requested the state Public Service Commission to review a new fee being levied by Time Warner. Time Warner is now charging a $4 monthly fee for modems already installed in homes or businesses. Many believe the fee is unnecessary given the modems have already been installed, and the new modem cost is also unfair because of the ongoing recession. We will also continue to work to advocate for needed relief and reform of state and federal mandates to help protect county taxpayers and safeguard county services. Protecting our solid financial position and positive bond rating will also be focal points during the New Year, particularly as a strong financial position helps attract new jobs and investment to our county. Legislators passed resolutions related to ongoing efforts to protect farmland and open space in the county, and to support a farmer’s market. The county is continuing a relationship with the Agricultural Stewardship Association for the farmland protection efforts. We were also joined by Pat Abrams of Brunswick, whose son Michael wrote a book “Networking for Veterans” to help veterans re-enter civilian life after military service. Both Pat and Mike are veterans and we thank them for their service to our country. We also adopted a resolution thanking sponsors and supporters of the annual Christmas party for kids at the Vanderheyden Hall youth facility. The Legislature also welcomed the family of Willis Wiley, a resident of District 3 who passed away last fall. Willis had worked with the City of Troy’s Public Utilities Department until his retirement. The next meeting of the Rensselaer County Legislature is Tuesday, February 12, 2013.
