GRAFTON STATE PARK TO HOST PROGRAMS OVER SPRING BREAK Why does the Bluebird sing? Where does the Brook Trout like to swim? These and many other exciting questions will be answered during Grafton Lakes Spring Break programs. The Trout Discovery and Stocking program is on April 10, Bluebirds with Bob is on April 13, and Habitat in a Jar will be offered on April 14. Participants will meet the Brook Trout we’ve been raising since October during our Trout Discovery program on Tuesday, April 10, from 1pm-3pm. Our river’s and stream’s “canaries in the coalmine,� the Brook Trout need clean and cool water to survive, so mountain streams like those on the Rensselaer Plateau are ideal habitat for this native fish. Indoor activities for families will be followed by kids helping us stock the fish in the park. Please bring a bucket with you. Program is $2/person or $5/ family, and proceeds help to fund the cost of our Trout aquarium. If you love to hear the birds singing their hearts out each Spring, then check out Bluebirds with Bob to learn about this beautiful New York State Bird on Friday, April 13, from 10am-12pm. Participants with suitable Eastern Bluebird habitat at their homes will be able to take a free nesting box while supplies last. The program includes children’s activities. Program is $2/person or $5/family. On Saturday, April 14, learn about the different habitat needs of various animals that call the Rensselaer Plateau home from 1pm-2pm before creating your own “habitat in a jar� to take home. The Plateau is home to river otter, beaver, turkey, and even black bear. Participants will create a miniature self-sustaining ecosystem in a jar. Program is $5/person. Gary Sinise’s band, The Lt. Dan Band, will headline the event that will in conjunction with the Steven Siller Tunnel For Towers Foundation and the Gary Sinise Foundation will raise money for the construction of a new “Smart Home” for Wilkinson and his family. “Like so many, Tech Sgt. Joseph Wilkinson answered the call to duty and served all of us with honor while sustaining significant life-altering injuries. When America needed Joe he answered the call and it is now truly heartwarming to see so many willing to take a step forward and assist Joe and the entire Wilkinson family when they could use a helping hand. I want to commend Gary Sinise and his foundation as well as the Steven Siller Foundation for all of their efforts to assist our veterans and the men and women of our armed forces,” said Rensselaer County Executive Kathleen M. Dyke is pursuing an associate’s degree in veterinary science technology and will receive $500 towards a Delhi education.

Students also help stage and star in productions that are put on throughout the year at the playhouse on the Rensselaer campus. “The RPI Young Actors Guild is an outstanding program that has benefitted so many students over the years. We are happy to be able to provide support to the Young Actors Guild and hopefully encourage other students to participate,” said Reid.

THEATER ON THE BRAIN As if one musical about a brain malady wasn’t interesting enough, this theater season will offer two. East Greenbush director Michael C. Mensching is directing A New Brain for Class Act Productions of Troy and Next To Normal as the season opener for SLOC Musical Theater in Schenectady. The Schaghticoke Fair announces that up to ten $1,000.00 scholarships will be awarded to current New York State High School seniors and also students enrolled in college. $1,000 SCHOLARSHIPS TO BE AWARDED

COLLEGE FINANCIAL AID GRANT for JUNE 2012 TAMARAC HS GRADUATES The Finance Committee of the Center Brunswick United Methodist Church announced that it will award $1000 to a student to be selected from the Tamarac High School Class of 2012. The money may be used for any type of expenses related to further education. Students do not have to belong to this Church or any other church or religion to be eligible for this award. Interested students must apply for this award no later than April 1, 2012. Application forms can be obtained from the school’s guidance department or directly from the Church. This award is given in memory of Harold and Mabel Keyes, whose last will and testament created the trust that provides the funding for it. Harold and Mabel were prominent members of the Center Brunswick United Methodist Church for many years. Mabel taught in the Brunswick schools that preceded Tamarac, and continued teaching Sunday School for many years after she retired. Through this award, her love of helping young people learn and grow will continue to reach the youth of our community. WHAT IS MDF

Home Improvement Guide

The term MDF, or medium-density fiberboard, started making its way onto home-improvement shows and among do-it-yourselfers, making it a popular material in recent years. MDF is formed with wood fibers or shavings mixed with glue or resin. Under heat or pressure, the MDF is made into a solid material. Because MDF is not made from slices of wood to form veneers, it will not have the traditional graining or knots associated with wood.MDF is often easy to cut, drill and manipulate because users will not have to work around grain or knots. But users should be careful to drill pilot holes before attaching MDF because it can split. Due to machine creation, MDF is generally uniform in thickness, which makes it consistent for many uses. It is important to note that sanding and cutting of MDF can cause the release of formaldehyde. Safety goggles and a mask are a must when using this product.

AUTOMOTIVE As legislative representatives of District 3, including the towns of Brunswick, Pittstown and Schaghticoke, we are happy to provide our constituents with a report on actions taken at the March 13, 2012 legislative meeting. As expenses for social services increase, it is important to protect taxpayers from fraud and that the services are received by those needing assistance. Last year, legislators joined other elected officials across the state in asking for a state review of what we call chronic callers, persons who repeatedly call for ambulance for non-emergency situations. Based on anecdotal evidence from emergency service responders, we have learned persons repeatedly call for ambulance transport to hospital emergency rooms for non-emergency situations like a headache, basic aches and pains, cold, hunger or drunkenness. These transports are very costly, and are a drain on emergency services. We believe a review by the state would help discourage abuse of the system and protect taxpayers. County Executive Jimino also gave her annual State of the County speech and discussed the ongoing problems caused by unfunded state and federal mandates. We are proud of efforts to protect taxpayer savings, including a $900,000 savings in insurance costs, and over $400,000 in reductions in the legislative offices. We have also sought increased accountability to help reduce costs for mandates. The Legislature was also proud to welcome Henry Bauer as a representative of the City of Troy. Hank formerly served as City Court Judge and as City Councilman, and his wife Laura was elected three times to serve as legislator. Legislators approved a resolution supporting expansion of the DNA database across the state. An expanded DNA database helps bring those responsible for crime to justice, protects victims of crime and helps those wrongly accused. We were also happy to see state officials approve expansion of the DNA database just days after our meeting. One day before the meeting, Tom Walsh unveiled the latest addition to the Hall of Heroes, the area in the County Office Building recognizing the contributions of our veterans. The new addition lists those veterans recognized at the monthly Honor a Deceased veteran ceremonies each month. The next meeting of the Rensselaer County Legislature is Tuesday, April 10, 2012. The Dairy Princess Committee of Rensselaer County is proud to announce the 2012 Dairy Princess Committee Scholarship. All applicants must live in the county and be a 2012 Graduating Senior from High School who fit one of the following criteria as the son or daughter of: ~ A Dairy Farmer ~ A Dairy Farm Manager or Herdsman ~ Employed in a Dairy-Related Industry (dairy farm store, dairy feed supplier, veterinarian, milk inspector, milk truck driver or dairy cooperative such as Dairylea or Genex) or employed themselves as one of the above, or enrolled in a dairy cattle project through 4-H or FFA, or served as a dairy ambassador for one full year. ~ Former and current Rensselaer County Dairy Princesses are not eligible to apply. This is a $250 Scholarship and Applications are due April 13, 2012. The winner will be notified before the annual Rensselaer County Dairy Princess Banquet on April 29th and will be required to attend the banquet for the formal announcement. Updates from the March 20th Board meeting to share: • Shelly Levings from Questar provided an update on the Tax Levy Cap (TLC) and how it affects our District. Averill Park’s TLC is 3.95% based on the State’s eight step formula, not 2%. At or below this cap a simple majority vote (50% + 1 vote) is needed to approve the proposed budget. Any adopted budget above 3.95% would require a super majority vote (60% approval). If the adopted budget is voted down twice, a 0% TLC would be instituted. • The Board provided direction to the Superintendent regarding the inclusion of a Kindergarten Program in all budget scenarios at the TLC of 3.95% or higher. This was based on feedback received and the need to allow families to plan properly. • Budget scenarios above and at the TLC were presented by the Superintendent. All scenarios are available on the District website. It is important for the community to know the numbers and budget scenarios are evolving daily. For example, based on updates received over the last couple weeks, the budget gap at the 3.95% TLC has gone from $4.7 million to $3.3 million, and as of March 22nd, to $2.8 million. Hence why our budget calendar is set up to address the finer cost details in mid-March when a more accurate picture can be provided. A revised 3.95% TLC budget scenario, along with the implications of a 0% TLC were reviewed at the March 27th meeting. The final numbers from Albany should be defined by early April and we are discussing opportunities to realize savings with all of our bargaining units currently without a contract. Continued budget discussions will occur at the April 3rd meeting prior to budget adoption at the April 17th meeting. Please take the survey regarding the program level the community is willing to support, available on the District website under the Budget Corner. The survey will be available through Sunday, April 1st. The compiled results will be reviewed at the April 3rd meeting.
