This year, City Hall offices, with the exception of the Police Department and County Fire Department, will be closed: Friday, December 19 - Friday, January 2. 2015 Non-emergency offices reopen on Monday, January 5. City employees use accrued leave for this time off. Please note that non-emergency personnel are available for service calls during the holiday closure. Should assistance be needed, please call (626) 384-5408 and the proper staff will be notified and respond. Police and fire personnel are available and will maintain their regular work schedules.

The Library has thousands of CDs and DVDs available. CDs are free to check out, and the rental rate for DVDs is just $1.50 per week. Saturday is Bargain Day, with all movies renting for just $1 per week.

The Library’s Catalog system includes online renewals of materials, user-friendly catalog searches and customized features for patron accounts. Access is available from anywhere online!

To access an account online, follow these steps if you have a Library Card: 1. Visit cov.ent.sirsi.net 2. Click on “My Account” 3. Enter your 14-digit Library Card number (no spaces) and your PIN number* 4. Tabs will be shown for Personal Information, Checkouts, Holds and Fines 5. Click on the desired tab to view the information (renewals can be made from the Checkouts tab)

Tumblebooks are animated, talking picture books designed for young readers who can listen at their own pace. Many titles are also available in Spanish or French, and each one includes interactive puzzles and games. WORLD BOOK ONLINE ENCYCLOPEDIA Browse encyclopedia articles, search for specific words or phrases, and view the student dictionary. ALL DATA – AUTOMOTIVE REPAIR This database includes color wiring diagrams, CircuitSelect for diagnosing electrical problems and oil circuit diagrams. Please visit the Library to use this database.

The Little Tots program provides 3- to 4-year-olds with a fun and exciting noncompetitive environment in which they can experience sports for the first time. The first part of the program consists of drills and the last few weeks children play friendly games. Program is coed – boys and girls play together. C o v i n a Po l i c e department seeking Candidates for e xp l o re r Pro gram The Covina Police Department Explorer Program is looking for youths in our community that have demonstrated leadership and good citizenship. The Covina Police Department Explorer Program is currently accepting applications from young adults who have good grades, are active in their schools, show good judgment, and have an eagerness to learn. The Police Explorer Program is for energetic and motivated men and women who are interested in a future in law enforcement. The Police Explorer Program is a volunteer program for young adults who are between the ages of 14 (completed the eighth grade) and 20 years old. Explorers will participate in police-type training, physical fitness exercises, assist at special events, go on patrol ride-alongs, and assist with other essential law enforcement duties. The Covina Police Department Explorers are representatives of the Covina Police Department and are examples for their peers to follow. The Explorer Program promotes team building skills but also recognizes personal achievements. Although most Police Explorers express interest in a future law enforcement career, many of them go on to be successful in a variety of other careers that are beneficial to our communities. The skills learned while in the Police Explorer Program will assist the youths to excel in school, sports and life. Police Explorer Applicants must have written parent permission (if under 18), maintain at least a 2.0 GPA, and pass an oral interview with an Explorer Advisor and ranking Explorer. Explorer applicants must also pass a modified background investigation and be fingerprinted. Once accepted to the Covina Police Department Explorer Program, Explorers are required to attend and pass a 16 week Police Explorer Academy within one year of joining the program. The Covina Police Department Explorers meet for three hours, twice a month at the Covina Police Department. Uniforms are provided for free by the Covina Police Department. The International Footprint Association recently donated $1,500 to the Covina Police Department Explorer Program which will help buy new uniforms and pay for future excursions. If you don’t know the answer, you’re not alone. If you do know the answer, you may have been the victim of an increasingly common fraud scam. It’s a scam that, according to Southern California Edison, has cost its customers a ¼ million dollars so far this year. Think that’s a lot? The scam cost US and Canadian utility customers almost $30 billion dollars last year! I’m talking about a scam in which a residential or business utility customer receives a call from someone claiming to be from that utility company and who threatens to shut off service unless late payments are made immediately. The scammers typically request that payment be made by pre-paid cash card, PayPal, or Green Dot MoneyPak. It’s a scam that spans many jurisdictions and has investigators scrambling to put a stop to it. The really bad news, though, is that if you’ve already fallen victim to this, it’s too late to get your money back. That’s because these types of payment methods, while they have their legitimate purpose, are as good as giving the scammers cash. Know this. Your utility company will never call you and threaten to shut off service. If they’re shutting off service, you’ll know it, because you will have received multiple notices in writing. Additionally, your utility company will never ask for payment by pre-paid cash card, PayPal, or Green Dot MoneyPak. Why? Because they don’t accept them. Anyone who calls you or your business and threatens you to pay up or get shut down is pulling a scam and you should be aware! So, if you happen to get a call like this and you want to know what to do, hang up the phone, don’t respond, and don’t give away any of your hard-earned money. Got questions? Call the Covina Police Department, your local law enforcement agency, or your utility company at their publicly-listed number. City lighting upgrades Over the next few months the City will be upgrading City-owned parking lot lights, street lights, and decorative lightsto install more energy efficient light-emitting diode (LED) technology. electric Vehicle Chargers Coming to Covina! ~ Three Electric Vehicle Chargers will soon be installed in Covina. There will be 1 dual-port charger at the Civic Center Parking Structure (124 E. College Street) and 2 dual-port chargers at the Metrolink Parking Structure (559 N. Citrus Avenue). Each dual port charger can service up to 2 vehicles at a time. How do I use the chargers? The chargers will be available for use to the public and will have varying charge times that can be paid through the use of a personal credit card or by requesting a Chargepoint card, which can be loaded with funds similar to a pre-paid debit card. 2014 Christmas tree recycling Curbside collection of Christmas trees will take place from Friday, December 26, 2014 through Friday, January 9, 2015. Athens Services will collect Christmas trees with a separate vehicle on the regular trash collection day. Please note that because Christmas Day and New Year’s Day fall on a Thursday, there will be a one day delay after the holiday for refuse service. (Friday’s standard refuse service will occur on Saturday.) Please place tree at curbside next to barrels and remember to remove ornaments, nails, tinsel, and stands attached to the tree. This is due to a reduced supply of water from our primary water source, as well as ongoing drought conditions. The Level One Shortage requires additional conservation measures which include: 1. Another great summer was had by all in the City of Covina! It was wonderful to see families attend Summer Entertainment Programs at Covina Park and enjoy movie nights under the stars. The showing of Disney’s “Frozen” was particularly popular with packed crowds and children receiving frozen hair color sponsored by local downtown Covina hairstylists. Many of these same Downtown hairstylists also graciously donated their time to put on the hugely successful 6th Annual Dare to Care charity cut-a-thon at Downtown’s, Heritage Plaza. Proceeds from the event were donated to Citrus Valley Hospice. To see Covina come together during this time of the year is very special and a testament to all that makes our city, truly, hometown Covina! As Fall quickly approaches, we continue to grow more and more optimistic as a result of rising sales tax reports and are encouraged by many new businesses and projects that are getting off the ground and nearing completion. The City of Covina will operate this year, once again, on a balanced budget. Please continue to stay tuned, however, on information about State-imposed threats to our balanced budget as they relate to mandatory Municipal Separate Storm Sewer System (MS4) permit requirements. I will continue to work prudently with the Mayor and City Council to address this issue. Focusing on the positive things that are going on in the City, a new neighborhood market is soon to open, new housing projects are nearing completion and more are soon to be built, vibrant new restaurants are coming soon, and Cougar Park to be located off of Puente Street near Covina-Valley Unified School District Field, is in the middle of construction. Stater Bros. will soon be calling the long vacant Albertson’s at Grand and Covina, home and is aiming to open before the end of the year! City Venture’s, Citrus Village Collection, located at 1009 N. Citrus, is completely sold out and is expected to be built before the end of 2014 as well. City Ventures expects to also be breaking ground soon on a newly entitled mixed-use development in the heart of Downtown Covina at the southwest corner of Citrus and San Bernardino Road. In addition, new restaurants that are under renovation include: Old World Deli (relocating from West Covina) will soon be under construction at 126 Shoppers Lane; Artist’s Pizza, a trendy Neapolitan-style restaurant is establishing at 113 N. Citrus Avenue across from the Covina Center for the Performing Arts. And, a new California cuisine-style restaurant, to be owned and operated by Covina restaurateur, Mercy Moreno, is under renovation at 147 E. College St. right next to City Hall. I thank all at the Covina Chamber of Commerce, namely, CEO, Dawn Nelson, as well as Dan Smith, President (for a second term) of the Covina Downtown Merchants Association, for their dedication to the City of Covina and their tireless efforts to attract new and retain current businesses within the City of Covina. Their valuable collaboration with City Staff, City Council, and leaders in the business industry are essential to the economic development success that the City currently enjoys! CASE MANAGEMENT SERVICES

Funded by Community Development Block Grant, Coordinated by YWCA Intervale Senior Services. Case Management assists those 60 years and older who have problems which are preventing them from living independently or from receiving needed services. The Case Manager acts as an advocate and connects seniors with available services. There is no charge for services, but a voluntary donation of $5 per hour is suggested. Appointments required by calling (626) 384-5380.

Funded by Community Development Block Grant Joslyn Center staff maintains a resource file of local programs and services that contribute to the health and well-being of older adults. DAILY NUTRITION PROGRAM

Funded in part by Community Development Block Grant and with Federal funding through the LA County Area Agency on Aging This program is administered by YWCA Intervale Senior Services. For reservations, call (626) 384-5390, Monday-Friday, 9-11:45 am at least one week in advance. To volunteer to assist in the kitchen or at check-in desk, call (626) 384-5380. DAYS & TIME: Monday-Friday, 12 pm (check-in no later than 11:45 am) FEES: $2 suggested donation for those 60 and older $3.75 fee for those under 60
