This year, City Hall offices, with the exception of the Police Department and County Fire Department, will be closed: Friday, December 19 - Friday, January 2. 2015 Non-emergency offices reopen on Monday, January 5. City employees use accrued leave for this time off. Please note that non-emergency personnel are available for service calls during the holiday closure. Bring the summer fun into spring! Join us this spring vacation as we provide children with a fun, safe place to spend their days away from school. Exciting activities, including arts and crafts, sports, games and much more will be offered daily. A special event presentation will take place during the week. Campers must bring their own lunch, and snacks will be provided daily. Campers must be at least age 6 and in the 1st grade prior to their first day of camp. Space is limited, so register now!

SuMMER CAMP

Join the fun! This structured summer day camp will provide children with a fun, safe place to spend their summer days. Campers will develop their leadership skills while engaging in an exciting camp experience. Exciting activities, including arts & crafts, science experiments, sports, games and much more, will be offered daily. Participants will have the opportunity to swim each week and field trips/special event days will take place once per week. Campers must bring their own lunch, and snacks will be provided daily. Campers must be at least age 6 and have completed kindergarten prior to their first day of camp. Campers turning 13 between June 16-June 28 may register for weeks 1-2 only. 2015 WALL OF HONOR – Now Accepting Nominations On April 5, 2005, the Covina City Council adopted a Community Recognition policy. This policy governs various forms of recognizing individuals and organizations, including the process to include names on the Covina Wall of Honor, which was dedicated in 2005 and is located at Covina Park. The Wall of Honor is a permanent honor, consisting of a marker describing the honoree’s accomplishments written on a plaque that is mounted to the wall.

CRITERIA FOR NOMINATION

For a Wall of Honor marker to be dedicated, the individual must have demonstrated or performed the following: 1. Ten (10) or more years of service to the community; 2. Had a positive impact on the lives of Covina residents; 3. Considered an appropriate role model; and 4. Made a significant contribution to the community a. Created opportunities for the community through new facilities or programs; b. Made a significant impact on the continuation and/or enhancement of established community programs.

l I f e g uA r d / I n s t ru C tO r C A M P s Lifeguard and Instructor Camps are offered for those interested in becoming a certified American Red Cross Lifeguard or City of Covina Lifeguard/Instructor. Course also includes California Title 22 certification. To meet the qualifications for the City of Covina Lifeguard positions, individuals must successfully complete the Lifeguard Camp. Those interested in the Lifeguard/Instructor positions, must successfully complete both the Lifeguard and Instructor Camps. Certification meets California Public Safety Lifeguard requirements. The certificate allows participants to apply for California’s Non-Surf Lifeguard jobs and is required for municipal lifeguard applicants.

REFUND POLICY: Refunds must be requested by the Thursday prior to the first day of camp. There is a minimum six-week processing period for all refunds. Hollenbeck Avenue, (located between Covina Blvd. and Arrow Hwy.), hours are 10 am-5:45 pm, Monday-Thursday and alternate Fridays, (626) 384-5340. Please note: A Parent or Guardian must be present at time of registration for participants under age 18. PREREQUISITES FOR LIFEGUARD CAMP: 1. Swim 300 yards continuously demonstrating breath control and rhythmic breathing, using the front crawl, breaststroke or a combination of both. No swimming on back or side. Swim goggles may be used. 2. Tread water for 2 minutes using only the legs with hands under armpits. 3. Complete a timed event within 1 minute, 40 seconds. Swim goggles not allowed. Starting in water, swim 20 yards with face in or out of the water. Surface dive, feet-first or head-first to a depth of 7-10 feet to retrieve a 10-pound object. Return to surface and swim 20 yards on the back to return to the starting point with both hands holding the object and keeping the face at or near the surface to get a breath (cannot swim the distance under water). Exit the water without using a ladder or steps. EMPLOYMENT INFORMATION: Completion of the Lifeguard and Instructor Camps does not guarantee employment with the City of Covina. All candidates that are 15 years old must have completed their sophomore year in high school or minimum of two years in the City of Covina Junior Lifeguard Program in order to be considered for Lifeguard or Lifeguard/Instructor positions. Parents with children ages 6 months-12 years can check out an iPad for a maximum of 2 hours per day. Each iPad provides educational resources for parents as well as a wide variety of educational games for children. A current Library card is required. CDs and DVDs

The Library has thousands of CDs and DVDs available. CDs are free to check out, and the rental rate for DVDs is just $1.50 per week. Saturday is Bargain Day, with all movies renting for just $1 per week.

The Pee Wee (5-6 years), Junior (7-8 years) and Youth (9-11 years) programs provide instruction and fun for participants in a noncompetitive atmosphere. Say goodbye to plastic bags: SB270 imposes a statewide ban on single-use plastic shopping bags at grocery stores and supermarkets, such as Walmart and Target, beginning July 2015, and in convenience stores and pharmacies one year later. There will also be a minimum 10 cent fee for paper bags. The law does not apply to plastic bags for fruit, vegetables, or meat. Get into the habit now of using your reusable Covina shopping bags made from recycled plastic water bottles. Available at Covina City Hall while supplies last. Did you know? Please be advised that the Public Works Director has declared a Level One (I) Water Supply Shortage effective May 20, 2013. This is due to a reduced supply of water from our primary water source, as well as ongoing drought conditions. The Level One Shortage requires additional conservation measures which include: 1. Irrigation is limited to Monday, Wednesday and Saturday only (does not include hose with shut-off nozzle or buckets); and no automated irrigation between 9:00 a.m. and 5:00 p.m. 2. No excessive water flow or runoff. 3. No washing down hard or paved surfaces. 4. Limiting unattended irrigation to 15 minutes per station per day. 5. Leaks must be repaired within 72 hours of notice from the City. Violations are subject to fine, penalty assessment or possible criminal prosecution. The Water Cycle (also known as the hydrologic cycle) is the journey water takes as it circulates from the land to the sky and back again. The Sun's heat provides energy to evaporate water from the Earth's surface (oceans, lakes, etc.). Plants also lose water to the air (this is called transpiration). The water vapor eventually condenses, forming tiny droplets in clouds. When the clouds meet cool air over land, precipitation (rain, sleet, or snow) is triggered, and water returns to the land (or sea). Some of the precipitation soaks into the ground. Some of the underground water is trapped between rock or clay layers; this is called groundwater. But most of the water flows downhill as runoff (above ground or underground), eventually returning to the seas as slightly salty water.

Why Are The Oceans Salty? As water flows through rivers, it picks up small amounts of mineral salts from the rocks and soil of the river beds. This very-slightly salty water flows into the oceans and seas. The water in the oceans only leaves by evaporating (and the freezing of polar ice), but the salt remains dissolved in the ocean - it does not evaporate. The remaining water gets more salty over time.

2014 Christmas tree recycling Curbside collection of Christmas trees will take place from Friday, December 26, 2014 through Friday, January 9, 2015. Athens Services will collect Christmas trees with a separate vehicle on the regular trash collection day. Please note that because Christmas Day and New Year’s Day fall on a Thursday, there will be a one day delay after the holiday for refuse service. (Friday’s standard refuse service will occur on Saturday.) Please place tree at curbside next to barrels and remember to remove ornaments, nails, tinsel, and stands attached to the tree. Flocked trees or trees coated with a fire retardant will also be accepted. Residents who live in multi-family complexes with bin service should place Christmas trees at curbside near the complex entrance on the regular trash collection day for single family residences in the area to ensure pick up. Trees will be collected free of charge and hauled to the landfill to be used as alternative daily cover. 2015 Covina green fair saturday, May 2 - heritage Park - free family fun! Promote Environmental Sustainability and Awareness - The City of Covina will be hosting its annual Covina Green Fair at Heritage Park to promote environmental sustainability and awareness. Attendees will have an opportunity to visit vendor booths, learn green tips, participate in activities, play games, have their faces painted, and enjoy fabulous music and food. The fair will feature displays on composting, recycling, home improvement, energy conservation, water conservation, and green living. Local vendors will be on hand with crafts and products for sale. Environmental Services will be giving away free reusable shopping bags, water bottles, and a variety of useful products. More information will be provided as the date approaches.

It is very inspiring to be a part of the Covina Community. I am fortunate to witness all that makes this City tight-knit and special this holiday season and most particularly as was visible in the way the community came together earlier this Fall to support our fallen Police Officer, Jordan Corder. Officer Corder passed away during an on-duty traffic collision on September 30. The caring support our community gave to our Police Department and City staff was truly overwhelming and will never be forgotten. On behalf of Police Chief, Kim Raney, Mayor Peggy Delach, and Covina’s City Council Members, “Thank you.” I also want to thank the Covina Downtown Merchant Association (CDMA) and Covina businesses who showed their support by displaying blue and black emblems on their storefront windows and ribbon tree bands to honor Officer Corder. CDMA President, Dan Smith, was instrumental along with Thunderfest promoter, John Mee, in carrying out a “Minute of Silence” during the Thunderfest event to honor Officer Corder. Turning to other ways that the Covina community continues to be set apart as unique and special – You may have noticed a great deal of investment that has been made recently in the City by new and existing businesses. For example, Old World Deli is relocating from West Covina and renovating what is to be their new home at 126 Shoppers Lane. Mercy Moreno, current owner of Casa Moreno and Oh Sweet Mercy, is renovating property recently purchased at 151 E. College Street. City Grill Restaurant will be established at the location and will feature California Cuisine. Two new Italian restaurants, Pan E Vino and Artists Pizza, have opened on the 100 block of North Citrus in Downtown Covina in addition to the Brew and Meatball Company at the former location of Stella Dog, on the corner of Citrus and Orange Streets. Another very important business that will be opening is Sage Covina Chevrolet at 635 S. Citrus Avenue. The City is very pleased to partner with the Sage Auto Group and General Motors Company by leasing the City’s property in a 30-year agreement. Estimates indicate that the City’s General Fund revenues could increase by approximately 8 ½ percent, annually, through increased sales tax. Other retailers that will be coming soon to Covina are: Howards TV and Appliance at 545 N. Citrus Avenue (former location of Taste of Texas), as well as Stater Bros. Markets at 1023 N. Grand Avenue. Howards is likely to be hugely successful at such a highly traveled location near the Metrolink Station. In addition, Stater Bros. Market will not only vastly improve a long-standing vacancy in the City, it will provide Covina residents with a place to grocery shop in an area that has been greatly underserved by supermarkets. Moving on to new things in the Parks & Recreation Department, please be sure to check out the new, Cougar Park, located on West Puente Street, to the east of Covina Valley Unified School District Field complex (also under renovation). The park will feature a community room building and community garden for the public to utilize. I hope you enjoy our wonderful Covina Community this Winter. City of Covina seeks Poll Workers for 2015 general Municipal election By volunteering to be a poll worker, you provide service to your community and contribute to the electoral process. With the March 3, 2015 general municipal election approaching, the Covina City Clerk’s Office is seeking poll workers to serve on Election Day. Bilingual poll workers are needed (especially English and Spanish). Those who are interested in being a poll worker: • Must be a registered voter • Must attend a training class on February 25, 2015 • Be expected to serve the entire day, from 6 am to approximately 9:30 pm • Complete and submit a poll worker application The positions of Inspector and Clerk are responsible for ensuring the duties connected with the conduct of the election at polling places are fulfilled. The position of Inspector requires experience as a poll worker and the position of Clerk does not require any previous experience. Poll workers are paid up to $150 stipend if they attend the training class and work on Election Day. Can you play a band instrument? Do you enjoy performing? Consider joining the Covina Concert Band, directed by Tom Ridley. The band has performed at various venues such as Disneyland, Forest Lawn, and Southern California Community Band Festival, and continues to perform over 20 concerts each year. Year-round rehearsals are held every Monday at 7:30 pm in the Covina Park Recreation Hall, 340 N. Valencia Place. The band is also looking for volunteers to assist with various nonmusical activities including publicity, fundraising, and snack bar, just to name a few.

COVINA CONCERT BAND YOUTH MUSIC PROGRAM

High School Students: The Covina Concert Band is holding auditions for high school-aged musicians who are looking for experience playing in a community band. This unique opportunity will allow musicians to rehearse with the popular Covina Concert Band and perform at concerts throughout Southern California.
