As of April 1, 2015, the underground aquifer below the San Gabriel Valley is at its lowest point in recorded history, and the Sierra snowpack level was recorded at only five percent of average. As a result of this unprecedented multi-year drought, Governor Brown has declared a drought state of emergency for the first time in State history, directing mandatory water reductions across the State to reduce water usage by 25 percent over last year’s levels. Please do your part to conserve water and assist the City of Covina in reducing its water use. The City of Covina declared a Level One (I) water supply shortage effective May 20, 2013, which remains in effect. As of the print date of this publication, the City of Covina may have been compelled to declare a Level Two (II) water supply shortage based on a reduced supply of water from our primary water sources, as well as, ongoing drought conditions. Please refer to your water bill statement and the City of Covina website www.covinaca.gov for current information on water conservation restrictions. Please be aware, to meet mandated State conservation guidelines, City staff will issue an initial warning for violations of water conservation restrictions and will impose fines on repeat violators. Repeat violations are subject to fines, penalty assessments, or possible criminal prosecution.

Reflecting on 2014 as the covina city council ReoRganizes in 2015 John King was appointed Mayor on March 17. Mayor King has spent many years supporting businesses, residents, and community groups and is a staunch supporter of sustainable practices and energy and water conservation. He will take the necessary steps to continue the tremendous strides made over the last year by his predecessor, Mayor Peggy Delach. Mayor Delach accomplished a great deal last year. Improvements were made to the Covina Police Department and included a new state of-the-art 911 communications dispatch center and a K-9 officer will be joining the police team. Crime continued to decrease and was down 33% during the 2010 – 2014 reporting period. In addition, conservative fiscal practices continued and a balanced budget was maintained. Downtown Covina held monthly art walks, biannual charity beer and wine walks, Thunderfest and the week-long Winter Wonderland drew hundreds of holiday shoppers. New businesses opened which included Sage Chevrolet, Stater Bros, and Howard’s TV and Appliance. Efforts to attract new and assist existing businesses will continue to be a high priority of the City Council and City staff will work to fast-track City entitlement procedures. The four-month renovation and grand opening of Stater Bros. is a recent example of City staff fast-tracking the entitlement and building permit processes. Also evident this year was the strong sense of community and support, particularly shown to the Covina Police Department as Officer Jordan Corder was remembered. Downtown business owners placed blue and black ribbons on their storefront windows and along the tree-lined streets. During the Officer’s funeral procession, thousands of people filled Covina’s streets to pay their respects. The display of signs, American flags, and hand salutes reflected the community’s support for law enforcement and the sacrifices made each day to ensure our community remains safe. Countless people took the time to thank our police officers and City staff for their service and they donated time and money to charitable causes.

Positive Changes are coming to Covina As the City celebrates its 129th year, positive changes are taking place. To help lead this effort, the City Council recruited its new City Manager, Andrea Miller, to the team. Andrea joins the City of Covina with more than 24 years of experience in municipal government. She is credited with rebuilding the credibility and reputation of the San Gabriel Valley Council of Governments following allegations related to conflicts of interest and violations of open meeting laws. As Acting City Manager of San Bernardino, Andrea spearheaded a restructuring that enabled the city to emerge from a Chapter 9 bankruptcy filing. Andrea’s other past jobs include City Manager of La Mirada, where she held a series of professional positions for more than 19 years. She left the position to practice law and defended counties and cities in use of force cases and employment matters. Along with the City Council, Andrea is working hard to make changes that will have positive, long-lasting effects and enhance the quality of life in Covina.

City Improvements & Projects Underway & Coming Soon Metrolink Station and Energy Efficiency Improvements Underway - In the effort to make Metrolink commuters’ pedestrian travel to and from the Metrolink Station, safer, accessibility improvements will be made to sidewalks and pavement. Further improvements include new lighting, drought tolerant landscaping, irrigation, drainage systems, signage, and traffic signals. The work is scheduled to be completed before the end of Summer 2015. Energy efficiency will also be improved through the installation of LED lighting on City-owned street poles throughout Covina. This project includes the retrofitting of lights in the Downtown area, parking garages, public parking lots, and surrounding streets. The work is expected to be completed by May 2015. In order to provide better customer service and enhance safety for Covina’s residents and businesses, improvements to the City of Covina website and installation of cameras in the Downtown area will be made. The redesign of the City’s website will provide users with easier navigation through the website and it will promote a more professional and business friendly image to the public and businesses. The installation of security cameras, Downtown, will be made to provide for a safer environment for those who visit the area as well as to provide better protection for the properties and businesses located there.

Information from the Covina Police Department Summer Safety for Teens The school year will soon be over, which means summer vacation is here. For teens, summertime is often split between time home alone, at a part-time job, out with friends, or traveling. It’s important for teens to know that even though their summer schedules may allow for more freedom than their academic schedules, they still need to follow rules and understand that negative choices will continue to bring negative consequences. Share these tips with teens to help them stay safe during their summertime ventures. Staying safe at work • Be sure not to work alone, especially after hours. Create a buddy system for walking to parking lots or using public transportation. • Keep your purse, wallet, keys, or other valuables with you at all times or locked in a closet, drawer, or locker. Mark other personal items with your name or initials. • Know the exit routes and evacuation plans for your building. Staying safe when home alone • If you use the Internet, remember to engage in friendly and legal behavior. Be sure not to cyberbully or download pirated music/videos/software. Do not give any personal information (such as your address or phone number) to anyone you meet online. Never let people you meet online know that you are home alone. • Do not let anyone in your home without a parent’s permission. If something goes wrong while you’re home alone, call a trusted adult or law enforcement officer to help you.

Fraud Alert The Covina Police Department has received information that residents have recently been contacted by callers claiming to be employees of the Internal Revenue Service and other government agencies. Those callers have instructed residents to send money to pay fines and other debts, none of which are legitimate. The callers have typically called from one number and instructed residents to call back at a different number or to send money directly. The callers have requested that money be sent via wire transfer or pre-paid debit/credit card. Please be aware that no government agency will contact you, via telephone, to request payment of fines or fees. Furthermore, no government agency will EVER ask for payment by way of wire transfer or pre-paid debit/credit card. If you should receive calls like the ones described above, DO NOT respond by sending money. These calls are best ignored. If you have any doubt about the legitimacy of a call, contact the agency at its publicly-listed telephone number or call the Covina Police Department.

Noise Complaints – Disturbing the Peace The common belief of many residents is that they can host parties and make as much noise as they want until 10 pm. The notion of a 10 pm cutoff time is false. Disturbing the Peace is covered by California Penal Code section 415.2, which states in part “Any person who maliciously and willfully disturbs another person by loud and unreasonable noise” is committing a misdemeanor. The time of day or night is irrelevant. Consider the fact that many of your neighbors may be employed as truck drivers, security or law enforcement officers, or any number of other jobs that require them to work a graveyard shift and perhaps weekend graveyard shifts. Your Sunday afternoon backyard party with a DJ or live band, or even yard work or a construction project, potentially takes place in the middle of their sleep cycle. This doesn’t mean you should call the police if your neighbor is making noise and disturbing your peace. The important phrase here is “loud and unreasonable”. If your neighbors don’t know they are disturbing you and you haven’t told them, they may not know any better. The Covina Police Department encourages polite honest conversation between neighbors, but we will certainly help if you need us. Be respectful to residents around you and remember, just because you’re ok with a certain level of noise, doesn’t mean others are too.

Pet owners must be at least 18 years of age to participate. All pets must be on leashes or in carriers and only healthy and non-pregnant animals will be vaccinated. Animal License Canvassing Efforts in City of Covina Officers from the county Department of Animal Care and Control (DACC) will be in the City of Covina in July and August 2015 checking for documentation of current rabies vaccinations, and ensuring residents are in compliance with licensing requirements. Securing a dog license is an important part of identification and can assist animal control agencies if your pet becomes lost. City of Covina pet owners are advised to be in compliance with licensing requirements. Residents who are not in compliance will be subject to license fees and delinquency charges, including a field enforcement fee, to offset the cost of the Department’s field services. In order to avoid penalties, be sure to license your dog. You can secure a new dog license by printing the application online at http://animalcare.lacounty.gov, or visiting the Baldwin Park Animal Care Center at 4275 North Elton Street, Baldwin Park, 91706….(626) 962-3577. If your license is not delinquent, you can also renew it through the website.

Fireworks NOT Permitted in Covina 8.60.020 Possession, manufacture, sale, use or discharge of fireworks without valid permit and license unlawful. It shall be unlawful for any person to display, possess, manufacture, sell, give away, fire, use or discharge fireworks kits of any class, including Class C “Safe and Sane” fireworks, and fireworks known as snappers or poppers, unless a permit authorizing such has been issued to that person by the fire chief, and unless such person is in possession of a valid pyrotechnic operator’s license issued by the office of the State Fire Marshal. Covina Neighborhoods are asked to join forces with over 38.1 million people in more than 16,520 communities nationwide for the “32nd Annual National Night Out Event.” National Night Out enhances the relationship between neighbors and law enforcement while bringing back a true sense of community and provides a great opportunity to bring police and neighbors together under positive circumstances. Night Out is designed to: (1) Heighten crime and drug prevention awareness; (2) Generate support for, and participation in, local anticrime efforts; (3) Strengthen neighborhood spirit and police-community partnerships; and (4) Send a message to criminals letting them know neighborhoods are organized and fighting back. Many neighborhoods are already busy planning a variety of events such as block parties, cookouts, flashlight walks, ice cream socials, and more. SUMMER CAMP

This structured day camp provides children with a fun, safe place to spend their summer days. Activities include arts & crafts, science experiments, sports, games, swimming, field trips, special events and much more. Campers must bring their own lunch. Snacks will be provided daily. Campers must be age 6 and have completed kindergarten prior to their first day of camp. FEES:

ouR community covina conceRt Band youth music pRogRam High School Students: The Covina Concert Band is holding auditions for high school-aged musicians who are looking for experience playing in a community band. The band has performed at various venues such as Disneyland, Forest Lawn, and Southern California Community Band Festival, and continues to perform over 20 concerts each year. The Little Tots program provides 3- to 4-year-olds with a fun and exciting noncompetitive environment in which they can experience sports for the first time. The first part of the program consists of drills and the last few weeks children play friendly games. Program is coed – boys and girls play together. Participants must be age 3 by the first day of the program - NO exceptions! Fee includes a T-shirt and trophy or medal.

The Pee Wee (5-6 years), Junior (7-8 years) and Youth (9-11 years) programs provide instruction and fun for participants in a noncompetitive atmosphere. Sessions are led by trained staff who emphasize each child’s individual skill development by raising self-esteem and developing a joy for the sport. The program covers fundamental skills, and scrimmage games are played to incorporate the skills taught. Programs are coed – boys and girls play together.
