CItY neWs M e s s age f ro m t h e C i t y M a n age r There is a lot going on in the City of Covina! A new park project is under construction, new housing projects are being built and entitled, new businesses are coming to town and a portion of Intercommunity Hospital is being renovated. As we continue to experience the rebounding economy, our City staff is working to keep pace with the increase in activity and steps are being taken at City Hall to help speed the process to better serve the public and keep you informed through social media. As summer approaches, there is a lot to look forward to as exciting community events take place. Cougar Park, is being constructed just west of Citrus Avenue on Puente St. next to Covina Valley Unified School District’s, District Field. The project is slated to be complete before the end of 2014 and will feature a community center, children’s playground, splash pad and water spray feature, picnic area, and a community garden. Cougar Park is being constructed largely with State grant funds and will be a welcome addition to the City along with other developments that are underway. Developer, City Ventures, is currently constructing and selling their Citrus Village Collection condominium homes at 1009 N. Citrus Avenue, just blocks from the Covina Metrolink Station and downtown Covina. The project is close to being sold out completely and features homes in the mid $300,000 range. Fifty-two charming Spanish-style homes feature spacious open-concept floor plans that are energy efficient and are up to 1,961 square feet with 2 – 3 bedrooms and up to 3.5 baths. City Ventures also recently obtained approval to construct a 68-unit mixed use housing development at Citrus and San Bernardino Rd. across from Heritage Plaza. The project will greatly improve the blighted former car dealership property and aid in the continuing rejuvenation of the downtown corridor. In addition to the construction that is currently underway and slated for the near future, many new businesses are coming to the City. Old World Deli (relocating from West Covina) will soon be under construction at 126 Shoppers Lane. Artist’s Pizza, a trendy Neapolitan-style restaurant is establishing at 113 N. Citrus Avenue across from the Covina Center for the Performing Arts. And, a new California cuisine-style restaurant, to be owned and operated by Covina restaurateur, Mercy Moreno, is under renovation at 147 E. College St. right next to City Hall. Near to downtown, there is even more improvements taking place including state of the art renovations at Intercommunity Hospital’s emergency facility as well as a new urgent care building that is being constructed across the street at the corner of College and Fourth Streets. A ceremonial groundbreaking was held and attended by Citrus Valley Health Partners President and CEO, Rob Curry, Covina Mayor Peggy Delach, Covina Chamber of Commerce, Dawn Nelson, and other distinguished guests and community members. This is another example of the important investment that is taking place in the City. Finally, I’d like to invite you to attend Covina’s summer events. National Night Out will take place on Tuesday, August 5 and provides a great opportunity for residents in neighborhoods throughout the City to take a stand against crime and other negative movements that threaten a secure quality of life. Please consider participating in this worthwhile event. Details and a participation form are included on page 24. Other fun and exciting events occurring this summer are: The Covina Parks & Recreation Department’s Summer Entertainment Series, Covina Concert Band performances, and movie nights. Details on these free family programs presented through the generosity of local businesses and organizational sponsorships may be found on pages 6 of this issue. I welcome you to be a part of what makes Covina a wonderful place to live, shop, and relax in! As always, for questions, comments and concerns, please contact my office at (626) 384-5410. 20

C ov i n a Po l i c e department C ombats Iden ti ty th ef t Since 1998, the State of California has had identity theft statutes requiring investigation. Identity theft is a growing crime concern affecting many citizens in our community. California State Law allows for identity theft victim’s to make a crime report in the city where they reside. The C.R.E.D.I.T. program creates a valuable resource in the investigation and successful prosecution of identity theft cases. In October, 2013 the Covina Police Department deployed its new C.R.E.D.I.T. program to combat identity theft in the community. The program titled, Community Response to Eradicate and Deter Identity Theft (C.R.E.D.I.T.) focuses on combining community resources to meet local area concerns regarding identity theft. Working with the police department’s Detective Bureau, citizen volunteers serve a dual-role, acting as both advocates for crime victims and as investigators, assisting the Financial Crime Detectives conducting investigations in a supporting role. Each C.R.E.D.I.T. team volunteer received extensive training in the area of identity theft and are tasked with reviewing police reports, networking with financial institutions and conducting follow-up investigations with each identity theft victim. Each volunteer maintains their own caseload and tracks their own investigations. The program is overseen by the Detective Bureau Sergeant who acts as the program facilitator and who reports back to detectives. When an investigation is completed by a volunteer that generates investigative leads, the investigation is assigned to a detective who will proceed with any additional follow-up, case filings or arrests.

COVInA PuBlIC WORKs Please be advised that the Public Works Director has declared a Level One (I) WATER SUPPLY SHORTAGE. This is due to a reduced supply of water from our primary water source, as well as ongoing drought conditions. As of the print date of this publication, the water supply conditions had not improved. We need your help conserving to ensure that all of our customers have the water that they need, when they need it, especially in an emergency.

Ongoing water conservation requirements that are always in place include: No automated irrigation between 9 am and 5 pm.; No excessive water flow or runoff; No washing down hard or paved surfaces; and Limiting unattended irrigation to 15 minutes per station per day.

The Level One Shortage requires additional conservation measures: Irrigation is limited to Monday, Wednesday and Saturday only (does not include hose with shut-off nozzle or buckets); and Leaks must be repaired within 72 hours of notice from the City. Violations are subject to fine, penalty assessment or possible criminal prosecution. Covina is committed to conservation, regardless of drought conditions. Visit the Water Conservation page of the City website at http://www.covinaca.gov/city-departments/publicworks/water/water-conservation for more information or additional water conservation ideas. Thank you for conserving. Regardless of water supplies, the California State Legislature adopted a law in 2009 that requires us to reduce our per capita water use 10% by 2015 and 20% by 2020.
