The City of Covina and the Covina Police Department have adopted Nixle, a mass alert notification system that can provide community alerts and information in the event of an emergency or critical incident. Signing up for Nixle is free and easy. Those interested can sign up by visiting http://nixle.com/covina-police-department/ or by texting a Covina zip code to 888777. In addition to text alerts, you can choose to receive email and/or telephonic alerts. The Covina Police Department will be using Nixle in conjunction with social media accounts on Facebook (Facebook.com/CovinaPolice), Twitter (@covinapd) and Instagram (instagram.com/covinapd). The Covina Police Department is using Nixle for many purposes, such as: • Press Releases regarding crimes or significant arrests • Notifications of road closures that will affect your commute • Missing persons or wanted persons

C OVInA C Ity V IeW summer 2015 Overnight Parking Permits Required in the City of Covina Temporary Parking Permit The Covina Municipal Code precludes parking on city streets between the hours of 2 am and 4 am. Residents who need to temporarily park on the street may obtain a temporary overnight parking permit. Temporary overnight parking permits may be purchased at kiosk located directly adjacent to the Covina Police Department at 444 North Citrus Avenue. A maximum of three consecutive nights may be obtained. The kiosk accepts most major credit cards including bank debit cards that display the Visa or MasterCard logo. Temporary overnight parking permits must be clearly displayed on the vehicle dashboard with the vehicle license plate number written legibly. Any vehicles parked on the street must be in operating condition, have a valid license and registration, and have no unpaid parking tickets. Quarterly Parking Permit The quarterly parking permit for overnight street parking in the City of Covina requires a completed application and fee that must be submitted in person at the Covina Police Department prior to a permit being authorized. Application fees can be paid in either cash or check. If permits are being sought for multiple vehicles, then multiple applications must be submitted listing each vehicle. The specific vehicle(s) requiring permit(s) must have current license registration through DMV, and must not have unpaid/outstanding parking fines. All applications are reviewed and a site location inspection is made by staff to assess the parking conditions at the specified parking location. If approved, all quarterly overnight parking permits can be renewed by the vehicle owner/operator on a quarterly or annual basis.

Water levels have been depleted due to unprecedented drought conditions and our community is currently under mandatory water conservation requirements. Do your part and start conserving today! Some simple tips to reduce water usage include: OUTDOORS * * * *

Repair all leaks in irrigation systems immediately. Choose drought-tolerant vegetation to minimize the need for irrigation. Use mulch on exposed soil to lessen evaporation. Water in early morning hours or late evening. Optimal hours for residential customers to water are between 2 am and 6 am to avoid wind and excessive water loss from evaporation.

When doing the laundry or dishes, never wash less than a full load. Keep your showers down to five minutes or less using a low-flow showerhead. Flush the toilet only when necessary. Never use the toilet as an ashtray or wastebasket. Never let the water run while brushing your teeth or shaving.

FALL GARDENING TIPS Each fall, leaves turn from a summery fresh green to autumnal rich reds and yellows. As homeowners tackle the job of raking leaves, clearing gardens, and cleaning yard debris, they create noise and pollution. In fact, one gas-powered leaf blower can emit as much pollution as 80 cars! Here are some tips for a quieter, cleaner way to maintain the yard: Leaf blowers: Use rakes to pile up the leaves or an electric leaf blower, which is quieter and more energyefficient. Garden trimmers: Use manual shears to trim back evasive bushes and carefully prune your favorite tree.

Lawn mowers: Many yards are small enough that a hand-powered lawn mower does the job. If you have a larger yard or one that requires heavier maintenance, consider an electric lawn mower, which makes less noise and has a lower environmental impact. You may even be able to get a one at a reduced price from the South Coast AQMD! To find out how visit www.aqmd.gov Almost everything in your yard is compostable (grass and plant clippings, leaves, dead or brown weeds), except for weeds that have seeds or pernicious weeds (i.e. ivy) that can withstand composting. Mix in some of your kitchen waste as well – fruit and vegetable peels, teabags, and coffee grinds – to increase your yield.

LIBRARY SERVICES iPads are now available at your Library thanks to an Early Learning with Families 2.0 grant through the California State Library. Parents with children ages 6 months-12 years can check out an iPad for a maximum of 2 hours per day. Each iPad provides educational resources for parents as well as a wide variety of educational games for children. A current Library card is required. CDs and DVDs The Library has thousands of CDs and DVDs available. CDs are free to check out, and the rental rate for DVDs is just $1.50 per week. Saturday is Bargain Day, with all movies renting for just $1 per week. LIBRARY CARDS You must be 18 years of age to apply for a Library card. If under 18, both parent and minor must be present at the time of application. TOY LOAN: THE pROGRAM wITH A HEART Saturday, October 31, 11 am-12 pm Covina Public Library is proud to partner with Los Angeles County Department of Public Social Services in launching a new Toy Loan Program. This Toy Lending Service allows children of all ages to borrow toys in the same way as borrowing books. Honor Awards are also given to children who bring toys back on time. The Toy Lending Service is sponsored by the LA County Board of Supervisors and the Department of Public Social Services.

yOuth sPORts LITTLE TOTS The Little Tots program provides 3- to 4-year-olds with a fun and exciting noncompetitive environment in which they can experience sports for the first time. The first part of the program consists of drills and the last few weeks children play friendly games. Program is coed – boys and girls play together. Participants must be age 3 by the first day of the program - NO exceptions!

PEE WEE, JUNIOR & YOUTH The Pee Wee (5-6 years), Junior (7-8 years) and Youth (9-11 years) programs provide instruction and fun for participants in a noncompetitive atmosphere. Sessions are led by trained staff who emphasize each child’s individual skill development by raising self-esteem and developing a joy for the sport. The program covers fundamental skills, and scrimmage games are played to incorporate the skills taught. Programs are coed – boys and girls play together.

OUR COMMUNITY COVINA CONCERT BAND

Can you play a band instrument? Do you enjoy performing? Consider joining the Covina Concert Band, directed by Tom Ridley. The band has performed at various venues such as Disneyland, Forest Lawn, and Southern California Community Band Festival, and continues to perform over 20 concerts each year. Year-round rehearsals are held every Monday at 7:30 pm in the Covina Park Recreation Hall, 340 N. Valencia Place.
