She was born in Ogden, UT and spent most of her childhood in Montello, Nevada. She graduated from Wells High School in 1971. Carlotta and Marvin married in 1973 in Winnemucca, Nevada. They later moved to Wendell, Idaho, where together they raised their two children. This is where she made her home and where she created long and lasting friendships with those around her. She was more than happy to be the central figure in the lives of her children. She loved spending time with her grandchildren, and they were the light of her life. Being called Nana was one of her biggest joys.
In her earlier days, Carlotta and her sister learned to crochet. Throughout her years, she continued the love of crocheting and made beautiful afghans and other projects, many of which she donated to family and friends. She also enjoyed arts and crafts and taking road trips with friends. Carlotta had a beautiful heart, and was funny, kind, witty, sweet, and generous. She was beloved by all who knew her.
Heaven has gained an angel and a piece of our hearts. We have lost a beautiful soul, but our loss is Heaven’s gain. There is one more angel now who is looking over us.
Carlotta is survived by her husband of 50 years - Marvin Allred; her son - Jim (Josie) Allred; her daughter - Janine (Chad) Uhlorn; her grandchildren - Dustin and Macy; her sister - Etta Demorest; her brothers - Lonnie (Mary) Ulery, Robin Ulery, and Jesse Ulery; as well as many other brother in-laws, sister-in laws, nieces and nephews. Carlotta was preceded in death by her father – Carl; her mother – Flora; her brother – Larry; and her sister - Linda.
A private memorial with family and close friends will be held on Monday, March 13, 2023 from 12:00 noon until 1:00 p.m. at Demaray Funeral Service – Wendell Chapel, with burial to take place at the Wendell Cemetery.
Ida May Worden
Ida May Worden progressed peacefully through heaven's gate on February 24, 2023 at the amazing age of 100 years and six months at her home in Hagerman, Idaho. She was born in Codell, Kansas to Carl Clifford Coleman and Minnie Della Benn.
Ida lived a long, good life, from traveling by covered wagon, at the age of seven, with her family to New Mexico, then back to Kansas, to moving to Hagerman, Idaho at the age of 92, after living in California for most of her adult life. She became a member of the Church of Jesus Christ of Latter-day Saints, being baptized at the age of 93. She loved and adored her church and her church "Family". Ida was a light and inspiration to all those who knew her, always with a heart full of gratitude for her life.
Ida was preceded in death by her husband of 56 years, Wesley Allen Worden; her brother, William Clifford Coleman; and her sister, Lucetta Hammonds. Her surviving extended family members are nieces: Glenna Odbert, Marilyn Phillips, Idamae Isotalo, Debbie Broadbent, and Sharon Koumarianos; great nieces: Nicole Cunningham and Teija Satu Isotalo. Also included, is all of Ida's verbally adopted Grasteit family.
A memorial service will be held for Ida at 11 a.m., Saturday, March 11, 2023 at the Church of Jesus Christ of Latter-day Saints, 620 North State St. Hagerman, Idaho 83332.

Deloris Evelyn Towne
Deloris Evelyn Towne, a 94-year-old Dietrich resident, passed away March 1, 2023 at home. Deloris, the daughter of Harvey and Eulalie Downing, was born August 7, 1928 in Wendell, Idaho at St. Valentine's Hospital.
Deloris grew up in Jerome, Idaho on a farm with an apple orchard and a small dairy. The Towne family would go their farm to pick apples, which is when she met Ralph. Deloris married Ralph Towne on June 22, 1947. They built a house next door to Ralph's parents and were blessed with four children. They farmed and milked cows for many years. They sold the cows in 1998 and retired from farming in 2007 and rented out their land.
Deloris was a member of the Dietrich Grange for 70 years, and a member of the Pamona, State and National Granges. She was on the board of the Dietrich Fire Department. She was the first woman in Idaho to be hired by the USDA as a potato sampler. She worked at the Dietrich Beet dump for many years weighing trucks during harvest. She was also a 4-H leader for many years. They were grand marshals of the Lincoln County Fair in 1990. Ralph and Deloris loved genealogy and history and helped with a book called "The History of Dietrich, Idaho" that was published in 1998.
Deloris is survived by her children - Cheryl Warren; Lloyd (Roberta "Missy") Towne; Lyle (Janet) Towne; and Leland Towne; 16 grandchildren, 23 great grandchildren, 4 great-great grandchildren and 2 more on the way.
She was preceded in death by her husband of 66 years - Ralph Towne; her parents; brothersClaire, Robert, and Earl Downing; sisters - Gladys Towne and Velma Wageman.
The family wishes to send a sincere Thank You to Dr. Kohtz, as well as Amber, Nancy and the team at Idaho Home Health & Hospice.
A memorial service will be held on Saturday, March 11, 2023, at 11 a.m. at the Dietrich School Gymnasium. Lunch will follow at the Dietrich School Cafeteria.
A graveside internment service will take place at a later date at the Dietrich Cemetery.

On December 7, 2022, Twin Falls County Fifth Judicial District Court issued a Judgment ordering Velasquez Enterprises, Inc. doing business as Speedy Loans and Cash Now & Auto Sales to comply with the Department of Finance’s Default Order to Cease and Desist. The Department found the business located at 430 Blue Lakes Blvd. N., Ste. D, Twin Falls, ID 83301 had been participating in unlicensed payday, title, and short-term installment lending in violation of the Idaho Credit Code since May 31, 2021.

Crapo Stands Up for Idahoans’ Second Amendment Rights
Press Release
U.S. Senator Mike Crapo (R-Idaho) has made protecting constitutionally-guaranteed Second Amendment rights a priority in the 118th Congress. Crapo is standing up to gun control advocates and is working to strengthen Idahoans’ Second Amendment rights by sponsoring or co-sponsoring the following critical measures:
The Hearing Protection Act, which would help provide recreational gun users better access to hearing protection equipment by reclassifying suppressors to regulate them like a regular firearm;
The Congressional Review Act (CRA) Joint Resolution of Disapproval to block a rule submitted by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) that would mandate the taxation and registration of firearms with stabilizing braces;
The Pistol Brace Protection Act, which would make clear that pistol braces are not subject to taxation and regulation under the National Firearms Act (NFA);
The Stop Harassing Owners of Rifles Today (SHORT) Act, which reins in excessive taxation, registration and regulation requirements from the NFA;
The Firearm Industry Non-Discrimination (FIND) Act, a bill to prohibit the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition or related products; and
The Constitutional Concealed Carry Reciprocity Act, legislation that would allow individuals with the right to conceal carry a firearm in their home state to exercise that right in any other state that allows concealed carry. The bill would not supersede existing state laws.
“As the Biden Administration continues to seek creative methods of advancing its anti-gun agenda, Congress must be resolute and oppose all efforts to undermine Second Amendment rights,” said Crapo. “Burdening law-abiding Americans with additional firearm restrictions is not the answer to safeguarding the public.”
“Furthermore, Idahoans and Americans across the country should not be denied the fundamental right to self-defense. Guaranteeing concealed carry reciprocity would finally allow law-abiding citizens to exercise this right while they are traveling or temporarily living away from home.” Senator Crapo is a strong supporter of the rights provided under the Second Amendment and has consistently opposed efforts by gun control advocates to curtail these rights.

General Notice
The Idaho Noxious Weed Law (Idaho Code, Title 22, Chapter 24) stipulates that the primary duty and responsibility for controlling noxious weeds on private land rests on the person who owns or manages the land. Any person knowing of the existence of noxious weeds on property owned or managed by him/her is obligated by law to control noxious weeds thereon.
Idaho Code: 22.2405. County Duties.
(1) The county authority shall: (a) Carry out the duties and responsibilities vested in the county under this chapter and rules prescribed by the Director of the Idaho State Department of Agriculture; and (b) Establish and maintain a coordinated program for the control of noxious weeds in the county; employ a county weed superintendent qualified to detect and treat noxious weeds; and (c) Designate one of its members as the liaison between the county weed superintendent and the county commissioners; and (d) Provide operational and educational funds for the county weed superintendent; and € Be authorized to initiate cooperative agreements with other agencies or counties for the designation of or participation in cooperative weed management areas for the control of noxious weeds.
(2) A general notice for control of noxious weeds shall be published in a newspaper of general circulation within the county. The notice shall contain the list of noxious weeds and identify those known to be in the county and shall stipulate the obligation to control. Failure to publish the notice for control or serve individual notices herein provided does not relieve any person from full compliance with this chapter thereunder. In all cases said published notice shall be deemed legal and sufficient notice.

City of Fairfield, Idaho City of Fairfield RV Dump Station ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the City of Fairfield RV Dump Station will be received, by the City of Fairfield, at the office of the Office of the City Clerk of the City of Fairfield 407 Soldier Road, Fairfield, ID, until 12:00 pm local time on March 16th, 2023, at which time the Bids received will be publicly opened and read. The Project consists of Extending of 1,090 LF of Sanitary Sewer, extending of 660 LF of Water Main, Construction of RV Dump Station with cleanouts, water connections, and concrete work, and all necessary surface restorations as depicted in the Drawings and Project Manual for the Project. Alternate 1 includes full reconstruction of access roads to the site.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.

The work will be substantially complete on or before June 15, 2023 and will be completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or Before June 30, 2023. If the work is not completed by the times listed above the liquidated damages will start and continue until work is completed.
INVITATION FOR BID
Sealed proposals will be received for the Pavement Rehabilitation project, addressed to the City of Gooding, Gooding City Hall, 414 E. Main Ave., Gooding, ID 83330 until 2:00 pm local time on March 27, 2023, and then will be publicly opened and read. Bids received after the time fixed for the opening will not be considered.
A pre-bid meeting will be held at the Gooding Municipal Airport, 110 Airport Road, Gooding, ID 83330 at 2:00 pm, local time on March 16, 2023 for those interested contractors, subcontractors, and suppliers. The project consists of, but is not limited to, crack filling, seal coating, and marking the runway, parallel taxiway, connector taxiways, taxilanes, and apron surfaces as shown in the project plans.

NOTICE OF MEAL PRICE INCREASE
The Richfield School District No. 316, Lincoln County, has proposed to increase its adult meal and student lunch prices by an amount that is over 105% of the price charged last year (SY22/23). The proposed increase for adult meals is 8% above the price charged the previous year (SY22/23). The proposed increase for student lunch is 20% above the price charged the previous year (SY22/23).

This meal price increase is required for compliance with I.C. 63-1311A. Federal regulations govern the pricing of all meals in the USDA Child Nutrition Programs. All students enrolled in Richfield School will continue to receive free breakfast under the NSLP Free Provision 2 Breakfast Program. All families are encouraged to fill out the Free and Reduced School Meal Application, available at the Richfield School, to see if their children qualify for free or reduced price student lunch.
The public is invited to attend a public hearing on the meal price increases. The hearing will be held during the regular school board meeting on March 13, 2023 at 7:30 pm at the Richfield School, 555 North Tiger Drive, Richfield, Idaho, 83349.
The requirements of 49 CFR part 26 apply to this contract. It is the policy of the City of Gooding to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership.
All required Federal Clauses including the labor provisions, and wage rates are included in the specifications and bid documents. Each bidder must supply all of the information required by the bid documents and specifications.
This project includes Federal funds and is subject to the wage provisions of Federal Davis-Bacon, and related acts.
Each bidder shall furnish the Statement of Bidders Pre-Qualifications to the OWNER with satisfactory evidence of his competency to perform the work contemplated with the bid.
The City of Gooding reserves the right to reject any and all proposals, waive any informalities, or irregularities, postpone the award of the Contract for a period not to exceed One Hundred Twenty (120) days, and accept the proposal that is in the best interest of the City of Gooding. Application Deadlines for EQIP-IRA and CSP-IRA
The USDA’s Natural Resources Conservation Service (NRCS) in Idaho announced Fiscal Year (FY) 2023 sign-ups using Inflation Reduction Act (IRA) funding through the Environmental Quality Incentives Program (EQIP) and the Conservation Stewardship Program (CSP).
The application deadlines are: CSP - March 24, 2023 EQIP - April 7, 2023
While applications are accepted throughout the year for each of these programs, interested producers should submit applications to their local NRCS office by the deadlines to ensure their applications are considered for 2023 funding. Applications submitted after the deadline will be automatically deferred to the next funding period.
