Boys Basketball Tournaments
Last Wednesday, the Dietrich Blue Devils took a decisive 72-50 win against the Carey Panther, sending the Devils the State Tournament ranked #1 in the 1A Division.

The Camas Mushers beat the Richfield Tigers 39-33 on Wednesday sending them against Carey for the final game of the Sawtooth Conference Tournament, and a chance at a State Play-in game.. The final score of 53-50 gave the Mushers 2nd Place in the Tournament and sent them against Garden Valley on Saturday in Mountian Home where the Musher ended their season with a 62-32 loss.

Dietrich will play Coeur du Christ Thursday night at 5:00 p.m. in Caldwell. The 1A Championship game will be on Saturday at the Ford Idaho Center. In Snake River Conference championship game, Valley took the win over the Hagerman Pirates 69-51 sending the Pirates to the final game against Oakley. Hagerman won 2nd place with a 60-52 win sending them to the State Tournament ranked #6. Hagerman plays Kendrick tomorrow at noon at Vallivue High. The 2A State Tournament will be Saturday at the Ford Idaho Center.
The Wendell Trojans took Southeast Idaho Conference Championship with a 55-39 victory over Soda Springs. The #3 ranked Trojans play New Plymouth Thursday at noon at Capital High. The 3A Championship game will be on Saturday at the Ford Idaho Center.

Do I Need A Building Permit?
Spring brings home renovation projects. If you are building a fence, changing a roofline, wall demos, layout changes, decks, building an addition or making alterations to your home, or bringing in a shed... you more than likely need a building permit. If you are unsure whether you need a permit, CALL FIRST! Your local building officials are always happy to answer questions. And... Remember: cities and counties have different rules. Don't assume that what is acceptable in the country is okay in the city. Very often, permits are required to make sure you know where your property lines are (to prevent encroachments). CALL FIRST!
Beneficial Ownership Information Idaho Business Owners
In January of 2024, as part of the Federal Corporate Transparency Act (CTA), reporting requirement for Beneficial Ownership Information (BOI) were put in place. However, multiple court cases have delayed the implimentation of this requirement.
On February 18, the U.S. District Court for the Eastern District of Texas ruled that BOI reporting requirements are once again in effect. As a result, the deadline for reporting has been extended for most companies to March 21, 2025.
A number of entities are exempt from BOI reporting requirements, including publicly traded companies, nonprofits, and certain large operating companies. Therefore, the primary impact of this requirement is on the shoulders of small businesses.
In general, you need to report BOI if you are a corporation, a limited liability company (LLC), or a company otherwise created in the United States by filing a document with a secretary of state. Also, foreign companies registered to do business in any U.S. state are required to file.
Idaho Secretary of State Phil McGrane is actively advocating for the repeal of the CTA. He recently testified in favor of Idaho's House Joint Memorial 3, which has passed the House and is awaiting a Senate hearing. Additionally, Secretary McGrane, along with 19 other Secretaries of State, have urged President Trump to repeal the CTA.
McGrane stated, "The Corporate Transparency Act is yet another example of federal overreach that burdens small businesses with excessive regulations and compliance challenges. President Trump has a tremendous opportunity to remove an unnecessary burden on American small businesses."
This week, the Trump administration announced that it would end the Biden-era regulation that required people who have direct or indirect control of a company to report their name, birthdate, address, and a unique identifying number to the Treasury Department. While the Treasury will still enforce the rule against foreign companies, is finalizing an Emergency Regulation to formally suspend this rule for American businesses.
Advocates for the rule, which was imposed through the Corporate Transparency Act, argue it was necessary to combat money laundering while opponents said it was overly burdensome and harmed American small businesses.

From New Stars to the Edge of the Universe: The Search for Extraterrestrial Life and Our Cosmic Origins
The Hailey Public Library, Idaho Dark Sky Alliance, and Boise State University will host astronomer Dr. Rachel Smith in a free talk entitled “From New Stars to the Edge of the Universe: The Search for Extraterrestrial Life and Our Cosmic Origins.” The talk will be held on Saturday, March 8, from 5-6 p.m. at Town Center West. Dr Smith is Head of the Astronomy and Astrophysics Research Lab and Curator of Meteorites at North Carolina Museum of Natural Sciences.
Talk will be followed by a free astronomical observing session, featuring stars, planets, constellations, nebulae, and more at the Sawtooth Botanical Garden (11 Gimlet Road in Ketchum).
“IDSA is a non-profit that partners with many other organizations to host dark sky astronomy talks throughout the year,” commented Carol Cole, board president, “We’re excited about this series of monthly talks that highlight the connection between reducing light pollution and preserving our breathtaking views of the night sky for future generations.”
Cole continued, “These talks are part of a larger NASA funded program through the BSU Physics Department, which works closely with IDSA to bring science education to classrooms, libraries, and communities within the Central Idaho Dark Sky Reserve.”
Dr. Rachel Smith is an observational astronomer interested in how our solar system and other planetary systems form and evolve over time. She uses some of the largest ground-based opticalinfrared telescopes, including the 10-meter (33 foot) Keck Observatory on Mauna Kea in Hawaii. By studying the gas, ice, and dust surrounding stars forming across our Milky Way Galaxy, she gains insights about how they will eventually make up planets and pre-biotic compounds.
Data from her observations are compared to meteorites and the Sun — together, the oldest material we have from the early solar system — in order to understand the early chemical pathways fundamental to building planets and, eventually, life. In addition to her research, Dr. Smith also teaches “Astrobiology: Exploring Life in the Universe” at Appalachian State University in Boone, North Carolina.

Cup of Tee
My friend Rick and I were getting a little Spring fever going on. We wanted to get out and look around a little. With that, I thought it would be a good idea to see if my dad’s old tractor (which we had while I was in high school) was still in its deposited place.
We called the Case tractor “Justin” - you would only use that tractor just-in-case you were stuck. The tractor had been traded to our neighbor a mile above us on the east side of Squaw Butte in Sweet, Idaho. The neighbor used the tractor to pull his vehicles home. They probably should have used a boat to get home in. The creeks coming off the hills washed through the road at will, then the water would go down the road.
I asked the fellow who resided where we used to, if I could have permission to cross his land to see about my dad’s old tractor. He said, “Tee, I think some fellas selling scrap annexed that old tractor, but you can still go up there if you like. You won’t be able to get far, you will have to walk.” I told him I would take the chance and walk if necessary. Being an old veteran of that road, I figured I could get there in my twowheel-drive Mazda pickup.
Up the road I charged. I went through many of the creeks crossing the road. I was feeling pretty good! Then we came across a wide band of creek across the road. The Mazda plunged into the mud to its belly with the tires squalling for traction. I told Rick we’d better back out before we had to use the jack to get out (besides,

I’d forgot my shovel). I backed out on to the less constricting mud. I think Rick thought I was taking him on a stranded walk with no provisions. We continued our impromptu voyage on foot, crossing creeks about six more times and three gates across the road.
Upon arriving at the homestead area of our old neighbors (a father and son built the neighbors house and our old one) I found the house and barn had been burnt in a wild rangeland fire. There were a few scrap vehicles the scrap collectors couldn’t pull from the mud because they had been run over be a caterpillar fighting fire. The old tractor was gone! Not even a sign of a flat tractor tire!
Rick and I looked around for a short time and ventured our way back to the Mazda truck waiting for us in the mud. Of course, by no means were our shoes dry. Our ill-fated mission was accomplished once back at the truck. If nothing else, I was able to walk Rick though Memory Lane.
Many of you may be getting a little of that Spring fever. This time of year is loaded with all kinds of weather. The ground is saturated and the clouds don’t know that. Getting wet could lead to hypothermia or even frostbite. If you do venture out, be sure to stay on maintained roads and have permission if off the road. You should be sure to have a jack, a spare, and a couple of shovels (an extra one for your guest). Be sure to include others on your plans or route. It is never a bad idea to keep an emergency blanket, food, and water.

David Wynn Conner, 75, of Dietrich Idaho, passed away on February 25, 2025, surrounded by family and close friends. Born July 11, 1949, to Thomas “Wid” Conner and Edna Belle Conner.
David attended Shoshone High School and graduated in 1967. He worked on the Union Pacific Railroad for several years before being drafted into the United States Army in 1969. He received his college degree in electronics from Allen Hancock College in 1978. David also attended the College of Southern Idaho, Western Wyoming College, and earned his certification in radio communication and was an FAA certified tower controller.

David proudly served as an Air Traffic Controller at the rank of Sargent in the United States Army during the Vietnam War. Among his many achievements, David received the ‘Meritorious Service Medal’ for outstanding service or achievement, National Defense Service Medal, Vietnam Campaign Medal, and the Campaign Medal. Known by his fellow army soldiers as a hero, David showed great fortitude by his commitment to ensuring communication during numerous airstrikes and attempts by the enemy to overtake their position. He saved many lives by guiding damaged aircraft back to their base. David loved his time spent in the military and loved having had the opportunity to serve his country.
David met his partner for life, Colleen Meeks, shortly after returning from Vietnam on the fourth of July 1973 in Green River Wyoming. After a whirlwind romance the two married in February of 1974 in Mountain View, Wyoming. David and Colleen ventured around the west living in Wyoming, Utah, and California before settling down in 1982 to raise their family in Dietrich, Idaho. David and Colleen have resided in Dietrich since and have shared a loving friendship and marriage for 51 years. Professionally, David worked as an Instrumentation and electrical professional focused on design, construction, and commissioning of facilities. He was very proud of the fact that his sons followed in his footsteps, taking great pleasure in not only being their mentor but being a best friend to them all. David was known for his meticulous attention to detail and commitment to excellence. His work ethic and expertise were unsurpassed, which earned him the respect of colleagues and clients alike. David had a knack for being able to fix anything and was known as ‘Mr. Fix it’ to most everyone who knew him. He was a great resource to friends, family, and the community when the need arose. He served as Councilman on the Dietrich Town Council and as an EMT for the Dietrich QRU for several years.
Beyond his career, David loved his family more than anything else. He was a loving and caring husband, father, and grandfather. His time spent with his family was the single most important aspect of his life. Some of David most cherished times were camping trips with Colleen and the many adventures they took on their side by side. Among his many passions, horses came only second to his family and friends. David was introduced to the world of horses by his father at a very early age, which remained a constant source of joy throughout his life. David continued to raise, train, and ride horses with his daughter Miriah over the years. The two of them enjoyed time with close friends riding through some of Idaho’s most majestic landscapes. David found peace and fulfillment in life within the company of his family, friends, and horses.
David was preceded in death by his father, Thomas “Wid” Conner; mother, Edna Conner; fatherin-law, Jack Meeks; and mother-in-law, Esther Meeks. He is survived by his best friend and loving wife, Colleen Conner; their children, Joshua (Erin) Conner, Nicholas (Melissa) Conner, Miriah (Roy) Graybill, and Joel (Patricia) Conner; nine cherished grandchildren; and sister, Candice Conner. Funeral Service will be held at 11:00 am, with a viewing beginning at 10:00 am, Monday, March 3, 2025 at the Lincoln County Community Center, 201 S Beverly St, Shoshone, Idaho. Graveside service with military honors will follow at the Shoshone Cemetery. Family and friends are invited back to the community center to attend the reception and share loving memories and stories. Kathleen Aylene Meckler
Kathleen Aylene (Duffy) Meckler, 71, cherished wife, beloved mother, sister, and best friend passed away February 23, 2025. She was born November 19, 1953, in Santa Monica, California, to John and Victoria (Nichols) Duffy.

Kathleen was a beloved wife, mom, and wonderful sister. She was with Steve, her husband and best friend, for 52 years. Moe, her most favorite and loved Golden Retriever, misses her dearly. She had an amazing passion for playing pool for many, many years. She was so excited and enjoyed going to Nationals in Las Vegas. She was very creative and had many interests throughout her life, some of which were breeding and raising Samoyed puppies and barrel racing her stallion. Kathleen managed the video store, Adventureland (Buhl) for five years and thoroughly enjoyed it. She tended bar at the Cellar Club (Buhl), Romona (Buhl), and Wilson’s Club (Hagerman) for many years. Kathleen and Steve owned the Rock Lodge in Hagerman for 8 years. Boy, how Kathy loved her Koi fish they raised at the lodge!
She so enjoyed tending the bar with their 1000 Springs Tour business they shared for 20 years. All her special touches on the trips made them so enjoyable and fun!
Kathy loved going camping and fishing and working in her greenhouse. She so enjoyed horticulture, offering veggies to her community was such a joy to her.
She was very artistic and creative with painting rocks. She shared them with everyone she knew – even her doctors! She was so open hearted and giving. She wanted everyone she knew to have joy and a smile. She had just recently discovered diamond art and she was on her way to sharing more happiness! Everyone who knew her loved her.
We will surely miss our special coffee times with you sis.
You’ll be in our hearts and with us always!
Kathy is survived by her husband, Steve; and sons, Danny (Connie) and Shaun (Raena). She had 3 grandchildren, Cassie (Garrett), Hannah, and Kayla; and 3 great grandchildren, Carter, Ivy, and Sophia. Brothers, Mike (Donna) Duffy and Bruce Duffy; sisters, Teri (Dix) Hudson and Robin Beams; sisters-in-law, Sheri Meckler and Nancy Duffy; and numerous nieces and nephews.
She was preceded in death by her father, John Duffy; mother, Victoria Duffy; and brother, Jerry Duffy.
Thank you, Kathy, for enriching our lives with your love and joy. You will be so deeply missed. May you be riding in the wind with your white stallion, Shama, and winning every barrel race. The CITY OF GOODING, IDAHO, currently has 103.2 shares in AMERICAN FALLS RESERVOIR DISTRICT #2 and BIG WOOD CANAL COMPANY for lease for the 2025, 2026 and 2027 irrigation seasons. Sealed bids for the shares, or any portion of them, shall be accepted by the City at 308 5th Avenue West, Gooding, Idaho 83330. Bidder is responsible for operation and maintenance charges to the canal companies. Therefore the bid will reflect the amount the bidder is willing to bid for each year for the shares. It being understood that the City will not pay the operation and maintenance charges. Such charges will be in addition to the amount bid. Sealed proposals for the construction of concrete sidewalks along both sides of Soldier Road from Sage Ave. to Ponderosa Ave will be received by City of Fairfield at the City Hall 407 Soldier Road Fairfield, ID 83327 (physical delivery only) or P.O. The project consists of the construction of 6 feet wide concrete sidewalks along both sides of Soldier Road from Sage Ave. to Ponderosa Ave. The improvements will include curb and gutters, stormwater catch basins, streetlights, and ADA ramps.
The Contract Documents consisting of a Project Manual and Drawings may be obtained by calling the Forsgren Associates, Inc. at 208-342-3144 to be put on the official Bidders List. Documents will be distributed electronically at no cost and can also be examined via the Associated General Contractors (AGC). October 7, 2024 – Opioid Target Master Settlement Agreement was signed. Resolution, 2024-10-07 to adjust the 2024-2025 budget, was approved. Department updates were given. Indigent matters were discussed. The Financial Statement as of August 31, 2024 was approved. Minutes were approved.
October 15, 2024 – Department updates were given. The Veterans service officer gave a quarterly report, Indigent matters were discussed, alcoholic beverage license renewals and minutes approved.
October 21, 2024 - District 24 legislators joined the meeting to discuss the upcoming legislative meeting. There were department updates. The broadband building site and the Windmill Ordinance were discussed. Minutes were approved.
October 28, 2024 – Quarterly elected officials meeting. Alcoholic licenses approved. Courthouse remodel, Broadband and the Jupiter Energy Battery Storage project were discussed. Minutes approved.
November 4, 2024 - Resolution 2024-11-04 including Camas County in Misdemeanor & Juvenile Probation approved. Discussion was had to establish board members for the Hagerman Translator District. There was Broadband and department updates. Minutes were approved.
November 12, 2024 - November 5, 2024 election canvass, claims for November, alcoholic licenses and minutes were approved. Department updates were given.
November 18, 2024 – Department updates were given. Broadband, the Hagerman Translator District board and Arevia Power were discussed. Minutes were approved.
November 25, 2024 – Idaho Parks & Rec, Juvenile Justice, ITD and committee reports were given. There was a courthouse remodel update and minutes were approved.
December 2, 2024 – No meeting was held.
December 9, 2024 – Department updates were given. Resolution 2024-12-09 to authorize destruction of records was approved. Both the 2024 Emergency Performance Grant & State Homeland Security Program were signed. Ordinance 116 motion was adopted. Homeowner exemption cancellations and minutes approved. December 16, 2024 – Department updates were given. Alcoholic beverage licenses and minutes approved.
December 23, 2024 – Resolution 2024-12-23 was adopted to allow a contract for prosecutor services to Lincoln County. Department updates given and minutes approved. December 30, 2024 – Board of Health Appointment Nomination form signed. Minutes approved.
