Welcome to the 2020 edition of Farmer! – the annual directory for agriculture across East Anglia and the Midlands.
This year starts much the same as 2019 –with the UK due to leave the European Union and politicians divided over how, and even whether, it should happen. Will our political leaders finally steer a way through Brexit in 2020? Or will the deadlock continue?
As a long-term industry, agriculture is often seen as a safe haven at times like this when the wider economy faces uncertainty. But that doesn’t mean the sector is free from challenges. Farming operates within the same political framework as other businesses –and arguably even more so.
True, commodity prices have risen due to Sterling’s weakness since the 2016 referendum. So too has the value of the annual basic payment – which is calculated in Euros before being converted into Pounds. But the cost of inputs has also increased.
Over the past year, the biggest cost increases – both largely driven by rising energy prices – have involved farm machinery and fertiliser, according to the AgInflation Index published by the farmer-owned AF Group.
Machinery running costs – including depreciation – rose by a significant 7.2% in the year ending September 2019. Fertiliser costs rose by 7.8% during the same period,
with ammonium nitrate particularly affected.
Dairy and sugar beet enterprises are among those bearing the brunt of these inflationary pressures, with overall cost increases of 1.77% and 1.73% respectively.
Yet overall inflation for the sector as a whole in the last 12 months was negligible at 0.57% – albeit hinting at a welcome return to stability after a turbulent few years rather than a decline in real terms.
For savvy growers and livestock producers, commodity marketing and cost control remain as important as ever when it comes to optimising margins. That is why in this edition of Farmer! we take a special look at budgeting and forecasting business performance.
Profitability is set to vary widely between farm sector and business type during 2020, according to the latest forecasts in the 2020 John Nix Farm Management Pocketbook. But the best performers will see good income streams (see page 12)
And farm incomes and input costs for 2020/21 can be forecast with a special FBS Projector tool – courtesy of the Farm Business Survey which enables farmers to benchmark and compare performance figures (see pages 14-16).

Prolonged wet weather during autumn 2019 failed to dampen spirits completely among growers and livestock producers, with farmers still largely optimistic about the year ahead – with many expecting good business growth over the coming year.
Despite ongoing uncertainty over Brexit, some 60% of farmers believe their business growth will be moderate or high during 2020, according to the latest survey conducted by accountants MHA MacIntyre Hudson.
The six-monthly survey is based on interviews with growers and livestock producers across some 20,000ha. MHA agriculture partner David Missen said the findings were consistent with general trends collected over the past six years.
Pricing of both farm inputs and outputs remains the dominant concern among farmers, closely followed by cashflow. But succession planning for businesses continues to be an ongoing concern for many survey respondents too.
The quest for greater efficiency remains a key driver for machinery purchases – with business expansion, planned replacement and tax incentives lagging well behind. But some 55% of farmers still ignore the costsaving potential of sharing machinery with a neighbour.
More worryingly, perhaps, only 84% of farmers said they were aware of the government’s Making Tax Digital (MTD) initiative which aims to end paper-based tax returns – despite the system being compulsory for VAT for most farm businesses since March 2019.

The government says MTD will make it easier for individuals and businesses to get their tax right and keep on top of their affairs. Many farm businesses are now required to use the system to keep records digitally and use software to submit VAT returns.
The latest survey was conducted at the 2019 Cereals event. Although poor weather deterred some visitors from attending the show, Mr Missen said the survey still represented a reasonably accurate snapshot of attitudes and practices in the industry –and was in line with previous findings.
He added: “For us in particular it was pleasing to see that accountants continue to be the primary point of reference for agricultural decision makers with 42% choosing to contact their accountant first when advice is needed.”
The next survey – due to be conducted at the 2020 Lamma machinery show –could be particularly interesting. It will come after a keenly fought general election, potential change in Prime Minister and yet another change in approach to Brexit.

Shifting supply and demand for food means some producers will prosper this year – while others face challenges.
A recovery from the low of the previous marketing year is expected to see the EU cereal area recover to 56m ha in 2019/2020 –a similar to the five-year average – with a 3% increase in the wheat area and 6% increase in maize.
Total cereal production is expected to reach 311m tonnes – some 2% above average. Yield prospects for the 2019 wheat harvest were fairly good, despite a dry spring in Germany and Poland; and stormy conditions in France and Romania.
European wheat production is forecast to reach 142m tonnes – an 11% increase on the previous marketing year. Barley production should reach 60m tonnes with a positive outlook in most major producing countries.
Maize production is forecast at 69m tonnes – a year-on-year increase of 0.5%. The area of durum wheat area has declined but production in 2019/20 has benefited from above-average rainfall, with an estimated harvest of 8.5m tonnes.
Rye has recorded a 13% increase in area following a four-year low. Feed use is expected to remain stable compared to 2018/2019. Thanks to larger supplies, net trade in cereals is expected to recover over the next marketing year to 17m tonnes.
A small increase in milk production is expected during 2020 in response to sustained global demand for dairy products,
favourable weather conditions and a reasonable price environment.
Milk prices are under pressure. Production is expected to increase in the UK, Ireland, Poland and Denmark. By contrast, production in France and Germany is expected to remain stable. To some extent, growth could be limited by processors’ demand, focusing more on adding value than on volume.
Given lower availability at the start of 2020, skimmed milk powder production could grow by a further 5% to satisfy global demand. But EU skimmed milk powder exports are expected to decline by more than 10% in 2020 due to increased domestic demand.
Net beef production is expected to fall by a further 0.6% in 2020 following a 1.1% decrease in 2019 due to a decline in the EU cow herd. Slaughterings have already fallen – mainly due to smaller breeding herds and lower numbers of store cattle in some countries.
Store cattle numbers have declined in the UK, Germany, France and the Netherlands. The market has also been hit by the Polish beef scandal involving the illegal slaughtering of sick cows and anticipation of a more difficult trade situation after Brexit in the UK and Ireland.

The EU area sown to oilseed rape declined to 11.5m ha for 2019/2020 – with a forecast 1.7% decline in production. But many growers are sticking with the crop. Rape was negatively affected by dry conditions at sowing and crop emergence across much of Europe, with production expected to drop to 19m tonnes. EU production of soya beans and sunflower is expected to rise, reaching 2.9m tonnes and 10.6m tonnes respectively.
In the UK – as in some other EU countries – oilseed rape remains under pressure due to pest damage following the ban on neonicotinoid seed treatments with growers in key areas facing another year of challenging agronomics and pest pressure.
The area of oilseed rape grown in England for harvest 2019 was at a 16-year low. The amount of rape grown in England and Scotland fell to 514,000ha – a year-on-year decline of 11%, according to the annual AHDB Planting and Variety Survey.
Poor establishment in a dry autumn, followed by damage from cabbage stem flea beetle (pictured), saw rape reduced to its lowest area since 2003. But crops still have the potential to record good yields where oilseed rape establishes well and does not suffer from larvae.
Some growers recorded 4.75t/ha for harvest 2019 while others have seen far lower yields, with significant differences from field to field. Northern England saw less pest damage and the rape area in Scotland was down only 6% at 31,000ha.
Despite the challenges of cabbage stem flea beetle, a significant number of farmers continue to grow rape for several reasons. Crops are unlikely to face tariffs postBrexit and values are further buoyed by an ex-farm market price above £320/tonne before quality bonuses.
and those calls are likely to increase unless values recover during 2020.
Global demand for pigmeat has soared following the spread of African Swine Fever across China – a big consumer of pork products. Swine fever caused a 20-35% drop in Chinese production – equivalent to doubling current pork world trade.
In the first four months of 2019, EU pork exports to China grew by 37% year-on-year to a 43% share of total exports – driven by a 60% rise in pigmeat exports. Likewise, shipments to Vietnam have almost doubled, to a share of 2%.
By the end of 2019, EU pigmeat exports were expected to be 12% above the previous year, supported by Chinese demand but constrained by a limited supply. Export growth is expected to continue at a similar rate during 2020.
In 2020, as EU production capacity is increased, European production should grow moderately by about 1.4% – despite high prices and other limitations such us environmental regulations and social concerns among consumers.
Final figures for 2019 are expected to show an apparent 0.5kg drop in consumption per capita to 32.1kg as consumers switch to
other meats, including poultry.
Arguably the sector with most to lose from a no-deal Brexit, it is difficult to forecast the fortunes of the UK sheep industry for the year ahead.
Sheep producers would face export tariffs of 40-50% in the event that the UK leaves the European Union without a deal – a level that would render exports uncompetitive unless offset by a similar drop in the value of sterling.
First estimates suggest a 4% contraction in the sugar beet area for 2019/2020. This would bring the EU sugar beet area to 1.67m ha. Almost half the decrease –amounting to 30,000ha – is said to be in France. Only Poland is expected to see an increase in sugar beet area –and only 2% at that.
Beet crops benefited from ample rainfall during spring 2019 – but lifting the crop proved challenging during a wet autumn. Even so, yields are forecast to average 74.9t/ha, which is some 6t/ha higher than the previous year.
Assuming a sugar content in line with the five-year average, EU sugar production is forecast to reach 18m tonnes for 2019/2020 – some 4% higher than 2018/2019. Higher spot prices since the start of 2019 are expected
The National Sheep Association has repeatedly expressed its concern at the serious damage a no-deal scenario would cause the industry, due to the high volumes of UK lamb currently exported to the EU –some 90% of the total export market.
Losing EU access for UK sheepmeat, even for a few months, will need a coherent plan to ensure farming and supply chain businesses do not go under – and that capacity and confidence is maintained –so the sector can still operate once market access is restored.

EU imports in 2019/2020 are forecast to remain stable at 1.7m tonnes. But exports could fall as much as 12% to 1.5m tonnes due to low European stock levels. Whether they do will strongly depend on final EU sugar production figures and white sugar prices.
A global sugar deficit of 3m tonnes is expected in 2019/20 – reversing a global sugar surplus of some 1.8m tonnes for 2018/19 which was strongly driven by high production in India and Thailand. But this will depend on the final mix between ethanol and sugar in Brazil.
Analysts say this could relieve pressure on world prices – but will partly depend on the possible release of Indian stocks on to the world market.

The EU has added the UK to its list of third countries, so the UK will be able to export animals and animal products to the EU as long as Export Health Certificates are in place. But high tariffs under a nodeal Brexit would make UK sheep meat less attractive to buyers.
As well as facing an oversupplied domestic market, the AHDB estimates that UK sheep meat prices could fall by as much as 25% in 2022 – the first year where direct payment will start to be phased out – under a no-deal scenario.

A considerable range of projected profits – alongside an increase in farm management requirements – is projected for the year ahead in the 50th anniversary edition of the annual John Nix Farm Management Pocketbook.
The pocketbook has taken another big leap forward this year with the addition of two completely new chapters in its justpublished edition. The first is a chapter on whole farm costings. The second is a chapter on emissions and the environment.
The whole-farm costings chapter suggests farm profits will vary considerably between sectors and between farmers. It includes costings showing the profit and loss of key farm systems – including figures for average performers and better performing farm businesses.
“This is a big step forward – helping users to bring all costs together with the typical outputs in certain farm systems,” says pocketbook author Graham Redman.
“This will help those who do not undertake full farm costings regularly and those observing farming who want to see farm accounts through to profit and loss. It is also useful to encourage all farmers to consider their own farming accounts.”

The chapter on environmental emissions, waste and water recognises that farmers are increasingly expected to deliver a raft of new outputs – alongside traditional crop and livestock enterprises, renewable energy projects and other income streams.
“Climate change has risen up the political agenda again,” says Mr Redman.
“Society will soon be asking and paying farmers to provide carbon storage and sequestration services. This might be delivered through new payment schemes for public goods or through emerging private markets.”
Non-market goods are set to be an increasingly important part of most farm income streams, adds Mr Redman. “In the future, providing carbon sequestration services or other public goods will become a standard part of modern farming systems,” he says.

– projects farm output and input costs. It uses data collected from more than 1,750 farms across England that take part in the annual Farm Business Survey. Benchmarking pages provide details of business gross margins, enterprise profitability, performance ratios and balance sheets. They include the FBS Projection Calculator and official farm income figures for England and Wales.
The FBS Projection Calculator uses regularly updated forward market values that are world-best for prices. Using robust data from the Farm Business Survey, it is possibly to project future accounts and main farm enterprises – making it a valuable and powerful tool in farm planning.
Cereal growers, for example, can compare conventional winter wheat gross margins. Using the benchmarking facility, they can see how their own farm output and input costs compare with other similar businesses.

The best performing cereal farms –measured as farm output relative to input – have much lower than average machinery costs, reveals the annual Farm Business Survey.
Machinery costs average just £13.25 per £100 of turnover on the top 25% of cereal farms of mixed tenure compared to £18.50 per £100 of turnover among average performing farms in the same category, according to FBS figures.
The survey sampled 182 farms in that figure. The difference in performance represents five percentage points of income, as extra profit. Consequently, the return on assets is on the best farms is 3.5%, compared to only 2.3% for the average farms.
Top performing cereals farms – which tend to amortise equipment over a larger area, as well as having lower operating costs – have machinery valued at £664/ha compared to a much higher average value of £911/ha across all cereal farms.
There are 182 farms in the FBS for ‘average cereals of mixed tenure’. So the figures, which are collected and validated by experts in farm management and accounts, are truly robust and the most representative of the sector.

The Farm Business Survey provides information on the physical and economic performance of farm businesses across England. The survey is carried out annually by Rural Business Research – comprising academic researchers from the universities and colleges of Askham Bryan, Cambridge, Duchy College, Newcastle, Nottingham and Reading.

Without the annual basic payment –which will be subjected to declining rates after the yet-to-be-passed Agriculture Bill receives royal assent – farms will need to look at how they can get into the top 25% of performers to remain profitable.
Comparing the performance of your own farm business with other farms – so you can see where you should be – can be a great help getting into the top 25%. It can also make it easier to remain in the upper quartile once you are there.

Farmers who want to seize new opportunities afforded by food retailing could find encouragement by attending the 2020 Nuffield Farming Lecture.
The prestigious annual farming talk will be delivered by Professor Andrew Fearne of the Norwich Business School, University of East Anglia. It will take place on 1 July 2020 at One Great George Street, Westminster, London.
Prof Fearne’s lecture will be titled Brick-2-Click: How will the retail revolution
impact on UK farmers? It will look at the opportunities for UK farmers from the rapidly-changing food retailing environment and the online interface between consumers and businesses.
“The global agri-food sector is entering a period of significant – some would argue unprecedented – uncertainty, driven by political, economic, social, environmental and technological change,” says Prof Fearne.
“How consumers buy their food is changing rapidly. What changes will cascade back to the farmer as a result, and how we

can capitalise on them, will lie at the heart of my study.”
Prof Fearne says the internet has created global businesses unimaginable only a generation ago.
Amazon – the world’s biggest retailer –does not have any stores; Uber – the world’s biggest taxi company – does not own any taxis; and Facebook – the world’s biggest media business – does not own the media content on its platform.
Online purchasing promises to similarly disrupt food retailing. Over time, it will affect the way food is supplied and distributed – from the farm to retail shelf space. Prof Fearne will explore the changes –and opportunities – likely to cascade back to the farmer as a result.
The 2020 Nuffield lecture will explore the potential impact of the retail revolution on UK farmers, through a multi-disciplinary lens that extends across the global agri-food sector, from primary production to food consumption.
The lecture follows a special award to Prof Fearne, explains Nuffield Farming Scholarships Trust director Mike Vacher: “The consumer interface with business is undoubtedly changing and how food retail evolves will certainly impact on farmers.
“This award will enable Professor Fearne to explore this crucial area in detail over 18 months of travel and research and will provide findings that can develop and promote new thinking that can benefit UK agriculture and society at large.”

Farmers and other people employed in food, agriculture and the rural industries are being urged to apply for a 2021 Nuffield Farming Scholarship.
Globally recognised, Nuffield Scholarships seek to unlock an individual’s potential and broaden their horizons through study and travel overseas –improving their food or farming business and the wider agricultural industry.
Applicants must be aged between 22 and 45, be well established in their career, and at least three years post tertiary education. Formal qualifications are not required. Instead, scholars are selected with a view to developing tomorrow’s leaders within the industry.

Dairy farmer Robert Thornhill applied for a scholarship after a local technical meeting. “It was hearing what the beef sector was looking at in regard to mob grazing that started me thinking about the opportunities that might be available to the dairy sector,” he explained.
“In agriculture, especially as a farmer, it is so easy to always mix with the same likeminded people and not look beyond your horizon. My Scholarship opened up a whole new world for me and put me in contact with people and ideas I would never have had the opportunity to meet.”

Britain’s farmers are almost 18 times more likely to be killed on the job than the average industrial worker, and the fatality rate is increasing.
Look through the government’s summary of the 33 fatal farm, forestry and fishing accidents in 2017/18 and there were a number of types of fatalities such as falls, crushes, electrocutions and equipment malfunctions. Most people (but not farmers) might be surprised to learn that work with cows is particularly dangerous – “crushed by a bull” was the single most common cause of death.
So what can be done? There’s no doubt that farming is a hard and relentless occupation and workers endure long hours and heavy workloads. For many farmers, it is more a way of life than a hobby or a job, and farms are often passed down from generation to generation, with families following the customs and traditions of their ancestors.
With increasing financial pressures, weather considerations and hard workloads, farmers are often forced to work long hours and cut corners in relation to safety. A number of jobs are required to be carried out on the farm and it has long been tradition among farmers to be a “Jack of all trades” instead of wasting money on specialist tradesmen or contractors. As such, it has become part of the culture of farming to turn your hand to anything, which begs the question of whether farmers
actually realise farming is unsafe.
This traditional mindset, combined with ever-increasing fatalities from farming incidents, demonstrate an urgent need for change. The sector does not appear to be learning from mistakes made.
If farmers themselves won’t take the lead then the government’s Health and Safety Executive (HSE), which regulates safety at work, must change its approach to the industry. Things aren’t simple enough to be solved by top-down action alone, however, and change will also require a more collegiate approach across the sector. Either way, cultural change will be hard and will take time.
Farming is one of the most dangerous industries, yet was a latecomer compared to other industries in terms of regulation. Although regulation and enforcement has increased over time, accidents and fatalities continue to rise and the same types of incidents reoccur time after time, demonstrating a failure in the system.
While we understand that agricultural incidents can happen and will continue to happen, there is no legal requirement for farm workers to undertake any form of health and safety course or training. Regulations are in place, but they will only work if farmers understand them and take their time to put measures in place to prevent or at least reduce such horrific incidents.
People have been highlighting these issues for a long time. Back in the 1960s,

a government researcher named GS Wilson compiled a report on farm safety and concluded that, “although men have readily adapted themselves to new machines and methods, they have not proved as able to recognise new dangers and learn how to guard against them”.
The types of agricultural accidents Wilson looked at are still the main causes of injury and death today. It seems there has been little progress over the past five decades, and lessons are not being learned.
The HSE does provide a number of leaflets and booklets to help agricultural workers understand their obligations to comply with the law and work safely. The problem is ensuring that all those who are working on farms, whether that be employed, self-employed or the employer, have engaged with such advice.
The HSE and the NFU are both trying
to raise awareness of safety issues, and run various education campaigns. These initiatives are important as there is no legal requirement for farmers to attend any health and safety courses.
Farmers do require certification for insurance purposes and for compliance with hazardous substances. Perhaps implementing similar certification for farm safety would be a good step forward.
At the turn of the century, it was the construction industry that had more fatalities per worker than any other sector. It then implemented a continued professional development programme, which ensures that workers undertake training at set intervals to enable them to carry on working on sites. If it worked for construction, then surely it could also work in the sector that has now adopted the “most fatal” mantel –farming.
