We are delighted to once again be partnering with South Devon College for this Spring edition of Profile to shine the spotlight on Torbay’s thriving digital and tech sector.

Thanks to £1.5m in funding from Devon County Council and Torbay Council’s Devolution Deal, the College is expanding its facilities to create a new, cutting-edge Clean Energy Centre. A regional hub for training in digital and sustainable technologies, it will equip businesses with the skills needed for the future - from AI-powered learning tools to the latest in renewable energy tech.

Laurence Frewin, Principal, shares how the College is collaborating with employers to develop industry-led training that supports the region’s growing digital and tech sector.

This activity feeds directly into our Devon & Somerset Local Skills Improvement Plan (LSIP), which aims to put the views of employers at the heart of skills planning for the future.

However, businesses in the South West are facing an additional challenge - the incoming rise in National Insurance (NI) contributions, which could “cripple” many companies across the region.

According to a recent Devon Chamber survey, 77% of businesses are “very concerned” about the impact, with many worried it could negatively affect profitability, recruitment, and investment. The rise, set to take effect in April 2025, highlights the urgent need for action to ensure businesses can thrive in the face of rising costs.

BOVEY CASTLE EARNS GREEN TOURISM ‘GOLD’ AWARD

A five-star Devon hotel has landed a worldleading certification for its green credentials after a bumper year of sustainability successes – as it strives to become net zero by 2040.

Bovey Castle in Dartmoor has been recognised by Green Tourism – a certification that has been assessing travel, tourism and hospitality businesses’ approaches to sustainability for more than 27 years.

Expert assessors provide certification via bronze, silver and gold gradings, with Bovey Castle securing the highest grade.

Appointing “green champions” at the hotel to strive for a consistent approach to sustainability was key to landing the accreditation.

This has enabled Bovey Castle to engage in and evidence practices across wide-ranging areas such as community engagement, employee health and wellbeing, and customer experiences, through to energy usage, carbon reduction and waste management.

It also comes after the hotel also introduced a 1,400 square metre kitchen garden to grow produce on-site, as well as planting a new wildflower meadow to complement other popular offerings such as a beekeeping experience and getting up close to ferrets and chickens.

Bovey Castle is part of Eden Hotel Collection – which has five hotels across the Midlands and

South West – all of which now operate on 100% renewable energy, while their collective waste last year saw 35.5% directly recycled; with 55% converted into renewable energy and 9.5% anaerobically digested.

Dean Gunston, General Manager at Bovey Castle, said: “We know that sustainability is increasingly becoming a key consideration for customers when they are booking a stay, so we’re delighted to be given a gold grading by sustainability experts.

“Investing in a new kitchen garden and introducing tours to educate our guests on forkto-fork eating is something we are expecting to grow in popularity for families in the coming months, after a positive start last year.

“Our people have to buy in to our approach to sustainability in order for us to make projects such as the kitchen garden a success – so this gold grading symbolises their commitment.”

CITY COLLEGE PLYMOUTH AND PRINCESS YACHTS FORGE LANDMARK TRAINING PARTNERSHIP

It is exciting to hear of a new landmark training partnership between two of our long-standing Devon Chamber of Commerce Patrons.

The city’s anchor institution for skills, City College Plymouth, has signed a major agreement with Princess Yachts to boost skills development and employment opportunities in the marine industry.

Formalising the partnership that City College and Princess Yachts has maintained over the years, the College delivers

clear career pathways, with the expectation that successful graduates will move into employment with the company.

Jackie Grubb, Chief Executive of City College Plymouth, said: “This agreement reinforces our commitment to delivering training that directly responds to industry needs.

“As the primary provider of training for the maritime sector in the region, City College Plymouth plays a vital role in equipping apprentices with the skills they need to

tailored Apprenticeships and adult training programmes, designed to equip students with the skills needed for careers at one of Plymouth’s largest employers and a world leader in luxury yacht manufacturing.

PLYMOUTH AND SOUTH DEVON FREEPORT SECURES £25M INFRASTRUCTURE INVESTMENT

Congratulations to Plymouth and South Devon Freeport on successfully drawing down the full £25 million from the Government for key infrastructure projects which will unlock growth and investment opportunities in the Freeport area.

Initiated by the previous Government, and with full backing provided by the new administration, the UK Freeports programme is designed to boost economic activity, jobs and innovation in areas that, historically, have been under funded.

As part of a package of measures to drive growth, £25 million seed capital funding was allocated to each English Freeport to address

infrastructure gaps in Freeport locations and create the right physical conditions to encourage private sector investment.

Plymouth and South Devon Freeport has successfully been awarded its full £25 million from the Government, with seed capital funded projects either already underway or due to start soon.

The full seed capital programme is designed to stimulate investment, job creation, support innovation and facilitate workforce development across the Freeport’s key sectors of marine, defence, space, advanced manufacturing, engineering and clean energy.

PLYMOUTH’S CRUISE TOURISM LOOKS AHEAD TO ANOTHER SUCCESSFUL YEAR

With cruise bookings continuing to increase year-on-year, Plymouth – proudly known as Britain’s Ocean City – is poised to host over 11,700 passengers in 2025, solidifying its status as a premier destination for international cruise liners after an incredibly successful 2024, which saw almost 10,000 passengers arriving by sea last year, an increase of 40% on 2023.

A city steeped in maritime history, Plymouth continues to captivate travellers with its timeless appeal. It’s this rich heritage, combined with exceptional hospitality, that has made Plymouth a preferred port of call.

The 2025 cruise season will see the arrival of an array of ships from globally renowned cruise lines.

Ambassador Cruise Line’s Ambition is scheduled for multiple visits, alongside Spirit of Adventure from Saga Cruises and Norwegian Pearl from NCL (Norwegian Cruise Line). Phoenix Reisen Cruises will bring Amera, while the luxury Crystal Serenity from Crystal (A&K Travel Group) will also call at the port on more than one occasion.

Saga Cruises’ Spirit of Discovery, Hebridean Island Cruises’ Hebridean Princess, and Oceania Cruises’Vista and Sirena will add to the variety of vessels docking in Plymouth. Additionally, the sleek Silver Dawn from Silversea Cruises is set to make its appearance, rounding out an impressive lineup of international cruise operators for the year.

Plymouth’s cruise season begins in March and runs through September, featuring visits from the UK, Germany, and Norway, and guests travelling from the USA. Additional bookings are already in discussion for 2026 and 2027.

“Additionally, we are delighted to announce that Oceania Cruises’ Vista, a sister company of NCL, will also be visiting in 2025 – further cementing Plymouth’s reputation as a worldclass port for the third-largest cruise line company in the world. We remain committed to ensuring that every visit to Plymouth is a truly memorable experience.”

This thriving cruise business has had a significant impact on Plymouth’s economy, driving revenue through local attractions, tours, retail, dining, and harbour services. Crew and passenger spending bolsters the local economy, while the port benefits from berthing, pilotage, and harbour fees, further reinforcing Plymouth’s reputation as a worldclass destination for maritime tourism.

The arrival of large cruise ships in Plymouth also brings a flurry of activity to the city, with additional staff employed to ensure a seamless experience. Port staff, security teams, entertainers, tour dispatchers, guides, pilots, and shore-side tendering staff all play vital roles in welcoming cruise passengers and supporting local businesses.

The Cruise Plymouth Partnership, established in 2021, is dedicated to increasing the number of cruise ships visiting Plymouth. The partnership brings together key stakeholders, including Cattewater Harbour Commissioners, ABP Millbay, Destination Plymouth, the Plymouth Waterfront Partnership BID, Plymouth City Centre Company, and Plymouth City Council.

Fifty zero-emission buses to join Plymouth fleet this year

Fifty zero-emission electric double-decker buses will be coming to Plymouth this year as part of a major £31.87 million joint investment in the city’s public transport.

Plymouth Citybus, part of the Go-Ahead Group, will soon be replacing almost half its fleet with brand new electric double-decker buses, in a collaboration with Plymouth City Council, Cornwall Council, and the Department for Transport.

The investment marks a significant step towards cleaner, greener public transport in Plymouth and reinforces the city’s commitment to innovation and sustainability. It will also create additional capacity and improve passenger experience across the network.

The new electric buses will operate on the 21/A, 42 and 50/51 routes in Plymouth, with six buses serving Cornwall’s Rame Peninsula on route 70.

The majority of the funding (£19.6 million) is being provided by Plymouth Citybus, supported by a £10.34 million grant from the Government’s Zero Emission Bus Regional Area (ZEBRA) 2 Fund and contributions from Plymouth City Council and Cornwall Council totalling £1.94 million.

The buses will start arriving in Plymouth in late spring, with the first 25 entering service in the summer and all 50 being out on the road by the end of the year. Plymouth Citybus

is transforming its Milehouse depot into a state-of the art hub equipped to charge and maintain the new zero-emission fleet.

“The introduction of 50 zero-emission electric buses represents a huge step forward in our commitment to reducing emissions, improving air quality, and providing a modern, reliable service for our passengers.

SOUTH DEVON COLLEGE LAUNCHES £1.5M REGIONAL CENTRE OF EXCELLENCE FOR CLEAN ENERGY TECHNOLOGIES

The UK Government has set a Net Zero target for 2050, which includes reducing emissions by 45% and achieving 95% lowcarbon electricity, as well as having a goal of installing 600,000 electric heat pumps a year by 2028.

These ambitious objectives are great news for our cleaner environment, but the emerging technologies involved in achieving this are still relatively new and the workforce needs upskilling in order to deliver these aims.

South Devon College is at the forefront of driving this training forward, thanks to £1.5 million funding to develop its new cuttingedge Clean Energy Centre – set to be a regional centre of excellence for clean energy

technologies and a hub for businesses across the South West to upskill new and existing workforces.

The finance, from Devon County Council and Torbay Council’s Devolution Deal, will be spent on the remodelling and expansion of an existing building, based on Long Road in Paignton. The centre currently houses training in plumbing and electrical for students of all ages and abilities and, with this investment, will become uniquely placed as the South West’s hub for emerging clean energy technologies.

Installing new equipment and facilities, together with enhancing staff expertise, will ensure the state-of-the-art centre will be the cornerstone of training for businesses across the South West in the booming growth industries of green skills and renewable energy technologies.

The focus will be on renewable energy sources, plumbing and electrical studies, and the updated provision will provide training and qualifications on sustainable technologies such as air source and ground source heat pumps, solar thermal and electric vehicle charger installation. This will be accompanied by new and updated IT, including AI features.

The College will initially offer an apprenticeship in renewable energy, A range of qualifications for businesses and individuals

of all ages hoping to progress in a career in sustainable technologies will also be launched in collaboration with employers and using industry insight to ensure relevance.

Spencer Brown, Programme Coordinator of Building Services at South Devon College, said: “We need to ensure our facilities are equipped with current up-to-date equipment, as it’s such fast-moving technology, so we are aiming to collaborate with manufacturers and suppliers for sponsorship of the latest technology.

“As a training provider we need to be ahead of the curve of cutting-edge technologies.

Our staff will attend the Installer Show and other relevant trade shows to keep abreast of new and emerging technologies, as well as undergoing CPD training sessions to ensure their knowledge and expertise is up to date.”

In creating this expanded training space, the College aims to train, re-train and upskill 2,000 low carbon technology technicians, installers and retrofit experts by 2030.

Mr Brown continued: “There is a very real need for training, as highlighted by employers. Renewables is a growing market and, to meet demand, our new renewables apprenticeship starts in September this year - we are the only College in the area offering that particular provision at the moment.”

options, to address the lack of qualified engineers working within renewables, and ensure that businesses are able to work with current technologies.

Within workforces, it is expected that existing plumbing and gas engineers will move across to work on ground

source/air source heat pumps and solar thermal, whilst electricians will need to branch out into installing solar photovoltaics and electric vehicle charging points.

With that in mind, the College is looking to set up a PV installation course in the near future, to train electricians in PV panel installation, as well as battery storage facilities from the National Grid.

“We will also aim to offer adult part-time courses as well in the future, from a constantly growing list of commercial courses from various awarding bodies, leading to business growth, both locally and nationally. The highly skilled workforce trained in new and emerging sustainable technologies will have improved earning potential and career opportunities.

“The new centre is clean, modern and bright and will be a great learning environment.” Mr Brown concluded.

The College already runs provisions in EV charging techniques and has already contributed to employee upskilling in this area.

Laurence Frewin, Principal at South Devon College, said: “Locally Torbay Council declared a climate emergency in 2019 and, as an authority, seeks to achieve Net Zero by 2030.

“This is set against a challenging skills position, with the South West Net Zero Hub Retrofit Skills Report highlighting a need for 18,000 trained heating engineers for air source

heat pumps by 2030. However, this is viewed against a baseline of 524 in 2023 so it’s clearly a significant challenge.”

“The South Devon College Clean Energy Centre is a major step forward for the region and allows us to support businesses in the South West in developing the skills they need.

“As a College we’ve gained a reputation as leaders in our sector for sustainability and we’re now very proud to offer this as a regional centre of excellence to support the Government’s mission to make Great Britain a clean energy superpower.”

Babcock awarded its first NATO training support contract

Babcock International Group has secured its first NATO training contract - for the delivery of support to its Joint Warfare Centre (JWC).

The five-year contract, delivered primarily in Stavanger, Norway, will support military exercises by providing subject matter experts to fulfil play functions, such as role players and script writers.

Jo Rayson, Babcock’s Managing Director for Training, said: “During a period of increased geopolitical instability, high-quality training exercises are central to improving security.

“It is a privilege to be working side-by-side with the NATO Joint Warfare Centre in the development and delivery of their computerassisted command post exercises. Their mission is our mission.”

DEVON CHAMBER WELCOMES FIVE NEW DIRECTORS TO STRENGTHEN PLYMOUTH AND EXETER PLACE BOARDS

The Devon Chamber of Commerce has strengthened its strategic leadership with the appointment of five new directors to the Plymouth and Exeter Place Boards.

Anna Lake, Margaret Oscar, Sawsan Khuri, Aretha Zachlod, and Mike Blakeley bring with them a wealth of expertise, skills, and experience that will enhance the Chamber’s ability to support businesses and foster collaboration across the region.

The newly-formed Devon Chamber was established in October 2024, following the merger of the Devon & Plymouth Chamber and the Exeter Chamber, with the aim of offering enhanced resources for businesses and increasing access to networks and services for existing members.

This latest move is part of a concerted effort to enhance the diversity of skills and experience within the board, ensuring it reflects the broader membership and better represents businesses across the county.

The new directors are co-opted for the time being and will stand for election by the membership at the next board elections later this year.

Margaret is a communications and engagement consultant with over 20 years’ experience, helping transform workplaces into purpose-driven and connected environments. Sawsan Khuri

Mike Blakeley

Mike is a senior leader at Exeter College, driving apprenticeship and employer engagement initiatives. Under his leadership, apprenticeship enrolments have grown significantly, and the college has become a national leader in skills development. As Chairman of the National Green Skills Advisory Panel, Mike is shaping the future of sustainable education and training, while continuing to support his local community through rugby coaching and charitable fundraising.

FEARS NATIONAL INSURANCE RISES WILL HAVE “CATASTROPHIC EFFECT” ON REGION’S BUSINESSES

Businesses in the South West have issued a stark warning about the incoming rise in National Insurance (NI) contributions with industry leaders warning it could “cripple” companies across the region.

The increase, announced in Chancellor Rachel Reeve’s 2024 Autumn Budget, will see the NI rate for employers rise from 13.8% to 15% in April 2025.

Further changes will also see employers start paying National Insurance on more of an employee’s earnings, with the threshold reducing from £9,100 to £5,000.

Now, a survey by the Devon Chamber of Commerce has found that some 77% of businesses are “very concerned” about the impact the NI rise is likely to have on their operations.

The majority of those who completed the survey (87%) believe these additional costs will have a negative impact on profitability, with 41% of businesses saying they will halt recruitment altogether.

The survey also found that:

• 72% say these rises will have a negative impact on cash flow

• 64% of businesses are likely to be unable to make pay rises

• 56% may need to reduce staffing levels

• 44% will reduce investment in their business

• 41% will stop recruitment altogether

Those sentiments have been echoed by Chamber members across the UK, with members of the Dorset Chamber reporting similar concerns.

In Dorset, 91% are concerned about the impact of NI on their business, with 71% saying the additional costs will have a negative impact on profitability.

Back in October the British Chambers of Commerce (BCC) reported how raising NI contributions would place an additional strain on businesses.

In February, the Bank of England announced that it would be cutting interest rates from 4.75% to 4.5%, the lowest base rate since June 2023.

David Bharier, Head of Research at the BCC, said: “UK businesses are facing a range of challenges. Domestically, firms face increased tax bills and employment costs within weeks, with national insurance and minimum wage hikes. The government needs to pull all levers possible to ease the cost pressures on firms and unlock investment opportunities.”

While this interest rate cut offers a glimmer

of hope, policymakers must act decisively to restore confidence and foster growth.

And with businesses already struggling to manage inflation, wage pressures, and tax burdens, the proposed NI rise threatens to push many over the edge.

The Devon Chamber will continue to lobby on behalf of its members, and CEO Stuart Elford has called for immediate intervention to address the NI hike and the catastrophic effect it could have on our region’s businesses and, indeed, businesses across the UK.

Stuart said: “The National Insurance hike looks set to come into effect in April and, at the moment, it looks like the Government is not going to change their mind.

“Also, with the NI threshold starting lower, at £5,000, though it may not seem a huge percentage rise, it is likely to be very costly for business – with many quoting a rough guide of £1k per employee.

“The terrifying statistics from our survey

form a strong message from businesses how difficult this is going to be, and shows that people are waking up to the fact these changes are coming.

“It’s clear that some businesses have not considered the impact, while others are already taking steps to prepare for the changes.

“A main intention of this NI rise is to fund the NHS, but I fear it is going to cripple the economy rather than grow it. One of the sectors most likely to be affected is the third sector, which includes charities, social enterprises and healthcare. Rather than help the NHS, it is instead going to have a contradictory effect on those who work in the third sector to support the NHS, due to a lack of staff and other factors.”

Stuart adds: “What we need now are for our local MPs to step up and tell the Chancellor that these issues need addressing, before we’re pushed into a recession.”

TOURISM SECTOR IN THE SOUTH WEST FACES NEW

CHALLENGES AND OPPORTUNITIES, LANDMARK NEW TOURISM REPORT FINDS

More couples without children visit the South West than families, a landmark new tourism report reveals - in a reversal of the traditional image of Devon and Somerset as a family destination.

Leading figures in the tourism sector say the fresh data, collated throughout 2024, shows new challenges as well as opportunities for the region’s leisure and hospitality businesses.

“The South West Visitor Economy Hub is an incredible asset, giving businesses real-time insights to help them benchmark performance and plan with confidence.”

Key Findings:

• Visitor Demographics Are Changing: More couples without children are travelling to Devon, with 76% of visitors reporting they have no children at home.

At the same time, tourism businesses face shifting consumer behaviours, including shorter booking lead times and declining visitor numbers at attractions.

The findings come from the first in-depth Tourism Trends Annual Report, published by the South West Visitor Economy Hub (SWVEH). The 145-page report provides exclusive insights into visitor behaviour, accommodation performance, and spending across the region in 2024.

The South West Visitor Economy Hub is a free-to-use platform where tourism businesses submit a small amount of confidential data each month in return for access to the latest insights. Hundreds of businesses across Devon and Somerset have already signed up to compare performance and plan with greater confidence.

The Tourism Trends report has been compiled using data from tourism businesses, combined with wider economic and retail spending trends.

Jess Watkins, Director at T-Stats Solutions, which built and maintains the Hub, said:

“This year’s data highlights the complexities of the tourism sector. While short-term rentals and certain regions have performed well, we’re also seeing real challenges in attracting visitors to attractions and cultural sites.

• Short-Term Rental Market Performance: The average daily rate for short-term rentals in Devon rose marginally to £202 in 2024, up £5 from the previous year. However, occupancy rates remained relatively stagnant at 56%, continuing a long-term decline from 74% in 2019.

• Booking Habits Are Changing: Visitors are booking accommodation with less notice than in previous years. The average booking lead time has dropped from 125 days in 2022 to 102 days in 2024.

• Visitor Satisfaction Remains High: Trip satisfaction scores remain strong, with a Net Promoter Score (a scale of -100 to +100) of 66, showing that visitors are generally happy with their experience.

• Footfall and Attraction Visits: Visitor numbers at attractions fell by almost 8% in 2024 compared to 2023, with the summer months performing particularly poorly. However, footfall in Devon showed increases during key holiday periods such as Easter, May half-term, and the summer holidays.

Our region holds immense potential but also faces distinct challenges in addressing skills shortages and aligning training with what employers truly need.

The Devon and Somerset Local Skills Improvement Plan (LSIP) is leading the charge to bring businesses and training providers together to find solutions.

After our recent Exclusive Employer Skills Summit at Petroc’s Tiverton campus, held in partnership with the Devon & Cornwall Training Providers Network, we now have a clearer view of what needs to change - and how we can achieve it. We also ran a survey and one-to-one discussions, which more than 180 participants fed into.

Why quality and consistency matter in skills training

At the heart of the discussion was the need for consistent, high-quality training across the region. There are some excellent examples, like the Green Skills Advisory Panel (GSAP) led by Exeter College.

The College has gained recognition in Westminster and has an OFSTED Outstanding institution, establishing itself at the forefront of green skills development and ensuring that education aligns with the demands of a sustainable economy.

However, OFSTED reports and feedback from local businesses highlight unevenness, particularly in rural areas. Closing these gaps is essential to ensuring everyone has a fair shot at success.

One common frustration among smaller businesses is feeling sidelined in favour of larger organisations that can more easily shape training programmes. A manufacturing employer in Devon put it bluntly: “We don’t rely on colleges for students; we find them ourselves.”

This sentiment underscores the urgency for better communication and collaboration between businesses and training providers.

Training providers in the region are stepping up to address these disparities. For example, initiatives like the National College for Nuclear in Bridgwater are creating pathways for local

talent, but more efforts are needed to ensure smaller communities benefit equally.

Aligning provider services with employer needs, particularly in harder-to-reach areas, is critical for long-term regional growth.

The challenges we face

The Devon & Somerset LSIP has identified some clear roadblocks:

• Scheduling and accessibility: Training schedules often don’t match the realities of business operations, especially for industries with shift workers or those in rural areas where transport links are limited. Flexible options like evening and weekend courses are urgently needed. There’s also a growing call for online or blended learning solutions to cater to businesses with diverse operational hours.

• Communication gaps: For many smaller businesses, navigating the complex skills system can feel overwhelming. Without dedicated resources, they often miss out on workforce development opportunities. This highlights the need for an independent support to perform and support with skills gap analysis, which is necessary to recognise and support SME with long-term vision for skills, not just current demand.

• Bureaucracy: Providers struggle to adapt quickly to the changing needs of employers due to rigid structures. For example, creating new apprenticeship standards can be painfully slow. Employers have expressed a desire for more modular, short-term training options that allow quicker upskilling.

• Infrastructure barriers: Rurality and inadequate transport links significantly impact access to training opportunities. Employers in areas like North Devon and Somerset frequently highlight these issues, citing challenges in recruiting locally due to lack of accessible education or training facilities.

How we move forward: Building stronger partnerships

To tackle these issues, the LSIP is championing collaboration and capacitybuilding initiatives:

• Learning from each other: Sharing best practices across training providers can help address employer concerns. The upcoming Training Provider Conference on 24th February is a great opportunity to kick-start this effort, with a focus on collaborative solutions and mutual learning.

• Setting standards: Quality assurance training for staff who support employers can help standardise what “good” looks like and ensure employer feedback shapes continuous professional development (CPD). This involves creating clear benchmarks that align with employer expectations across industries.

• Developing a business mindset: Providers need to think more commercially to align their services with employer expectations, leading to better outcomes for everyone. By adopting a more entrepreneurial approach, providers can enhance their relevance and improve satisfaction among local businesses.

Innovative solutions for businesses

Adopting innovative practices is key to staying ahead. Tailored services, like bulk booking discounts and more flexible faculty availability, can make training more appealing to businesses.

Monitoring service availability year-round and offering tailored solutions - including evening or weekend options - can significantly enhance accessibility.

Regional Employer Review Boards are also being proposed to ensure providers stay responsive to industry needs. These boards would act as a feedback loop, giving businesses a direct voice in shaping local training offerings. Initiatives like this help build trust and foster a culture of continuous improvement.

Additionally, integrating technology into training delivery is a growing trend. From virtual classrooms to on-the-job training apps, leveraging tech can address gaps in accessibility and create more engaging learning experiences.

Employers in digital sectors are particularly keen on innovative solutions that align with rapid technological changes.

Strengthening employer relationships

Bridging the gap between employers and providers is vital. The LSIP emphasises the need for continuous improvement in communication strategies.

Whether through digital tools or faceto-face engagement, training must be contextualised to meet the diverse needs of businesses across the region. Employers have stressed the importance of having a single point of contact within provider organisations to streamline communication and ensure consistency.

Employers also benefit from platforms that showcase success stories and best practices. For example, highlighting businesses that have successfully partnered with providers to address skills gaps can inspire others to follow suit. Celebrating these collaborations fosters a sense of community and shared purpose.

What’s next for skills in the South West?

The road ahead requires collaboration. Employers, training providers, and local

authorities must unite to build a resilient and inclusive skills ecosystem. Capacity-building initiatives, such as those outlined in the LSIP, are the foundation for achieving consistently high-quality training across the South West.

Employers must take an active role by participating in forums, sharing feedback, and supporting innovative training models. Training providers, on the other hand, need to remain adaptable and responsive, ensuring their offerings align with both current and future demands. Local authorities can play a pivotal role by addressing infrastructure challenges and promoting investment in skills development.

As Exeter Science Park celebrates a decade since the completion of its first building, it stands at a defining moment in its evolution.

PLYMOUTH LAW FIRM HOSTS FINNISH HONORARY CONSULATE

The Embassy of Finland in the UK is delighted to have announced the opening of a new honorary consulate in Plymouth, which will represent the South West of England (Devon, Cornwall, Hampshire, Dorset and West Sussex).

Ambassador Jukka Siukosaari joined Christina Tolvas-Vincent, Partner from international law firm Womble Bond Dickinson and the Honorary Consul, for the opening ceremony.

The consulate will play an important role in developing opportunities for Finnish businesses and deepening cultural and economic ties between Finland and the UK in the South West of England. It will also offer support for the local Finnish community in the region.

Ambassador Jukka Siukosaari emphasizes the importance of this opening in creating new connections between the two countries: “The UK is an important trading partner for Finland. Our new honorary consulate will build on the close relationship between Finland and the UK and contribute to making Finnish culture and businesses better known in Plymouth and the South West. I look forward to seeing the results of this work and how it benefits both the UK and Finland.”

After the formal opening of the Honorary Consulate, which is based at international

law firm Womble Bond Dickinson's offices at Ballard House, the Ambassador was taken by boat from King Point Marina to visit Thales and MSubs at Turnchapel and then visited the University of Plymouth, before leaving for Cornwall for a dinner of local produce.

The reception itself was attended by the Lord Mayor, the Deputy Lieutenant of Devon, business and education leaders, local authority representatives, and members of the Finnish communities in Devon and Cornwall.

Honorary consulates, such as that in Plymouth, augment Finland’s network of diplomatic missions, made up of embassies, consulate generals, consulates and other liaison offices. Honorary consuls are private individuals who take care of their tasks on a part-time basis without remuneration.

Together with diplomatic missions, an honorary consul promotes economic and cultural relations between Finland and the country in question, and takes part in strengthening Finland’s image abroad. An honorary consul can advise Finnish companies, for instance, in obtaining information about local business culture and in finding cooperation partners.

THE VALUE OF EXTERNAL AUDIT FOR SMES: CREDIBILITY, BEST PRACTICES, AND FRESH PERSPECTIVES

External audit can be a daunting prospect for small and mediumsized enterprises (SMEs). But the benefits of having an independent perspective are far-reaching for growing firms. Adam Croney, Partner at Westcotts Chartered Accountants and Business Advisers, looks at why.

SMEs are the driving force of the South West, powering our local economy across just about each and every sector.

Some of those firms have been generations in the making, others are just starting out. But whatever the nature of the business, transparency is key, and audit is a way to achieve that.

Some SMEs have to go through an audit because they meet two of the three required thresholds on turnover, assets and staff numbers.

The benefit our audit service can bring is that we can share examples of things that work well in very different sectors. For instance, a tech firm may well be up against the same challenges as a manufacturing business. Both businesses could be dealing with issues surrounding resourcing, staffing

The lenders are able to see that the owner takes the robustness of the firm’s finances seriously because they’re voluntarily choosing to incur an additional cost to get that kitemark on their accounts.

In my role, I’ve worked with tech firms, farmers, manufacturers, service-based businesses and everything in between. What I’ve learnt is that owners know their business really well.

What they don’t know are hundreds of other businesses. Audit is a chance to tap into and share best practices to see how financial processes and controls compare.

There are huge benefits to be gained from having that external perspective. I understand why audit can be a daunting prospect. Sometimes, you get people in SMEs who are in a finance role where finance is not their profession. They might have this sense of, gosh, I’m going to be asked a load of questions, but what if I don’t know the answers?

Other SMEs might be small, close-knit and built on trust and audit can feel as though somebody is being brought in to check up on them. There can be a perception that the process can feel a bit adversarial but that’s never the intention.

Our advice is honest, it’s friendly and we’re telling people what they need to hear, not what they want to hear.

In my 15 years in this role, I’ve learnt that you can throw lots of buzz terms around, you can call us ‘trusted advisers’ or ‘critical friends’, but, in reality, this is about having a relationship where you really get under the skin of a business.

SOUTH WEST EMPLOYERS “UNPREPARED” AS REAL-TIME BENEFITS-IN-KIND REPORTING LOOMS

Employers in the South West have less than 13 months [from March 2025] to prepare for compulsory HMRC reporting on payroll expenses and benefits-in-kind.

“This is going to cause a serious administrative headache to employers – many are unprepared,” warned Michael Hesketh at UK top 10 accountancy and advisory firm Azets.

“Given the clear scope for reporting mistakes, it might be best for employers to introduce voluntary payrolling from the tax year 2025/26 to iron out any teething problems before go-live in the new tax year 2026/27.

“We are talking about people’s taxable income here – it is not a matter which employers can duck out through ignorance or disinclination; the train is hurtling along the track.

“HMRC wants expenses and benefitsin-kind on payroll declared in the digital moment, as it were, from April 2026; a collection of income tax will be in real-time, usually every month, rather than once a year.”

Employers must report expenses and benefits-in-kind, such as company cars and private medical insurance, to HMRC every year in a P11D form.

The employer pays Class 1A National Insurance of 13.8%, rising to 15% in 2025/26 on the benefit value, and the employee has to declare that on their tax return so it is assigned to their tax code for them to pay tax on that element.

employers were “reasonably confident” but may need further help and support, with 20% confident they know what to do and just over 11% stating they needed assistance because they were “not at all prepared”.

Michael added: “The key question for employers is whether their payroll software

Announcements in the Autumn Budget confirmed that the mandatory payrolling of beneficial loans and living accommodation will be delayed beyond April 2026 but it will be possible to report these benefits on a voluntary basis from April 2026. All other benefits will be subject to mandatory payrolling.

Trepidation from businesses about the impending changes was evident in a special Azets webinar on preparing for mandatory payrolling of benefits-in-kind – nearly 570 employers attended, with 50-plus questions asked.

Azets’ webinar poll, with responses from the majority of attendees, showed that nearly half were considering implementation on a voluntary basis from this April, with nearly 36% holding off until mandatory introduction and 14% already on payroll.

There are two things you cannot do via payroll voluntarily at the moment, Michael said.

These are beneficial loans, including overdrawn directors’ loans accounts and living accommodation provided to employees – these remain reportable on a P11D form at the end of the tax year.

Example: If a benefit-in-kind with a monthly value of £120 is included in the payroll, this will result in a basic rate taxpayer employee paying tax on the benefit of £24 and the employer paying £18 in Class 1A NICs in real time (based on the increased rate of employer NICs of 15%).

When Amy from Vospers offered me the chance to test-drive the Jaecoo 7 for the weekend, I must admit that I had never heard of the brand.

But when I arrived at the forecourt and saw it in person, with its bold look and striking presence, I was interested to step in and see how it handled on the roads of Devon.

Jaecoo is a new brand entering the competitive SUV market, and the Jaecoo 7 is a plug-in hybrid that I drove claims never to deplete its battery. It is also available as a Petrol 2WD and a Petrol AWD.

The plug-in hybrid offers an EV range of 56 miles and a total range of 745 miles - making it a practical option for both everyday commuting and longer road trips.

First Impressions

At first glance, the Jaecoo 7 certainly makes a statement. It has the presence of a Range Rover, with angular lines and a Jeep-like bonnet, giving it a rugged yet sophisticated appeal. Stepping inside, I was immediately impressed by the spacious cabin and the elevated driving position, which offered excellent visibility over the long, sculpted bonnet.

The model I had for the weekend was the Jaecoo 7 SHS, which I’m told comes in just one trim level - Luxury. Like Tesla and other premium brands, there aren’t many optional extras because it already comes packed with features. Heated and cooled front seats, a heated steering wheel, a panoramic glass sunroof, and a Sony 8-speaker sound system

all come as standard. There’s even an electric memory seat function and, for pet lovers like me, a parking air conditioning system - ideal for keeping my dog, Charlie (the Chamber’s Wellbeing Officer), comfortable while I popped into the shops. The boot was more than spacious enough for himand, as our photos will show, even my photographer!

Driving Experience

Lauren from Vospers walked me through the controls, which are almost entirely operated from a massive 14.8-inch portrait touchscreen in the centre console. There’s also a screen in front of the driver for essential information and a useful heads-up display (HUD).

Driving the Jaecoo 7 was a breeze. The car feels solid yet smooth on the road, offering a refined, almost effortless “wafting” experience. The advanced technology includes a 360-degree 3D camera system and parking sensors, making tight spots easy to navigate.

But don’t be fooled—this isn’t just a comfy cruiser. Put it in Sport mode, and it suddenly becomes quick, nimble, and sure-footed, handling the Torpoint twisties with confidence. The powerful brakes also inspire trust, stopping the car with impressive efficiency.

I parked on wet grass on the Moors to take some photos. I had the front-wheel-drive version, and let’s just say, I should have thought twice before pulling onto soft ground with a heavy hybrid. A big thank you to the Royal Navy

engineer who happened to have a tow rope in his van - lesson learned!

If you’re looking to take the Jaecoo 7 off-road, then the AWD version is certainly the one to go for.

The Tech Factor

The level of technology packed into this car is astounding. From customisable ambient lighting that pulses in time with the music to driver assistance features that keep you safe on the road, it’s clear that Jaecoo is targeting a tech-savvy audience. My 27-year-old lodger and Chamber photographer, Aseel, was so impressed that she declared I must buy her one once she finishes her PhD! That probably tells us a lot about the brand’s appeal to younger drivers.

The Value Proposition

The Jaecoo 7 isn’t just about luxury and tech - it’s also incredibly affordable. Starting from just £29,435 (£35,065 for the model I tested), it certainly offers a lot of car for the money. Vospers offers a leasing deal for £409 per month (including VAT) based on a four-year term and 8,000 miles per year.

And what about reliability? Some might hesitate to take a chance on a new brand, but Jaecoo is clearly confident in its

product, offering an impressive 8-year battery warranty and a 7-year, 100,000-mile vehicle warranty.

Final Thoughts

The Jaecoo 7 is practical, reliable, cost-effective, and well-equipped. If you’re looking for a modern plug-in hybrid that delivers impressive value and advanced technology, it is definitely worth considering.

What a February it was for Plymouth Argyle Football Club - and we were there to watch it! After knocking Premier League leaders Liverpool FC out of The Emirates FA Cup, the Greens claimed a stunning 5-1 victory over Millwall Football Club to boost their Championship survival hopes. I joined Exeter Chamber three-and-a-half years ago and oversee the Exeter Chamber communications across all platforms and manage many of the Exeter Chamber events, including Coffee in the City, Bites of Wisdom and Thirsty Thursday, meaning I get to meet an extraordinary variety of people. Each day is different at the Chamber and one of my favourite aspects is getting to visit so many interesting venues around Exeter.

What inspires you?

Working in a collaborative environment as I love to hear lots of diverse ideas and perspectives.

What drives you?

I love the satisfaction of seeing an event come together successfully.

How do you balance life and work?

I find a balance through prioritisation and writing a to-do list every day as that means I’m able to be more productive and therefore switch off at the end of the day.

Who has been the greatest influence on you?

I’d say my greatest influences are my family, friends and the team at Exeter Chamber. I also look up to Taylor Swift and the way she uses her platform to support various causes as well as her approach to her career and her willingness to stand up against the larger forces in the music industry.

What are you most proud of?

One of the things that I’m most proud of is being part of the team that delivers the Summer Bash. It involves a lot of planning, attention to detail, and a clear vision but the event has grown so much over the last three years and each year brings something new. It’s a true celebration of the Exeter business community.
