The USA Parkway was originally a privately built, 6-mi. (9.6 km)-long road connecting Interstate 80 to the Tahoe Reno Industrial Center east of Sparks. The Nevada Department of Transportation (NDOT) began construction in June 2016 to extend the Parkway by more than 12 mi. (19.3 km) to reach U.S. 50 near Silver Springs. The approximately 18-mi. (29 km)-long, four-lane state roadway between Interstate 80 and U.S. 50 will further link the greater Reno/Sparks and Fernley/Fallon areas with the U.S. 50 Silver Springs corridor, enhancing regional mobility and creating an additional route for commuter, freight and other traffic. The road also will help support regional economic development and serve as another route in the event of emergency or weather-related road closures. NDOT thoroughly assessed five potential roadway see NDOT page 22

The U.S. Department of Transportation in a new “conditions and performance” report estimates that the backlog of needed highway and transit infrastructure projects has reached $926 billion, and that many billions more will be needed in the next 20 years to keep up with demand. The congressionally mandated biennial report “identifies an $836 billion backlog of unmet capital investment needs for highways and bridges,” the USDOT said, and $90 billion more for transit systems. The Trump administration has described a plan to generate an estimated $1 trillion in overall infrastructure investment over the next decade, much of it by incentivizing much more private spending on projects. However, that total was for varied types of infrastructure and the USDOT report indicates that the backlog for highway and transit projects alone is nearly that great, separate from other transportation modes and from other types of infrastructure needs. Elaine Chao, President Trump’s nominee to be transportation secretary, told senators in her confirmation hearing that a

task force will shape the details of its plan, in concert with members of Congress from both parties. She also indicated support for added direct federal funding as well as private finance. Former U.S. Transportation Secretary Anthony Foxx said the new conditions report shows that “we have an infrastructure system that is fundamental to the nation’s economic health, and it needs greater attention and resources.” see USDOT page 8
ConocoPhillips Alaska has made a new oil discovery in the Greater Mooses Tooth (GMT) Unit located in the northeastern portion of the National Petroleum Reserve–Alaska (NPRA). The Willow discovery wells, Tiŋmiaq 2 and 6, were drilled in early 2016 and encountered 72 ft. and 42 ft. (22 m and 13 m) of net pay, respectively, in the Brookian Nanushuk formation. ConocoPhillips has a 78 percent working interest in the discovery and Anadarko Petroleum holds the remaining 22 percent. The two discovery wells lie about 28 mi. (45 km) west of the Alpine Central Facility, and are approximately 4 mi. (6.4 km) apart. The Tiŋmiaq 2 well was tested and established good reservoir deliverability with a sustained 12-hour test rate of 3,200 bpd of 44degree API oil. Initial technical estimates indicate the discovery could have recoverable resource potential in excess of 300 MMbbl of oil. Appraisal of the discovery will commence in January 2017 with the acquisition of see OIL page 8
