Work Begins On North Texas State Hospital in Wichita Falls

Ever since the Texas Health and Human Services Commission (HHSC) broke ground on Sept. 24, 2024, for its $452 million project to replace the North Texas State Hospital in Wichita Falls, McGough Construction has made solid progress toward meeting the late 2027 completion date.

The 88th Texas Legislature approved the project last year.

“Residents of north Texas will now have better access to essential mental and behavioral health treatments without having to drive hundreds of miles to receive the care they need,” Gov. Greg Abbott said.

“As part of a comprehensive plan to modernize and increase access to inpatient psychiatric care across the state, this new hospital will offer healing and hope to some of the most vulnerable people in northwest Texas,” HHSC Executive Commissioner Cecile Erwin Young said. “The state’s unprecedented investment will enhance treatment and help patients return to their homes and communities.”

The new hospital will have 200 beds, including 24 for maximum security patients,

El Paso Advanced Manufacturing District Gets Go Ahead

The El Paso City Council on Jan. 22, 2025, approved the first step of the construction of a new manufacturing district that it hopes will bring 17,000 jobs to the city, according to kfoxtv.com.

The council approved a $2.82 million contract with Jordan Foster Construction as the design-build contractor for the first phase of the Advanced Manufacturing District (AMD) at the El Paso International Airport.

The city said the move “marks a considerable step toward making El Paso a hub for advanced manufacturing, aerospace, and defense industries,” according to kfoxtv.com.

“Designed to cater to mid-sized to large companies, the AMD will provide an ideal hub for businesses seeking expansion or considering reshoring operations,” according to the El Paso International Airport website. “Whether it’s advanced manufac-

turing, aerospace, or defense, the AMD offers a central location that meets the needs of enterprises requiring high-security measures and close proximity to the Ft. Bliss military complex.”

The city anticipates the 250-acre AMD project will help launch 300 new small and medium manufacturing companies by providing resources and training. In addition, it is expected to bring approximately

$400M Texas Heritage Marketplace Construction Begins

Construction is under way on Texas Heritage Marketplace, a 165-acre mixed-use development in Katy, according to Community Impact.

The $400 million development by NewQuest Properties of Houston, which is slated for the southeast corner of Texas Heritage Parkway and Interstate 10 in Waller County, is expected to house more 1 million square feet of retail, restaurants, medical office space and self-storage. The anchor store will be an 148,000 sq. ft. Target, according to a Jan. 27 news release.

In addition, 550 apartments with two multifamily communities will be built, according to the release.

“After all these years of work, we couldn’t be happier to kick off Texas Heritage Marketplace with a great anchor

like Target,” Austin Alvis, president and chief development officer for NewQuest, said in the release. “We are presently working with a variety of leading retailers and restaurateurs to procure the best possible mix for the project. We look forward to announcing additional anchors and tenants soon.”

According to the release, the development will consist of 750,000 sq. ft. of retail and restaurant and 300,000 sq. ft. of medical office space and self-storage.

Work on site roads, utilities and water detention facilities began in December, according to the Houston Chronicle. Building construction could start in the second half of 2025.

The area will boast a walkable green space centered around a 300-year-old heritage oak tree relocated from the path of Texas Heritage Marketplace, according to the release.

The Texas Heritage Marketplace project was originally supposed to break ground in 2020 upon the completion of The Texas Heritage Parkway; that’s a 6.4-mi. road from I10 to Farm-to-Market 1093, Community Impact reported. The parkway opened in August 2021.

The Chronicle reported that tenants are starting to move into their spaces in the latter part of 2026, while the apartments would potentially open in 2028.

“We want to create walkable communities, even in the suburbs, where your coffee shop can get the benefit of onsite residents” but other non-residents visiting the project feel welcome to shop and hang out as well, NewQuest President Austin Alvis told the Chronicle. 

Works Starts On DICK’S Sporting Goods Distribution Center

Work began in the fourth quarter of 2024 on a $98 million 800,000-sq.-ft. regional distribution center in Fort Worth, Texas, for DICK’S Sporting Goods, which is expected to bring 300 new full-time jobs to the region over the next 10 years, according to the Dallas Business Journal.

The facility will support DICK’S business in Texas and provide distribution capabilities to more than 100 DICK’S Sporting Goods stores across several states, according to a company news release.

DICK’S said it selected Fort Worth for its business-friendly environment, qualified and reliable workforce and proximity to its existing and expanding physical footprint across Texas. The new location joins the existing DICK’S distribution network that includes facilities in Atlanta; Conklin, N.Y.; Goodyear, Ariz.; Plainfield, Ind; and Smithton, Pa.

The DICK’S distribution center will be located on an 89.5-acre site within the Risinger/35 Logistics Park, a development by Hillwood, at Risinger Road and Old Burleson Road. Hillwood, the developer of AllianceTexas and Hillwood Construction Services, will develop and construct this new build-to-suit project.

The building phase is expected to produce more than 800 temporary construction jobs.

The facility is expected to open in early 2026.

“We’re thrilled to announce our plans to build and open a distribution center in Fort Worth,” said Sean Whitehouse, DICK’S senior vice president of supply chain. “This facility will support the rapid growth of our business, including in the state of Texas, and enable more efficient and effective flow of product to athletes whether they shop instore or online. We’re also excited to play an active role in the Fort Worth community.”

“Hillwood is honored to partner with DICK’S Sporting Goods to deliver their next-generation distribution facility at our Risinger/35 Logistics Park development in south Fort Worth,” said Reid Goetz, senior vice president of Hillwood. “DICK’S Sporting Goods is a best-in-class company with a premier brand, we are proud they have selected Fort Worth and our highly experienced, vertically-integrated Hillwood industrial development team for this substantial new facility investment and supply chain network expansion.”

With this facility, DICK’S will pursue sustainability initiatives such as high-efficiency lighting and HVAC, recycled and environmentally friendly construction materials, energy management systems and recycling programs for corrugate and plastics.

GSR is the project’s lead architect and Westwood is the civil engineering design firm for the project.

The new facility will be near several other large logistical hubs, according to the Dallas Business Journal. Those include Continental Tire’s planned $69 million industrial building and offices in the Risinger/35 park. And in 2022, Samsung signed a lease for a 670,941 sq. ft. building at VanTrust Real Estate’s 75-acre Fort Worth Logistics Hub. 

PIRTEK Expands Service Level Across Lone Star State

The increasing demand for reliable hydraulic and industrial hose services in the Lone Star State has helped fuel remarkable growth for PIRTEK, a national leader in the hydraulic hose industry.

The company now boasts more than 30 locations in Texas, with more than 20 inde-

pendent franchise owners.

One such entrepreneur is Jeff Brilliott, who has turned his prior experience as a business development manager for PIRTEK USA into two thriving PIRTEK locations in the Austin area.

In 2020, Brilliott and his wife Glenda bought their first PIRTEK franchise, which initially operated as a mobile-only service.

“We started small, with just a few vans and a storage unit,” Brilliott said. “But we had a vision to build something bigger.”

That vision became reality when he expanded the operation to include a Service & Supply Center just a year later in Pflugerville. Since then, he has added another mobile franchise, serving Brushy Creek, Texas.

“We’re proud to be part of PIRTEK’s growth in Texas, which has been significant over the past year,” Brilliott said. “It’s exciting to see the PIRTEK brand thriving in a state with so much industry and opportunity.”

PIRTEK USA and its independent franchise owners put a huge focus on customer service. One key element that sets it apart is its advanced dispatch system, which provides customers real-time updates on technician arrival times and job progress.

“Our goal is always to minimize downtime for our customers,” Brilliott said. “Whether it’s a quick replacement or an emergency job, we’re there when they need us most.”

Personal Touch

“I make it a point to know my customers and understand their needs,” Brilliott said when asked what makes his franchise special. “There’s nothing more rewarding than seeing a customer’s operation back up and running because of the work we do.

Brilliott’s passion for the industry drives his dedication to excellence.

“I love this business because it’s about solving real problems and keeping things moving,” he said. “The relationships we build with customers are what makes this work so meaningful.”

The Brilliotts operate their PIRTEK franchises as a family business, managing a team of nine employees.

“We’re a small but mighty team,” Brilliott said. “Everyone here understands the importance of what we do, and we’re all committed to doing it well.”

He said staying hands-on in the business, visiting job sites and working alongside his team keeps him in touch with his customer’s needs.

“Being out in the field keeps me connected to both the work and the people we serve,” he added.

One of PIRTEK’s strongest advantages is its around-the-clock availability.

“Downtime is the biggest killer for our clients,” Brilliott said. “Whether it’s midnight or a Saturday morning, we’re there to get them back up and running.”

The service doesn’t stop at mobile services. Customers also can visit Brilliott’s Service & Supply Center location for quick, in-house solutions.

“We offer flexibility,” Brilliott said. ‘Whether the customer wants us on-site or needs to save time by visiting us, we’re ready.”

He believes PIRTEK’s success in Texas is just the beginning.

“As more businesses discover what we offer, I’m confident the PIRTEK name will become synonymous with efficiency and reliability across the state,” he said.

With plans to open another Service & Supply Center, Brilliott is focused on continuing to grow PIRTEK’s presence in Texas.

“This business is about people,” he said. “Whether it’s my team, my customers or the franchise network, it’s the relationships.” 

Work Begins On $3B Mixed-Use Development in Frisco

Work has begun on a $3 billion mixed-use development in Frisco called The Mix, Community Impact reported.

City and development officials gathered at the corner of Dallas Parkway and Lebanon Road on Jan. 16, 2025, for a groundbreaking ceremony.

The site spans 112 acres and will be a “unique destination for new jobs, new experiences and new homes for the people of Frisco,” said Tim Campbell, head of development for The Mix.

JVP Management is overseeing the project, according to wfaa.com. Other partners include StreetLights Residential, Torti Gallas + Partners and CallisonRTKL, Kimley-Horn, The Retail Connection and JLL.

AECOM Hunt is the contractor for the first phase of infrastructure work, according to connectcre.com.

Plans call for an upscale grocery store, an 8-acre park, a 400-key hotel, 375,000 sq. ft. of retail space, 3 million sq. ft. of residential space and 2 million sq. ft. of office space,

according to Community Impact.

The site once was under construction and known as Wade Park.

The project, which promised a different mixed-use development, was abandoned in 2017 when its owners went broke, according to Community Impact.

“We all know that this piece of land has been a bit of a troubled spot for Frisco for a number of years, with anticipation swirling about what would ultimately happen here,” Campbell said. “Well, we worked hard with the city for about five years, even through

COVID, to get this project relaunched, and today we’re excited to finally begin construction on The Mix and to unveil what will soon become a premier destination on Frisco north platinum corridor.”

Some pieces of Wade Park are

still in place, including unfinished buildings and a 7-acre hole where an underground parking garage was planned, according to Community Impact.

Before the groundbreaking, crews were demolishing those buildings, although the hole will become a 3,000-space underground garage, according to Campbell.

In October 2024, Frisco City Council members approved a $114.43 million incentive agreement. Finishing the hole was one requirement that developers must meet to receive the money, Community Impact reported.

In addition, developers must complete all phase 1 infrastructure by the end of 2026, open the grocery store and 80 percent of retail by the end of 2027, complete the medical office building by the end of 2028, complete the residential units by the end of 2030 and complete the underground parking ground and phase 1 open space by the end of 2033.

Texas A&M Picks Skanska to Build Meat Sciences Building

Skanska announced on Jan. 27, 2025, that it signed a contract with the Texas A&M University System to construct the new Meat Science and Technology Center on the College Station campus.

The contract is worth about $91 million.

In addition, earlier in the month, Skanska celebrated the grand opening of Mays Business School’s Wayne Roberts ’85 Building as part of the Business Education Complex Expansion at Texas A&M.

The new building will serve as the business school’s welcoming front porch for current and former students, faculty, staff and business executives, as well as a hub for West Campus. The project consists of a four-story, 81,400-sq.-ft.

facility offering the latest technology, a grand atrium, a café, learning studios, collaboration and huddle spaces, an outdoor Collaboration Plaza and the Center for Executive Development, which offers services and support to executives from organizations worldwide.

“It has been a pleasure to work with Texas A&M University to bring a project based on connectivity, creativity, and interaction to life,” said Skanska USA Building Houston Executive Vice President and General Manager Dennis Yung. “The partnership fuels my own Aggie pride, and we look forward to seeing how the Wayne Roberts ’85 Building develops a new crop of business leaders.”

The new meat science building will be a 7,000sq.-ft. facility constructed to provide AgriLife, a research and educational agency within the Texas A&M University System, with modern processing capabilities.

This facility will support the next generation of food safety and nutritional quality research in meat science. It will feature an auditorium, laboratories, training classrooms, seminar spaces and offices designed for graduate students and faculty.

Work is slated to begin in December 2025 and is expected to reach completion in January 2028. Texas A&M’s Meat Science program “is well known for comprehensive research and education programs, which explore every aspect of meat production, from animal husbandry to consumer preferences. Our faculty members ensure students receive the best handson training and contribute to innovative advancements in the field,” according to its website.

About AgriLife

As the largest comprehensive agriculture program nationally, Texas A&M AgriLife brings together a college and four state agencies focused on agriculture and life sciences within The Texas A&M University System. With over 5,000 employees and a presence in every county across the state, Texas A&M AgriLife is uniquely positioned to improve lives, environments and the Texas economy through education, research, extension and service.

Mansfield Breaks Ground On 7,000-Seat Soccer Stadium

Approximately 100 Mansfield elected officials, sports leaders and construction heads gathered on Dec. 18, 2024, to break ground on an $85 million soccer stadium, according to Arlington Report.

The field will become Mansfield Stadium, the centerpiece of Mansfield’s $1.5 billion Staybolt Street Entertainment District, and a venue for both international and youth soccer tournaments.

The North Texas Soccer Club has announced that it will play its home games at the stadium. The team is the 2024 champions of Major League Soccer Next Pro. The stadium is expected to open in 2026.

The stadium will be a public-private partnership owned by the city, while day-to-day operations and programming will be managed by REV Entertainment and FC Dallas, according to Arlington Report.

Perkins&Will is the project’s design architect, and Moss & Associates Construction is the contractor. REV Entertainment and FC Dallas will be design and construction consultants throughout the project., according to Arlington Report.

“This stadium will not only be a home for North Texas SC, but a landmark for our entire region,” Mansfield Mayor Michael Evans said at the groundbreaking. “We will now be the southern gateway for professional soccer in the metroplex.”

The 166,000-sq.-ft. venue will hold more 7,000 fixed seats and feature four locker rooms and a club space, according to Arlington Report.

Billionaire Clark Hunt compared Mansfield Stadium’s groundbreaking to that of Toyota Stadium in Frisco, which is the home of FC Dallas and a product of Hunt’s family corporation, Hunt Sports Group. Hunt is the chairman and CEO of FC Dallas and the CEO of the Kansas City Chiefs.

“We were surrounded by empty fields,” Hunt said during the groundbreaking of Toyota Stadium’s 2004 groundbreaking. “Since then, Frisco has become the fastest-growing city in the country. Mansfield Stadium will similarly be a centerpiece of a vibrant community,

Groundbreaking participants noted that the stadium is just one part of a major entertainment complex.

The district will hold one of the first High 5 Entertainment venues in the metroplex. The three-story, family-friendly space will include bowling alleys, arcade games and a rooftop concert venue, according to Arlington Report.

“Soccer will be a key focus here, no doubt, but driving meaningful content across a wide range of other events will closely follow,” REV Entertainment President Sean Decker said. “We will use our shared vision to deliver a project this community can proudly call its own.”

A separate groundbreaking was held in August 2024 for the entire complex, according to wfaa.com. A hotel, conference center, retail space and single-family housing may eventually spread across 300 acres. 

Stargate Artificial Intelligence Data Center Under Way in Texas

President Donald Trump announced on Jan. 21, 2025, the formation of Stargate, which is a joint venture artificial intelligence project between Oracle, OpenAI and SoftBank, businessinsider.com reported. Trump pledged to spend $500 billion building artificial intelligence data centers in the United States.

And Oracle founder and CTO Larry Ellison, who was at the announcement with OpenAI CEO Sam Altman and SoftBank CEO Masayoshi Son, said the first Stargate data centers are under construction in Abilene, Texas, according to businessinsider.com.

“We’ve been working with OpenAI for a while and Masa for a while. The data centers are actually under construction — the first of them are under construction in Texas,” Ellison said at the announcement. “Each building is a half-million sq. ft. There are 10 buildings cur-

rently being built, but that will expand to 20 and other locations beyond the Abilene location, which is our first location.”

Other details about Stargate are sketchy, according to businessinsider.com, although registration forms filed with the Texas Department of Licensing and Regulation matching Ellison’s description of Stargate offer some insight.

The development is registered as “Project Ludicrous” at an address attached to the Lancium Clean Campus, according to businessinsider.com. That’s a 1,000-acre site in Abilene owned by energy tech company Lancium. Project Ludicrous’ owner is listed as Abilene DC 1 LLC, an affiliate of data center development startup Crusoe.

According to Texas state comptroller’s records, Oracle occupies the data center owned by Abilene DC 1 LLC at the Lancium Clean Campus in Abilene.

Construction on a building, a 482,000-sq.ft. one-story “data hall” estimated to cost $292 million, began in June 2024 and is set for May 30, 2025, completion, according to businessinsider.com. The plans also call for a guard house, fire pump building and mechanical and electrical enclosures. A second filing from September 2024 indicates that tenant improvements costing $140 million began in December and are expected to be completed by Sept. 15, 2025.

A second building, a 484,960-sq.-ft. “1story data center” also estimated at $292 million, began construction in September and is expected to be completed in one year, the filings said. Tenant improvements expected to be completed by Dec. 24, 2025, are estimated at $384 million, businessinsider.com reported.

Lancium originally struck a development deal with the city of Abilene in 2021 for the Lancium Clean Campus. The site was first for

powering bitcoin mines with renewable energy generation, although that never happened, according to businessinsider.com.

In November, Crusoe announced a $3.4 billion data center development on the Lancium Clean Campus, according to businessinsider.com. It said it had already fully leased the space to a “Fortune 100 hyperscale tenant,” with occupancy expected to begin in the first half of 2025.

“Lancium is excited to be building its Lancium Clean Campus in Abilene, Texas, in partnership with Crusoe and the Development Corporation of Abilene [DCOA] and to be at the forefront of the growth of the AI infrastructure industry in the U.S.,” a spokesperson for Lancium wrote in response to a request for comment from Business Insider. The spokesperson said the company could not “provide any new commentary about Abilene or any of our other Clean Campuses.”

New State Hospital One of Several Being Built in Texas

from page 1

136 for non-maximum security patients, 24 for adolescents and 16 for civil commitments.

The facility will include numerous features designed to promote recovery. Single-person rooms will balance privacy and protection for patients, and common activity areas and outdoor courtyards will encourage healthy social interaction.

The “downtown” area of the hospital will provide centralized therapeutic and recreational activities for patients with staff engagement, with spaces such as a general store, café, bank, beauty salon and barbershop, chapel, canteen and greenhouse. This new facility will feature therapeutic spaces in a secure environment for patients experiencing mental illness and include separate spaces for adult patients and those ages 12 and under.

Adjacent to the hospital will be surface parking, gardens and other amenities.

The North Texas State Hospital consists of one campus in Wichita Falls and two in Vernon.

The three-story hospital will have a footprint of more than 410,000 sq. ft. and will be located on the existing hospital grounds. The building was designed by Page Architects.

“One of the biggest considerations is our regulatory compliance, which has more than 2,000 standards that must be met,” said Emily Hummel, spokesperson of Texas Health & Human Services. “The original hospital buildings in Wichita Falls at North Texas State Hospital are more than 100 years old and still serving the people of Texas. We hope this new facility will do the same. The new buildings include private rooms, common areas, outdoor courtyards and the use of natural light to promote recovery and healing.”

This building will not be Leadership in Energy and

Environmental Design (LEED)-certified, but some LEEDtype items will be incorporated during construction.

Thus far, McGough Construction has completed the abatement and demolition of existing buildings on site. Construction activities over the next year will focus on utility and site work before foundation and building shell work begin.

Once the building is enclosed, electrical, plumbing, HVAC and other crews will be busy.

“The new construction is adjacent to the existing campus, so the contractor is taking safety measures not only audibly,” Hummel said, “but also physically to protect the ongoing hospital services from disruption. Services will not be impacted.”

The HHSC will construct seven new hospitals over the next few years. The $1.5 billion to fund the projects was approved in 2023 and on June 20, 2024, Abbott announced the new projects to be built across the state.

“Texas continues working to increase access to critical behavioral health treatments for Texans in every corner of our state,” Abbott said. “These new state hospital projects will help ensure that Texans experiencing a mental health issue have access to mental health professionals and high-quality treatments to address their needs.”

The investment is much appreciated by the HHSC.

“We are extremely proud of the transformation of our state hospital system and the opportunities being created,” said Scott Schalchlin, deputy executive commissioner of the HHSC Health and Specialty Care System. “These projects will improve the well-being of even more people across the state. We’re not just building hospitals — we’re rebuilding lives.”

The following projects are in various stages of planning,

design, and construction for new facilities in Amarillo, El Paso, Harlingen, Lubbock and Terrell.

• Panhandle State Hospital (Amarillo): Constructing a new state hospital to serve 75 patients in a non-maximum security unit. Budget: $159 million.

• Lubbock Psychiatric Center: Building a new state hospital with a 50-bed maximum security unit. Budget: $121 million.

• Terrell State Hospital: Constructing a 250-bed replacement hospital. Budget: $573 million.

• Rio Grande State Center (Harlingen): Expanding current facility to add a 50-bed maximum-security unit. Budget: $120 million.

• San Antonio State Hospital: Renovating an existing building to add a 40-bed maximum-security unit. Budget: $15 million.

• El Paso Psychiatric Center: Planning and land acquisition to expand the current facility by 50 non-maximum security beds. Budget: $50 million.

Since 2017, the state has allocated $2.5 billion for capital projects to modernize and increase access to inpatient psychiatric care in Texas. In 2024, it hosted grand openings for replacement hospitals in Austin and San Antonio, as well as completing renovations at Kerrville State Hospital. It also opened new facilities at Rusk State Hospital and the John S. Dunn Behavioral Sciences Center in Houston.

Construction is ongoing at the Texas Behavioral Health Center at UT Southwestern in Dallas, with the adult unit and pediatric unit slated for completion this summer and spring 2026, respectively. Work is also taking place for a replacement hospital in Terrell. 

El Paso Expects District Will Create 17,000 High-Skill Jobs

from page 1

4,000 engineering and technology jobs and 13,000 high-skill technical jobs to El Paso by 2030, kfoxtv.com reported.

The city’s website said industries like 3-D printing, hypersonic technologies, robotics and automation, cybersecurity and aerospace are examples of the emerging fields the AMD hopes to attract.

“Creating high-paying jobs for our community has been one of my top priorities,” said Mayor Renard Johnson. “The Advanced Manufacturing District is a key investment in El Paso’s future, fulfilling that promise by opening doors to life-changing opportunities for our residents. This project will not only transform our local economy but also position El Paso as a national leader in advanced manufacturing and innovation.”

“This project highlights El Paso’s dedication to building a stronger, more innovative economy,” City Manager Dionne Mack said. “The

Advanced Manufacturing District will boost our local supply chain, attract new industries and create meaningful, high-quality jobs that will drive our region forward. It’s an exciting step toward a brighter future for our community.”

The project’s first phase will include the construction of a 50,000sq.-ft. standalone building and two 100,000-sq.-ft. multi-tenant buildings. The latter will be built with the needs of small- and medium-sized manufacturers in mind.

The project began in September of 2022. That’s when the U.S. Economic Development Administration gave $40 million to the West Texas Aerospace and Defense Manufacturing Coalition through the Department of Commerce’s Build Back Better Regional Challenge, and $25 million was awarded to the El Paso International Airport to develop it, kfoxtv.com reported. 

Texas Hill Country Road Opens After Years of Planning

view of the newly completed Klein Road widening project.

A long-awaited Texas Hill Country road project is finally finished and ready for motorists, according to mysantonio.com.

The $13 million Klein Road widening construction project is complete, according to a city of New Braunfels Facebook post from late December. The project finished ahead of schedule, as completion was expected in the fall of 2025.

The project’s origins date to a 2019 transportation bond project. J3 Co. of San Antonio, Texas, was the contractor.

Klein Road renovations include approximately 3/4 mi. of improvements, including a four-lane section, low-water crossing, Farm-to-Market 725 intersection enhancements, an 8-10-ft. shared used path and 6-ft. sidewalks, according to the 2019 Bond Program website.

The low-water crossing will include better drainage and safety during heavy rains.

Included in the bond was the $10.7 million reconstruction of Goodwin Lane from Farm to Market Road 306 to Conrads Lane and Conrads Lane from Goodwin Lane to Interstate 35; the $2.16 million rehabilitation of McQueeney Road to improve connectivity from I-35 to County Line Road; and $2.5 million in improvements to South Union Avenue from Commo Street to Lincoln Street.

The $143 million 2019 bond program had four propositions such as transportation infrastructure, park recreation, public safety and library facilities. 

The Worldwide Leader in Concrete Paving Technology

Leah Moncure, First Female Engineer in Texas, Honored

The first woman engineer in Texas was honored on Jan 13, 2025, with a new historical marker in Bastrop County.

In 1938, Leah Moncure made history by becoming the first woman in Texas to earn a professional engineering license.

Moncure went on to work for the Texas Highway Department — now TxDOT— for 32 years, specializing in research, right-ofway and road design. During her historic tenure, Moncure worked in Houston, Austin, Beaumont and Lufkin.

The Texas Historical Commission and Bastrop County unveiled a new historical marker to honor Moncure’s accomplishments. The marker is part of the Commission’s “Undertold” program designed to address historical gaps, promote diversity of topics and proactively document significant underrepresented subjects or

untold stories.

Moncure’s trailblazing spirit paved the way for the more than 300 female engineers employed at TxDOT.

Diana Schulze is TxDOT’s head engineer in Moncure’s hometown of Bastrop. When Schulze took over the role in 2016, she became the first-ever female engineer to hold the top spot at any TxDOT office in the agency’s Austin District.

“I think it’s pretty neat that we both have ties to Bastrop County,” Schulze said. “We’ve come a long way, and it’s important we continue to honor Leah’s legacy.”

Schulze continues that legacy by mentoring the next generation of female engineers in Texas.

“There’s no reason that upcoming female engineers can’t be successful like Leah and many others before them.” Schulze said.

Schulze spoke at the marker dedication. The marker was placed outside Moncure’s childhood home in Bastrop. 

Cardinal Health to Open New Distribution Center in Ft. Worth

Cardinal Health announced in January that construction is under way on a new distribution center in Fort Worth, Texas, which will support its at-Home Solutions business, a leading medical supplies provider that serves more than 5 million patients annually in the United States.

The new 340,000-sq. ft. distribution center will consolidate its two existing warehouses into one larger facility, creating approximately 74,000 additional sq. ft. of inventory capacity and retaining its current workforce. Once open, the facility will ship an average of 10,000 packages per day to patients’ homes across the country.

“Our business plays a critical role in the lives of the patients we serve, and we are honored to continue this important work in the Fort Worth community,” said Rob Schlissberg, president — Cardinal Health at-Home Solutions. “When it comes to delivering medical supplies directly to patients in need, there is absolutely no room for error. Our team in Fort Worth is passionate and committed to delivering on our promises, and I am thrilled to see what they accomplish in this new space.”

Similar to the distribution centers at-Home Solutions recently opened in South Carolina and Ohio, this new facility is fully equipped with some of the world’s leading robotics and automation technologies. These enhancements

will assist employees with picking, packing and shipping packages with enhanced speed, safety and efficiency.

Key technology features include 74 robots, a 1,500-ft.-long automated conveyor system and four automated box-making machines that create 500 custom boxes per hour while minimizing waste. Additionally, the facility will use a leading cloud-based warehouse management system that utilizes artificial intelligence to maintain resiliency and flexibility in inventory volume management. The system is used across at-Home Solutions’ entire warehouse network to unify distribution operations across demand, labor, robotics, automation, inventory and transportation within a single platform.

“Because of the investments we’ve made in our warehouse network already, in our first quarter of fiscal year 2025, we reported the best on-record metrics in quality, service, efficiency and employee safety,” Schlissberg said. “In Fort Worth and beyond, we will continue to invest in these critical technologies that are already proving their value in improving customer experience while making us a great place to work.”

The building is anticipated to be fully operational in the summer of 2025.
