FlashVote Seeks Resident Input Concord residents are invited to join the City's new FlashVote community to provide input on a variety of topics. FlashVote is an independent service that makes it easier than ever to provide anonymous input on community issues. It is free to register and participate, and residents can sign up to receive one-minute surveys via email, text, or phone. The statistically valid results are shared with City leaders and the community, and all participant information is kept private. Learn more at flashvote.com/concordca.

Base Reuse Project Term Sheet Considered The City Council, sitting as the Local Reuse Authority (LRA), and master developer Brookfield Properties held a study session on Nov. 14 to discuss a conceptual land use plan for the development of the former Concord Naval Weapons Station. A draft outreach program for public engagement during the future Specific Plan process was also reviewed. Brookfield and City staff are in the process of negotiating a Term Sheet to translate the adopted Area Plan into a successful Specific Plan. The LRA and Brookfield intend to reach an agreement and release a proposed Term Sheet for City Council and public review by January 2, 2024, with City Council consideration scheduled for a special meeting on Tuesday, January 16, 2024. Concord Awarded $1 Million for Urban Forest This fall Concord learned that the City has been selected to receive a $1 million grant to grow our urban forest. The funds come from the U.S. Forest Service, which is supporting community efforts to plant and maintain trees, combat extreme heat and climate change, and improve access to nature in cities, towns, and suburbs. Concord has a rich history as a “Tree City USA,” having been awarded that distinction over the last 43 years. By planting more trees, we can help build a greener community with cooler temperatures, cleaner air, and healthier residents. Construction Cycle Continues, CIP Budget Process Begins

Thanks to funding from voter-approved Measure V, Concord launched several major roadway construction projects in 2023. Many have been completed, others are underway, and many more are set to break ground in spring 2024.

Pass Road (Galindo Street to Landana Drive), and Monument Boulevard (Detroit Avenue to Mohr Lane).

In addition, crews completed work on the Monument Boulevard shared use pathway project that connects the Monument Corridor with BART and the downtown area, and the Downtown Corridors project, which included various pedestrian and bicycle safety and aesthetic improvements, new street lighting, and the addition of dedicated left-turn signal phases onto Galindo Street.

This fall, Concord’s engineering team kicked off its work on the FY 2024-26 Capital Improvement Program (CIP) budget. Over the next several months, staff will be discussing which roadway and infrastructure projects to prioritize during the two-year period that begins July 1, 2024.

Other roads that will be upgraded next year include portions of: Alberta Way, Concord Boulevard, Clayton Road, Landana Drive, Port Chicago Highway, Laguna Among the projects that have been completed Street, and Diamond Boulevard. Council Set to Approve Rent Stabilization, Just Cause for Eviction

Concord Connect App

Rent Stabilization is to be applied to most rental properties with two or more units that were built before February 1, 1995. Rent Stabilization would not be applied to single family homes, accessory dwelling units (ADUs) or owner-occupied units in which the tenant shares bathroom or kitchen facilities with the owner.

From potholes and graffiti to abandoned vehicles and street light outages, you can connect directly with City staff to effectively resolve issues in the community. Simply select the program, enter the address or location, and attach an optional photo. You can access the app through the City’s website, or you can download the Concord Connect app to your smart phone.

For those units subject to rent stabilization regulations, annual rent increases would be limited to the lesser of 60% of consumer price index (CPI) or 3%, and the new Ordinance is to include a clause making rent stabilization policies retroactive to January 12, 2023.

A petition process will exist that allows tenants to request a rent decrease under certain circumstances, while property owners could request rent increases above the required limits to protect their fair return on investment.

Just Cause for eviction protections within the new Ordinance would apply more broadly and cover all rental properties—regardless of when built, including rented single-family homes/condos and multifamily complexes. Just cause protections would kick-in upon “move in” to a rental unit and require relocation assistance for tenants who are temporarily or permanently displaced due to no-fault just cause reasons.

In January of 2023, as part of the City’s 6th Cycle Housing Element Update, the Concord City Council committed to adopting rent stabilization and just cause for eviction policies by the end of the year. The goal of the new regulations is to stabilize the community and minimize displacement of residents, while also allowing property owners to make a fair return on their investments. After considering more than five hours of public testimony, the Council provided direction to staff on what major elements to include in the new Ordinance, as follows:

Creative Concord Celebrates Culture & Art

The community art experience known as Creative Concord returned this fall, yielding a new mural, more than a dozen large paintings, and a collection of large, LED-illuminated sculptures on display around the city. The event was produced in partnership with Local Edition and sponsored by Visit Concord and the City of Concord through grant funding from the American Rescue Plan Act (ARPA). Find the map of all artwork at: creativeconcordca.com/art-tour Creative Concord brought together artists and art-lovers from all over to celebrate the multi-day event with an art and music jam in Todos Santos Park, as well as a poetry slam. Local artists from throughout the Bay Area converged on Concord to paint and perform, and to reflect on what the community means to them. “To honor my hometown, the iconic Mount Diablo that greets us locals every day felt the most fitting to represent Concord and welcome new friends with encouraging words who will visit this city,” artist Andrea Beltran said of her painting “Find Your Sunshine.” “You'll find your place or community that will let you shine your true self. You'll find your sunshine here in Concord as there are a lot of talented, passionate, and unique communities where you will be accepted.”

A3 Provides Mental, Behavioral Health Assistance Countywide

A3 – Contra Costa County’s innovative approach to assure that Anyone, Anywhere, Anytime has access to mental and behavioral health support during a crisis – continues to evolve and build capacity in Concord and throughout the region.

The A3 Miles Hall Crisis Call Center operates daily from 8 a.m. to 12:30 a.m. Anyone with a mental or behavioral health emergency (or their family member or law enforcement official) can call 1-844-844-5544 and be connected to a mental health clinician who will provide care over the phone or send a mobile care team. Between July 1 and Oct. 23, 2023, 1,742 calls were assessed for services, and 28% were determined to be a mental health crisis. Of these, 74% resulted in field visits by one of the 25 A3 mobile response teams serving the county; and 35% of the calls were addressed over the phone. The City of Concord was proud to have been involved in the development of A3, and we continue to work in partnership with Contra Costa Health to support the rollout of additional services to our community. Over the coming months, A3 plans to introduce a Youth Crisis Stabilization Unit, expand the A3 Miles Hall Call Center hours to 24/7, expand its mobile teams, and work with law enforcement agencies to provide additional training on mental and behavioral health response. A3 continues to seek qualified individuals to do this important work. Homeless Strategic Plan Nears Completion

Following a Nov. 7 presentation to Council and two additional community meetings, Concord’s work to develop a Homeless Strategic Plan is nearing completion. The 11-person working group has continued to meet monthly since March and was successful in gaining Council approval for the plan’s vision and goals. After receiving Council and community member input through the November meetings, the working group, staff, and consultant are finalizing the plan’s strategies and implementation plan for Council review and adoption. Once complete, Concord’s Homeless Strategic Plan will identify ways in which the City can invest $5.4 million in onetime funds ($2.4 million from Measure V and $3 million from the American Rescue Plan Act), which have been set aside specifically to address homelessness. The team expects to return to Council in January to finalize the plan and determine next steps. Are You Prepared For a Flood in Your Neighborhood?

The City of Concord lies within the Walnut Creek and Mt. Diablo Creek drainage basins, both of which discharge north into Suisun Bay. Concord includes a number of creeks and drains (Walnut Creek, Galindo Creek, Pine Creek, Ditch No. 2, Farm Bureau Drain, Clayton Valley Drain, and Mt. Diablo Creek) that are susceptible to flooding events that could possibly pose threats to life and safety and cause significant property damage.

What should you do before a flood? Determine if your property is located in an area subject to flooding. Certain areas have been designated by the Federal Emergency Management Agency (FEMA) as Special Flood Hazard Areas (SFHAs). There are currently approximately 1,500 homes that are partially or entirely located within these flood zones within the City. SFHAs are areas within the 100-year flood boundary as mapped by FEMA. A “100-year flood” refers to a flood level with a one percent chance of being equaled or exceeded in any given year.

There is a 30-day waiting period before coverage goes into effect. Contact your insurance agency or the NFIP Help Center, 1-800-427-4661 for more information at floodsmart.gov/flood-insurance/why.

Protect your property from the hazards of flooding. If the floor level of your property is lower than the “Base Flood Elevation” (elevation of the 100-year flood, • based on the FEMA maps), consider elevating your structure, if possible. If a flood is imminent, property can be protected by sandbagging areas subject to the entry of water into living spaces. Valuables and furniture may also be moved to higher areas of the dwelling to minimize damages. If requested, City staff will visit a property to review its flood problem(s) and explain ways to reduce flooding potential or help to prevent flood damage. Meet improvement requirements. The NFIP and the City of Concord Ordinance requires that if the cost of reconstruction, additions, or other improvements to a building equals or exceeds 50% of the building’s market value, including repair of a damaged building, then the building must meet the same construction requirements as a new building and must be elevated above the base flood elevation. Avoid driving if possible.

If your property is in imminent danger of flooding, please contact PG&E at 800-743-5000 to request that your power and natural gas be shut off, or for guidance on how to do it yourself. If dangerous flooding conditions are imminent, avoid driving a vehicle if possible. Do not attempt to drive or wade through deep pockets of water or running washes. Unstable banks should be avoided. Develop an evacuation plan for your family. Avoid low-lying areas. Seek shelter in the highest areas possible.

What should you do after a flood?

All development within the City requires a permit. Always check and fulfill permitting requirements with the Building Division at 925-671-3107 and/or the Engineering Division at 925-671-3425 before you build on, alter, fill, or re-grade any portion of your property and/ or within any easement or right-of-way. Please call to report any suspected permitting violations. Keep an emergency supply. Non-perishable food, water, batteries, flashlights, a manual can opener, and a battery-operated radio and first aid kit should be kept available for use during an emergency in a place known to all family members. Place in the emergency kit the name, location, and contact information for an emergency point of contact. Update the emergency kit on an annual basis.

What should you do during a flood? •

Follow established procedures for property damage repairs: Select a contractor who is licensed in his or her specific trade, such as an electrician, plumber, gas contractor, mechanical/HVAC contractor and building contractor for associated work. The City requires contractors to be licensed with the state and to have a City of Concord Business License, as well as liability and workman's compensation insurance. Require your contractors to obtain the proper permits for work being performed. Permits are required for any permanent improvement (including roofing, siding, additions, alterations, etc.) to a structure and for site work such as grading, filling, etc. Permits are required even if a homeowner is doing the work himself. Recognize the natural and beneficial functions of floodplains to help reduce flooding: Floodplains are a natural component of Concord’s environment. Understanding and protecting the natural functions of floodplains helps reduce flood damage and protect resources. When flooding spreads out across the floodplain, its energy is dissipated, which results in lower flood flows downstream, and improved groundwater recharge. Floodplains are scenic, valued wildlife habitat. Poorly planned development in floodplains can lead to streambank erosion, loss of valuable property, increased risk of flooding to downstream properties and degradation of water quality.

Scholarship Program is available to adults 50+ residing in Concord who wish to participate in the Senior Center programs. We define trips and tours that don’t require overnight stays as day trips. All day trips will feature roundtrip transportation from the Concord Senior Center. Payment must be made in full at the time of registration.

If a trip is sold out, a waitlist will be formed. If there is a cancellation, registration staff will contact waitlist registrants on a first-come, first serve basis.

Extended Travel Any trip or tour that requires an overnight stay is considered extended travel. Trip booklets for an extended travel program, with registration details and full itineraries for each destination included, may be picked up at any of the Community Centers.

How To Participate Read the description of the travel program. Determine if the mobility rating is appropriate for your physical fitness level and health. Register for a program online, in-person or over-the-phone with our registration staff at any of the Community Centers.

Transportation Roundtrip transportation from the Concord Senior Center will be provided either on a commercial motor coach or in a passenger van.

Trip Minimums Travel programs may need to be cancelled in advance if trip minimums are not met in advance. Help us spread the word about upcoming trips to avoid potential cancellations.

Cancellations & Refunds As a result of passenger minimums and prepaid deposits, refunds will not be permitted within 30 days of a trip. Cancellations and withdrawals will be subject to a $5 fee. Trips are rain or shine.

Mobility Levels It’s important to note that each person’s mobility can vary widely, and these ratings are intended to provide a general guideline for mobility levels of day trips.

FREE TAX RETURN PREPARATION

FREE FEDERAL AND CA INCOME TAX RETURN PREPARATION will again be offered in 2024 by AARP Foundation Tax-Aide volunteers on Tuesdays and Wednesdays at the Concord Senior Center. All volunteer tax counselors have had extensive training, passed all required tests, and are certified by both Tax-Aide and the IRS to prepare returns within the scope of the program. Appointments for tax return preparation beginning February 6 through April 10 can be scheduled beginning January 2, 2024, by calling the Concord Senior Center at 925-671-3320. Note: To complete your tax return, Tax-Aide will need you to bring relevant paperword; more information will be provided when you make an appointment.

Important information when visiting the pool… •

All swimmers are required to self-check prior to arriving for their swim. If you do not feel well, exhibit flu like symptoms, fever of 100.4 degrees or higher, cough, shortness of breath, difficulty breathing, loss of taste or smell please don’t come to the pool until symptoms have completely subsided.

During Lap Swim times lanes may be utilized to accommodate city programming.

Please choose a lane that meets your needs and your swim pace.

Always announce your presence when entering a lane that is currently occupied.

If you are sharing a lane with another swimmer you are required to circle swim. Please swim down the right side of the lane and back up to the right side of the lane.

NO DIVING – Please enter the pool feet first.

Lifeguards are on duty to recognize and respond to an emergency and provide care. They are not on deck to police lanes.

Be kind and courteous to others.

Please continue to bring your own personal lap swim equipment.

Private instruction, coaching, organized events and workouts are not allowed without prior approval from Aquatic Staff.

California Triple Crown Lap Swim Challenge Enjoy swimming the equivalent distance to Anacapa and Catalina Island from the coast of Southern California and double the length of Lake Tahoe to complete the California Triple Crown. Lap swimmers have the opportunity to complete a number of distances within designated months by tabulating their laps at each visit. After the challenge is complete one winner from each challenge will be announced and will receive a prize. Join the fun and earn the Triple Crown.

Hall of Fame Master swimmer, Suzanne Heim Bowen, will post two workouts a week for short and long course lap swim (beginners and intermediates) at the front counter. Try something new this Winter! Special Event Egg-straordinary Underwater Egg Hunt

Ages: 18 months-12 years Ready, Set, Swim! Come join our City of Concord’s aquatic staff for a fun filled springtime event for the whole family. Splash around and hunt for eggs in our shallow water short course lanes. The shallow lanes will be divided into sections for the egg hunt based on swimming ability and age group. Once you have gathered all your eggs, enjoy arts and crafts and games on the grass. American Red Cross Lifeguard Clinic

Ages: 15 and up The American Red Cross Lifeguarding course teaches lifeguards the skills and knowledge needed to prevent and respond to aquatic emergencies. It provides an opportunity to complete all required certifications in one course. This course is blended learning class and has an online portion that must be completed before the first day of classes. Must be 15 years old by the last day of the course. Must be able to tread water 2 minutes (legs only), swim 200 yards continuously, and retrieve a 10lb brick from a depth of 10 feet. Come and experience an all-inclusive weekend filled with great food, fun activities, new friends, and plenty of drinks at beautiful Camp Concord. Located just minutes from Lake Tahoe and Fallen Leaf Lake, this event is for those aged 21 and over. Enjoy hiking, beach visits, and relaxation in nature. A limited number of private rustic cabins are available for this weekend. All food, drinks, and activities are included. Additionally, there will be an afternoon social hour, live music by the Ali and Mark Band in the evenings, campfires, and a fabulous Sunday brunch with extra time to relax before your drive home. Try our classes. If, after attending the first class, you are not happy with the quality of the program, call us right away. Tell us what was wrong so we can make it right. If you call before the second class we will give you a full refund or credit. There are no refunds for non-attendance, one-day workshops, trips or materials fees. Refunds due to course cancellations can take up to 2 to 4 weeks to process. A credit left on a customer’s account will expire 12 months after the date of issuance.

If you wish to drop or transfer to another session, call us at least five full working days before the start date for a refund or credit. $5.00 Withdrawal Fee applies to all cancellations. Summer Camp Expo& Job Fair

Discover all the exciting offerings coming up for Summer 2024! Meet our staff, ask questions, and enjoy a fun-filled afternoon at the Recreation Services Department’s Summer Camp Expo. Various camp providers will be present so you and your child may preview different camp program opportunities before registering. Do you want to spend your summer working with kids, expanding your professional skills, and getting paid to play? Stop by to speak with our team and hear more about job openings. We will be hosting on the spot interviews for seasonal positions including summer camp counselors and lifeguards. Work, inspire, have fun, and get paid for it!
