State of the City

Concord Mayor Edi Birsan delivered the annual State of the City address on Feb. 15 at a lunch event hosted by the Greater Concord Chamber of Commerce.

His speech, which is available on the City’s website and YouTube channel, highlighted Concord’s recent work to develop a Homeless Strategic Plan, complete several major roadway construction projects, leverage the Police Department’s high-tech tools, welcome new businesses to town, and more!

Youth Scholarships Available

Concord’s Recreation Services Department relaunched its youth scholarship program to provide recreation opportunities for young residents.

Thanks to funding through the American Rescue Plan Act (ARPA), the City Council was able to direct resources to this program to provide opportunities for underserved Concord youth to experience traditional summer activities, including day camps and swim lessons.

The Youth Scholarship Program is open to all Concord residents under the age of 18 who meet financial qualifications and submit a completed application. Awardees will pay a nominal enrollment fee of $10-$50 per program. Participation is limited and based on funding availability.

Engineering Team Wins Big

Concord’s Engineering team collected five awards at the American Public Works Association (APWA)NorCal division awards luncheon in February.

All four of the Capital Improvement Projects that were submitted for consideration won “Project of the Year” in their respective categories:

• Environmental Project of the Year Award ($5 million or more): Hillcrest Green Infrastructure Project (Project Manager Kevin Wheat)

• Environmental Project of the Year Award (less than $5 million): Whitman Sewer Replacement Project (Project Manager Justin Bosch)

• Transportation Project of the Year Award ($5 million or more): Monument Path Project (Project Manager Tianjun Cao)

• Transportation Project of the Year Award (less than $5 million): Downtown Corridors Project (Project Manager Tianjun Cao)

The Hillcrest Green Infrastructure Project was also selected by APWA NorCal to be submitted for recognition at the national APWA Expo Conference in Atlanta, GA this September.

Additionally, Concord’s City Engineer Carlton Thompson won Manager of the Year. Carlton has streamlined project management, enhanced financial compliance, and fostered a new era of infrastructure sustainability. Congratulations, Team Concord! APWA is expected to present on this at a Council meeting this spring.

School Resource Officers Return to Concord

The Concord City Council is excited to announce the return of the School Resource Officer (SRO) program, beginning in fall 2024. The MDUSD School Superintendent and school staff are also excited and supportive of the return of the program.

The Concord Police Department has historically run a successful SRO program off and on since the mid-1990s.

The most recent program ended in 2020 when the Mt. Diablo Unified School District (MDUSD) discontinued funding for the program, and the City could not afford the cost of the full program due to City budget constraints at that time.

The re-established program will have two officers assigned as School Resource Officers. One of the two positions is a position added to the City budget, bringing sworn staffing levels in Concord up to 140 positions. The other position represents a reassignment of an existing officer to this specialty assignment.

The SRO program will allow assigned officers to direct attention and resources where needed based on safety trends, calls for service, campus disputes, gang activity, and other emerging issues. The SRO officers will build

relationships with students, their parents, teachers, and administrators on campus, and will also serve as a liaison connecting youth in need of behavioral health crisis support and intervention to resources, including to the Contra Costa County A3 (Anyone, Anywhere, Anytime) program and the Seneca Center.

MDUSD high school staff will be invited to participate in the selection process of the officers. Once selected, the officers will receive specialized training to maintain and foster a collaborative working relationship with key stakeholders. The officers will wear an informal police uniform (PD polo shirt and khakis) and will drive nonpatrol hybrid police vehicles. They will routinely be on-site at our public high schools but will not have dedicated offices while on campus.

When they are not actively working on campuses, the officers will be supporting the Community Impact Unit citywide.

The new officer position is being funded from sources other than the General Fund; specifically, it will be funded with Cannabis Community Benefit and Opioid Settlement dollars.

Construction Work Ramps Up Spring to Fall

With 60 million square feet of local roads, Concord is responsible for maintenance of a lot of pavement! Following a very productive year of roadwork around the city, crews are gearing up for another busy construction season.

Beginning in April, you will see a variety of projects get underway, including:

• Fiber construction and pavement rehabilitation on Treat Boulevard, phase 2 (San Miguel Rd. to Clayton Rd.)

• Willow Pass sewer and paving project, year 1 of 2 (Landana Dr. to Gateway Blvd.)

• Pavement maintenance on Alberta Way (Clayton Rd. to Ygnacio Valley Rd.)

• Clayton Road fiber installation (Farm Bureau Rd. to Washington Blvd.)

• Monument Boulevard fiber installation and pavement rehabilitation (Detroit Ave. To Mohr Ln.)in progress

• Pavement maintenance of Cowell Road (Babel Ln. to Ygnacio Valley Rd.)

In addition, 13 residential neighborhoods are scheduled to undergo pavement maintenance.

This is all part of the City’s five-year roadway maintenance plan made possible by Measure V, the one-cent use and transaction tax passed by Concord voters in November 2020. Measure V enabled the City to borrow $114 million at the low interest rate of 1.88% to make an immediate investment in roads, with construction beginning in 2023.

The draft CIP for fiscal years 2024-26 is expected to go to Council for a study session on April 23.

Homeless Strategic Plan

Approved, Implementation to Begin

Following a year of work and multiple public meetings with 11 appointed members of the City’s working group, Concord completed its Homeless Strategic Plan. This document will serve as a roadmap as Concord begins implementing the strategies to prevent and address homelessness.

While homelessness is a persistent challenge throughout the Bay Area, Concord identified it as a top priority. Council sought to develop a comprehensive plan with recommendations for strategies that could be implemented using $5.4 million in onetime funds they set aside from the American Rescue Plan Act (ARPA) and Measure V.

A key feature of the Homeless Strategic Plan is its emphasis on gathering input from individuals who have directly experienced homelessness. This was accomplished through an extensive process comprised of surveys and focus group discussions. These efforts identified the precise needs and challenges faced by the unhoused population in the Concord community, which helped to inform the strategies outlined in the plan.

The approved strategies include: creating a mobile resource center, investing in rapid rehousing, and developing various interim housing models, such as scattered site homes and tiny homes, centralized tiny homes, and interim motel housing.

At its Feb. 6 meeting, Council decided that Concord will start with implementation of the mobile resource center and interim small motel housing, seeking non-profit partners and other organizations to assist in the implementation and help offset the ongoing costs to running and providing services to unhoused individuals.

The City is actively seeking a $4.7 million grant from the State to help fund these efforts. The grant awards are expected to be announced this spring. Now that the Strategic Plan has been completed, City staff will begin finalizing the operational and logistical details of plan implementation, which includes meeting with community stakeholders and developing requests for proposals. If you’re looking for an opportunity to serve your community and participate in local government, serving on an appointed body is the perfect opportunity. You can start by attending a meeting of the body to which you are considering applying.

Some of the requirements of becoming a member are meeting attendance and serving on only one board, commission, or committee at any given time.

Flex Your Muscles at New Outdoor Fitness

Willow Pass Park received a few new upgrades recently: a brand-new outdoor fitness area and a new crosswalk at Salvio Street.

The new outdoor fitness area is the first of its kind in Concord. Situated west of the pickleball courts, the 2,000-square-foot space features a variety of KOMPAN brand equipment including magnetic “bells” for weightlifting, two stationary bikes with touch screens (control the tension using an app on your phone!), suspension trainers, a multi-purpose net, step/jump box platforms, and more. Each piece has a QR code, which links to information on how to use that particular station, and instructor-led classes are scheduled to begin this spring. The goal of this new facility is to keep residents – of all ages and abilities – active and healthy by offering a free, accessible place to work out during park operating hours, 6 a.m. to 10 p.m.

Willow Pass Community Park is one of the busiest in the City, with tens of thousands of visitors each year. To make it easier and safer for people to cross between the north and south sides, crews installed a new crosswalk on Salvio Street with Rapid Rectangular Flashing Beacons (blinking lights that alert drivers to pedestrians), accessible curb ramps, and high-visibility paint.

American Red Cross Lifeguard Clinic

Ages: 15 and up

The American Red Cross Lifeguarding course teaches lifeguards the skills and knowledge needed to prevent and respond to aquatic emergencies. It provides an opportunity to complete all required certifications in one course. This course is blended learning class and has an online portion that must be completed before the first day of classes. Must be 15 years old by the last day of the course. Must be able to tread water 2 minutes (legs only), swim 200 yards continuously, and retrieve a 10lb brick from a depth of 10 feet.

Swimming

Important information when visiting the pool…

• All swimmers are required to self-check prior to arriving for their swim. If you do not feel well, exhibit flu like symptoms, fever of 100.4 degrees or higher, cough, shortness of breath, difficulty breathing, loss of taste or smell please don’t come to the pool until symptoms have completely subsided.

• During Lap Swim times lanes maybe utilized to accommodate city programming.

• Please choose a lane that meets your needs and your swim pace.

• Always announce your presence when entering a lane that is currently occupied.

• If you are sharing a lane with another swimmer you are required to circle swim. Please swim down the right side of the lane and back up to the right side of the lane.

• NO DIVING – Please enter the pools feet first.

• Lifeguards are on duty to recognize and respond to an emergency and provide care. They are not on deck to police lanes.

• Be kind and courteous to others.

• Please continue to bring your own personal lap swim equipment.

• Private instruction, coaching, organized events and workouts are not allowed without prior approval.

Backyard Explorers

entering Kindergarten-5 thgrade

Spice up your child’s summer and experience the camp of a lifetime with Backyard Explorers! Your camper will set off on an adventure full of exploration, creativity, nature, and friendships in Concord’s own Markham Nature Park. Supervised by our trained camp staff, your young explorer can look forward to a variety of activities including games, crafts, cooking, science projects, crawdad fishing, nature walks, and more! Campers take walking field trips weekly to swim at Concord Community Pool and visit the playground in Concord Community Park. Once a week, campers will go on a field trip to an exciting place in the Bay Area including Prewett Water Park, Lost Worlds Fun Center, and the Aquarium of the Bay. Field trip locations and activities are subject to change. No camp on July 4 and 5.

Swimming

Splash Camp Ages: 8-15 years

Dive into a week of fun at the pool with our Summer Splash Camp. The Camp combines our popular Junior Lifeguard training program with pre-competitive swim work, water based activities & games and outdoor recreational activities. Participants must be able to swim, unassisted, 25 yards each of freestyle (face in the water with rhythmic breathing) and backstroke. Participants will need to bring: face coverings, swimsuit, towel, goggles, change of clothes, lunch & snack, water bottle and sunscreen. If participants are exhibiting flu like symptoms, have a fever above 100.4 or a cough they must remain at home.

Learn through play with the Concord Preschool Program. Your child will spend the day with highly trained and experienced teachers creating arts and crafts projects, playing games, and developing fine and gross motor skills. Make new friends, learn routines, explore nature, but most importantly: play while our teachers assist in personal, social, and emotional development!

The City of Concord Preschool Program was established in 1991 and has served over 7,000 families since its establishment. Some of our teachers have been with the program for over 25 years!

American Red Cross Babysitter Training

Ages: 11-15 years

Join us for a day full of fun while learning what it takes to become a safe and successful babysitter! All participants will receive a Red Cross Babysitter Training and Pediatric CPR/First Aid Certification upon completion of the course. Home Match by Covia, a Front Porch Partner

A partnership with the City of Concord, this program matches seniors who need affordable housing with homeowners in the in the area and assists with housing agreements for all parties involved. Mediation and referral services are available. Interviews, applications and background screening provided. Human and Economic Rights Advocates (HERA)

Senior Center Scholarship Program

Scholarship Program is available to adults 50+ residing in Concord who wish to participate in the Senior Center programs. Complete an application indicating your activity choice(s) and return it to the Senior Center with supporting documents. Approved applicants can receive up to $100 per year with a $5 co-pay. Applicants will be notified when the scholarship application is approved. Stop by the Senior Center to pick up an application!

Day trips are planned monthly to various destinations around Northern California. Trips may include tickets to attractions and shows, dining experiences, tours, and more! Request individual trip flyers at the Concord Senior Center.

Extended Travel Packages

Any trip or tour that requires an overnight stay is considered extended travel. Extended trip flyers, with details and full itineraries, are available upon request at the Concord Senior Center.

How To Participate

Read the flyer for the travel program. Determine if the mobility rating is appropriate for your physical fitness level and health. Register for a program online, inperson or over-the-phone with our registration staff at any of the Community Centers.

Participant Eligibility

Our travel programs are designed for specifically for adults 50 and better. However, passengers may register younger family members or friends to join them as guests, as long as they are accompanied at all times during the trip. Please contact the Program Coordinator for clarification at 925-671-3017.

Sold Out & Waitlist

If a trip is sold out, a waitlist will be formed. If there is a cancellation, registration staff will contact interested participants on a first-come, first serve basis.

Trip Minimums

FOR AGES

Travel programs may need to be cancelled in advance if trip minimums are not met in advance. Help us spread the word about upcoming trips to avoid potential cancellations.

Cancellations & Refunds

As a result of passenger minimums and prepaid deposits, refunds will not be permitted within 30 days of a trip without a replacement. Cancellations are subject to a $5 withdrawal fee. Trips are rain or shine.

Transportation

Roundtrip transportation from the Concord Senior Center will be provided on a commercial motor coach or in a passenger van. Refer to the trip flyer for details.

Mobility Levels

It’s important to note that each person’s mobility can vary widely, and these ratings are intended to provide a general guideline for mobility levels of day trips.

MOBILITY LEVELS FOR DAY TRIPS

Level 1: Accessible

Suitable for passengers who have limited mobility, use a wheelchair, or use a walker. Walkable destinations in this category include places that have flat terrain, easy-to-navigate or handicap accessible paths, and minimal obstacles.

Level 2: Moderate

Suitable for passengers who are mobile but may need occasional rest breaks. Walkable destinations in this category include places with some inclines or stairs but still offer easy-to-navigate paths and seating areas.

Level 3: Strenuous

Suitable for passengers who are active and enjoy a good workout. Walkable destinations in this category include places with steep inclines, uneven terrain, and longer periods of standing or walking.

WAIVER AND RELEASE FROM LIABILITY / ASSUMPTION OF RISK

I, the undersigned, wish to participate in one or more activities (hereinafter collectively referred to as “the Activity”) conducted in collaboration with the City of Concord’s Recreation Services Department. I am aware that serious accidents and injuries occasionally occur during recreational pursuits such as the Activity. In consideration of my participation in the Activity, I knowingly and voluntarily assume all risks arising therefrom, and on behalf of myself, my heirs and assignees release the City of Concord, its officers, agents, employees and volunteers from any and all claims, liens, damages, lawsuits, or liability for property damage, injury or death, resulting from, arising out of, or in any way connected with my participation in the Activity.

I agree and acknowledge that this Waiver and Release From Liability/Assumption of Risk shall apply even in the event that I suffer death, personal injury, or property damage as the result of passive or active negligence on the part of the City of Concord, its officers, agents, employees, or volunteers of the City (with the exception of sole, active negligence, or willful misconduct). In the event that the individual participating in the Activity is a minor, I certify that I am his/her parent or legal guardian and I give my permission for him/her to participate in the Activity. I understand my signature is a legal and binding signature and will be considered original if received by fax.

USE OF PARTICIPANT PHOTOGRAPHS/VIDEO

In addition to the forgoing, I give consent to Concord Recreation Services Department or any other media agency authorized by the City of Concord to photograph or video me (or the minor on whose behalf I am signing this waiver), and to use such photographs/video footage in brochures, newspapers, social media, or other forms of media describing City of Concord activities. I agree to advise the City of Concord Parks & Recreation Department in writing if I do not agree to the forgoing.

COVID-19/CORONAVIRUS LIABILITY WAIVER AND RELEASE, AND INDEMNITY AGREEMENT

On behalf of myself and/or my son, daughter, or person for whom I serve as legal guardian (the “Participant”), I acknowledge with my signature that the Participant wishes to participate in a City of Concord Recreation Services Department activity or program (“activities or programs”).

I understand that by participating in City of Concord activities and programs there is an inherent risk of potential exposure to infectious diseases, including but not limited to COVID-19/Coronavirus. The risk of potential exposure cannot be eliminated. On behalf of myself, the Participant, my heirs and dependents, personal representatives, assigns and insurers, I now voluntarily and knowingly release and hold harmless the City of Concord, its officers, employees, volunteers, agents, successors in interest, insurers, contractors, suppliers, vendors, assigns, and any persons or entities with which/whom the City is affiliated (hereinafter collectively referred to as the “City”), from any and all liability, lawsuits, or claims for injuries, death, or property damage resulting from, arising out of, or in any way connected with Participant’s participation in the activities and programs (collectively “Claims”), including but not limited to Claims arising out of or in any way related to any emergency medical care administered, any illness or infection or disease, and COVID-19 or Coronavirus related health issue or exposure. This waiver and release shall apply even in the event that such personal injury, death, or property damage is caused or contributed to in whole or part through the passive or active negligence of the City (with the exception of sole, active negligence).

I agree to defend, hold harmless, and indemnify the City from and against any and all Claims (including attorney’s fees) arising out of, or in any way related to Participant’s participation in the activities and programs, any actual or alleged negligence of myself or Participant, any emergency medical care administered, any illness or infection or disease, and/or COVID-19 or Coronavirus related health issue or exposure.

I/WE HAVE READ THIS WAIVER AND RELEASE IN ITS ENTIRETY. I/WE FULLY UNDERSTAND IT, AND RECOGNIZE THAT THIS WAIVER AND RELEASE IS A LEGALLY BINDING DOCUMENT. I/WE UNDERSTAND THAT BY EXECUTING THIS WAIVER AND RELEASE, WE ARE VOLUNTARY ASSUMING THE RISKS DESCRIBED HEREIN, AND WAIVING OUR LEGAL RIGHTS ASSOCIATED THEREWITH.

Quality Assurance and Credits/Refunds

Try our classes. If, after attending the first class, you are not happy with the quality of the program, call us right away. Tell us what was wrong so we can make it right. If you call before the second class we will give you a full refund or credit. There are no refunds for non-attendance, one-day workshops, trips or materials fees.

Refunds due to course cancellations can take up to 2 to 4 weeks to process. A credit left on a customer’s account will expire 12 months after the date of issuance.

Withdrawals and Transfers

If you wish to drop or transfer to another session, call us at least five full working days before the start date for a refund or credit. $5.00 Withdrawal Fee applies to all cancellations. Please note: Programs with different cancellation fees are noted and only the higher fee applies, not both. No refunds for non-attendance, one-day workshops, trips or materials fees.
