News in Brief

Crime Map Available

Concord Police Chief Mark Bustillos delivered his annual public safety update to the City Council this spring. His presentation highlighted the department’s recent successes, community outreach activities, how new technology (such as drones and license plate readers) is being implemented, 2023 crime statistics, and new ways data is being tracked.

In an effort to increase transparency and community awareness, Chief Bustillos also unveiled a new public-facing crime map dashboard. This new tool, which is hosted on the City’s website, allows residents to see reported crimes. It allows users to search by address, but it anonymizes crime to the nearest reporting district to ensure sensitive information is protected. www.cityofconcord.org/Police.

Sister Cities Celebrate 50th Anniversary

The City of Concord and the City of Kitakami, Japan are celebrating their 50th anniversary of sisterhood and friendship. To commemorate the special occasion, a delegation of visitors from Kitakami will visit Concord Oct. 2-6.

Base Project Moves Forward

Following the March 19 Council approval of the term sheet negotiated between the City and master developer Brookfield Properties, Concord continues to make forward progress on the redevelopment of the former Concord Naval Weapons Station.

In June, Brookfield held a community open house, which drew more than 120 participants. Another public event will take place this fall, providing an opportunity for community members to share input on parks, open space, and trails developed as part of the project.

Over the next 24-36 months, the City and Brookfield will negotiate land transfer from the Navy and secure approval of the project’s necessary federal, state, and local entitlements.

News in Brief

Art Gallery Comes to Centre Concord

The nonprofit Concord Art Association (CAA) recently unveiled a new art exhibit: “Gallery CAA at Centre Concord.” CAA partnered with the City to showcase its members’ art in this beautiful location. Local artists have come together to present their finest work for this inaugural show.

The show, which features larger 2D art works, is on display in the Centre Concord lobby (5298 Clayton Rd.) from July 15 to October 11, 2024, from 10 a.m. to 4 p.m., Monday through Friday. The lobby Gallery is also often open during dedicated weekend events.

Creative Concord Returns

Gearing up for its third year, the Creative Concord experience is set to return October 5-6. In addition to the six new public artworks that will be installed around Downtown Concord, more than a dozen artists and 10 musical acts will participate in the two-day Art & Music Jam at Todos Santos Park – both days from 12 p.m. to 6 p.m.

Creative Concord, which is a partnership among the City, Visit Concord, and Local Edition Creative, was developed as an arts and culture program aimed at revitalizing the downtown area as society emerged from the pandemic. Since its inception in 2022, Creative Concord has enlivened the City with a portfolio of artworks that embody a sense of welcoming and an understanding that a wonderfully diverse community can be found right here.

Election Security: Protecting Your Vote

This year’s general election is set for Tuesday, Nov. 5. Security is layered into every aspect of Contra Costa County’s elections, and local officials take many steps – 48 steps to be exact – to protect your vote. The Contra Costa County Elections Division guarantees election security by securing technology, processes, facilities, and people.

Before election results are finalized, election officials ensure that every eligible ballot is counted, that voters only voted once, that all proper procedures were followed and that the vote tabulation system is properly counting ballots. Capital Improvements Budget Adopted

At its June 25 meeting, the City Council adopted the two-year capital budget for fiscal years 2024-25 and 2025-26, as well as the City’s five-year Capital Improvement Plan (CIP).

With $83.1 million slated to be invested into the City’s roadways and infrastructure over the next two fiscal years, Concord’s second largest capital budget in history, Concord will continue to make significant improvements to roadways, infrastructure, and other high-priority capital needs, through a myriad of projects, including:

• Willow Pass Sewer Project (’24) and Repaving (’24-’25) (Gateway Boulevard to Landana Drive)

• Treat Boulevard Paving, Phase 2 (San Miguel Road to Clayton Road)

• Monument Boulevard Paving (Detroit Avenue to Mohr Lane)

• Cowell Road Pothole and Base Repair (Babel Lane to Ygnacio Valley Road)

• Alberta Way Paving (Ygnacio Valley Road to Clayton Road)

• Plus, 13 residential neighborhoods will receive pavement treatment

Funding supports 46 continuing projects ($45.8 million) and 52 new projects ($37.3 million). Many of these projects are made possible by the voters through the passage of Measure V, the voter-approved use and transaction tax that went into effect in April 2021.

Work throughout the City is already in progress, with a mix of projects that include improvements to residential streets, as well as major arterials and collectors.

Concord Welcomes New Places to Play

With activities for the young and the young-at-heart, families can stay cool this fall and have fun through an array of new businesses designed to delight. In addition to the popular places to play that have been in Concord for years, the City recently welcomed these newcomers:

ZyLand (1776 Arnold Industrial Way, Unit L), an indoor play space for children ages 6 and under, allows kids to engage in imaginative play to stimulate creativity and problem-solving skills.

Children 12 and under can go under the sea at Jumpity Bumpity’s (422 Sunvalley Mall, 2nd floor) ocean-themed recreation center and birthday party venue; and youth of all ages can learn mindfulness and selfconfidence through skateboarding at Rob Skate Academy (476 Sunvalley Mall, 1st floor), both located at Sunvalley Shopping Center.

If flying high is on your child’s bucket list, Urban Air Adventure Park (1695 Willow Pass Road) will be open soon, featuring large-scale trampolines, ziplines, rope courses, and more!

If your kiddo dreams of being a race car driver, head to Drive Sims (785 Oak Grove Road, Unit R) where thrill-seekers can be immersed in a realistic racing experience that will test each player’s F1 racing abilities. In Concord, there’s something for everyone!

Rezoning Project Supports Fair Housing

Concord recently initiated an Affirmatively Furthering Fair Housing (AFFH) project, which is one of the many programs in the City’s Housing Element. AFFH is a provision of the National Fair Housing Act, Title VIII of the Civil Rights Act of 1968. This federal legislation prohibits discrimination in the sale, rental, and financing of housing and ensures equal opportunity in housing for all.

California Assembly Bill 686 created new requirements for cities to affirmatively further fair housing as a part of a jurisdiction’s planning process. It requires cities to take meaningful actions that overcome patterns of segregation and that foster inclusive communities free from barriers that restrict access to opportunity.

Concord’s AFFH project requires the City to rezone a total of 20 acres in higher resource neighborhoods to allow highdensity multifamily development. The 20 acres is cumulative, meaning that various sized parcels can be rezoned across the entire study area.

The project is occurring in communication with residents, businesses, property owners, and developers. The next steps include public meetings to review parcels that will be considered for rezoning. City Enacts Rent Stabilization, Eviction Protections

In a continued effort to protect Concord tenants, the City Council adopted an amended Residential Tenant Protection Program that went into effect on April 19, 2024. The Ordinance amends the Concord Municipal Code Chapter 19.40 to increase “just cause” eviction protections, expands the City’s rent registry, and establishes a rent stabilization program.

The goal of the new regulations is to stabilize the community, minimizing displacement of residents, while also allowing property owners to make a fair return on their investments.

Organizations Sought for Homeless Strategic Plan Implementation

Concord’s Homeless Strategic Plan was approved on Feb. 6, 2024 and serves as a roadmap to guide City investments to address homelessness in Concord. The plan originally outlined six core strategies for implementation reflecting the input from community members and stakeholders, including those with lived experience of homelessness and system partners. The City Council approved adding a seventh core strategy of Permanent Supportive Motel Housing after a discussion at their June 25 meeting. The strategies now include:

• Creating a Mobile Resource Unit

• Investing in Rapid Rehousing

• Securing Permanent Supportive Motel Housing

• Development of various interim housing models

 Centralized Interim Housing

 Scattered Site Interim Housing

 Tiny Homes

 Interim Motel Housing

All strategies prioritize addressing the immediate needs of those living unsheltered by focusing on connection to services and expanding housing options with support services.

The City will be releasing a request for proposal (RFP) to solicit applications from qualified organizations for strategy implementation. The RFP is anticipated to be released in September 2024, with a goal of awarding grant money to successful proposals in November 2024. The competitive funding process will highlight the City’s interest in supporting programs with demonstrated success as evidenced by performance outcomes and program sustainability.

This program gives children a fun, active & educational experience tailored to the abilities of their age group. Your child will have a blast learning motor skills and coordination while playing games with the other children that may include baseball, soccer, flag football, capture the flag, relay & obstacle races and a whole lot more. A partnership with the City of Concord, this program matches individuals looking to home share with homeowners in the area. Human and Economic Rights Advocates (HERA)

Scholarship Program is available to adults 50+ residing in Concord who wish to participate in the Senior Center programs. Any trip or tour that requires an overnight stay is considered extended travel. Extended travel opportunities are organized by TravelCenter Tours and Travel. Travel agents are available to discuss reservations and plans for your extended travel plans.

How To Participate

Review the flyer for each travel program. Determine if the mobility rating is appropriate for your physical fitness level and health. Register for a program online, in-person or over-the-phone with our registration staff at any of the Community Centers.

Participant Eligibility

Our travel programs are designed for specifically for adults 50 and better. However, passengers may register younger family members or friends to join them as guests, as long as they are accompanied at all times during the trip.

If a trip is sold out, a waitlist will be formed. If there is a cancellation, registration staff will contact interested participants on a first-come, first serve basis.

Cancellations & Refunds

As a result of passenger minimums and prepaid deposits, refunds will not be permitted within 30 days of a trip without a replacement. Cancellations are subject to a $5 withdrawal fee. Trips are rain or shine.

Transportation

Roundtrip transportation from the Concord Senior Center will be provided on a commercial motor coach or in a passenger van. Refer to the trip flyer for details.

Mobility Levels

It’s important to note that each person’s mobility can vary widely, and these ratings are intended to provide a general guideline for mobility levels of day trips.

MOBILITY LEVELS FOR DAY TRIPS

Level 1: Accessible

Suitable for passengers who have limited mobility, use a wheelchair, or use a walker. Walkable destinations in this category include places that have flat terrain, easy-to-navigate or handicap accessible paths, and minimal obstacles.

Moderate

Suitable for passengers who are mobile but may need occasional rest breaks. Walkable destinations in this category include places with some inclines or stairs but still offer easy-to-navigate paths and seating areas.

Level 3: Strenuous

Suitable for passengers who are active and enjoy a good workout. Walkable destinations in this category include places with steep inclines, uneven terrain, and longer periods of standing or walking.

• Lap Swim is for exercise only and is defined as continuous swimming back and forth in the lanes.

• All swimmers are required to self-check prior to arriving for their swim. If you do not feel well, exhibit flu like symptoms, fever of 100.4 degrees or higher, cough, shortness of breath, difficulty breathing, loss of taste or smell please don’t come to the pool until symptoms have completely subsided.

• During Lap Swim times lanes maybe utilized to accommodate city programming.

• Please choose a lane that meets your needs and your swim pace.

• Always announce your presence when entering a lane that is currently occupied.

• If you are sharing a lane with another swimmer you are required to circle swim. Please swim down the right side of the lane and back up to the right side of the lane.

• NO DIVING – Please enter the pools feet first.

• Lifeguards are on duty to recognize and respond to an emergency and provide care. They are not on deck to police lanes.

• Be kind and courteous to others.

• Please continue to bring your own personal lap swim equipment.

Try our classes. If, after attending the first class, you are not happy with the quality of the program, call us right away. Tell us what was wrong so we can make it right. If you call before the second class we will give you a full refund or credit. There are no refunds for non-attendance, one-day workshops, trips or materials fees.

Refunds due to course cancellations can take up to 2 to 4 weeks to process. A credit left on a customer’s account will expire 12 months after the date of issuance.

Withdrawals and Transfers

If you wish to drop or transfer to another session, call us at least five full working days before the start date for a refund or credit. $5.00 Withdrawal Fee applies to all cancellations. Please note: Programs with different cancellation fees are noted and only the higher fee applies, not both. No refunds for non-attendance, one-day workshops, trips or materials fees.

WAIVER AND RELEASE FROM LIABILITY / ASSUMPTION OF RISK

I, the undersigned, wish to participate in one or more activities (hereinafter collectively referred to as “the Activity”) conducted in collaboration with the City of Concord’s Recreation Services Department. I am aware that serious accidents and injuries occasionally occur during recreational pursuits such as the Activity. In consideration of my participation in the Activity, I knowingly and voluntarily assume all risks arising therefrom, and on behalf of myself, my heirs and assignees release the City of Concord, its officers, agents, employees and volunteers from any and all claims, liens, damages, lawsuits, or liability for property damage, injury or death, resulting from, arising out of, or in any way connected with my participation in the Activity.

I agree and acknowledge that this Waiver and Release From Liability/Assumption of Risk shall apply even in the event that I suffer death, personal injury, or property damage as the result of passive or active negligence on the part of the City of Concord, its officers, agents, employees, or volunteers of the City (with the exception of sole, active negligence, or willful misconduct). In the event that the individual participating in the Activity is a minor, I certify that I am his/her parent or legal guardian and I give my permission for him/her to participate in the Activity. I understand my signature is a legal and binding signature and will be considered original if received by fax.

USE OF PARTICIPANT PHOTOGRAPHS/VIDEO

In addition to the forgoing, I give consent to Concord Recreation Services Department or any other media agency authorized by the City of Concord to photograph or video me (or the minor on whose behalf I am signing this waiver), and to use such photographs/video footage in brochures, newspapers, social media, or other forms of media describing City of Concord activities. I agree to advise the City of Concord Parks & Recreation Department in writing if I do not agree to the forgoing.

COVID-19/CORONAVIRUS LIABILITY WAIVER AND RELEASE, AND INDEMNITY AGREEMENT

On behalf of myself and/or my son, daughter, or person for whom I serve as legal guardian (the “Participant”), I acknowledge with my signature that the Participant wishes to participate in a City of Concord Recreation Services Department activity or program (“activities or programs”).

I understand that by participating in City of Concord activities and programs there is an inherent risk of potential exposure to infectious diseases, including but not limited to COVID-19/Coronavirus. The risk of potential exposure cannot be eliminated. On behalf of myself, the Participant, my heirs and dependents, personal representatives, assigns and insurers, I now voluntarily and knowingly release and hold harmless the City of Concord, its officers, employees, volunteers, agents, successors in interest, insurers, contractors, suppliers, vendors, assigns, and any persons or entities with which/whom the City is affiliated (hereinafter collectively referred to as the “City”), from any and all liability, lawsuits, or claims for injuries, death, or property damage resulting from, arising out of, or in any way connected with Participant’s participation in the activities and programs (collectively “Claims”), including but not limited to Claims arising out of or in any way related to any emergency medical care administered, any illness or infection or disease, and COVID-19 or Coronavirus related health issue or exposure. This waiver and release shall apply even in the event that such personal injury, death, or property damage is caused or contributed to in whole or part through the passive or active negligence of the City (with the exception of sole, active negligence).

I agree to defend, hold harmless, and indemnify the City from and against any and all Claims (including attorney’s fees) arising out of, or in any way related to Participant’s participation in the activities and programs, any actual or alleged negligence of myself or Participant, any emergency medical care administered, any illness or infection or disease, and/or COVID-19 or Coronavirus related health issue or exposure.

I/WE HAVE READ THIS WAIVER AND RELEASE IN ITS ENTIRETY. I/WE FULLY UNDERSTAND IT, AND RECOGNIZE THAT THIS WAIVER AND RELEASE IS A LEGALLY BINDING DOCUMENT. I/WE UNDERSTAND THAT BY EXECUTING THIS WAIVER AND RELEASE, WE ARE VOLUNTARY ASSUMING THE RISKS DESCRIBED HEREIN, AND WAIVING OUR LEGAL RIGHTS ASSOCIATED THEREWITH.
