The Contra Costa County Library is piloting a new program designed to give patrons access to the Concord Library on Sundays when the branch is normally closed. Patrons who sign up for the service in advance will be able to enter the Concord Library between 12 p.m. and 4 p.m. on Sundays beginning December 1. Patrons can browse the collection and check out books, return items, pick up holds, connect to Wi-Fi, and use the space for studying or reading. Security guards will be present to ensure that only patrons who have signed up for the service are entering the library.
To sign up for the service, patrons must have a library card in good standing, a valid ID, attend an in-person orientation, and sign the user agreement. Approved patrons will scan their library card at the door and use a unique PIN code to enter.
Holiday shoppers are encouraged to shop local this season! The City of Concord and the Greater Concord Chamber of Commerce have relaunched the popular Shop Concord e-gift card program, which helps local businesses increase their sales and incentivizes customers to keep their dollars local.
Shop Concord was relaunched on Nov. 25, thanks to a $20,000 contribution from the City of Concord to supply a bonus gift card with every purchase, while supplies last. The holidays are a time for celebration and shopping, but they're also a time to stay vigilant. Crimes of opportunity, like vehicle burglaries and package thefts, tend to increase around the holidays. To help keep this season merry and bright, the Concord Police Department offers some simple tips to protect you and your property.
If you notice anything suspicious—whether people on foot or in vehicles—don’t hesitate to report it. Call Concord Police at 925-671-3220 or dial 911 in emergencies. Our officers are ready to investigate and prevent potential crimes in our community.
• Lock it up: Always lock your vehicle, even if you’re stepping away for a moment.
• Stow it, don’t show it: Keep valuables out of sight, using your trunk for items like bags, laptops, and gifts. Avoid leaving personal items, like wallets or phones, in plain view.
• Park smart: Choose well-lit, visible areas to park your vehicle.
• Stay aware: Notice your surroundings as you go about your business.
• Schedule deliveries wisely: Track packages and try to be home for deliveries.
• Opt for a safe spot: Use delivery lockers or arrange with neighbors to pick up packages.
• Use package alerts: Sign up for carrier delivery notifications to know when your package arrives.
• Consider a secure delivery box: A secure delivery box can prevent theft right on your doorstep.

On Jan. 2, 2025, the City of Concord will launch an Accessory Dwelling Unit (ADU) Incentive Program. This program will provide financial rebates to property owners who obtain building permits to construct an ADU and complete construction within 18 months. This program will end when the $227,000 allocation of funding has been spent. More information will be provided on the City’s website prior to the launch date, and no early applications can be accepted.
Rebate amounts were set by the State and will be applied as follows:
Low-Income Deed-Restricted (for a minimum of 20 years) ADUs:
• $15,000 for units under 500 square feet
• $10,000 for units between 501-750 square feet
• $5,000 for units between 751-1,000 square feet
Non-Deed-Restricted ADUs:
• $7,500 for units under 500 square feet
• $5,000 for units between 501-750 square feet
• $2,500 for units between 751-1,000 square feet
No rebates will be offered for any ADUs over 1,000 square feet.

As Concord continues to implement its updated Residential Tenant Protection Program that went into effect in April 2024, City staff have created a web page and materials to help tenants and residential property owners understand how the new law applies to them. In addition, the City launched an updated Rent Registry Program in November.
The goal of the updated ordinance is to strengthen tenant protections, which is also a program outlined in Concord’s Housing Element.
If you are a residential property owner of a rental property in Concord, you must complete registration of your rental units by Jan. 19, 2025. This applies to all rented single-family homes and condominiums, all multifamily rental units, all rented mobile home units. It does not apply to rented accessory dwelling units (ADUs). Please use the chart below to find out whether your property is subject to rent stabilization and/or just cause for eviction provisions.

In April 2024 as part of Concord’s state-approved Housing Element, the City began a project to consider rezoning properties under the Affirmatively Furthering Fair Housing (AFFH) program. Since then, City staff have held seven community meetings and surveyed community members to learn more about the locations being considered for rezoning.
On Tuesday, Jan. 7, the City Council and Concord Planning Commission will hold a joint meeting to receive an update and review sites being considered for changes in allowable land uses to enable the development of residential housing at greater densities than what is currently allowed.
The Council encourages public comment at this meeting, which will be held on Jan. 7 at 6 p.m. at Centre Concord, 5298 Clayton Rd.

The rezoning program will not affect any of the land uses currently permitted on the properties under review.
As required by the State of California, the AFFH program is part of Concord’s Housing Element and commits the City to rezoning at least 20 acres in higher resource neighborhoods to allow higher density multifamily development (up to 60 units to the acre).
AFFH is a provision of the Fair Housing Act, Title VIII of the Federal Civil Rights Act of 1968, which prohibits discrimination in housing and ensures equal housing opportunities for all. California law mandates that cities actively further fair housing in their planning processes and take meaningful actions to combat disparities resulting from past patterns of segregation, and to foster inclusive communities.

On Oct. 22, the City Council approved the investment of $5 million of one-time dollars to six local organizations for the implementation of the strategies contained in the Homeless Strategic Plan that the Council adopted in February 2024.
These organizations are offering a combination of temporary housing and comprehensive support services to help individuals transition out of homelessness:
• Caminar, Rapid Rehousing: $1,580,000
• GROW Concord, Mobile Resource Unit: $1,705,000
• Hope Solutions, Permanent Motel Supportive Housing: $760,000
• NAMI Contra Costa, Mobile Resource Unit: $200,000
• Northern California Family Center, Scattered Site Interim Housing: $25,000
• Veterans Accession House, Scattered Site Interim Housing: $730,000
In addition to supportive housing, these programs will deliver fieldbased services to people in their current sheltering locations, addressing essential needs such as medical care, substance abuse treatment, food and hygiene, and workforce development. The ultimate goal is to support individuals with successfully exiting homelessness and achieving permanent housing.

The City’s Camp Concord campground in beautiful South Lake Tahoe was proud to host students from the UC Berkeley Haas School of Business undergraduate program this September as they kicked off their fall semester – and their first year together – through “Haas Base Camp,” a weekend of community building at camp.
Students participated in fireside chats, competed in the “Cohort Olympics,” learned Cal songs, and made friends with their new classmates.
Camp Concord is a 29-acre forested site that some call the “happiest place on dirt.” Families, seniors, and groups can reserve space to unplug, relax, and enjoy the great outdoors.
Registration for the “50 & Better” weeks opens Dec. 2; registration for family camp opens Jan. 13 for Concord residents, and Jan. 16 for non-residents. Groups that want to reserve the facility as a private rental can make arrangements by contacting the camp director.

With a third year of the Creative Concord mural program now completed, dozens of painted utility art boxes adorning street corners around town, and two successful art exhibits at Centre Concord, the City is building a reputation as an arts destination.
Creative Concord, the mural program that also brought live canvas painting and musical acts to Todos Santos Plaza for an October Art & Music Jam, returned for its third year with the installation of six new murals around downtown. This brings the total number of murals in Concord to 18 in just the three years since the program’s inception.
What’s more? The City of Concord was honored this fall by the League of California Cities with the prestigious Helen Putnam Award for Excellence in the category of “Economic Development through the Arts” for its Creative Concord public arts program.
Coming out of the pandemic, Concord understood the importance of developing a strong sense of place that represented the community’s identity and spirit. Simultaneously, the City wanted to support the economic vitality of Concord by attracting visitors, supporting local businesses, and boosting tourism.
Since its inception, the program has brought together more than 100 organizations, businesses, and advocates to collaborate and help make Creative Concord thrive. The program, which was made possible through a collaboration among the city, art-centric agency Local Edition Creative, and the tourism bureau Visit Concord, helped highlight local artists who have ties to the community and wanted to see it shine. At the same time, the Concord Art Association (CAA) has been busy adorning utility boxes around town with beautiful paintings of landscapes and whimsical images that showcase the best of what Concord has to offer. CAA also made a splash this year by hosting two exhibits at Centre Concord (5298 Clayton Rd.). After the success of their debut show, “Meet the Artists,” CAA installed their latest exhibition, “This is How We Do It,” which will be on display through Jan. 10. The show includes more than 30 pieces of original art in various art mediums, including oil, ink and digital. Most of the artwork is available for sale, with a percentage of the proceeds donated to the CAA Teacher’s Grants and Scholarship Programs.
The City of Concord is within the Walnut Creek and Mt. Diablo Creek drainage basins, which discharge into Suisun Bay. The City’s creeks and drains (Walnut Creek, Galindo Creek, Pine Creek, Ditch No. 2, Farm Bureau Drain, Clayton Valley Drain, and Mt. Diablo Creek) are susceptible to flooding, posing potential risks to life, safety, and significant property damage.

Certain areas in the City have been designated by the Federal Emergency Management Agency (FEMA) as Special Flood Hazard Areas (SFHAs). Approximately 1,500 homes are partially or entirely within these flood zones. SFHAs are areas within the 100-year flood boundary, meaning there is a 1% chance of a flood of this magnitude occurring in any given year.

Purchase flood insurance on your property.
Standard homeowner’s insurance doesn’t cover flooding; a separate flood policy is needed. Coverage is available for buildings and contents; renters can insure their possessions. The City of Concord participates in the National Flood Insurance Program (NFIP), offering federally backed insurance, even for properties outside the 100-year floodplain. Concord’s involvement in the Community Rating System (CRS) provides premium discounts for floodplain property owners.

Maintain drainage channels and pipes free of obstruction and debris.
The City of Concord regularly cleans and maintains drainage channels and pipes in easements and rightsof-way. Residents are encouraged to help by removing or reporting obstructions like shopping carts, leaves, and debris. All storm drains lead directly to creeks and eventually the bay. Dumping trash, leaves, paint, grease, or other materials into the drainage system is illegal and can harm water quality and cause flooding. Report illegal dumping to 1-800-NO-DUMPING (1-800-663-8674). For assistance with private creek maintenance, including stream bank bioengineering, weed control, planting, and irrigation, call the Public Works Department at 925-671-3050 or the Watershed Nursery at 510-234-2222 or visit watershednursery.com
Protect your property from the hazards of flooding. If your property’s floor level is below the Base Flood Elevation (100-year flood level on FEMA maps), consider elevating your structure if possible. To protect against imminent flooding, use sandbags to block water entry. The City’s Public Works Department offers free sandbags at the Corporation Yard, 1455 Gasoline Alley. Move valuables and furniture to higher areas to reduce damage. City staff can visit your property to assess flood risks and suggest mitigation measures. Flood protection resources are available at the Concord Public Library.

Meet improvement requirements.
The NFIP and City of Concord Ordinance require that if reconstruction, additions, or improvements to a building cost 50% or more of its market value, the building must meet new construction standards and be elevated above the base flood elevation. For more information, contact the Engineering Division at 925-671-3425.
All development within the City requires a permit. Always check and fulfill permitting requirements with the Building Division at 925-671-3107 and/or the Engineering Division at 925-671-3425 before building, altering, filling, or re-grading any part of your property or property within any easement or right-of-way. Report any suspected permitting violations by calling the numbers referenced above.
Keep an emergency supply.
Non-perishable food, water, batteries, flashlights, a manual can opener, a battery-operated radio, and a first aid kit should be kept available for use during an emergency in a place known to all family members. Include the name, location, and contact information for an emergency point of contact in the emergency kit. Update the emergency kit annually.
• In a major emergency, the City will provide a contact number on its website and through the media. Tune your radio to KCBS at 740 AM and your television to Comcast channel 28, Astound channel 29, or U-verse channel 99 for updates.
• If your property is in imminent danger of flooding, contact PG&E at 800-743-5000 to request a power and natural gas shut-off or for instructions on how to do it yourself.
• If dangerous flooding conditions are imminent, avoid driving if possible. Do not attempt to drive or wade through deep water or running washes. Steer clear of unstable banks. Develop an evacuation plan for your family, avoid low-lying areas, and seek shelter in the highest areas possible.

Follow established procedures for property damage repairs:
Select a contractor licensed in their specific trade, such as an electrician, plumber, gas, mechanical/ HVAC, or building contractor for the associated work. The City requires contractors to be licensed by the state, hold a City of Concord Business License, and have liability and workers' compensation insurance. Ensure your contractors obtain the necessary permits for the work being performed. Permits are required for any permanent improvement (including roofing, siding, additions, alterations, etc.) to a structure and for site work such as grading and filling. Permits are required even if the homeowner is doing the work themselves.
Recognize the natural and beneficial functions of floodplains to help reduce flooding.
Floodplains are a natural component of Concord’s environment. Understanding and protecting their functions helps reduce flood damage and conserve resources. Flooding that spreads across the floodplain dissipates energy, resulting in lower downstream flood flows and improved groundwater recharge.
Floodplains also provide scenic landscapes and valuable wildlife habitat. Poorly planned floodplain development can cause streambank erosion, property loss, flood risk for downstream areas, and degraded water quality.

FREE FEDERAL AND CA INCOME TAX RETURN PREPARATION will again be offered in 2025 by AARP Foundation Tax-Aide volunteers on Wednesdays and Thursdays at the Concord Senior Center. All volunteer tax counselors have had extensive training, passed all required tests, and are certified by both Tax-Aide and the IRS to prepare returns within the scope of the program.
Appointments for tax return preparation beginning February 5 through April 10 can be scheduled starting January 2, 2025, by calling the Concord Senior Center at 925-671-3320.

The Recreation Services Department hosts day trips, specifically designed for the ease and comfort of adults 50+, to diverse destinations, featuring attractions, shows, group dining, and guided tours! Visit the Concord Senior Center for trip flyers.
Any trip or tour that requires an overnight stay is considered extended travel. Extended travel opportunities are organized by TravelCenter Tours and Travel. Travel agents are available to discuss reservations and plans for your extended travel plans.
Searching for your next adventure? Enjoy the freedom of travel without the stress of planning with our hassle-free extended travel packages. Flyers and booklets are available upon request for each extended trip to review itineraries and travel costs for each trip.
Review the flyer for each travel program. Determine if the mobility rating is appropriate for your physical fitness level and health. Register for a program online, in-person or over-the-phone with our registration staff at any of the Community Centers.
Our travel programs are designed for specifically for adults 50 and better. However, passengers may register younger family members or friends to join them as guests, as long as they are accompanied at all times during the trip.
If a trip is sold out, a waitlist will be formed. If there is a cancellation, registration staff will contact interested participants on a first-come, first serve basis.
Travel programs may need to be cancelled in advance if trip minimums are not met in advance. Help us spread the word about upcoming trips to avoid potential cancellations.
As a result of passenger minimums and prepaid deposits, refunds will not be permitted within 30 days of a trip without a replacement. Cancellations are subject to a $5 withdrawal fee. Trips are rain or shine.
Roundtrip transportation from the Concord Senior Center will be provided on a commercial motor coach or in a passenger van. Refer to the trip flyer for details.
It’s important to note that each person’s mobility can vary widely, and these ratings are intended to provide a general guideline for mobility levels of day trips.
Suitable for passengers who have limited mobility, use a wheelchair, or use a walker. Walkable destinations in this category include places that have flat terrain, easy-to-navigate or handicap accessible paths, and minimal obstacles.

Enjoy swimming lengthwise across the three lakes rumored to be home to legendary monsters. These legendary lakes include Loch Ness, Lake Tahoe, and Lake Memphremagog to complete the Triple Crown of Lake Monster Challenge. Vicki Gersten-de Castro is an AEA Aqua Pro Certification, and an Aqua Zumba license instructor, whose teaching career started in 2017. Vicki knows how to make water workouts both effective and entertaining. Her class is described as a “killer workout and a great experience” as she mixes up fun, humor, and innovative moves. Enjoy Vicki for a high-energy class that’ll keep you moving.
Nannette Videa Latinx, Nannette was born in San Francisco and has danced with heart and soul since the age of four. She is the founder of a wellness company WorkoutTemps and has been teaching Zumba since 2009. Her classes are invigorating and fun.

The American Red Cross Lifeguarding course teaches lifeguards the skills and knowledge needed to prevent and respond to aquatic emergencies. It provides an opportunity to complete all required certifications in one course. This course is blended learning class and has an online portion that must be completed before the first day of classes. Must be 15 by the last day of the course. Ready, Set, Swim! Come join our City of Concord’s aquatic staff for a fun-filled springtime event for the whole family. Splash around and hunt for eggs in our shallow water short course lanes. Once you have gathered all your eggs, enjoy arts and crafts and games on the grass.
Anyone who plans on participating in the event must be registered online. Please keep in mind, children 8 years and under, and/or anyone wearing a Coast Guard-approved flotation device must be accompanied by a legal guardian and within arm’s reach at all times.

Try our classes. If, after attending the first class, you are not happy with the quality of the program, call us right away. Tell us what was wrong so we can make it right. If you call before the second class we will give you a full refund or credit. There are no refunds for non-attendance, one-day workshops, trips or materials fees.
Refunds due to course cancellations can take up to 2 to 4 weeks to process. A credit left on a customer’s account will expire 12 months after the date of issuance.
If you wish to drop or transfer to another session, call us at least five full working days before the start date for a refund or credit. $5.00 Withdrawal Fee applies to all cancellations. Please note: Programs with different cancellation fees are noted and only the higher fee applies, not both. No refunds for non-attendance, one-day workshops, trips or materials fees.

I, the undersigned, wish to participate in one or more activities (hereinafter collectively referred to as “the Activity”) conducted in collaboration with the City of Concord’s Recreation Services Department. I am aware that serious accidents and injuries occasionally occur during recreational pursuits such as the Activity. In consideration of my participation in the Activity, I knowingly and voluntarily assume all risks arising therefrom, and on behalf of myself, my heirs and assignees release the City of Concord, its officers, agents, employees and volunteers from any and all claims, liens, damages, lawsuits, or liability for property damage, injury or death, resulting from, arising out of, or in any way connected with my participation in the Activity.
I agree and acknowledge that this Waiver and Release From Liability/Assumption of Risk shall apply even in the event that I suffer death, personal injury, or property damage as the result of passive or active negligence on the part of the City of Concord, its officers, agents, employees, or volunteers of the City (with the exception of sole, active negligence, or willful misconduct). In the event that the individual participating in the Activity is a minor, I certify that I am his/her parent or legal guardian and I give my permission for him/her to participate in the Activity. I understand my signature is a legal and binding signature and will be considered original if received by fax.
In addition to the forgoing, I give consent to Concord Recreation Services Department or any other media agency authorized by the City of Concord to photograph or video me (or the minor on whose behalf I am signing this waiver), and to use such photographs/video footage in brochures, newspapers, social media, or other forms of media describing City of Concord activities. I agree to advise the City of Concord Parks & Recreation Department in writing if I do not agree to the forgoing.
On behalf of myself and/or my son, daughter, or person for whom I serve as legal guardian (the “Participant”), I acknowledge with my signature that the Participant wishes to participate in a City of Concord Recreation Services Department activity or program (“activities or programs”).
I understand that by participating in City of Concord activities and programs there is an inherent risk of potential exposure to infectious diseases, including but not limited to COVID-19/Coronavirus. The risk of potential exposure cannot be eliminated. On behalf of myself, the Participant, my heirs and dependents, personal representatives, assigns and insurers, I now voluntarily and knowingly release and hold harmless the City of Concord, its officers, employees, volunteers, agents, successors in interest, insurers, contractors, suppliers, vendors, assigns, and any persons or entities with which/whom the City is affiliated (hereinafter collectively referred to as the “City”), from any and all liability, lawsuits, or claims for injuries, death, or property damage resulting from, arising out of, or in any way connected with Participant’s participation in the activities and programs (collectively “Claims”), including but not limited to Claims arising out of or in any way related to any emergency medical care administered, any illness or infection or disease, and COVID-19 or Coronavirus related health issue or exposure. This waiver and release shall apply even in the event that such personal injury, death, or property damage is caused or contributed to in whole or part through the passive or active negligence of the City (with the exception of sole, active negligence).
I agree to defend, hold harmless, and indemnify the City from and against any and all Claims (including attorney’s fees) arising out of, or in any way related to Participant’s participation in the activities and programs, any actual or alleged negligence of myself or Participant, any emergency medical care administered, any illness or infection or disease, and/or COVID-19 or Coronavirus related health issue or exposure.
I/WE HAVE READ THIS WAIVER AND RELEASE IN ITS ENTIRETY. I/WE FULLY UNDERSTAND IT, AND RECOGNIZE THAT THIS WAIVER AND RELEASE IS A LEGALLY BINDING DOCUMENT. I/WE UNDERSTAND THAT BY EXECUTING THIS WAIVER AND RELEASE, WE ARE VOLUNTARY ASSUMING THE RISKS DESCRIBED HEREIN, AND WAIVING OUR LEGAL RIGHTS ASSOCIATED THEREWITH.
