In February 2020, the Council launched the East Barnwell Conversation to find out the views of residents on the future development of the area. We received hundreds of comments in the first stage of the East Barnwell Conversation. You told us what was important to you. Based on residents’ feedback the Council published a draft masterplan for the area, discussing some of the options for providing new community facilities, business space, open spaces and Followinghousing.the first stage of the East Barnwell Conversation, we now want to build on this work to consider more detailed plans for the regeneration of the Central Area.

THE CENTRALBARNWELLEASTAREA

The East Barnwell Central Area is the area at the intersection of Barnwell Road, Newmarket Road and Wadloes Road. The consultation showed that traffic issues are a major concern. The Greater Cambridge Partnership (GCP) is carrying out a study of the Eastern Approaches to Cambridge and Newmarket Road which looks to address this. There have been two stages of public consultation and they are currently looking at two options for the Newmarket Road / Barnwell Road junction. Both of these options involve reductions in the space taken by the highways and improved pedestrian and cyclist movement around the junction. The GCP is currently working towards a decision on this.

The central area of Barnwell is dominated by the junction which cuts the community into four separate areas. Currently the Local Centre comprises shops, community facilities, and flats.

• Newmarket Road has few crossing points for pedestrians and acts as a barrier which splits up the current centre

There is an opportunity to transform the East Barnwell central area to create a new vibrant heart to the community. There is potential to work alongside different organisations to deliver improved facilities, services and high-quality public open spaces and housing for the local community. New community facilities, business space and housing were flagged up as priorities in the Framework for Change consultation. Both Cambridge City Council and Cambridgeshire County Council propose to work together to deliver these priorities for the community. A final decision on this will be taken in September. In terms of housing, at least 40% of the new homes coming forward in this area as part of the regeneration would be affordable or council rented. The Council has an aspiration to increase this provision but this is dependent on receiving grant funding from Homes England. We want to get your feedback to help shape our proposals ahead of a council decision in September.

Cambridge Investment Partnership (CIP) is an equal partnership between Cambridge City Council and Hill Group. The partnership seeks to utilise the skills and expertise of both partners to deliver high-quality new community facilities, business space and new homes to support local communities and economies.

So far CIP has supported the City Council in delivering 4 new community centres, 2 pre-schools and business space in 3 local centres alongside more than 1,000 new homes across the city. The partnership has a reputation for delivering high quality, environmentally sustainable new developments.

Working together with the City Council and County Council, CIP’s aspirations for East Barnwell include: BARNWELLFORASPIRATIONSCIP’SEAST Create a vibrant new heart for East Barnwell with all community and business uses in one place Deliver a new community centre and library for the local community Build a new pre-school facility to bring back the pre-school closer to local residents Replace the ageing existing shops with new, flexible business space that can adapt to the changing needs of the community Provide new public open spaces that are both biodiverse and accessible to all Deliver low carbon, energy efficient new affordable housing for Cambridge City Council

THE SOUTH SIDE OF THE CENTRE Our aim is to regenerate the central area to create a new exciting destination for East Barnwell, starting with the south side. These sites are a priority because: • Delivering a new community centre and pre-school has been an aspiration for a long time • We want to make better use of council-owned land • There is an opportunity to start the process of creating a thriving centre Working together the City and the County Council are looking at three sites south of Newmarket Road. These sites are occupied by: • East Barnwell Community Centre and MUGA • The Local Centre (the shops and the library) and 18 flats • Bowls Club and Tennis Court The three sites EAST BARNWELL THE FUTURE OF

The area shaded pink is designated as ‘site R6’ for new housing – this means the principle of new homes here is supported. The area shaded blue is designated as ‘Local Centre’ – this means business space on the ground floor is important and the existing area needs to be re-provided.

The area edged and dotted green is designated as ‘Protected open space’ - this means the open space area will need to be re-provided within walking distance. Our proposal is to re-provide the area designated as protected open space in two areas:

• While a new tennis court is likely to be re-provided at Abbey Leisure Centre, the area of the tennis court and private open space will be re-provided as new public and communal open space within the new development

• The existing area of the bowling green and pavilion buildings will be re-provided within new facilities on the overflow car park at Abbey Leisure Centre

Cambridge City Council has a Local Plan adopted in 2018 which allocated the central area for a mix of different uses.

Delivering a new Community Centre has been a long-standing county council project. The current Community Centre is in poor condition and not fit for purpose. It is also isolated from the main centre, which contributes to the sense of Theredisconnection.isanopportunity to relocate the community centre, library and pre-school to the site of the Bowls Club in new facilities adjacent to a new community green. The Bowls Club would be relocated to a new bowling green proposed beside Abbey Leisure Centre. This proposal would also allow us to provide a library and pre-school and provide new public open space to bring the community together with more joined up facilities and services. This proposal would build on the work the county council has already done. We can also deliver around 60 homes on this site, helping to provide much needed housing to meet local need.

The existing East Barnwell Community Centre includes:

A new bowling green and clubhouse could be re-provided at the Abbey Leisure Centre within the overflow car park, occupying the space which has recently been used as a Covid-19 test centre for the last two years. We are also exploring options to relocate the tennis court and multi-use games area, (which is currently at the community centre site), around the Abbey Leisure Centre too. By relocating these facilities, the Abbey Leisure Centre would become a stronger focus for sports, leisure and recreation facilities for Barnwell.

There are several location options currently being reviewed for suitability of these facilities around the Abbey Leisure Centre by a range of Council officers, and more details of potential on site locations will be made available for feedback and comments over the coming weeks.

• A public tennis court in need of surface repairs and has also suffered vandalism to the fencing and surrounds.

• A multi-use games area which is undersized and in need of improvement

• A bowling green, private lawn and old clubhouse, which has recently suffered serious vandalism.

Both the Local Centre Site and the Community Centre sites have limited usable public open space with much of the space dominated by parking.

The Local Centre site is home to a parade of shops which is valued by the community but is in poor condition. There are 6 flats above the shops and a separate block of 12 flats which fronts onto Newmarket Road.

If all of the community facilities and services are relocated to the other side of Barnwell Road, there is an opportunity to create two high-quality developments here with new, flexible business space designed to serve the present and future needs of the local community, a new public square and up to 100 new homes. This will create a lively neighbourhood where residents have access to a range of amenities on their doorstep.

Redevelopment, if it takes place, is likely to be phased. The timing of this will depend on the redevelopment programme and where your current home is located, but we will discuss this with you as early as possible. You may be able to move straight into one of the new homes across the road. You’ll have to move out, but we’ll help you by: Giving you a year to complete your move –though most people will move within six months You’ll also have a dedicated person to assist you in your search and provide guidance on the moving process The move could be to a new location or you have a right to return to the new development You’ll get a Home Loss Payment for having to move Council tenant Property owners We will give you the highest priority on Homelink - this is emergency banding We would pay you for the market value of your property You get an extra payment equal to 10% of the value of your home as compensation for having to move for having to move and 7.5% for non-resident leaseholders We will aim for a like-for-like house type move – some residents may be able to make a single move to one of the new homes but that cannot be guaranteed You’ll have the choice of some of our other new build flats and houses You may be able to make a single move to one of the new homes but that cannot be guaranteed

A decision on whether the City Council will work alongside the County Council to deliver these sites will be taken in September. At this point, a decision on redevelopment will be taken. If approved, the Council has an excellent record for minimising disturbance to businesses and community centres during redevelopment and will be considering options to ensure that the local community is supported through the construction phase.
