This code of conduct sets out the standards and behaviours we expect of suppliers contracted to support the work of the Department of Health and Social Care (DHSC).

Updated to replace all references to the Public Contract Regulations 2015 with the Procurement Act 2023, which came into force on 24 February 2025. The prompt payment policy has been updated: all public procurement contracts must include a 30-day payment term, which is implied even if not explicitly written into contracts. In the sections on ‘social value’ and ‘human rights, modern slavery and labour standards’, procurement policy note references and links have been updated.

The next batch of GB MCL Agency Opinions are now available for download.

A GB MCL Agency Opinion formally proposes the GB mandatory classification and labelling for chemical substances, based on the scientific and technical assessment of the scientific data in line with the GB CLP Regulation, together with an assessment of the policy and socio-economic impacts on the UK.

It sets out whether there is adequate scientific evidence to support a new or revised GB MCL of a substance and what the potential impact of the proposed GB MCL may be.

These GB MCL Agency Opinions relate to substances for which HSE (as the GB CLP Agency) published an Agency Technical Report under Article 37 of the GB CLP Regulation in 2024.

Blue Orchid to convert Atlas House into luxury hotel

Atlas House on King Street, Cheapside, London, will be transformed from a vacant former office building into a luxury boutique hotel by Blue Orchid Hospitality.

The landmark Italianate-style property will now be redeveloped by Blue Orchid Hospitality, the hotel group owned by Integrity International Group and led by hotelier and developer Tony Matharu.

The Grade II-listed building is set to include 104 guest rooms, a restaurant, cocktail bar, health club, spa, swimming pool, gym, and flexible public workspaces.

Blue Orchid said the building will target a BREEAM ‘Excellent’ rating and will aim to achieve Biodiversity Net Gain, with the scheme focused on restoration and enhancement rather than structural change preserving the character of this heritage site.

The addition of Atlas House expands Blue Orchid’s portfolio of luxury independent hotels and residences in London, which includes Tower Suites, The Wellington, Tower Residences and the upcoming 55 Broadway.

Tony Matharu, founder of Integrity International Group, said: “I am delighted that we are able to move forward with our proposed plans for this landmark building in the heart of the city, affording us on the opportunity to demonstrate our continued commitment to invest in and breathe new life into London property, particularly those buildings at the end of their previous lives; ensuring that London remains the best place to live, work, visit, and invest.”

Bird Group acquires Wiltshire’s Beechfield House

Bird Group, the operator of Roseate Hotels & Resorts, has acquired Beechfield House in Wiltshire to add to its growing portfolio of UK properties.

Grade-II listed Beechfield House was sold by Chris Whyte who has owned the 24-bedroom hotel for the last 19 years, and now plans to retire. The property was sold off a guide price of £4m. Alongside the bedrooms, the hotel features an Orangery, walled garden and swimming pool, plus a number of meetings and events spaces. Much of the building’s Victorian architecture has been retained, including high ceilings and antique fireplaces.

Roseate Hotels & Resorts operates eight luxury hotels across India and the UK, including sites in Reading, Bath, Edinburgh and London.

News in Brief:

• The RIBA, headquarters of the Royal Institute of British Architects, based Portland Place, will temporarily close from this June to undergo a two-year modernisation programme.

• A new Radisson branded hotel is part of a development at Oxford United’s proposed new stadium near Kidlington. The hotel will have 180 bedrooms and is part of a wider development which includes a Conference and Exhibition Centre with a capacity of over 1,000 delegates. A summer 2026 opening is anticipated.

• Nobu Hospitality is venturing outside London. They have plans to open a 160-bedroom hotel in a 76-storey tower in Castlefields in the centre of Manchester. The hotel will also include events spaces plus a Nobu restaurant and bar. No anticipated opening date has been published by the Radisson Hotel Group: has announced the opening of the 154-bedroom Radisson Blu Hotel in Pinstone Street in Sheffield city centre with 154 bedrooms, a restaurant, bar, fitness centre and six meeting and conference suites with the largest seating up to 190 delegates theatre style.

• Plans have been approved for the first Zedwell Hotel in Scotland. It is planned to open in the former Debenhams building on Princes Street, Edinburgh, with over 600 bedrooms. It will be the brand’s first hotel in Scotland. No anticipated opening dates have been published yet.

• Hilton Hotels have announced the signing of DoubleTree by Hilton Belfast City Ten Square. The hotel is about to undergo a multi-million refurbishment. The hotel includes 131 bedrooms and suites, a restaurant and bar plus a range of meeting and events suites. The hotel is the 1,000th property in the group’s EMEA region.

• Staying in Belfast and with Hilton, the group is planning a European brand launch with Tempo by Hilton Belfast City Centre, the first Tempo by Hilton hotel outside the US. Expected to open late 2026, it will have 144 bedrooms and suites plus a fully equipped fitness centre.

• ASM Global Europe are planning to open four new UK venues by 2027. They are:

• Becketwell Performance Venue, Derby with a 2,100-theatre style auditorium set to open Spring 2025.

• The Sage ICC, Newcastle Gateshead with 5,000+ sq-mt exhibition space plus 17 conference and meeting spaces, opening 2026.

• The New Olympia Conference Centre located alongside the existing Olympia complex in London. It will include 14 meeting rooms plus 2,000sq-mt of flexible space, opening 2026.

• Southport Marina Lake Events Centre (MLEC) accommodating 1,200 theatre style plus 1,500m2 of exhibition space – also expected to open in 2026.

• Singapore-based Royal Group Investments Pte Ltd (“Royal Group”) has acquired the former Westminster Bank building in Mayfair, London, United Kingdom for GBP65 million and plans to invest a further GBP45 million to redevelop it into a 50-key, all-suite luxury boutique hotel. This will bring Royal Group’s total investment to GBP110 million, translating to approximately GBP2.2 million per key. The hotel is scheduled for completion by the end of 2026.

Morgan Sindall has started the construction of a new purpose-built commercial science facility in London’s King’s Cross district. The Versa building is designed by David Miller Architects

The four-storey Versa building is the second of four buildings being planned by Dutch company Kadans Science Partner’s within the Tileyard Quarter in King’s Cross. Due to complete in the second quarter of 2026, and located at 4 Brandon Road, Versa will provide 51,500 sq ft of space, designed to accommodate a range of uses from CL2 labs to dedicated production and pilot spaces.

Versa will supplement Kadans’ existing facilities at Mayde, a neighbouring 114,000 sq ft building that opened last year. Mayde was also built by Morgan Sindall. Kadans has further plans to develop more than 300,000 sq ft of laboratory, office and manufacturing space at Tileyard Quarter.

British Library Unveils £1.1 Billion Expansion to Boost Public Access, Innovation and Cultural Infrastructure

The British Library has confirmed a landmark £1.1 billion development plan for its St Pancras site in London. Backed by SMBL, a subsidiary of Japanese real estate developer Mitsui Fudosan, the project will see the addition of 100,000 sq ft of new public space. The expansion significantly enhances the Library’s role as a central cultural, scientific, and innovation hub for the UK, combining heritage access with forward-looking development.

A key feature of the plans is doubling the Library’s current gallery space. This increase in exhibition capacity is expected to improve public engagement with the national collection, enabling larger, more frequent, and more varied displays of rare and significant materials.

Roe Valley Resort Unveils £20m Expansion Plan to Create Family-Focused Destination in Northern Ireland

Roe Valley Resort, a four-star spa and golf resort in Limavady, has submitted a planning application for a £20 million expansion to reposition the property as a leading family-friendly destination in Northern Ireland. The proposed redevelopment includes many new features designed to broaden the resort’s appeal and align it with the growing demand for all-age leisure experiences.

The investment, led by Roe Park Holdings Ltd, outlines a vision to evolve the resort into a compact, activity-focused retreat, drawing inspiration from successful models such as Center Parcs. The project's first phase will focus on family engagement, with additions that combine active recreation, soft play, and enhanced dining.

New developments will include a helter-skelter, poolside water slides, an indoor games zone, and a soft play area all designed to attract young families. An expanded pool area will anchor these additions, positioning the resort as an attractive choice for parents seeking short-break destinations that offer comfort and entertainment.

Mace tops contracts league with Euston Tower win

Mace soared above its rival contractors to secure the highest value of new work for the second month running in the March contracts league.

It took pole position on the strength of a trio of big orders. These included a £600m contract for the Euston Tower overhaul in London for British Land, the £140m pier 6 extension at Gatwick Airport worth £140m and a £100m project for the Pandemic Science build at Oxford University.

According to data compiled by Barbour ABI, the value of projects secured by the leading 50 contractors plunged by 16% to £3.56bn in February from £4.26bn. The number of project awards slipped to 122 from 132 in February. The run of big contract wins for Mace also catapulted the firm into third place in the league for accumulated new orders in the rolling 12 months to March. Sir Robert McAlpine and Morgan Sindall remain ranked in first and second respectively, with little now separating the top three.

Among the other big wins in March, Balfour Beatty secured a £200m contract for the Hykeham Relief Road from Lincolnshire County Council. In the Capital, commercial office upgrade work is starting to offer rich picking for contractors.

Ardmore was confirmed for a major grade 2 building upgrade at 25m Finsbury Circus in the city worth around £150m, while BAM secured a major tower refit and building extension at the Broadgate Campus and Morgan Sindall bagged the office refit for Brookfield Property at 1 Leadenhall Street.

Bouygues to build Cardiff & Vale campus facilities

Bouygues UK has been awarded the contract to build the Barry Waterfront Campus and the Advanced Technology Centre in the Vale of Glamorgan for Cardiff & Vale College (CAVC). Bouygues UK will deliver both buildings through a single contract under the Welsh government’s mutual investment model (MIM) – the largest project yet delivered through the MIM programme.

The project has been developed by the Welsh Education Partnership Company (WEPCo) and designed by Shephard Robson Architects with Arup providing engineering services.

WEPCo is a joint venture between the Development Bank of Wales (Welsh government) and French investment company Meridiam set up to develop education facilities on behalf of local authorities and further education bodies in Wales. Work should start on site in June this year, with an expected completion in summer 2027.

Under the MIM, the new college campuses will be maintained and operated for 25 years by Robertson FM.

The Barry Waterfront Campus (BWC) is being built on a brownfield site in Barry’s Waterfront Innovation Quarter. It will have capacity for 900 full- and part-time students on a variety of courses including art & design, care, hospitality, catering and beauty therapy. A college restaurant and hair & beauty salon on the street front will be open to the public and run by students.

Morgan Sindall breaks ground on Radcliffe school

Morgan Sindall has finally started work on site on a school building contract that it was awarded back in 2023. Star Radcliffe Academy is a five-form entry, 750 place secondary school, operated by Star Academies, which opened in September 2024 in temporary facilities. Ahead of its new intake of Year 7 pupils in September, the temporary facilities are being extended to provide additional space and facilities.

Construction of the permanent school building, at the site on Spring Lane, is now under way.

The permanent building will be a three-storey, 6,000 sqm building, arranged as a ‘superblock’, with extensive external works and sports provision including a new access road and drop off area to be formed as part of the works.

Star Radcliffe Academy is the first new secondary school in Radcliffe in more than a decade, helping to address the demand for school places in the area. Morgan Sindall recently completed work at Pear Tree Academy, a new special education needs (SEND) school in Cheadle Hulme and is currently on site at Dixons Newall Green Academy in Wythenshawe and Newhouse Academy in Rochdale.

Kier wins first phase of Warwick's £700m STEM build programme

The University of Warwick has chosen Kier to be main contractor for the first phase of its £700m STEM Connect programme. The University of Warwick has plans to expand its course offerings and research in the fields of science, technology, engineering and mathematics (STEM). It is investing £700m in new facilities on its campus, including a £425m Science and Engineering Precinct. Kier has

been named preferred lead contractor for phase one. It is due to start construction when all enabling works have been completed later this year. The lead consultant and principal designer is BDP.

GMI starts York student rooms

GMI Construction Group has started work on a major purpose-built student accommodation (PBSA) scheme at Foss Islands Road in York. The £17m contract is the Yorkshire firm’s third PBSA project in the city.

The five-storey building will have 131 studios and two one-bedroom apartments, with communal amenities areas, including co-working study spaces, a fitness centre, social areas and courtyards. Completion is targeted for summer 2027.

GMI Construction Group already has two other live PBSA projects in York, with both due to complete this spring. These include a £50m 275-bed development for Olympian Homes on the former Rialto cinema and bingo hall site and a £22m project for S Harrison Developments on James Street, which will deliver 303 beds.

GMI project manager Mick Spells said: “We’re excited to break ground on the Foss Islands Road project – continuing our work expanding York’s student housing infrastructure.”

Fincantieri bags first AIDA Cruises order for 2 mid-sized ships

Carnival Corp. & plc ordered two ships of a new class for AIDA Cruises from Fincantieri. Delivery is scheduled in early 2030 and late 2031 (fiscal Q1 2030 and 2032).

With approximately 4,200 lower berths each, they are sized between the AIDA brand's 3,200-berth Hyperion class and the 5,200-berth Helios class. The value of the order was not specified but Fincantieri described it as 'very important,' that is, valued at more than €2m.

This brings Carnival Corp. & plc's orderbook to eight ships, set to enter service between 2025 and 2033. The other five vessels are this year's Star Princess, two Excel-class (Carnival Festivale in 2027 and Carnival Tropicale in 2028) and three 230,000gt Project Ace newbuilds (2029, 2031 and 2033). Six are from Fincantieri, apart from the two Excel newbuilds at Meyer Werft.

'With approximately 2,100 cabins each, these remarkable new ships give our guests a completely new class of ship which slot in perfectly between our 1,600-cabin Hyperion-class vessels and our more than 2,600-cabin Helios-class vessels,' AIDA Cruises President Felix Eichhorn said. He promised' amazing new features and experiences that we will reveal over time' and said the multi-fuel propulsion systems will 'future proof our operations into the coming decades.' The new pair will bring the AIDA fleet to 13 ships.

Irish tech billionaire to transform derelict country house into new hotel

Irish tech billionaire John Collison, who co-founded online payment system Stripe, is set to transform the derelict Millbrook House in Co Laois into a new luxury hotel. Mr Collison acquired Millbrook House from Laois county council in 2022 for just €400,000, with the understanding that he would transform the property on the Abbeyleix estate into a private home.

He pledged to spend €6 million restoring the site and said it would be used to welcome close friends and family from around the world who were visiting Ireland.

However, Collison has since been granted permission from Laois county council to develop it commercially instead. According to planning documents, Millbrook House will eventually be home to 16 guest rooms, a restaurant, and a market garden, as well as parking spaces for 42 cars. Some of the bedrooms will be housed within a revived stables, while the restaurant will be set within a new standalone building.

The documents stated: “Our client is committed to -delivering a five-star experience and unique offer, incorporating the restored Millbrook House and new restaurant offer.”

When the bid was first submitted, costs for the restoration were estimated at €6 million, which included €260,000 for emergency works and €4 million on the main project.

A further €379,000 was set aside for the stables with €84,000 -earmarked for surveying and planning. An allowance for inflation of €472,000 was also made, bringing the total to €5.2 million before VAT.

Millbrook House sits on the edge of the 1,000 acre Abbeyleix estate, which Mr Collison snapped up from previous owner Sir David Davies in 2018 for €11.5 million. Before that it was the family seat of the De Vesci family in Abbeyleix. The businessman is also renovating and changing other buildings on the estate, including the boathouse.

Ruby Group signs first hotel since IHG acquisition

Urban lifestyle brand Ruby Group is set to debut in Berlin in Q1 2028 with a hotel developed in partnership with real estate investment firm Empira Group. The project marks the first Ruby property signed since the brand was acquired by IHG Hotels & Resorts in February.

The hotel will be located in the long-vacant Ku’damm Eck building on Kurfürstendamm Boulevard and will offer 375 rooms across 11 floors, as well as a rooftop terrace with panoramic views.

Citybox signs 240-room hotel in Copenhagen

Citybox Hotels has signed a 240-room hotel in Kastrup, Copenhagen, in partnership with the real estate investment firm CapMan. Citybox will take over operations of the Best Western Plus Copenhagen Airport before commencing renovations to transform it into a Citybox-branded hotel. The refurbished hotel is expected to open in 2026, pending planning approvals.

The project follows CapMan’s acquisition of a 28hotel portfolio from Midstar, the largest Nordic hotel transaction to date. Citybox has secured a long-term management agreement with CapMan to operate the Copenhagen property.

IHG Hotels & Resorts has signed a management agreement with Haware Engineers & Builders to develop a new Holiday Inn Express & Suites Pen Mumbai Goa Highway. The 126-room hotel, due to open in the first quarter of 2028.

In 2010 they purchased the Phoenix (now the Romany Rye) hotel in Dereham and the Foley Arms in Great Malvern, the Swan Hotel in Leighton Buzzard and the Unicorn at Ripon. They opened the Cabot Court in Weston Super Mare in 2011.

The Holiday Inn at Hoylake was purchased from Sanguine in 2017 and sold in 2023. Work on a new hotel in Chester had stalled but has now been revived.
