Opportunities to Get Involved

As I’ve written previously in this space, the City’s role as a convener of community members is one of its most important. Following each municipal election, appointments are made to various Commissions, Boards and Committees that assist the City Council and staff in carrying out their work. The meetings of these groups are one of the places where the community convenes; a place and context where community members meet to discuss often difficult issues and reach decisions about matters that affect the way we live together. Appointments to the City Commissions, Boards and Committees expire every two years on January 31st following the municipal election. Each member is appointed by the Mayor with the advice and consent of the City Council at a regular public meeting. In the coming months the City will be soliciting applications for these positions in time for the City Council to consider making appointments in February. The City’s Commissions, Boards and Committees include the Planning Commission, Architectural Review Board, Mobile Home Rent Stabilization Board, Bluffs Management Advisory Board, Tree Advisory Board, Downtown “T” Business Advisory Board, Carpinteria First Committee, Integrated Pest Management

To complement their family’s curriculum, the kids participate in Classical Conversations with a Carpinteria-based community of homeschool families. The program covers eight subjects, including Latin and American Sign Language. The Chadwicks also belong to Homeschool Partnerships in Santa Barbara. “They love it,” said Erin. “They love their community.”

Committee and the Environmental Review Committee. You can also get involved by volunteering. For example, the City’s HOST and Community Emergency Response Team (CERT) programs are always in need of volunteers. HOST volunteers provide information to visitors from the Downtown visitor center kiosk from Memorial Day through Labor Day. CERT volunteers participate in emergency preparation training to help them prepare to assist their families and neighbors in the event of a disaster. Many current and past City Council members were first members of one of these appointed bodies and/or volunteered through a City program. I encourage anyone interested to consider serving their community through a City appointment or by volunteering. The crucial and fundamental role of city government as convener would be impossible without an engaged citizenry because reaching agreement on important matters does not occur at a point in time but instead is ongoing and evolving. Carpinterians have navigated a path to a successful community by being engaged, expressing opinions, and showing respect and tolerance for our differences. In an increasingly complex and challenging world, the willingness of Carpinterians to come together and work on challenging issues bodes well for its future. HOST Volunteers Selected as City’s Fall Community Partner The HOST Volunteers have been selected as the City’s fall 2018 Community Partner Award Recipients. Every weekend from Memorial Day through Labor Day, HOSTs volunteer their time at the downtown Visitor Center greeting visitors, answering questions about the Carpinteria Valley and providing information on activities that appeal to a variety of interests. HOSTs work in teams of two on either Friday, Saturday, or Sunday in two hour shifts (10am, noon, and 2pm). The City’s HOST Program officially began in 2006 after a successful pilot program. When the program first started, volunteers set up a table, chairs, and a canopy at the Seal Fountain in the Downtown where they greeted and assisted visitors. Eventually, the HOSTs needed more space and in 2009 they arranged for the design, permitting, and construction of the HOST Kiosk at the Seal Fountain. Over the years the HOSTs have greeted tens of thousands of visitors from almost every state and myriad countries and have donated thousands of hours of time. The Program is led by the HOST Steering Committee, who provide critical leadership and help set the direction of the program. The committee’s work also includes coordination of maintenance and repair of the HOST Kiosk, updating and tracking kiosk materials; working as HOST Day Captains, and recruiting and mentoring new volunteers. The HOST Program recently completed another successful season greeting more than 3,000 visitors from 36 states and nine countries. HOSTs also participated in First Friday festivities by keeping the Visitor Center open later during the these events. The City would like to thank all of the HOSTs for their volunteer efforts and congratulate them as the City’s fall 2018 Community Partner Award Recipient. Are you STORM-Ready?

The damage to our hillsides from the Thomas Fire is still evident as the next storm season approaches. New growth has not reached the levels needed to avoid the possibility of flooding and debris flows. Preparing now will help you handle whatever situation Mother Nature hands us. Here are five steps to help you become STORM-Ready: 1) Sign up for emergency alerts at www.awareandprepare.org. This is the Santa Barbara County emergency alerting system. 2) Make an emergency plan for you and your household. Your plan should include what to do if you are home when the emergency starts as well as if you are away. Be sure to include an out of town contact in your communications plan. 3) Build an emergency kit for your home, work, and vehicle. Kits should include important papers and supplies you will need if evacuated. Also, have enough supplies on hand if you need to shelter in place. Remember, utilities may be off during this time. Check your batteries. Make sure your flashlights and radio work. 4) Be aware of your surroundings. Whether at home or at work, know the flood risks in your area. 5) Don’t wait for an evacuation order. Leave the area if you feel unsafe.

Debris Flow Risk Map Available On-Line

Santa Barbara County Office of Emergency Management has released an interactive map to help you assess your risk of being impacted by debris flow during 2018 winter storms, including being part of a mandatory evacuation. To access the map, go to www.ReadySBC. org and click on maps. Enter your address to see if you are in or near an extreme risk area.

Storm Ready, Set, Go! Protocols.

The rainfall threshold used to determine potential evacuations is 0.8” in one hour. If the National Weather Service predicts this level of storm intensity, the County will start the Storm Ready Set Go protocols. • READY -- Given enough time (72-48 hours in advance), the Ready advisory will alert the community about an incoming storm. • SET -- The Set message is an evacuation warning that will go out to the affected areas (48-24 hours in advance) asking residents to prepare to leave. • GO -- If the storm remains a threat, the Go evacuation order will inform residents in the debris flow risk area to leave now (less than 24 hours before the predicted rain event). If you need assistance evacuating, don’t wait. It may be difficult to reach you once the rain event begins. Residents near debris flow risk areas or adjacent to any creek should be attentive, stay informed, and make their own decisions about if and when to leave.

The City of Carpinteria welcomes Ashley Chaparro, Senior Financial Analyst, to the City’s Administrative Services Department. Ashley is responsible for a variety of financial accounting duties as well as assisting with City business licenses. Prior to joining the City, Ashley attended Pepperdine University where she earned both her Master’s Degree in Public Policy with emphases in Economics and State & Local Government in 2016 and her Bachelors in Economics in 2013. After graduate school, she worked for the City of Oxnard in the Finance department as an Accounting Technician and later as a Management Analyst in the Public Works Department.
