County resident sustains major injuries in motorcycle crash

A 27-year-old Santa Barbara County resident was injured last Friday in a motorcycle crash on northbound Highway 101 near North Padaro Lane.

On Dec. 5 around 7:35 a.m., the resident was lane splitting on a Suzuki motorcycle when they collided with a white truck and sustained major injuries, according to the California Highway Patrol. Two lanes on northbound Highway 101 were closed after the accident. The crash is under investigation.

Carpinteria’s trash collector, E.J. Harrison & Sons, will collect trash one day later the week of the Christmas and New Year’s holidays, on Friday, Dec. 26, 2025, and Friday, Jan. 2, 2026.

For up to two weeks after Christmas — between Dec. 26, 2025 and Jan. 12, 2026 — residents can put out twice their usual amount of trash free of charge, the company said. All e tra trash and recyclables must be bagged, and all bo es must be attened.

E.J. Harrison & Sons will also recycle Christmas trees into mulch for trees cut into four-foot sections and placed in the organics/yard waste cart; whole Christmas trees placed at the curb will also be accepted but cut-up trees are preferred. Ornaments, hooks, lights, tinsel and all other decorations must be removed.

Updated EV rebates offered in the new year

Starting an. , 2026, Central Coast Community nergy C will o er customers cash rebates through its updated Electrify Your Ride (EYR) program, with rebates available for new and used battery-electric vehicles, plug-in hybrids, electric motorcycles, Level 2 chargers and charger installation.

An additional $500 is available when installing a bidirectional charger — technology that charges an EV when there is extra renewable energy, and returns that energy back to a home or grid when needed — 3CE announced this week.

“Transportation is the largest source of greenhouse gas emissions in California.

Making electri cation a ordable for our customers is one of the most meaningful steps we can take to combat climate change,” said 3CE Director of Energy Programs Chris Cook. “By adding support for bidirectional chargers, we’re giving people new tools to take control of their energy bill and reduce emissions at the same time.”

Several dedicated parents and family members volunteer during lunchtime to supervise, facilitate and build positive relationships with sixth, seventh, and eighth grade students at Carpinteria Middle School (CMS).

Both male and female caregivers support a wide range of structured activities — including gaga ball, basketball, soccer, volleyball, pickleball, football catch, and occasionally ag football — creating a safe, energetic, and inclusive environment for all students. Their presence provides reliable refereeing, coaching, and supervision, which not only enhances student engagement but also signi cantly supports positive behavior and a stronger sense of belonging on campus.

All parent and family volunteers are fully vetted through the Live Scan process, ensuring a safe environment for our students. We are incredibly grateful for the commitment of these families, and we continue to welcome additional parent or caregiver participation. Increasing parent presence during lunch further strengthens the school community and reinforces a culture of connection, safety, and shared responsibility at CMS.

Carpinteria High School (CHS) science teacher Mandi has been named one of ve recipients of the prestigious 2025 Carlston Outstanding Teachers of America award.

Presented by the nonpro t organization Above & Beyond Teaching, the award recognizes exceptional public high school teachers who serve in California’s most challenging school environments. She will receive a $10,000 cash award, along with a $2,000 grant awarded to CHS. Above & Beyond Teaching’s award recipients are nominated exclusively by former students who are either enrolled in or have graduated from four-year colleges and universities. Former students nominating Ms. de Witte described her as a transformational educator whose high expectations, innovative teaching strategies, and unwavering encouragement ignited their passion for learning. Many shared how her in uence e tended far beyond the classroom, instilling con dence and a belief in their own potential. The selection process is highly competitive and com-

California reports how districts, schools, and student groups perform on state measures including the CAASPP. Using comparable statewide data, the performance is represented by one of ve colors on the California Dashboard, running from Very High (Blue), High (Green), Medium (Yellow), Low (Orange), and Very Low (Red). Performance levels are not included when there are fewer than 30 students. The seven student groups for Carpinteria ni ed School District (CUSD) include Homeless, LongTerm English Learners, English Learners, Students with Disabilities, Hispanic, White, and Socioeconomically Disadvantaged. The CUSD Dashboard was presented at the Dec. 9 board meeting and can be found at: caschooldashboard.org.

Single Plan for Student Achievement (SPSA)

California Education Code 64001 and the Every Student Succeeds Act (ESSA) require schools that receive federal funds through the ConApp to consolidate all school planning requirements into the Single Plan for Student Achievement (SPSA). The SPSA is aligned with the board adopted LCAP, and it represents a school’s cycle of continuous improvement of student achievement. The annual process of developing, reviewing, and updating the SPSA includes a comprehensive review of data and the development of actions necessary to achieve school goals. CUSD principals are presenting their SPSA to the board on Dec. 9 for board approval.

CHS Muses

The Carpinteria High School Muses performed two one-act plays Dec. 3-6: “The Lonely Lighthouse” by B.D. Samuels and “Worth Keeping” by Alan Haehnel & Dirt Haehnel.

United Way partnership

CUSD is partnering with United Way to provide a free winter break program for transitional kindergarten (TK) through fth grade students, on Dec. 22, 23, 29, 30, 2025, as well as Jan. 5-7, 2026.

This Extended Learning Break program will o er daily literacy practice, ST AM activities, social emotional learning, outdoor play, and community exploration during the week.

Measure U

The Measure U team is working with McGillivray Construction to develop the Guaranteed Maximum Price (GMP) for the Aliso TK/K project by collecting and reviewing bids from all the trades. Following this review and value engineering process, the GMP will be submitted to the board for approval and construction will begin in the new year.

BY LIV KLEIN The Environmental Impact Report for the city’s controversial Sur iner Inn project is expected to be released early next year, Carpinteria City Principal Planner Mindy Fogg con rmed at Monday night’s Carpinteria City Council meeting, following a public comment section inundated with project critics.

“We’re making good progress on the draft EIR,” Fogg told the council.

The Sur iner nn pro ect — a bouti ue hotel proposed for the city’s Parking Lot #3, also known as the Amtrak Parking Lot — has been making its way through the city review process for several years.

The city first put out a request for hotel development proposals back in 2017, hoping to rent the lot out and partner with a developer to boost the local economy and improve foot traffic.

The city council approved 499 Linden Managers LLC as the developer, but the

two-story, 36-room inn has faced several hurdles since, including a petition and election to rezone the lot to prevent any development, which narrowly failed. The city’s Architectural Review Board last December granted preliminary design approval to the project.

Sur iner nn critics on Monday asked questions about the project’s review process and questioned the information used to choose 499 Linden Managers LLC — a group of locals — as the developer.

Alan Koch, who has spoken out against the project at several city meetings, added on Monday that he believes critical Request for Proposal (RFP) information remains missing to thoroughly vet the development group, such as the nancial ability to build and operate a hotel and a detailed business plan. Other speakers said more information is needed about the possible environmental impacts of Parking Lot #4, proposed for the other side of the railroad tracks as part of the Sur iner pro ect.

Affordable Housing committee formed

In an attempt to tackle longstanding city a ordable housing needs, the Carpinteria City Council on Monday approved the formation of an A ordable Housing Standing Committee and appointed Mayor Natalia Alarcon and Councilmember Al Clark as leading members.

“I really want to be on this committee — this is something I have been passionate about for a really long time and this is one of those topics that is really slow to move, and so I’m really excited about this opportunity to get some momentum going for our community,” Mayor Alarcon said.

According to Community Development Director Nick Bobroff, the committee will assist city sta in developing strategies, ordinances and programs to support production of a ordable hous-

ing. Committee members will also be responsible for researching funding opportunities for city housing projects and attending any educational events or forums that could provide the council with informative housing-related information.

Public commenters questioned the decision not to appoint members of the public to the committee. City legal counsel explained that while members of the public are not traditionally appointed to a standing committee, all standing committee meetings will be open to the public. Creating an advisory committee — a separate committee designation with members of the public on the board — is not a typical committee framework and would involve a change to city legal code.

City has clean financials, auditors confirm

The city of Carpinteria’s Annual Comprehensive Financial Report (ACFR) for the scal year 202 25 came back clean for another year in a row, according to AMS Certi ed Accounting, the city’s nancial auditor.

“The city received a clean audit opinion and continues to be recognized for excellence in financial reporting and alignment with the city’s scal policy,” City Finance Manager Pam Greer said on Monday. “(...) For the 27th consecutive year, the city has been awarded the Government Finance Officer Association Certi cate of Achievements for e cellence in nancial reporting for scal year 202 2 . This accomplishment re ects the city’s commitment to transparency and excellence in nancial stewardship.”

an assessment to measure the fairness of the city’s nancial statements. t does not speci cally evaluate the city’s nancial health, but rather provides assurance that nancial reports are reliable, sta said. A clean report means the certi ed auditor — in this case, AMS — did not nd any errors or aws in the city’s annual nancial report.

The city’s General Fund ended the 202 25 scal year with a higher fund balance than projected of $13.4 million, largely due to overachieving revenues and salary savings from position vacancies throughout the scal year.

“A lot of other cities do not boast such clean nancials — we should be very proud of our city,” Councilmember Julia Mayer said.

Registered library users, in-person visits up

The Carpinteria Community Library continues to ourish according to its sta ’s annual report, with registered library cardholders up by 20.8% and in person visits increased by 2. 5 from last year.

“Our little library is becoming famous around (the region),” City Librarian Eric Castro said on Monday.

The city split its library services from the county a few years ago, opening its own municipal branch in 2022 with librarian Jody Thomas the helm. After Thomas’ retirement in June of this year, Castro took over.

Castro delivered the 2025 annual library report on Monday night. He said the library has 4,432 registered library cardholders and saw 71,280 in-person visits in 2025, with 6 programs offered.

While the Carpinteria Library’s collection is relatively small at 16,081 items, it continues to grow and be a dependable resource for nearby institutions, lending 5, 5 items to other libraries

within the Black Gold Cooperative System this year.

“Even though we have a small collection, we compare with Goleta, Paso Robles and other surrounding libraries — the quality of our collection is so good, that we are at the same level of lending out books (as other bigger libraries),” Castro said.

According to calculations based on the number of hours the library was open (2,410) divided by the number of people who entered the library doors (71,280) there was one person entering the library every two minutes every day, Castro explained.

“Without stopping, since we open the library until we close, one person every two minutes (stepping through the door),” Casto proudly shared. “(...)

Bicycle accident victim urges council to approve e-bike safety measures

Speaking on an item approving the extension of the city’s Ad Hoc E-Conveyance Committee — a city committee dedicated to bike and e-bike safety — city resident and former Planning Commissioner Kathrine Salant urged the council to take action on dangerous e-bike and bike usage throughout the city.

She told the council she was hit by a bicyclist at the foot bridge o ighth Street in August and has spent the past few months in physical and occupational therapy.

“Because of this accident, I have become hyperaware of bicycles in our town — particularly electric bikes,” Salant told the council.

She urged the council to implement an age requirement for e-bike usage and mandate training classes. “I’m a poster child for doing something,” Salant said.

Llewellyn “Llew” Goodfield Jr. 01/18/1938 — 11/29/2025

Llewellyn “Llew” Good eld r., devoted husband, father, brother, grandfather, great grandfather, community leader and proud descendant of Santa Barbara’s historic ogers family, passed away peacefully on ov. 2 , surrounded by family.

Born in to Llewellyn Good eld 02 and Catherine Mabel ogers Good eld 2 2006 , Llew was the rst of two sons, spending his early years in Santa Barbara with his brother Dr. David Annie Good eld. When Llew was ten years old, the family moved to their property known as vy Oaks, in Carpinteria.

He and his brother grew up at vy Oaks, helping their father to plant the original avocado orchard while they attended Carpinteria High School, where David would later serve as principal.

One of Llew’s greatest childhood adventures was participating in the 50 Boy Scout amboree. At 2 years old, he traveled by train across the country to alley Forge, Penn., for the event and remembered it fondly as a highlight of his youth. Later, as a Carpinteria High School Warrior, Llew earned the title of Most Outstanding Student Athlete in the class of 56. His accomplishments include in football three arsity letters, Most aluable Warrior Lineman, Team Captain and Co Player of the Year for the Tri alley League in basketball three arsity Letters and Most aluable Player and in track two arsity Letters. He was elected as both class president and ASB president.

After high school, Llew and buddy David Benedict took a ship from San Francisco to Hawaii and spent the ne t year sur ng their way around the islands.

When he returned to Carpinteria, he considered entering the Air Force until his brother’s sage advice steered him to the Marine Corps. From 5 to 5 , Llew served aboard the SS Los Angeles, completing two tours of the Paci c, and a memorable week stationed on the back side of San Clemente sland, directing naval gun re from the SS Los Angeles.

He married Helen Prince upon his return to Camp Pendleton. With Helen, he welcomed four children Francie Peter Lufkin and their son ack Leslie Goodeld, who passed away in 6 Arlene Good eld od Wilske and children oe and Dana and Bruce erry Good eld and their children, eelen, uinn and eilly ake Craig, grandchildren i on and Levi, and baby Weston, who is due in December.

After the Marines, Llew attended Santa Barbara City College, where he earned many honors playing football alongside his brother David. He received scholarship o ers to continue his football career, but chose instead to focus on his education. He ne t attended Long Beach State

niversity, where he earned a degree in economics. After graduation, he returned to Santa Barbara to work at the family furniture store, ogers Furniture, on State Street, until its closure in 6 . He then moved the family to ewport Beach to begin a career in shopping center development and management. While in Orange County, Llew worked for the rvine Company, managing Fashion sland, and then for the Segerstrom family, managing South Coast illage. He then moved on to manage pro ects in Seattle, Wash., and Sun alley, daho, before returning to ewport Beach. There, he met the love of his life, Marilyn Campbell. Llew and Marilyn were wed in 6 and, in , welcomed their son, Graham Hannah Good eld. Graham and Hannah have two children, Hugo and Darlah. n 0, Llew ful lled his dream of returning home to vy Oaks, where he and Marilyn converted the old barn on the property into their family home.

He formed the Good eld Corporation in 5 and continued to develop and manage commercial properties in Santa Barbara and San Luis Obispo, including the historic ogers Furniture building on State Street, now leased to Apple nc.

Llew was deeply committed to community service. He served as president of the Santa Barbara niversity Club and the Santa Barbara Maritime Museum, and on the board of the Carpinteria Historical Museum and the Carpinteria High School Boosters. He and Marilyn both sat on the Santa Cruz sland Foundation’s advisory committee. n 6, during his term as commodore of the Santa Barbara Yacht Club, he helped secure the Marina One guest dock for visiting sailors, oversaw construction of the club’s elevator, and contributed signi cantly to the research and writing of the club’s official history book.

A lifelong sailor, Llew, together with Marilyn, spent many years aboard their cherished boat, Gypsea, sailing from San Francisco Bay to the Sea of Cortez and beyond. They shared the rare honor of visiting all eight Channel slands, and in , Llew was inducted as member 5 of the Santa Cruz sland Foundation’s All Club. He was also a proud member of the Santa Barbara Trail iders, embracing the cowboy spirit with the same enthusiasm he brought to sailing.

Later in life, Llew traded his sailboat for a tennis court he built in the family orchard, where he played spirited doubles several times a week. The Warrior Lunch Group was formed in 20 0 with his brother, Dr. David Good eld, and childhood buddies Serge Morales, Martin Panizzon, and Lou Panizzon. Friends knew him as “Big Llewie,” a man whose booming laugh, twinkling eyes, and warm presence made every gathering brighter. A Marine, sailor, athlete, horseman, storyteller, steward of history, and true gentleman, Llew lived life with curiosity, loyalty and an unwavering love of family, friends and home.

Peggy Ann ones passed peaceably at her home, as she desired, almost a month short of her th birthday. She is survived by her three children — Michelle Shook,

Bruce ones and laine Mc aba — and their spouses, children and grandchildren.

Peggy was born and raised in upstate ew York. n Arizona, she met her husband, Fred ones, who predeceased her during the pandemic . They moved to California in the 60s, where Peggy went back to college and worked in the banking industry. She later served as the children’s director at Carpinteria Community Church. When she retired, she and Fred moved to Big Bear City, where she established a strong group of friends and hosted Bible studies. o memorial service will be held. nstead, Peggy asked that friends get together to share happy stories about her over co ee or a meal. f you so desire, she asked any memorial gifts in her honor be given to the Big Bear Discovery Center or the Big Bear ational Wildlife efuge.

Navigating the holidays without mom

As most of us who have lost a parent know, we miss them all the time. have missed and thought about my mom every day since she died years ago, this anuary.

But the holidays tend to be more challenging for me as she adored the season. My mom was Christmas. will always miss the silly and fun Christmas things we shared through the years and the long held traditions — which were mostly my mom’s doing.

She relished every single little nuance of Christmas time and decorated every corner. still nd it a challenge to embrace change to our old holiday routines, even after so many years. Grief is timeless in this way.

Don’t get me wrong, decorate the house with old and new things , stu the stockings, spend Christmas morning in pa amas opening presents and listening to holiday music but also remember that my mom would say “make your own traditions” — know she truly meant that and will always be grateful for that advice.

A proposed project at 5115 Ogan Road contains an 18 story building. That address is owned by Frontier Communications and is part of a proposed lot split rezone. n the past ve years, Frontier has undertaken an aggressive strategy to become the preferred data provider here in Carpinteria. have been a customer since the service was available.

This proposed development is certainly not in any way in scope or character, and it appears to be a mechanism to be litigated in the courts at community expense. It was soundly defeated by a 50 point margin. ow 5 years later, we are in the process of removing all onshore oil equipment altogether. The logical rst step is to let Frontier know that their partner, and this pro ect, has business consequences. Let them know that they are not being good neighbors either with your wallet or your voice.

220-foot-high multi-family residential building at Ogan Road in the heart of our community? The applicants who are registered as Carpinteria Group LLC are the same people that are proposing the gargantuan residential building behind the Santa Barbara Mission.

So, why are they doing this t’s because by law they can. California has a provision called Builder’s emedy which allows developers to bypass local zoning laws and get just about any housing pro ects approved if a city fails to adopt

a state-compliant housing element and as long as they include the magic number of 20% low-income units or 100% middle income units. Because the developer was able to submit his project before the city was able to submit its valid housing element, it is able to proceed with this atrocious project.

But the entire deal depends on the owner of the property getting a lot-split and selling or leasing part of the property to the developer. Owner Frontier Communications is under considerable

pressure from the community not to sell or lease to this dubious developer. ’ve even heard talk about picketing, canceling subscriptions and boycotting Frontier. At this time the developer’s application is not being considered by the city because it lacks certain mandatory documents and information required by the city before it can begin the review process. Until then the application is deemed incomplete. A famous quote by Albert Einstein is “Nothing happens until something moves.” The ne t move is up to Carpinteria Group LLC.

Santa Barbara County market update: October 2025 CVN

THE QUARTERLY REPORT J O N - R YA N S C H L O B O H M What a great time of year! It’s fun to nally have some weather — and all the festivities of the season ahead.

So, what’s happening in the Santa Barbara real estate market? This market is hard to sum up in a few words, but here’s where things stand.

Overall, this market is neither hot nor cold. Let me explain. At a glance: total sales continue to outpace 2024; inventory levels have leveled out after months of growth; and home values remain stable.

Let’s dig a little deeper.

Sales in October increased by 19% compared to the same month in 2024, marking an encouraging trend. In fact, sales have outperformed 2024 in eight of the past ten months We continue to climb out of the record-low sales of 2023 and through the rst 0 months of 2025, we are outpacing 2024 by 11%.

In 2023, there were 1,103 sales; in 2024, 1,237 sales; and for 2025 (projected) there will likely be more than 1,350 if trends hold.

We still have some ground to cover, but a steady, gradual improvement is a healthy sign.

Inventory

Narrowing in on Carpinteria, on Dec. 8, there are 36 properties for sale and under contract. For the rst eleven months of 2025, 104 homes and condos sold in Carpinteria. This means that nine to ten properties have sold per month and we currently have a little less than four months of inventory.

Our median home price in Carpinteria sits a little lower than the greater Santa Barbara area at $2,166,500. Homes are taking 34 days (average) to sell, and the average sales-to-list price is 94.9%.

Beyond the numbers, it is fun for us to meet new buyers who discover Carpinteria and the charm of our small town.

Early in 2025, the inventory of available properties rose consistently, peaking in the 380s by July. Since then, levels have attened and even begun to dip back down some — partly due to seasonality, and partly due to a more balanced relationship between supply and demand.

As of Nov. 18, there are 331 active listings between Carpinteria and Goleta.

Seeing inventory levels stabilize is an encouraging sign of a more balanced market.

Values

The 2025 median home price sits at $2,350,000. Home values overall have remained stable. We have seen prices in our entry-level segment stay strong and improve slightly over last year, but at the higher price points, there has been more room for negotiation.

That said, the market is far more property speci c. Many homes are sitting longer, and with less competition per listing, buyers have more negotiating power than they’ve had in recent years.

Final thoughts

So why is the market hard to summarize or neither hot nor cold? Homes aren’t ying o the shelf, but they’re not languishing either. It’s selective, a little ckle, and sometimes more unpredictable market than we would like.

For example, six months ago, we competed for a listing we didn’t get (always disappointing). The owners believed the home was worth around $2 million based on its size, but our analysis placed it closer to $1.5–$1.6 million due to condition. It listed at $1.9 million and sat until several price reductions brought it to $1,595,000 — and only then did it go under contract.

Meet Socks, a one-year-old pitbull/heeler mix who loves the beach. Socks, who is looking for his forever home, has been with Santa Barbara County Animal Services (SBCAS) since July. County volunteers said Socks is potty-trained, playful, and is obsessed with toys. He also loves other dogs and would do great with a con dent canine friend. He can be a bit shy when meeting new people.

“What this sun-soaked soul really needs is an experienced adopter who’ll give him time to trust — and maybe take him to the beach once in a while. Because under that shy exterior is a loyal, loving beach bum just waiting to nd his forever wave,” volunteers said.

Directions Combine these seven ingredients together into a large saucepan. Heat but do not boil. When the mixture is warm and the sugar has dissolved, add: 1 gallon (4 quarters) Burgundy wine 1 cup Madeira or port wine 2 cups slivered almonds Heat about 30 minutes and serve warm.

Sift together flour, baking powder, soda, salt and spices. Stir into pumpkin mixture.

Ingredients 3 cups quick-cook oats 2 cups white sugar ½ cup butter ½ cup milk ½ cup peanut butter 3 tablespoons unsweetened cocoa powder 1 teaspoon vanilla extract 1 pinch salt

Directions Bring the sugar, butter, milk, cocoa, and salt to a full rolling boil in a saucepan and cook for 2 minutes.

Add the quick-cook oats, peanut butter and vanilla, and mix well.

Quickly, before the dough sets, drop teaspoons of the mixture onto parchment paper.

Let set in fridge for 20-30 minutes.

Ingredients 1lb of mushrooms, thinly sliced 2 med onions, finely chopped 6 cups vegetable bullion 1 cup sour cream 3 tablespoons flour 2 tablespoons butter 1/2 cup water Salt and pepper to taste

Directions Melt the butter in a large pot, add the water mushrooms and onions, cook covered for about 20 minutes.

Add the vegetable bullion. Mix together the flour and sour cream until well blended, remove 1 cup of soup from the pot and mix it with the sour cream until it has no lumps.

In a medium bowl, cream butter and the ¾ cup sugar; beat in the egg until blended.

Gradually stir in flour mixture until blended. Chill, if necessary, until firm enough to handle.

Using 1 level measure tablespoons each, roll into balls; roll into sugar-cinnamon mixture.

Bake into a preheated 400-degree oven until bottoms are golden brown — about 10 minutes. Makes almost 1-½ dozen.

Canalino Elementary School’s annual trolley tour and festival is often the talk of the season, and this past weekend’s gathering was no exception. The community on Dec. 6 gathered at the elementary school for festival trolley rides and holiday goodies; trolley riders also got a look at the Carpinteria Community Church’s nativity scene as they rolled on by.

W H E R E A S, th e Carpinteria- Summerland F ire P rotection District operates under th e provi sions of Calif ornia’ s F ire P rotection District L aw of 19 8 7 , w h erein th e State L eg islature declared th at th e local provision of fire protection services, rescue serv ices, emerg ency medical serv ices, h aza rdous material emerg ency response servi ces and oth er servi ces relating to th e protection of liv es and property is critical to th e public peace, h ealth and saf ety of th e State of Calif ornia and th at local control ove r th e types, leve ls and ava ilability of th ese servi ces is a long - standing tradition in Calif ornia; and W H E R E A S, th e State L eg islature h as also declared th at its intent is to provi de broad statutory authority for local fire protection districts, encourag ing local of f icials to adopt pow ers and procedures set f orth in th e F ire P rotection District L aw of 19 8 7 to meet th eir ow n circumstances and responsibilities; and W H E R E A S, H ealth and Saf ety Code Section 138 69 .7 expressly auth orize s th e Carpinteria- Summerland F ire P rotection District to adopt building standards relating to fire and panic safety that are more string ent th an th ose building standards contained in th e Calif ornia F ire Code.

N OW , TH E R E F OR E , th e G ov erning Board of th e Carpinteria- Summerland F ire P rotection District ordains as f ollow s: Section 1 . R epeal of P rev ious Ordinances.

Ordinance N o. 2 02 2 - 01 of th e Carpinteria- Summerland F ire P rotection District is h ereby repealed.

Section 2 . A doption of Calif ornia F ire Code and Calif ornia W ildland- U rban I nterf ace Code.

Th ere is h ereby adopted by th e Board of Directors (“ Board” ) of th e Carpinteria- Summerland F ire P rotection District (“ District” ), by ref erence and incorporation, f or th e purpose of prescribing reg ulations g ov erning conditions dang erous to lif e and property from fire, hazardous materials or explosion, th e 2 02 4 I nternational F ire Code and P art 9 of Title 2 4 of th e Calif ornia Code of R eg ulations, kn ow n as th e Calif ornia F ire Code 2 02 5 E dition (“ CF C” ), th e 2 02 4 I nternational W ildland- U rban I nterf ace Code and P art 7 of Title 2 4 of th e Calif ornia Code of R eg ulations, kn ow n as th e Calif ornia W ildland- U rban I nterf ace Code 2 02 5 E dition (“ W U I C” ), and th e Carpinteria- Summerland F ire P rotection District Dev elopment Standards (“ Dev elopment Standards” ), h ereinaf ter collectiv ely k now n as th e F ire Code of th e Carpinteria- Summerland F ire P rotection District (“ Code” ). A doption of th e CF C includes A ppendix Ch apter 4 and A ppendices B, BB, C, CC, E , F , G , H , K , N , and P publish ed by th e I nternational Code Council, I nc., including necessary Calif ornia amendments, save and except such portions as are h ereinaf ter amended, deleted, or added by th is Ordinance.

A doption of th e W U I C includes Ch apters 1- 4, and 6- 7 , publish ed by th e I nternational Code Council, I nc., including necessary Calif ornia amendments, save and except such portions as are h ereinaf ter amended, deleted, or added by th is Ordinance. I n the event of an inconsistency or conflict betw een th e prov isions and standards set f orth in th e Code and th is Ordinance, th e more restrictiv e prov isions sh all apply.

Th e Deve lopment Standards are intended to establish reg ulations g ov erning conditions dang erous to lif e and property from fire, and to supplement the District’s adoption of and amendments to th e CF C, th e W U I C, and th e Calif ornia R esidential Code h erein. Copies of th e CF C, W U I C, and the Development Standards, certified to be true copies by th e Clerk of th e Board have been and are now filed in the office of th e Clerk of th e Board and th e same are h ereby adopted and incorporated as f ully as if set out at leng th h erein. F rom th e date on w h ich th is Ordinance sh all take ef f ect, th e provi sion th ereof sh all be controlling w ith in th e limits of th e territory of th e District.

Section 3 . A mendments to th e Calif ornia F ire Code.

Th e Calif ornia F ire Code is amended and ch ang ed in th e f ollow ing respects: Ch apter 1, SCOP E TI ON :

Section 101.1, T itle, is amended to read as f ollow s: “ Th ese reg ulations sh all be kn ow n as th e F ire Code of th e Carpinteria- Summerland F ire P rotection District, may be cited as such and w ill be h ereinaf ter ref erred to (collectiv ely w ith th e Carpinteria- Summerland W ildland- U rban I nterf ace Code) as th e ‘ Code’ .”

Section 103.1, Creation of A g ency, is amended to read as f ollow s: “ Th e Code sh all be enf orced by th e F ire P reve ntion Bureau of th e Carpinte-

ria- Summerland F ire P rotection District w h ich is h ereby establish ed and w h ich sh all be operated under th e supervi sion of the Fire Code Official.”

Section 103.3, D epu ties, is amended to read as f ollow s: “The Fire Code Official may recommend to th e Board th e employment of tech nical inspectors, w h o sh all be selected th roug h an examination to determine their fitness f or th e position. Th e examination sh all be open to members and nonmembers of th e District at th e discretion of th e F ire Code Official.”

Section 104.4, R ig h t of E ntry, is amended to read as f ollow s: “ W h enev er it is necessary to mak e an inspection to enf orce th e prov isions of th is Code, or w h eneve r th e Fire Code Official h as reasonable cause to believ e th at th ere exists in a building or upon any premises any conditions or vi olations of th is Code w h ich mak e th e building or premises unsaf e, dang erous or h aza rdous, th e Fire Code Official sh all h ave th e auth ority to enter th e building or premises at all reasonable times to inspect or to perf orm th e duties imposed upon th e Fire Code Official by th is Code. I f such building or premises is occupied, th e Fire Code Official sh all present credentials to th e occupant and req uest entry. I f such building or premises is unoccupied, th e Fire Code Official sh all first make a reasonable effort to locate th e owner or oth er person h avi ng ch arg e or control of th e building or premises and req uest entry. I f entry is ref used, th e Fire Code Official h as recourse to eve ry remedy provi ded by law to secure entry.”

Section 104.10, F ire I nv estig ations, is amended to read as f ollow s: “ Th e District is auth oriz ed to promptly inve stig ate th e orig in, cause, and circumstances of each and every fire, explosion, unauth oriz ed release of h az ardous materials, or any oth er h aza rdous condition w ith in th e jurisdiction of th e District. I f it appears to th e F ire P rev ention Bureau that such fire is suspicious in origin, it is auth oriz ed to tak e immediate ch arg e of all ph ysical ev idence relating to th e cause of fire and to pursue investigation to its conclusion.”

Section 104.11.4, F inancial responsibility, is h ereby added as f ollow s: “ A ny person w h o personally, or th roug h anoth er, w illf ully, neg lig ently, or in v iolation of law, sets a fire, allows a fire to be set, or allows a fire kindled or attended by him/her to escape from his/her control, allows any h az ardous material to be h andled, stored, disposed of or transported in a manner not in accordance w ith th is Code, State law or nationally recog niz ed standards, allow s any h az ardous material to escape f rom his/her control, or allows continuation of a vi olation of th is Code sh all be liable to the District for the expense of fighting the fire and for the expenses incurred during a h aza rdous materials incident.”

Section 112 , M eans of A ppeals, is deleted.

Section 113.5, Bu ild ing s or Property D am ag ed by F ire, is added to read as f ollow s: “ Th e ow ner, occupant or oth er person h avi ng under h is or h er control any property or materials damaged by fire shall secure th e property eith er by boarding up all opening s, f encing , barricading or oth er appropriate measures as directed by the Fire Code Official. Such damaged property sh all be secured w ith in 48 h ours or as specified by the Official Fire Code.

W ith in 30 days of th e date w ritten notice to do so has been served, all debris and/ or damag ed materials sh all be remove d f rom th e property or proof f urnish ed th at contract arrang ements h av e been made assuring th e remov al of debris, demolition, replacement or repair of all fire damaged structures remaining on the property involved in fire within a period of time acceptable to the Fire Code Official.”

Ch apter 2 , DE F I N I TI ON S. A s determined by the Fire Code Official, a set of weather conditions (usually a combination of low relative humidity, warmer temperatures and/or high winds) favorable to the ignition and the effect of which on fire behavior makes control of a fire difficult and threatens firefighter and public safety. This includes “Red Flag Warnings” and “Fire Weather Watches” as issued by the National Weather Service.

DE CK . A flat surface capable of supporting weight, similar to a floor, constructed outdoors and attached to or located within five (5) feet of a Structure, including porches, balconies, and stairs. A Patio on grade constructed of concrete, stone, or similar materials is not a deck. * F U E L . Any combustible material, including petroleum-based products, cultivated landscape plants, Ornamental Landscape, grasses, weeds, and wildland vegetation. * F U E L BR E A K . LADDER FUELS. Vegetative fuels which provide vertical continuity, thereby allowing fire to carry from surface fuels into the crowns of trees or shrubs with relative ease.

PUBLIC NUISANCE. The presence of Combustible Material on a Parcel that the Fire Code Official determines creates a fire hazard.

VEGETATION. Means all plants, including trees, shrubs, grass, and perennial or annual plants.

Section 402.2.1 Access is amended to read as follows: Individual structures hereafter constructed or relocated into or within the Wildland-Urban Interface Areas shall be provided with Fire Apparatus Access in accordance with the California Fire Code; the California Code of Regulations, Title 14, Division 1.5, Chapter 7, Subchapter 2 Article 4; Subsection 1273, Section 403 of the Code, and the current CSFPD access standards.

Section 402.2.2 Water Supply is amended to read as follows: Individual structures hereafter constructed or relocated into or within the Wildland-Urban Interface Areas shall be provided with a conforming water supply in accordance with the California Code of Regulations, Title 14, Division 1.5, Chapter 7, Subchapter 2, Article 4; California Fire Code Section 507, Appendix B of the California Fire Code, Section 404 of the Code and the current CSFPD water standards.

Sections 403.1.1 through 403.1.10 are deleted.

Section 404.4 Hydrants is amended to read as follows: Hydrants shall be designed and constructed in accordance with nationally recognized standards. The location and access shall be approved by the Fire Code Official.

The number and spacing of fire hydrants shall be in accordance with the current CSFPD water standards.

Section 404.5 Adequate water supply is amended to read as follows: Fire-flow requirements shall be determined in accordance with Appendix B or BB of the California Fire Code, and the current CSFPD water standards.

Chapter 5, SPECIAL BUILDING CONSTRUCTION REGULATIONS Chapter 5 is not adopted by the Carpinteria-Summerland Fire Protection District.

Chapter 6, FIRE PROTECTION REQUIREMENTS Section 601.1 Scope is amended to read as follows: This section provides provisions intended to identify fire hazard areas and contains minimum requirements to mitigate the risk to life and structures from intrusion of fire from wildland fire exposures, fire exposures from adjacent structures, and to mitigate fires from spreading from a structure to wildland fuels, all of which may threaten to destroy life, overwhelm fire suppression capabilities, or result in large property loss. based upon the California Health & Safety Code, California Public Resource Code (PRC), California Code of Regulations, California Government Code and the Carpinteria-Summerland Fire Protection District requirements.

local agencies as a High or Very High Fire Hazard Severity Zone pursuant to Government Code Section 51179.

4.Other land designated by the Fire Code Official.

Section 601.3 Definitions is deleted.

Section 604.3 Requirements is amended to read as follows: Vegetation and fuels around all buildings and structures shall be maintained and spaced at all times in accordance with the following laws and regulations.

Section 602.1 General is amended to read as follows: A fire protection plan shall be submitted to the Fire Code Official for any proposed subdivision of land, or building project, when located in a Wildland-Urban Interface area (“WUI area”). The fire protection plan shall be prepared to determine the acceptability of fire protection and life safety measures designed to mitigate wildfire hazards presented for the property under consideration and reducing the impact on the community’s fire protection delivery system.

The fire protection plan shall be prepared by a registered design professional, qualified landscape architect, qualified fire safety specialist or similar specialist acceptable to the fire code official and shall analyze the wildfire risk of the building, project, premises or region to recommend necessary changes.

E x ception: A single-family dwelling (Group R-3 Occupancy) when located on an existing legal parcel.

Section 602.2 Contents is amended to read as follows: The fire protection plan shall be based on a project-specific wildfire hazard assessment that includes considerations of location, topography, aspect, and climatic and fire history. The plan shall identify conformance with all applicable state wildfire protection regulations, statutes and applicable local ordinances, whichever are more restrictive. The plan shall address fire department access, egress, road and address signage, water supply, in addition to fuel reduction, in accordance with PRC 4290, the Code, and the current CSFPD access standards; the defensible space requirements in accordance with PRC 4291, Government Code 51182; and the applicable building codes and standards for wildfire safety. The plan shall identify mitigation measures to address the project’s specific wildfire risk. The plan must be submitted and approved by the District prior to the erection of combustible materials. The plan must describe all actions that will be taken to prevent fire from being carried toward or away from structures. The requirements of the plan shall be applicable for the life of the project or development. The plan shall include: 1. A copy of the site plan that includes a landscape plan, property line boundaries, and topographic reference lines.

2. The building envelope with all structures and improvements.

3. Designated Fuel Modification Zones in compliance with defensible space standards.

4. A map identifying all proposed plants in the fuel modification zones with a legend that includes a symbol for each proposed plant species 5. Methods and timetables for controlling, changing, or modifying areas on the property.

6. Requirements for vegetation reduction around emergency access and evacuation routes.

7. Legally binding statements regarding community responsibility for maintenance of Fuel Modification Zones.

8. Legally binding statements to be included in covenants, conditions and restrictions regarding property owner responsibilities for vegetation maintenance.

Section 603.1 General is amended to read as follows: Planting of vegetation for new and replacement landscaping shall be selected to minimize vegetation in proximity to a structure so as to reduce the risk to life and property from wildfire.

Section 603.2 Application is amended to read as follows: All new plantings of vegetation in State Responsibility Areas (SRA) and Local Responsibility Areas (LRA) designated as a Fire Hazard Severity Zone, and WUI areas identified by the Fire Code Official, shall comply with the current CSFPD Vegetation Management Standard.

1. Public Resources Code, Section 4290 & 4291.

2. California Code of Regulations, Title 14, Division 1.5, Chapter 7, Subchapter 3, Article 3, Section 1299.03.

3. California Government Code, Section 51182.

4. California Code of Regulations, Title 19, Division 1, Chapter 7, Subchapter 1, Section 3.07.

5. The requirements of the Vegetation Management Standards as issued and approved by the Fire Code Official.

Section 604.4 Outbuildings is deleted.

Section 604.5 Disposal of Flammable Vegetation and Fuels is amended to read as follows: All Fuels and vegetation cut and/or removed to provide the required Defensible Space, including clearing of land for a new building, access roads and driveways, shall be disposed of in accordance with all applicable Federal, State, and Local Laws and Regulations. Cut and/or removed Fuels and vegetation shall not be relocated outside the required Defensible Space zone. Burning of Fuels and vegetation for disposal is prohibited.

Section 604.6 Correction of Condition is added to read as follows: The Fire Code Official is authorized to give notice to the owner of the property on which conditions regulated by Section 4907.1 exist to correct such conditions. If the owner fails to correct such conditions, the legislative body of the jurisdiction is authorized to cause the same to be done and make the expense of such correction a lien on the property where such conditions exist.

Section 604.7 Roadway Vegetation Clearance is added to read as follows: Property owners are responsible for vegetation maintenance along private roadway / driveways and in most cases along public roads which front their property. The Fire Code Official is authorized to cause areas within 10 feet on each side of portions of highways, streets, and private roads and/or driveways which are improved, designed or ordinarily used for vehicular traffic to be cleared of flammable vegetation and other combustible growth.

E x ception: Single specimen trees, ornamental shrubbery or cultivated ground cover such as green grass, ivy, succulents or similar plants used as ground covers, provided that they do not form a means of readily transmitting fire. A minimum 13 feet 6 inches of vertical clearance shall be maintained above the full width of the required roadway or driveway to allow for effective response of emergency vehicles.

The Fire Code Official is authorized to enter upon private property to do so.

Property owners shall remove dead trees, plants and other vegetative materials within 100 feet of any driveway, road, or as determined necessary by the Fire District.

Section 604.8 Dumping is added to read as follows: Waste material, ashes, refuse, trash or rubbish shall not be placed, deposited or dumped in the WUI area, or upon hazardous fire areas or in, upon or along trails, roadways or highways in hazardous fire areas.

Section 604.9 Fire Hazard Determination is added to read as follows: Cut or uncut weeds, grass, vines, dead trees, and other vegetation shall be removed when determined by the Fire Code Official to be a fire hazard. Section 4906 and Health and Safety Code section 13879 shall be utilized by the Fire Code Official to effect abatement.

Section 603.4 Vegetation is amended to read as follows: All new or replaced vegetation shall exclude species on the undesirable plant list and be in accordance with this section and the requirements of the Defensible Space Standards as issued and approved by the Fire Code Official.

Section 604.10 Alternative Measures is added to read as follows: If the Fire Code Official determines that difficult terrain, danger of erosion or other unusual circumstances make strict compliance with the clearance of vegetation provisions of Section 4907 or impractical, enforcement thereof may be suspended, and reasonable alternative measures may be provided.

Section 603.4.1 Shrubs is deleted.

APPENDICES

Section 603.4.2 Trees is deleted.

Appendices A through I are deleted.

Section 603.4.2.1 Non fire-smart vegetation is deleted.

Section 5 . The California Residential Code is amended and changed as follows:

Section 604.1 General is amended to read as follows: Vegetation and fuels shall be managed to reduce the severity of potential exterior wildfire exposure to buildings and to reduce the risk of fire spreading to buildings as required by applicable laws and regulations. Defensible Space and plants and other vegetation shall be in accordance with the requirements of the Defensible Space Standards as issued and approved by the Fire Code Official and the current CSFPD Vegetation Management Standard.

Chapter 3, Section R313 is amended and changed as follows:

Section 604.2 Application is amended to read as follows: Buildings and structures located in the following areas shall maintain the required defensible space: 1. All unincorporated lands designated by the State Board of Forestry and Fire Protection as a State Responsibility Area (SRA).

2. Land designated as a Very High Fire Hazard Severity Zone by the Director.

3. Land designated in ordinance by

Section R309.1, E x ception, is deleted in its entirety and replaced with the following: “Any existing townhouse for which an application for building permits is filed or required to be filed with the County or City for any alteration, modification, remodel and/or addition that exceeds 50% of the existing square footage of the building floor area, shall be required to install automatic fire sprinklers throughout the entire building. Square footage shall be measured cumulatively. The provisions of this Section shall be applicable within the District’s jurisdiction. If any part of this Section is in conflict with any other part, the more restrictive shall be controlling.

For purposes of measuring cumulative square footage, the District shall include all additions or modifications occurring on or after January 1, 2011.”

Section R309.2, E x ception 1 , is deleted in its entirety and replaced with the following: “Any existing one- and two-family dwell-

ings for which an application for building permits is filed or required to be filed with the County or the City for any alteration, modification, remodel and/or addition that exceeds 50% of the existing square footage of the building floor area shall be required to install automatic fire sprinklers throughout the entire building. Square footage shall be measured cumulatively.

The provisions of this Section shall be applicable within the District’s jurisdiction.

If any part of this Section is in conflict with any other part, the more restrictive shall be controlling. For purposes of measuring cumulative square footage, the District shall include all additions or modifications occurring on or after January 1, 2011.”

Section R313.3.1.2, E x ception ( 4 ) , is deleted.

Section 6 . Appeals.

Whenever the Fire Code Official disapproves an application or refuses to issue a permit applied for, or when it is claimed that the provisions of this Ordinance do not apply or that the true intent and meaning of this Ordinance have been misconstrued or wrongly interpreted, the applicant may appeal from the decision of the Fire Code Official to the Board of the District within 30 days from the date of the decision of the Fire Code Official. All decisions of the Board shall be final. The Board shall cause to be kept accurate written minutes and shall deliver or cause to be delivered written findings and decisions on all appeals considered by the Board to the appellant upon request.

Section 7 . Enforcement and Penalties.

Any person who violates any of the provisions of this Ordinance or fails to comply therewith, or who violates or fails to comply with any order made thereunder, or who builds in violation of any detailed statement of specifications or plans submitted and approved thereunder, or any certificate or permit issued thereunder, and from which no appeal has been taken, or who fails to comply with such an order as affirmed or modified by the District Board of Directors or by a court of competent jurisdiction, within the required time, shall severally for each and every such violation and non-compliance, respectively, be guilty of an infraction punishable by a fine of not more than $250. The imposition of one penalty for any violation shall not excuse the violation or permit it to continue; and all such persons shall be required to correct or remedy such violations or defects within a reasonable time; and when not otherwise specified, each ten days that prohibited conditions are maintained shall constitute a separate offense.

The application of the above penalties shall not be held to prevent the enforced removal of prohibited conditions. If a violation is determined to exist or to be impending, the Fire Code Official is authorized to take such measures as are deemed necessary or expedient to secure compliance. In carrying out such measures, the Fire Code Official and designees may request, and shall receive, the assistance and cooperation of the County Building Official or other appropriate officials of the County, or the City Building Official or other appropriate officials of the City.

When the Fire Code Official determines that any person has engaged in, is engaged in, or is about to engage in any act(s) or practice(s) which constitute or will constitute a violation of any provision of this Ordinance or the Code hereby adopted, the District Attorney or District Counsel may make application to the Superior Court of Santa Barbara County for an order restraining or enjoining such act(s) or practice(s), a permanent or temporary injunction, restraining order or other corrective order may be granted.

In the event that any person, firm or corporation, whether as a principal, agent, employee or other type of representative shall fail to abate or correct a violation of any provision of this Ordinance or the Code hereby adopted after notice and opportunity to correct or end same, the District Attorney or District Counsel may apply to the Superior Court of the County for an order authorizing the District to undertake actions necessary to abate the violation and to require the violator to pay for the cost of such undertaking.

In the event that any person, firm or corporation, whether as a principal, agent, employee or other type of representative shall fail to abate or correct a violation of any provision of this Ordinance or the Code hereby adopted after notice and opportunity to correct or end same, the District Attorney or District Counsel may apply to the Superior Court of the County for an order authorizing the District to undertake actions necessary to abate the violation and to require the violator to pay for the cost of such undertaking.

Any violation of any provision of this Ordinance or the Code and any amendment thereto may, in the discretion of the District Attorney for the County, be prosecuted as a misdemeanor.

Thursday, December 11, 2025  21 Section 8 . Liability.

It is the intent of the Board to establish minimum standards for the protection of the public health, safety and welfare. This Ordinance shall not be construed to establish standards of performance, strength, or durability other than those specified.

Neither this Ordinance nor any services rendered in connection with or pursuant to its terms by District officers, agents or employees, are intended as nor shall be construed to be the basis for any express or implied warranties or guarantees to any person concerning any structure or portion thereof or appurtenance thereto constructed, repaired, replaced or removed pursuant to this Ordinance or the Code hereby adopted.

Section 9 . F inding s.

The Board, following due consideration, hereby finds and determines that all the amendments, deletions, and additions to the foregoing Codes are reasonably necessary due to local climatic, geological, and topographical conditions existing in the District. The District hereby finds and declares that: The area within which the District is located regularly experiences strong, hot, dusty, and down canyon winds referred to locally as “Sundowners” or “Santa Anas”. Such wind conditions increase fire danger by significantly contributing to the spread and intensity of fires and significantly increase the difficulty of effective fire suppression within the District. If a fire involving a single structure cannot be immediately extinguished, such wind conditions can rapidly spread flames to adjacent structures, significantly endangering lives and/or millions of dollars in property value.

Such winds can spread existing flames from a structure or natural fuel to structures and natural fuel significant distances away, even jumping over fire breaks and freeways, resulting in significant property damage and/or loss of life.

Areas of the District are also densely populated, and the close proximity of structures significantly increases the risk of “exposure fires,” which emanate from a fire initiated within one structure and can rapidly spread to other nearby structures to generate a conflagration, endangering entire neighborhoods. The installation of automatic fire sprinklers in existing buildings upon any addition, alteration, or repair i.e. when they are modernized so as to extend their expected useful life will minimize the risk of exposure fires and provide more time efficient fire suppression actions.

Much of the jurisdiction of the District is within heavy brush and chaparral. It is generally known to take approximately 25 years to build up extremely dangerous combustible brush conditions, and the District contains areas where combustible flora has built up for 50 to 100 years.

The District is in an area prone to extensive drought conditions, significantly increasing the already natural combustibility of the chaparral, brush and ornamental shrubbery in the District. Such fuels can rapidly transform a small manageable fire into an uncontrollable conflagration, compromising the lives and safety of District personnel and residents. The reduction of such fuels provides a direct correlation to the safety of the lives and property within the District, and will substantially reduce the risk of injury or death to District personnel.

The District is geographically situated such that extreme solar exposure (south, southwest, and west facing slopes) continually results in critically low live fuel moisture levels, further rendering most brush, chaparral and ornamental shrubbery highly combustible. Due to these conditions even non- structural fires can pose a massive threat to the lives and structures located in the District.

The District is located in close proximity to several active earthquake faults. During and after an earthquake, there is a high potential for fires and other emergencies threatening the lives of District residents, generally requiring the commitment of all available resources.

Geographic and topographic conditions delay response times for fire apparatus (these conditions include remote structures; narrow, winding roads which hamper the access of modern fire suppression apparatus; and extremely sloping roads which tend to slow fire apparatus response).

Water can be in short supply in the District, and fires in areas with structures with noncombustible roofing typically consume far lesser quantities of water than those not complying with the Plan, allowing greater fire suppression coverage, and preventing unnecessary loss of life and/or property within the District.

The amendments provide a means of ensuring that safe and efficient firefighting operations are conducted in buildings with rooftop photovoltaic systems during periods of low humidity and high winds, potential seismic activity, or in areas

of restricted access present in the City and County.

U.S. Highway 101 traverses the District and is a transportation route for hazardous materials and some traffic accidents on Highway 101 require the presence of all available fire apparatus, leaving the District with fewer resources to combat structural fires elsewhere in the District.

The Union Pacific Railroad line also traverses the District. A train accident or derailment could immediately deplete the District’s resources, limiting the District’s ability to furnish fire protection for the balance of the District.

The Carpinteria-Summerland Fire Protection District is in the mutual aid plan and is committed to supply personnel and equipment for serious fires outside the District and which can reduce the personnel and equipment available for response to possible emergencies within the District.

Further, in many instances because of the extra hazardous conditions, a defensible space protection zone around buildings and structures of only one hundred feet is not sufficient to provide for tenable wildland firefighting operations around such buildings and structures. These conditions are common upon lands within the rural areas with slopes exceeding 25% and are covered with old age class chaparral and dense vegetation, creating conditions that are dangerous to firefighters.

The increase in population and traffic within the Carpinteria-Summerland Fire Protection District has hampered and obstructed response routes and has increased response times for fire apparatus, especially during peak hours of mornings and evenings. On-site fire protection appliances will tend to reduce the amount of fire spread should a delay exist. Additionally, the continued residential growth and spread into undeveloped remote wildland areas has increased the demands on firefighting resources and response times The Governing Board expressly finds and declares that the findings contained herein are needed to properly protect the health, safety, and welfare of existing and future residents and provide the basis for the amendment, deletions, and additions to the Code contained in this Ordinance.

Section 1 0 . Severability.

If any article, section, subsection, sentence, clause, phrase or word of this Ordinance is for any reason held to be unconstitutional or invalid, such holding shall not affect the validity of the remaining portions of this Ordinance. The Board hereby declares that it would have passed this Ordinance and each article, section, subsection, sentence, clause, phrase or word thereof irrespective of the fact that any one or more articles, sections, subsections, sentences, clauses, phrases or words may be unconstitutional or invalid.

Section 1 1 . Effective Date and Publication.

E f f ectiv e D ate. This Ordinance was introduced for first reading on November 5, 2025, and passed on December 3, 2025, and shall take effect 30 days after final passage.

Pu blication. In accordance with Government Code section 25124, this Ordinance shall be published once, with the names of the members of the Board voting for and against it in a newspaper of general circulation in the District within 15 days after its adoption.

CHRISTIAN BEAMISH One of the joys (and occasional hazards) of surf travel are the small boats we take to outer reefs, or more-distant islands in the search for waves. And at the risk of painting a neo-colonial picture of cheery natives living lives in service of foreign surfers, it has been my experience that the boatmen who ferry wave riders in Mexico, the Philippines, Indonesia and the South Pacific are generally happy people — as people who spend time in the natural world tend to be. (Though not the ones in a forced-labor situation, of course.)

Now, running surfers out to a reef pass in Fiji and running two-tons of cocaine in the Caribbean are entirely di erent undertakings, very likely with entirely different circumstances surrounding the work. But I would guess that the Fijian boatman, and, say, a Venezuelan boatman, would recognize in each other the respective knowledge of their local waters, and of course, like everyone else in the world, they would also recognize their shared humanity in things like close friendships and family connections.

With news of at least 87 people killed in U.S. strikes on suspected drug boats off the coast of Venezuela this year, I can’t help but wonder what those people were like, and what the chain of events were that led them to being blown out of the water. As for what those Venezuelan and Colombian boat drivers and crew were like as individuals, I cannot say, but I know from my own experience in many di erent countries, they were most likely like the rest of us — a mixed bag of in uences and instincts directing their actions in the world.

Even if each one of those 87 people executed on the high seas by the United States were in fact blood-thirsty narco-pirates, what law would allow for such deadly and irreparable punishment to be summarily meted-out? No doubt Donald Trump, Pete Hegseth and Pam Bondi (and Kash Patel, too) have a curt response justifying these attacks. But whatever legalistic e planation they might o er, the bare fact is that they have killed many people without investigation or proof of crimes committed, and then shared these killings in gruesome surveillance footage.

Next time you’re in the supermarket, look at your fellow shoppers, and then imagine a missile blowing each of them into pieces. The performative cruelty of this administration — federal goons in face masks dragging people o the street, these hideous murders in the Caribbean (when it’s fentanyl coming into the U.S. from Mexico that kills far and away the most Americans), and Trump’s verbal attack on an entire class of Americans with his comments last week about the Somali community in Minnesota — begs the question: what will it take to put an end to these activities?

Naturally, it’s going to take free and fair elections and a peaceful transfer of power to put any check on Trump and his sycophants. (But between the tilt of the Supreme Court and Red State re-districting, it’s questionable whether the old safeguards to American democracy will prevail.) Still, I keep saying to my

And since I’ve strayed far from my saltwater purview this month, I’d like to formally announce my complete lack of faith in what seems a widespread and blind embrace of arti cial intelligence via the closed loop of investment between Nvidia and the tech industry in data centers. The supposed world-changing nature of A.I. is anathema to the organic nature of human innovation and it’s driven, in my opinion, by the false notion that computers can move humanity beyond its own limitations.

It’s very possible that I am wrong about A. ., that lack sufficient understanding to comprehend the potential bene t of the technology. But when I heard somewhere recently that Sam Altman, leader of OpenAI, responding to a question about how to make the technology pro table, said that he did not know, but that one possibility was that A.I. itself might know how to become profitable, I couldn’t shake the premonition of catastrophic economic failure.

There are only 24 hours in a day, and the very limitations that come with being human are sometimes the things that save us from ourselves. I look at my own micro-economy of shaping surfboards by hand, and am sometimes tempted to signi cantly increase my production by scanning the most popular boards I sell and having the bulk of the shaping work done by a cutting machine in Costa Mesa.

Then I remember that what makes my boards uni ue is the sur ng e perience bring to each design, and the hard-won skill I bring to the shaping.

Fundamentally changing my business model from hand-crafted “artisanal”

boards to a more industrialized production mode might very well increase my pro ts, but that change would also entail a much more substantial marketing program and distribution network.

Suddenly, the inspiration I feel in the evolution of my designs would be replaced by the requirements of running a larger enterprise.

As it is, I run on faith that each week there will be some work for me to do, and that the pay will be sufficient to meet my nancial obligations. And it seems to have been working these ve plus years of being in business full-time, though admittedly leaner in some periods than I would like. But I feel there is some sustaining force to the whole thing, a power

Deputies heard what sounded like a verbal incident in the area, and while investigating what was later determined to be no crime, it was discovered that a subject known to have a warrant for his arrest was inside the residence. The subject’s parents allowed deputies to search the interior of the residence, which was unsuccessful. When deputies attempted to enter the backyard, they encountered two large dogs. The subject’s parents refused to control the dogs and delayed deputies’ entry into the backyard for

Deputies responded to a vehicle that was parked in front of a residence, idling with the lights on. Deputies contacted the driver and identi ed a sub ect out of Santa Maria. The subject was asleep behind the wheel and thought he was in Ventura. The subject admitted to driving and was determined to be driving under the in uence of alcohol. He was arrested and booked into jail.

La Iglesia San Jose, Parte I

The rst Catholic Church in Carpinteria was established in . t was named La glesia San ose and was a used building purchase. t had been built in 2 by the Methodists on pson oad, a road that still e ists today, but looks more like a long driveway o the west side of Santa Monica oad as one drives towards Foothill oad.

The Methodists sold the church to the Catholics, who had no church structure of their own. The Methodists relocated to the corner of ighth Street and Maple Avenue with a used purchase of their own, buying and moving, piece by piece, one of the Santa Barbara Methodist churches that was relatively new, but had become e pendable. Presumably, the Carpinteria Methodists removed the church bell and tower o the structure on pson oad, because the Catholics were left with a church without a bell, something considered indispensable to the parishioners.

Most of the Carpinteria Catholics were Spanish speaking Californios — that is, uropeans originating from Spain whose predecessors had settled here. They were mostly the descendants of early Spanish e pedition e plorers, having Santa Barbara Presidio surnames like odriguez, Lobero and Hernandez. Mary Lopez, who attended the church, is uoted by ayne Cravens Caldwell in “Carpinteria As t Was” as follows, “ there weren’t too many Catholics. Most of the people in Carpinteria in those early days were Protestants.” ndeed, there were churches in Carpinteria for Methodists, piscopals, Baptists and Presbyterians.

So that when they blessed that big bell, they sold little pieces of ribbon for 50 cents. They would ust cut little pieces with scissors.

And, then they put the bell up.” n its history, La glesia San ose never had a parish rector. otating priests from Mt. Carmel in Montecito visited monthly to conduct services. When the picture of the priest that accompanies this article was shown to Carpinteria native osie Manri uez illegas — who passed away in 202 at the age of 0 — in 2020, her eyes grew wide “That’s Father scobar ’ll never forget his face.

abandoned the church on pson oad after 5 years of service. nstead, they used a hall for church services on Seventh Street, near the homes of the aya, Molina and Saragosa families. The church on pson had become too old and small for the growing Catholic population. By , the parishioners were ready for a new church. Trinidad aya made a trade of his Seventh Street and Ash Avenue corner lot in e change for the pson property where La glesia San ose stood. He also donated an ad acent lot so that the new church would have room to e pand.

The new church, now using its nglish name, St. oseph Church, was built from the oor and framing of a tin shed from a Palm Avenue packinghouse for walnuts,

and various parts that were saved from La glesia San ose.

Upon retiring from a 35-year career with the he joined a group of local historians to publish two pictorial history books on Carpinteria.

Jim’s curiosity of local history grew from that experience. He is currently serving on the Carpinteria Cultural Foundation which honors the achievements and contributions of Carpinteria’s diverse community. He is also on the board of the Carpinteria Valley Museum of History, where he writes occasional in-depth articles. In 2020, Jim wrote an entire year of columns for CVN’s Throwback Thursday.

Carpinteria girls soccer off to 5-0 start ROSANA SWING Carpinteria girls soccer is undefeated through the rst ve games of the year, with the Warriors rolling through a busy week with four wins from Dec. .

After winning their season debut in a dominant 0 shutout over illanova Prep, the Warriors were back on the eld for a road test against Citrus Coast League rival Fillmore on Dec. .

Carpinteria’s roster features a mi of veteran standouts and up and coming underclassmen who have already learned to play well together as a team, and in the league match against Fillmore the Warriors o ense put the pressure on the Flashes by creating scoring opportunities and a dozen shots on goal.

Freshman Yoselyn Lara attempted ve shots on goal, while her older sis ter velyn Lara accounted for four. But the Warriors’ big moment came in the 62nd minute, when sophomore Michelle Corne o sent a cross to freshman Caroline Cooney, who connected to score what would be the game winning goal.

Carpinteria’s defense, anchored by center backs ivian Huskins and ay dance Gardner, allowed only two shots on goal the entire game. Warriors goaltender Charlotte Cooney held on for her second straight shutout to claim the 0 win.

The ne t day, Carpinteria kept the momentum going with a home game against St. Bonaventure. n this game, the Warriors took an early 0 lead when Gardner scored in the 5th minute.

St. Bonaventure tied the game at early in the second half, but once again it was Carpinteria’s freshman standout Caroline Cooney who came through with a clutch goal, scoring o a loose ball in the 2nd minute to give the Warriors a 2 win. “ loved the tenacity that the young players are bringing to the s uad and each match continues to give them more confidence,” Carpinteria head coach Freddy Martinez said after the win. “ f this keeps up, we should be making a good impact in our league.”

One day later, Carpinteria hosted Bishop Diego for a non league match. t was the Warriors’ third game in three days, but the team showed little signs of fatigue, lighting up the scoreboard for a decisive 0 0 win.

Lara leading the way with four goals. unior icky Martinez played a big factor in the mid eld, directing the tempo and setting up teammates for big plays. Fresh man Belen MacMurray continued to have a stellar debut season, contributing on both o ense and defense for the Warriors.

After a few days o , Carpinteria was back on the road for a non league game against Orcutt Academy on Dec. . n this game, the Warriors gave up an early goal and had to claw back to regain the lead and claim the win in the nal stretch.

Orcutt Academy scored rst, before Carpinteria tied the game at with a penalty kick in the th minute. Orcutt Academy took the lead again early in the second half, leaving Carpinteria in danger of su ering its rst loss of the season.

The Warriors maintained their focus and came back, with sophomore Callie Labistour dribbling past Orcutt’s backline to nd the back of the net and tie the game at 2 2 in the 66th minute.

With ust 0 minutes left in the game, an Orcutt foul in the bo led to a penalty kick from unior Gardner, who converted

the goal and secured the win for Carpin teria by a nal score of 2.

Warriors girls hoops competes at Royal High Classic

Carpinteria girls basketball went 2 2 in a busy slate of games at the oyal High Classic in Simi alley, losing the rst two games of the tournament before coming back to win back to back games.

Carpinteria started out with a 0 5 loss against Agoura in the rst game of the tournament on Dec. . Despite the loss, Carpinteria had strong o ensive performances with points from Charlotte Cooney and 6 points from Leona McClellan.

The Warriors su ered a 5 loss against rival Bishop Diego in the second game of the tournament on Dec. 5. Cooney led the team with 2 points in this game, bringing Carpinteria within ve points before Bishop Diego pulled away for the win.

Carpinteria turned it around in the third game of the tournament against Simi al ley on Dec. 6. n this game, Cooney led the team with 2 points while senior amaica Cook snagged 0 rebounds to help the Warriors secure the 6 6 win.

The Warriors capped o the tournament with another win, 5 0, over Magnolia High School. Carpinteria had a balanced o ensive performance with four players scoring at least 0 points, while Cook grabbed a team high rebounds in the win.

Carpinteria girls basketball is now 5 overall and 0 in league play, as the Warriors prepare for a league battle against ordho this week.

Carpinteria boys soccer wins two straight games

Warriors goaltender Gwen Postma blocked 39 shots over two days at the Mistletoe Tournament.

Carpinteria girls water polo has won ve of its last seven games — including the rst two Citrus Coast League matches of the year — giving the Warriors a wave of momentum heading into the second half of December.

After claiming a one goal win in a double overtime thriller against Thousand Oaks on Dec. 2, Carpinteria prepared for its rst Citrus Coast League battle at home against Hueneme on Dec. . n this league match, the Warriors were dominant from start to nish, with every player on Carpinteria’s starting lineup scoring a goal in a 5 blowout over the ikings.

Sophomore Lucy Moore scored her rst goals of the season, while the Warriors defense and goaltender Gwen Postma limited Hueneme’s scoring chances throughout the game.

After the win over Hueneme, Carpinteria played a busy slate with four games at the Mistletoe Tournament hosted by ewbury Park High School on Dec. 5 6.

On the rst day of the Mistletoe Tournament, the Warriors started out with a two goal loss against Mira Costa by a nal score of 6.

Carpinteria rebounded in the second game of the day, putting together an o ensive show with a 5 0 win over io Mesa.

Si di erent Carpinteria players scored multiple goals in the rst two games of the Mistletoe tournament. Two Warriors, ane Mayer and athryn Caskey, scored their rst goals of the year.

The Warriors carried that momentum into the second day of the tournament, start ing with a dominant 20 win over Westlake in the rst match on Saturday morning.

Carpinteria had contributions from the entire roster, with the Warriors rotating lineups while maintaining a high tempo and intensity throughout the win.

Carpinteria ended the tournament with a 2 loss against Santa Barbara in the nal match. Sophomore Holliday Smith led the Warriors with several key goals, while Madison Lee, Hazel Dugr and Mina Handall each contributed with goals on Saturday.

Postma was a force all weekend in the net, anchoring the Warriors’ defense with saves over the four tournament games.

After the tournament, the Warriors were back in the pool on Tuesday for a league matchup on the road at Santa Paula.

This was a back and forth battle, with both teams trading goals all game long before Carpinteria claimed the win in the last minute.

The Warriors o ense was led by the four leading scorers — Smith, Lee, Dugr and Handall — who combined for the bulk of the team’s goals in the win.

Carpinteria girls water polo is now overall and 2 0 in league play.

Carpinteria boys soccer won back to back games, taking a 0 win on the road over Thacher and following up with a win at home against Agoura Hills.

The Warriors started out the year with a tie and two losses, but Carpinteria was back on track with a one goal win at Thacher on Dec. 5.

Carpinteria kept the winning momentum in its ne t match against Agoura Hills on Dec. . n this match, the Warriors started slow but took the lead with a goal from senior Carlos Garcia in the 25th minute.

The Warriors scored two goals over the ne t 0 minutes, with senior David s uivel tapping in a goal and sophomore Cesar ega scoring the team’s third goal shortly after. Agoura answered with one goal, but Carpinteria claimed the win . “ am really proud of the boys tonight, they deserved this win, especially our rst home game here at Carpinteria alley Memorial Stadium,” said Carpinteria head coach dgar Mendoza. “ want to give a huge shoutout to Cesar ega and Cesar aime who kept us in control of the game to put their other teammates in a position to help the team win.”

Carpinteria’s and under AYSO soccer team, the Sand Sharks, nished undefeated at the Area Playo s held in entura on Dec. 6 .

The Sand Sharks, coached by Carly Bass and ess Meyer, played a pair of games on Saturday and three games on Sunday and won every game without having a single goal scored against them. Carpinteria’s undefeated s uad played against teams from Santa Barbara, entura and O ai.

“This win re ects months of hard work, teamwork, and belief in each other,” said coach Bass. “The girls supported one another every step of the way.”

Cate School had a busy week of winter sports action, with competitions for basketball, soccer and water polo.

Cate’s boys basketball team has had a rough start to the schedule, with ve straight losses to start the season — including a 60 2 loss against league rival Bishop Diego on Dec. 9.

Cate girls basketball recovered from a season-opening loss to win two straight games. The Rams defense has been stiing in the two wins, with Cate holding Santa Clara to ve rst half points in a 41-15 win on Dec. 4.

Cate’s girls basketball team has been led by sophomore Josie Song — who scored in the win over Santa Clara — and senior merson vans, who nished with eight points and eight rebounds in the win.

Over on the soccer eld, Cate’s boys varsity team played its rst match of the year at home against Paci ca on Dec. .

Paci ca took a one goal lead in the rst half before Cate senior George Marin — last year’s leading scorer — tied the score with a header that hit the back of the net, sending the teams into halftime locked at 1-1. n the second half, Paci ca reclaimed the lead before adding an insurance goal to come away with a win by a nal score of 3-1. Cate boys soccer is now 0-1 as the Rams prepare to open up the league schedule against Foothill Tech this Thursday, Dec. 11.

Despite the recent losses, Cate’s girls water polo team has already begun to build team chemistry with the duo of Betsy Peters and Maria Salyards on offense. Warriors boys basketball traveled to O ai to play in the ordho Tournament, with three games over three days from Dec. 6. Carpinteria had a successful showing at the tournament, reaching the championship game and winning two out of three.

Carpinteria defeated illanova Prep 5 in the rst game of the weekend, with the Warriors defense playing a huge role in the win, holding illanova Prep to ust 5 points in the rst half.

Oscar De Leon led the way with 20 points in the win, while point guard Sammy Medel ran the o ense with con dence in his rst game back from after su ering an early season injury. n the tournament semi nals, Carpinteria matched up against the undefeated Grace Lancers from Simi alley. n this game, the Warriors defense kept up the intensity to hold Grace’s high powered o ense in check, while Carpinteria’s Micah Smith and Francisco ova grabbed extra possessions with strong rebounding in the paint.

Carpinteria held on to take the win, 51-31, earning a spot in the championship game against tournament hosts ordho on Dec. 6.

The Warriors controlled the tempo for much of the early part of the nal game, but the teams were trading baskets and headed into halftime with the score tied. In the second half, ordho took advantage of its larger lineup and began to pull away to take the victory by a nal score of 5 .

After the tournament nal, Carpinteria head coach Terrell Griffin addressed the players: “This weekend was about earning respect and showing grit, and you accomplished that. We are going to keep getting better.”

The popular band, known for drawing big crowds at local haunts like the Arts Center, Avocado Festival, Alcazar Theatre, and Island Brewing Company, is comprised of serious musicians who take pride in their work and want their name associated with a good quality show. Credited as founder of South on Linden, Lenny Price’s philosophy for a “really good” band is “every member is important, and everyone needs to have the same work ethic. Doing the homework so when you come to rehearsal you’re rehearsing, not learning.”

CIMWI TO THE RESCUE

There’s a reason some people call them sea dogs. Seals and sea lions play like our canine friends. When they’re distressed, they give you that sideways puppy glance, the whites of their eyes eclipsing the rim of the dark iris, a look that draws you in, seems to connect and ask for help. On a gray day last September, a team of mostly volunteers transported two rehabilitated sea lions to a secluded beach in Hollister Ranch, where the Channel Islands Marine & Wildlife Institute, best known as CIMWI (“sim-wee”), released them.

Kellen Meyer recalls two vivid moments critical to her life as a professional artist.

The fi rst was inspirational. During a morning beach walk, sand striations caught her eye. At home, she transformed her vision of those sandy patterns into a 13-foottall, fi ve-foot-wide textured sculpture of knit wool. She titled it “In Search of Wonder.” The second moment was more practical, arriving in 2021 when she signed the lease on an art studio overlooking the Carpinteria Salt Marsh. Her work had outgrown space at home, she remembers, and it was time to “really take this seriously — because the rent is due.”

The 2025 St. Luca procession — with Alia Matthews leading the way — entered the halls at Lions Park on Saturday, Dec. 6 for the American Scandinavian Foundation of Santa Barbara’s annual Christmas dinner and auction. Guests donated and bid on items that will fund the foundation’s scholarships, spokesperson Bonnie Yonker said, with music from the children’s choir and a Santa Claus appearance courtesy of Paul Wright.

“A heartfelt thank you goes out to everyone who attended, contributed, and supported this event. Your participation made it a resounding success, and we look forward to continuing our mission of supporting education and community through these wonderful gatherings,” Yonker said.
