A New Year always brings a mix of excitement and anticipation, and for us, as an industry peak body, it represents a unique opportunity to reflect, recalibrate, and reinvigorate our efforts to champion the interests of our sector. The Board of ClubsACT recently warmly welcomed Daisy Matsika and Kacey Lam-Evans as new Directors of the Association. We welcome the contribution they will make and the experience they both bring to the Board. Throughout 2024 our board is committed to continue our mission to lead our industry toward sustainable growth, innovation, and excellence.
Before we chart our course for the new year, it’s crucial to reflect on our accomplishments over the past twelve months. Last year, we achieved significant milestones that have strengthened our industry’s position and visibility at the local level. Through our concerted efforts, we have facilitated meaningful dialogue between businesses and policymakers, including making submissions on a number of key issues to the industry and worked to provide better support mechanisms for our members. On a range of regulatory issues we played an active role representing the industry view to Government and other key stakeholders in 2023 and many of those issues will form the narratives we go forward with into the 2024 election environment.
As 2024 is an election year for the ACT, we have commenced increasing our engagement with the ACT Political marketplace to ensure that our industry
priorities get attention from the major political parties who hope to form Government.
We recently conducted our first Industry micro conference for 2024. It was a successful kick-off to the year with Greg Hardford the CEO of the Business Chamber, Shane Martin the CEO of the ACT Property Council and Clare Carnell and Tom Emerson of the Independents for Canberra party attending. The speakers all outlined the 2024 political and economic land scape from their unique positions.
As we step into the new year, our focus sharpens on the objectives that lie ahead. Our goals are ambitious yet achievable, grounded in the commitment to serve our members and the broader industry with dedication and excellence. Key among our priorities is the enhancement of our advocacy efforts to ensure that the voices of our members are heard and acted upon. We aim in 2024 to expand our training and development programs, offering best practice resources and outcomes tailored to the emerging needs of our industry.
The path ahead is not without its challenges, but it is through tackling these obstacles that we find opportunities for growth and innovation. The rapid pace of technological change, evolving regulatory landscapes, and the need for sustainability are areas that demand our attention and action. By working closely with our members, stakeholders, and partners, we will navigate these challenges, turning them into catalysts for positive transformation within our industry.
At the heart of our mission is the commitment to strengthen the bonds within our industry community. This year, we will intensify our efforts to facilitate networking and collaboration among our members, recognizing that it is through sharing knowledge and resources that we can all thrive. The sentiment is not lost on Senior Project Manager, James Etheridge. With over 15 years of industry experience, James joined Paynter Dixon last year to focus on project delivery in the ACT and southern NSW.
His resume spans Canberra, the Southern Highlands and South Coast. Today, he is on site in Wodonga where Paynter Dixon is overseeing construction of The Quarter – a new mixed-use, multi-storey development on track to re-invigorate the town centre.

AustralianSuper has delivered positive returns for members in the December 2023 quarter.
The Balanced investment option, where most members are invested, over the last 10 years to 31 December 2023, has delivered an average return of 7.94% each year for super accounts and 8.75% each year for Choice Income retirement accounts1.
During September and October markets fell in response to concerns around US unemployment and debt levels. Markets then rose off the back of falling inflation rates and the possibility that the economy had reached peak interest rates.
The highs and lows of the December quarter are a good reminder that there may still be some economic uncertainty ahead.
Investing in a diversified portfolio is a key part of AustralianSuper’s investment approach. Listed shares were the largest contributor to the Balanced option’s positive performance, and delivered strong gains in November and December.
Fixed interest investments also performed better due to higher and more stable interest rates. Unlisted assets delivered a more modest return, with positive contributions from unlisted infrastructure.
Market confidence and investment performance will likely be driven by earnings growth and how central banks deal with inflation.
AustralianSuper will continue to manage investments through this current phase of the market cycle and also seek out long-term value for members.

The ACT Gambling and Racing Commission (the Commission) is pleased to advise ClubsACT members that 2024 registrations are now open for the yearly Gambling Contact Officer (GCO) training sessions, as required for continued appointment under the Gambling and Racing Control (Code of Practice) Regulation 2002.
GCOs are the main point of contact for patrons and staff in regard to gambling harm issues. Each licensee of a gambling facility must have at least one GCO who can be contacted when required.
Currently approved training sessions for GCOs are provided by Wisdom Learning and Lifeline Canberra. Seven sessions are currently available with additional sessions yet to be organised for the last quarter of 2024.
Wisdom Learning’s training covers identifying the signs of gambling harm, key GCO obligations, how and when to appropriately assist patrons showing signs of gambling harm and the resources available to assist patrons. These sessions are best suited for newer GCOs.
Lifeline Canberra’s training provides a more indepth focus on conversational skills, knowledge and skills, empowering GCOs to confidently engage with and support patrons who are at risk or are already being impacted by gambling harm. These sessions are best suited for GCOs who have already completed at least one of the yearly training sessions offered by Wisdom Learning.
The Commission recognises and appreciates the invaluable role GCOs play in preventing and reducing gambling harm in the Canberra Community.
These sessions are recommended for newer GCOs.

Federal Golf Club in Canberra has lodged three development applications (DAs), including one that details the club’s plans to build a retirement village on six-hectare at the southern end of the Red Hill course.
Under the proposal, the over 55’s village will feature 125 residences made up of mostly free-standing three-bedroom houses, as well as a number of twobedroom, three-storey low-rise apartments. There’ll also be a residents’ health and wellbeing centre with a lounge, events space, kitchen, toilets, games room, meeting room, cinema, open plan office, swimming pool, yoga room, gym, and hot tub.
A new or extensively refurbished clubhouse has also been included as part of the proposal.
According to the club, the proposal to build a retirement village is necessary to help fund the club’s infrastructure renewal program that is estimated to cost between $6 million and $10 million.
“The only means of raising the $6 million to $10 million needed for the club to continue to operate sustainably is for the over 55s village to be developed,” the golf club shared in an FAQ document about the DAs.
The infrastructure renewal program, according to the club, will involve “urgent attention” to the water management system at the club. The club currently relies on a 40-year-old irrigation system that it describes as inefficient as it continuously breaks down.
“Over many years this water vulnerability has created major financial issues for the club,” the club stated.
“Over the past 15 years it has accumulated net losses of over $1.7 million. It has no reserves, is over $2.2 million in debt, and has no capacity to replace ageing assets including the failing 40-year-old irrigation system and clubhouse infrastructure.”
The club emphasised the development of the retirement village is “critical to the club’s survival”, estimating that based on the 125 residences it would earn $18.75 million.
The two other DAs lodged were to subdivide the block to make room for the future retirement village, and for upgrading the golf course, which will be carried out concurrently.
The lodgment of the DAs comes nearly nine years since the Federal Golf Club’s board first signed an agreement with development firm Mbank to build the retirement village.
