It feels

like autumn is very quickly turning to winter, the time of year when we start to think about Christmas and all of the excitement that can bring.

With that in mind, I am delighted to bring you the latest edition of CityWide, which focuses mainly on the festive season and all of the spectacular events for families and children across Lisburn and Castlereagh.

On pages 4-10 you will find all of the details you need to plan a jam-packed, fun-filled Christmas with the return of the renowned Lisburn Light Festival, the Light Trail at Castle Gardens, Christmas Markets and don’t forget to mark 21st November in your calendar for the Big Christmas Lights Switch On!

Many people can struggle more at Christmas than any other time of year as the stresses and strains of everyday life can feel significantly harder. My message to anyone who feels this way is to reach out for help. I know it’s not easy, but there are people who want to support you.

Emerge Counselling Services is a local charity which provides immediate and effective counselling, befriending and training from their hub in Lisburn.

The hub is open to anyone having feelings of despair and on page 17 you can find out how to contact Emerge, what they do and how they can help you.

As my Mayoral charity for the year, I will be working closely with Emerge as we continue to raise awareness of mental health conditions and much needed

Emerge Counselling Services’ motto is “be your true self.” They use the sunflower seed in their logo.

The Mayor is giving away packs of sunflower seeds that you can nourish. Help them blossom and then watch them grow. Just sow the seeds in pots or in the ground in late March or April and they will emerge into sunny, happy flowers in August.

As I approach the halfway mark in my year as Mayor, I reflect on the last six months with pride. I have had the opportunity to meet with so many wonderful people.

It has been a privilege to visit local businesses and community facilities to see the fantastic work that goes on in our communities.

I’ve hosted receptions for groups such as Dreamscheme NI, Hillsborough Boys, Derriaghy CC FC, Age Friendly Forum, Happy Life Together NI, as well as Olympians, Paralympians, and coaches from the Lisburn and Castlereagh area to celebrate their success at the recent Paris games.

Over the next six months I look forward to continuing to represent you as Mayor of Lisburn and Castlereagh and I hope to see many of you out and about across our communities.

The Big Christmas Lights Switch on

Thurs 21st Nov

Come along with all the family to kick-start the most wonderful time of the year at our annual Christmas lights switch on.

This year’s event will take place on Thurs 21st Nov from 7.00pm in front of the Irish Linen Centre & Lisburn Museum with lots of entertainment before and after so you can enjoy a full evening in Lisburn. With walkabout characters, interactive entertainment, market stalls and illuminations, there will be something for everyone to enjoy.

Our Christmas switch on will be turned ‘Inside Out’ as the emotions from the blockbuster animated movie are brought to life during the Christmas extravaganza.

Santa and the Mayor will be on stage for the official light switch on at 7.30pm. Once again, an Enchanted Lantern Walk will leave Market Square and make its way up and through Castle Gardens after the festive lights are shining bright.

This free event is sure to be a truly magical night of festive fun for all. No booking necessary.

Christmas is full steam ahead with the introduction of a brand-new miniature train ride in the heart of Lisburn City centre. Jump onboard the Lisburn Lights Express train which will ferry passengers along Bow Street and Market Square.

Lisburn’s legendary Light Festival is set to sparkle this Christmas. Be captivated by our festive illuminations across Lisburn City and beyond.

Join us for dazzling light shows at the light canopy on Bow Street and visit our enchanting Christmas tree and the light trail in Castle Gardens. If you're in the Castlereagh area, don't forget to visit our illuminated arctic fox in Carryduff and spectacular reindeer in Dundonald and this year, they have some new friends joining them!.

Bring the whole family to enjoy a stroll through the illuminated pathways, where you’ll discover dazzling light displays and dancing beams lighting up the sky. Open every night, with the festivities including a mix of live music, Santa’s grotto, and a mini Christmas Market featuring local artisans and delicious treats every Wed to Sat from 22nd Nov.

Give Pre-Loved Toys a New Lease of Life

Our Christmas Toy Scheme, in partnership with local charity Habitat for Humanity, has become a firm favourite in the festive calendar. Last year over 5,500 toys were dropped off at household recycling centres and community centres in Lisburn and Castlereagh diverting over 21 tonnes of waste from landfill. Approximately 14,000 toys were also donated by local people at the Habitat Restore in Lisburn. Altogether the toys raised £17,500 in sales. Lets make this Christmas appeal bigger and better.

This year we’re making it even easier to shop local with free weekend carparking at our Council owned carparks each Sat and Sunday from Sat 7th Dec until Sat 25th Jan.

Donated toys will be sorted, displayed and sold at affordable prices in the Christmas Toy Shop at Habitat ReStore Lisburn from Thurs 14th Nov to Wed 18th Dec.

A small number of local pop-up toy shops will also be set up. Gifting pre-loved toys this Christmas really is the sustainable choice!

Council Supports Affordable Housing

Many young people and families continue to be priced out of having a decent home and the stability and security that brings. This is a growing issue impacting people locally and across the UK. This can lead to people living in unacceptable conditions which has a significant effect on their quality of life.

In September 2023, Lisburn & Castlereagh City Council published the Plan Strategy of the Local Development Plan which aims to help address this issue. For the first time, our plan places an obligation on private developers to provide affordable housing as part of any housing schemes with 5 of more dwellings.

Schemes are now being approved across Lisburn and Castlereagh that will offer housing choices to everyone in the area whether they are on a waiting list for social rented accommodation or saving to buy a new home.

We hope to see more of these schemes coming forward leading to an increase in the availability of affordable housing to suit a wide range of needs.

The Council is committed to encouraging local groups to support their communities through the services and facilities they can offer.

Supporting inclusive communities and reducing social isolation is the objective. Dedicated staff can help with:

Community Projects

Given a £1.2m Boost

Four community projects have benefited from a total of £1.2m from the Council’s Community Investment Fund (CIF).

Carryduff GAC’s funding will enable a new 3G all-weather training area to be built, as well as a number of other enhancements to the club. This will mean that for the first time all of the club’s 60 teams will be able to play and train from the same grounds.

Ballinderry War Memorial Hall’s funding will enable its hall to be restored and refurbished extending the hall’s functionality to encompass a wider range of community activities for all ages and interests.

Hillhall Regeneration Group’s funding will allow it to develop

a bespoke community hall and resource hub providing a physical space for friends, neighbours and those who are socially isolated to come together.

Canal Boxing Club’s funding means it can build a sports hub at Queen Elizabeth II playing fields making it accessible to many more members. The club prides itself on achieving positive health outcomes, well-being (both physical and mental) and improved levels of physical activity through the provision of boxing and fitness related initiatives at its gymnasium.

Fill your recycling bin or boxes with:

• Plastic bottles, pots, tubs and trays from your drinks and nibbles - don’t forget your empty sweet tubs!

• Foil cases from those tasty mince pies

• Tins, cans and aerosols like empty hairspray and deodorants

• Card and cardboard boxes from all those deliveries (remember to remove any plastic and polystyrene first)

• Plain Christmas cards – remove any glitter, foil or embellishments

Don’t forget that wrapping paper CANNOT be recycled and MUST go into the landfill bin.

Christmas often means gifts with batteries. Make sure you dispose of old single-use batteries safely at the Household Recycling Centre.

Report It: Our Online Platform to Report Your Concerns

Since April we have been encouraging residents to use our new online reporting system, Report It. When you are out and about you can use your smartphone to report concerns on matters we can assist with.

Whether it’s a noise complaint, dog fouling, graffiti or overflowing bins please let us know.

Simply visit www.lisburncastlereagh.gov.uk/ reportit and fill out your contact details so we can keep in touch with you about your query as we try to address the matter of concern.

This cost effective method has been successful so far and in 6 months we have received 110 reports. The concerns raised have all been resolved within 5 working days.

Lisburn & Castlereagh City Council has installed two Digital Customer Kiosks to enhance public access to essential information and resources. You can now visit Lagan Valley Island or Ballyoran Community

• stay updated: browse upcoming events and community activities and view the latest updates from the council;

• submit requests: submit service requests, such as bulky waste collection;

Breastfeeding Welcome Here!

Did you know that at LCCC, we welcome breastfeeding in all of our facilities? The ‘Breastfeeding Welcome Here’ initiative aims to help mums feel more confident and comfortable when breastfeeding in public places.

We are encouraging shops, cafés and

other public premises across the Council area to sign up to the free scheme to show they are recognised as ‘breastfeeding friendly’.

The right to breastfeed in public is protected by law but it’s not always a positive experience. Mums can sometimes feel embarrassed, uncomfortable, and they worry about the reaction they’ll receive. The ‘Breastfeeding Welcome Here’ scheme aims to positively change perceptions around breastfeeding in public and promote an environment where mums feel confident to breastfeed for as long as they choose.

By signing up, businesses and organisations pledge to actively welcome mums who are breastfeeding and support them to feel confident and comfortable feeding their baby wherever they are.

With online shopping, banking and the need for our young people to have access to computers to help with their studies, safety online has never been more important and that’s especially important at Christmas!

Our key tips to stay safe from phishing and other online risks:

• Be cautious with email and messages: don’t click on links or download attachments from unknown or unexpected sources, even if the sender looks familiar.

Verify sender information:

Lisburn & Castlereagh PCSP in partnership with the Council, Health Trust, Police, Sport NI and the Housing Executive are offering up to £1,000 to the popular projects in the Killultagh District Electoral Area which includes Aghalee, Ballinderry, Dundrod, Glenavy, Maghaberry, Stoneyford and White Mountain. Projects must address one of the following themes:

At Christmas, it’s easy to get distracted as you focus on buying presents for family and friends. With so much going on, it is a prime opportunity for scammers. Last year, the PSNI received 5,412 reports of scam-related crimes resulting in monetary losses of over £23m. Please report all suspicious scam activity to protect you and your family.

Scams are constantly evolving. They are usually committed from a distance. They may occur through a phone call, email, text or even social media message –but their purpose is generally always the same, to try and worry, or pressure you, to the extent that you give them personal and financial details.

• Always check the email address, phone number, or website URL carefully for subtle differences that indicate a scam (e.g. misspelled company names).

Enable multi-factor authentication (MFA):

• Use MFA on your accounts for an extra layer of protection, requiring both a password and a second form of verification (e.g. text message).

• Regularly check bank and credit card statements for any unauthorised transactions.

Check website security:

• Before entering personal information, ensure the website uses HTTPS (look for a padlock symbol) to encrypt data.

In your home

It’s vital to keep your home secure both when in it and when you leave it. You should:

• lock all doors;

• keep valuables out of sight;

• never leave keys or bags close to your door,

• install a burglar alarm;

• install panic buttons to connect with family or emergency services;

• use timers to turn lights on and off when you are away; and

• our PCSP also recommends using a door stop designed to be placed at the inside of your door. This helps you feel safe when you open your door to a stranger.

Mind Your Mental Health Over the Festive Period

We all have items we cherish and need. You can make them far less attractive to thieves by reducing the potential to sell them on and dissuade an offender from its theft by realising the item can be easily linked to the scene of a crime.

It also makes it easier for the police to trace the rightful owner of possessions.

Property can be marked with a postcode and house name or number. This may be through the use of permanent marker, engraved, tamper evident labels, UV marker pens, microdots or electronic tagging.

People say the most difficult times of the year for missing a loved one are the special occasions, especially at Christmas. Many people speak about the empty chair and setting a place for a loved one that has died. From getting up to open presents, to preparing the festive meal through to family arriving, the list can go on and on for what triggers memories. We know special events throughout the year are sensitive and we recognise the difficulties in everyday life. Sometimes it’s the normal events that hit the hardest.

Your home can be the nosiest, active home on the street but if you and your family are grieving, to your family, the biggest noise will be filled by the silence of the memory of the person that is no longer with you.

When out and about

Whether you are out for a walk, run or socialising with friends you can help keep yourself safe. You can wear a personal alarm as a powerful deterrent. The loud, attention-grabbing sound they emit can startle potential attackers, giving you a valuable window of opportunity to escape or attract help.

If socialising with friends you can use ‘Ask for Angela’. If you feel unsafe, vulnerable or threatened then discreetly seek help by approaching venue staff and asking them for ‘Angela’. This code-phrase will indicate to staff that you require help, and a trained member of staff will then look to support and assist you. More at: www.askforangela.co.uk

• embrace the silence as a family and fill it with memories of your loved one. This may be a kindness they offered, a mischievous act or phrases that you reminisce over fondly;

• share individual memories with family in group settings;

• show timely kindness, help, empathy and support where you can;

• light a candle or develop, as a family, an annual remembrance event to address your loss together; and

• keep personal belongings of your loved one around the home to be inclusive as a family in the grieving process.

Investing in Our Communities

Lisburn & Castlereagh City Council aspires to improve the lives of local people by continually enhancing access to services and activities. Over the past four years we have committed to £125m of capital investment in local projects, ranging from new buildings, improving existing facilities, developing sports pitches and other infrastructure.

The Corporate Services Committee Chair, Councillor Nicholas Trimble explains how investing in the capital programme benefits local communities:

“It is important that we continually review our facilities, ensuring that they are up-to-date, accessible, and that they meet the needs of local people. This investment is already having a positive impact in our communities. The new playing fields at Lough Moss Leisure Centre, the new sculpture trail and adventure play park at Hillsborough Forest, and the refurbishment of Navigation House are just some of our recent developments. Construction is also underway on the new Laurelhill Sports Zone, the Hilden School Regeneration Project, upgrades to the Blaris Cemetery, and an IT infrastructure and digital architecture upgrade across Council facilities.

“One of our most exciting projects to date is just getting underway, the re-development of Dundonald International Ice Bowl which is scheduled to open in 2027. The new Ice Bowl which will include the only Olympic sized ice rink on the island of Ireland as well a state of the art gym and bowling facilities. This is an example of how Council can turn plans into reality, creating employment and leisure activities for local people as well as a top class tourist attraction that will help support regeneration locally and generate economic growth for Northern Ireland.”

Hilden School Regeneration Project Underway

Restoration work has started on the iconic Hilden School building in Lisburn. Woodvale Construction has been appointed to complete the works, which have been made possible by a significant grant of £833,846 from The National Lottery Heritage Fund.

The original school was opened in October 1912 for the benefit of the children of Hilden Mill workers. It closed in 2008 and the local community has lobbied for its restoration ever since.

The project will see the cherished building revitalised and repurposed to become a vibrant hub once again at the heart of the community featuring a tearoom, childcare services and a permanent heritage display celebrating the rich history of the Hilden area. The restoration project, spearheaded by LCCC in partnership with Hilden Community Association and Resurgam Trust, is set to complete in autumn.

Lisburn Museum will collaborate with community partners to create an annual program of events and offer training for community heritage volunteers, ensuring that the legacy of the site is preserved and shared with future generations. The restoration of Hilden Mill School is part of the Council’s capital programme, which aims to improve the Lisburn and Castlereagh area by providing quality, inclusive facilities close to the hearts of our communities. The project is expected to bring a new wave of activity and investment to the area, enhancing the quality of life for residents and attracting visitors alike.
