Mayor’s Welcome

The Right Worshipful the Mayor, Alderman Amanda Grehan

Welcome to the latest edition of CityWide, which is full of inspiring stories, local highlights and festive happenings across Lisburn and Castlereagh.

As Mayor, it has been a privilege to showcase the diversity, creativity and community spirit that make our area such a special place to live and work. Lisburn truly is a city that sees everyone. And in this edition, you’ll find just some of the ways we’re creating spaces where every voice is heard, every story is valued and everyone can shine.

On page four, we’re inviting you to have your say on the branding of the new Ice Bowl and we also share the success story of Ballyburren Outdoor Escapes. And turn to page six to discover the diverse range of programmes available at the ISLAND Arts Centre for people of all ages and abilities.

We’re getting into the festive spirit on page seven with our fantastic Christmas programme, which is jam-packed with events and magical moments for everyone to enjoy.

From Christmas markets to roller discos, there really is something for everyone in Lisburn and Castlereagh this season!

Our regular What’s On guide will have you filling up your calendars right through to March, and we’ve also included some seasonal safety tips and scam awareness advice to help keep you informed and protected this winter.

Over the coming months, I’ll continue to raise awareness and funds for my mayoral charity, Action Cancer, and I hope to see many of you at the wonderful festivities and community events taking place across the council area.

On behalf of everyone at Lisburn & Castlereagh City Council, I wish you a peaceful Christmas and a happy and healthy New Year.

The Right Worshipful the Mayor, Alderman Amanda Grehan

Mayor champions Action Cancer

This year, Mayor Grehan has chosen Action Cancer as her charity, with a focus on breast cancer awareness and early detection. Breast cancer is the most common cancer among women in Northern Ireland, accounting for 30% of female cancer diagnoses.

Early detection saves lives, which is why women over 40 are encouraged to have regular breast screening. The NHS routinely screens women aged 50 to 70, but Action Cancer goes further by offering screenings for women aged 40 to 49 and 70+. This vital service helps women outside the NHS programme catch cancers early, when treatment is most effective.

Mayor Grehan said: "Cancer can affect anyone and I have seen the impact it has on families. During my term, I will work with Action Cancer to raise funds for local breast screening and promote awareness so more people can benefit from early diagnosis. There will be many events for everyone to get involved in.”

To mark the campaign, the motto, ‘Be Your Own Breast Friend’, has been planted in the Mayor’s charity flower bed, encouraging women to book their screening.

Make sure to take a selfie by the bed in Lagan Valley Island and share it on social media, tagging Action Cancer and the council to help spread awareness.

you’d like to support the Mayor’s charity through volunteering, events or donations, contact the Mayor’s Secretary on 028 9244 7331or email mayors.secretary@ lisburncastlereagh.gov.uk

The Ice Bowl

The redeveloped Ice Bowl is well underway and we look forward to welcoming you to the new state-of-the-art facility in 2027.

The next milestone for this project is the new and revitalised branding for the Ice Bowl. We’ll be engaging with our community and key stakeholders in the coming months to help.

More information will follow in due course. To keep up to date with what’s happening, go to www.theicebowl.com/redevelopment

Ballyburren Outdoor Escapes, a leading eco-tourism destination nestled in the heart of rural Lisburn and Castlereagh, is celebrating a year of growth and innovation following its participation in the Go Succeed business support programme.

Ballyburren started rewilding in 2019 when Damien Butler turned 18 acres of wild land into a welcoming outdoor retreat, which opened in June 2023. Here, you can stay in cosy luxury glamping pods, walk with alpacas, join forest school adventures and reconnect with nature. Caring for the planet is at the heart of everything they do. They’ve planted over 6,500 new trees, restored ponds for wildlife and added smart solar panels that make 40% more energy than standard panels.

Go Succeed provided Ballyburren one-to-one mentoring, help with planning and digital know-how. This support allowed the business to grow its activities, make the site easier for

everyone to enjoy and spread the word about what they do. Thanks to these changes, Ballyburren Outdoor Escapes was named Best Tourism Business 2025 at the council’s Business Awards and secured the TripAdvisor Travellers' Choice Award 2025.

Talking about the impact of Go Succeed, Damien said: “When we started Ballyburren Outdoor Escapes, it was just a vision - a wild patch of land and a dream to reconnect people with nature. Through both Go Succeed support and council encouragement, we’ve turned our vision into a thriving destination.

“For us it’s not just about tourism - it’s about creating experiences that nurture people and the land. We’re proud to be growing here and contributing to the council’s reputation as a leader in eco-conscious tourism.”

A new checklist for better planning

From Thursday 1st January 2026, we’ll introduce a planning checklist as part of our improvement programme. This will help us make planning decisions more quickly.

The checklist will explain what developers or land users need to give us at the start of their application. It asks for more than just the form, fee

and site plan. Providing all the key information upfront helps us avoid asking for extra details later.

Alderman James Tinsley, Chair of our Planning Committee, welcomed the new checklist. He said: “Getting the right information at the very start will help us make decisions more quickly on planning applications.

“It will also give applicants more certainty when making investment decisions and let local people see the details used to guide the siting, design and layout of a proposed development. Planning officers will then be able to consult with everyone involved at the same time.”

Council officers spoke with stakeholders and the public to make sure the checklist is fair and meets the needs of applicants and others with an interest in the process.

Get ready for the Christmas Switch On

This year’s festive programme will get underway with our annual Christmas Lights Switch On event, taking place in Market Square, Lisburn on Thursday 20th November from 6pm.

We’ve planned a magical evening for all the family to kick-start the season. Meet pre-parade entertainers, enjoy lively music from the main stage and follow a sparkling enchanted walk to end the night. Local radio DJ Frank Mitchell will be on stage, keeping the celebrations fun and full of energy.

The star of the show will be our fabulous real Christmas tree, twinkling in front of the Irish Linen Centre & Lisburn Museum. The Mayor and Santa will flip the switch to light it up, along with festive lights across the city, spreading Christmas cheer for everyone to enjoy.

Speaking about the event the Mayor, Alderman Amanda Grehan, said: “Our Christmas Switch On is always popular

and I’m looking forward to welcoming everyone to this wonderful event. There will be a great festive atmosphere and families are encouraged to come along, sing carols and enjoy the evening.”

Local schools and community groups will take part in the event including the enchanted walk, which will make its way from Market Square to Castle Gardens for a preview of the spectacular Lisburn Light Trail.

This event will be inclusive with a BSL signer on stage, an accessible area for those with additional needs and a quiet SEN area within our museum.

Step into a world of pure festive magic this Christmas as the renowned Lisburn Light Trail makes a grand return to Castle Gardens from Friday 21st November to Monday 22nd December.

As darkness falls each evening, you and your loved ones can wander through a breathtaking trail of sparkling installations and dazzling light shows, soaking in the enchanting atmosphere.

The excitement extends beyond the radiant light installations, with a host of other festive delights. Santa Claus will be in his grotto every Wednesday to Saturday to hear your children’s Christmas wishes. Meanwhile, enjoy the sounds of the season at our live music stage as local bands and choirs add to the ambience.

For those of you in search of delicious treats, a charming mini-Christmas market will be open each Wednesday

to Sunday. Here, you can browse wooden chalets filled with local artisans’ creations and sample festive food and hot drinks.

The event is designed for everyone, including your four-legged family members! Well behaved dogs on leads are very welcome to join you on the magical light trail (bonus points if they wear festive jumpers!) And best of all, admission is completely free. See you there!

Give your old toys a new home this Christmas

With Christmas just around the corner, we’ve teamed up with Habitat ReStore once again to support local families and reduce waste this holiday season.

We’re asking families to donate their pre-loved toys so they can be enjoyed by another child this Christmas. What started as a pilot in 2022 has quickly become a much-loved tradition.

By extending the life of toys that might otherwise be discarded, the scheme reduces waste and disposal costs, while saving the resources, energy and emissions involved in producing new toys. It also promotes sustainability by encouraging residents to make the most of what they already have and reduce unnecessary waste. A win-win for people and the planet!

Where

to drop off toys

You can leave your donations between Monday 27th October and Saturday 13th December at:

• Habitat ReStore, Lisburn

• The Cutts Household Recycling Centre

• Carryduff Household Recycling Centre

• Maghaberry Community Centre

Where toys will be sold

Donated toys will be sorted and sold at affordable prices in the Christmas Toy Store at Habitat ReStore, Lisburn, from Thursday 13th November to Saturday 20th December.

We’ll also have pop-up toy shops at:

• Lough Moss Leisure Centre

Tuesday 25th November 11am to 2pm

• Maghaberry Community Centre

Tuesday 2nd December 11am to 2pm

• Ballyoran Community Centre

Tuesday 9th December 11am to 2pm

By donating, you’ll help another family give their child a Christmas to remember while doing your bit for the environment.

Christmas safety made simple!

Christmas is a time for lights, laughter and fun. But it’s also important to stay safe. Here are some simple tips to enjoy a worry-free festive season.

Candle care

• Keep candles away from curtains, cards, furniture, Christmas trees, decorations and wrapping paper.

• Never leave candles unattended and keep them out of reach of children and pets

Deck the halls safely

• Use a stepladder to reach high spots.

• Make sure your Christmas tree is stable - curious toddlers and pets love to pull!

• Only use lights and electricals with a British or European safety mark.

• Keep lights away from flammable decorations and materials.

• Replace any damaged lights.

• Outdoor lights should still be plugged in indoors with a 30mA RCD-protected socket.

• Avoid overloading sockets or using too many adaptors. You should never plug one adapter into another.

• Switch off all lights at bedtime or when leaving the house.

Toy tips from Santa

• Choose toys with CE or CE UKNI marks and buy from trusted suppliers.

• Check that festive novelties are suitable for children.

• Be careful with second-hand toys - they might not be safe.

• Follow age guidelines - these are there to protect children from choking or sharp edges.

• Supervise use of potentially hazardous toys like chemistry sets.

• Keep small pieces, like Lego, from younger children.

• Secure batteries with screws - they’re extremely dangerous if swallowed.

For more advice on keeping children, older people, or vulnerable adults safe at home, contact our Home Safety Team on 028 9244 7397.

Apprentice spotlight:

Joshua Rainey

Joshua Rainey is halfway through his apprenticeship with us, gaining hands-on experience while completing his Level 3 qualification.

Our apprenticeship programme, now in its fifth year, offers paid opportunities for people looking to upskill, reskill or explore a new career path across areas like marketing, events, IT, horticulture and more.

We caught up with Joshua to hear about his experience so far.

Q: What attracted you to the apprenticeship programme? I wanted to have the opportunity to gain practical, hands-on experience and develop my skills in IT.

Q: What is the most exciting project you’ve worked on? One of the highlights was working on the Lisburn Half Marathon medal design. I really enjoyed that.

Q: What skills have you learned that you didn’t expect? I’ve had to learn how to explain technical ideas to people who aren’t from an IT background, which has improved the way I share and present my work.

Q: What advice would you give someone considering an apprenticeship? Make the most of the opportunity. The more effort you put in, the more you’ll get out of it and it can really set you up for a strong career.

Joshua’s journey shows how our apprenticeship scheme provides a supportive, practical environment to learn, grow and prepare for a fulfilling career - all while earning and gaining real-world experience. Keep an eye on our socials for programme updates.

Our commitment to you in 2025/26

We’ve published our Performance Improvement Plan for 2025/26, setting out how we aim to continue improving our services and stronger outcomes for residents, businesses and communities.

Despite ongoing challenges for public services, we remain determined to continue working smarter, listening more and focussing on changes that make a real difference.

Chair of the Governance and Audit Committee, Cllr Declan Lynch, said: “This plan reflects both our ambition and our accountability to the people we serve. We are proud of the progress made so far, but we know there is more to do. Our goal is not only to meet expectations but to exceed them.”

The plan was shaped by feedback from residents, staff and community partners. Key priorities include:

• Improving the quality of council services.

• Setting clear targets and measuring progress.

• Building stronger partnerships and encouraging inclusive growth.

Every decision will focus on value for money and community benefit.
