APPOINTS RACHEL BARBOSA AS CITY MANAGER The South El Monte City Council has appointed Rachel Barbosa as City Manager during its January 14, 2020 City Council meeting. Ms. Barbosa has served as Interim City Manager since May 2019, and prior to that, she served as Deputy City Manager for over a year and half, overseeing various departments including human resources, risk management, emergency management, parks and recreation, senior services, transportation, public safety, and any and all administrative policy and compliance related needs. Before coming to the City of South El Monte, she served as the District Director of the San Gabriel Valley for Los Angeles County Supervisor Hilda L. Solis where she opened two field offices in the region and fostered relationships and support for priority initiatives including the County’s Homeless Sales Tax Measure H among other revenue generating measures for transportation and parks improvement. She facilitated stronger relations with the community and County departments and served as a delegate on the San Gabriel Valley Council of Governments and on a number of Successor Agency Oversight Boards. Ms. Barbosa also served under Supervisor Mark Ridley-Thomas in various areas of his administration including County board meeting operations, administrative management, district field representation and staff liaison to the Empowerment Congress Seniors Committee. “In the two years Rachel has worked for the City, she has taken on all tasks that have been inherited from the past leadership. She is a hands-on doer while maintaining a transparent and positive culture in the City. Her dedication to South El Monte is refreshing, and I believe she is the perfect person to help carry the torch in continuing to set our City in the right direction,” said one City Official.
