This fund helps support programs for youth in the Owatonna School District and Adult Adaptive Recreation programs. Applications are available at the Parks, Recreation & Facilities Department office and online. Participants pay 40 percent of program fees, up to $75. For programs over $75, participants pay 50 percent and any late fees and must show verification of one of the following qualifications:

• School District Educational Benefits

• Current recipients of SSI (Supplemental Security Income) or Social Security Benefits

• Current recipients of Medical Assistance Program

• Other circumstances

Dear Residents,

The entire Parks and Recreation Department staff joins me in inviting you to embrace the great outdoors by experiencing Owatonna’s parks, trails and programs this fall and winter. We are fortunate to have such an excellent park system with 867 acres in 31 parks and 17-plus miles of trails that provide a variety of year-round recreation opportunities. Through several community engagement initiatives over the past year, we have consistently heard how much our parks and trail system are cherished and appreciated.

Fall is one of the best times to enjoy outdoor activities, breathe in the fresh air and admire colorful foliage. And, in winter, Owatonna’s parks provide plenty of spaces to prevent cabin fever and stay active! We have an exciting lineup of fall and winter activities with something for everyone to enjoy. Children can participate in our youth athletics programs while adults can join the bean bag league or participate in a yoga class or walk on an indoor track.

As you may know, the City of Owatonna is exploring options for a Community Center. Stay updated on the latest developments at Owatonna.gov/communitycenter. This Activity Guide is filled with programs, camps, classes and opportunities to explore the outdoors and take advantage of Owatonna’s indoor recreation amenities.

Adult Leisure Pursuits Membership

The West Hills Social Commons is a place where adults age 50 and over can find enriching social opportunities to stay active and engaged. With an affordable annual membership, seniors can access year-round programs that suit diverse interests and ability levels. From art classes, sports activities, book clubs, games, and day trips, there are endless ways for members to pursue existing hobbies and discover new passions. Seniors thrive at the West Hills Social Commons by participating in tailored exercise programs and joining groups that keep their minds stimulated and spirits uplifted. By connecting with new people and old friends over shared interests, seniors can discover something new every day.

500 League

Looking for some friendly competition? Why not join our group and take part in our 500game league! Whether you’re an experienced player or just starting out, this is a great opportunity to test your skills against others and have some fun along the way.

500 Beginner

This simple trick-taking card game often played with four to six players with partners. Using a standard deck of cards, each player is dealt 10 cards and takes bids to take tricks.

AARP Drivers Safety

This course, hosted by AARP, will qualify you for a 10% reduction in car insurance if you are over the age of 55. If you are new to the AARP Safe Driving Class, you must take the 8-hour course (Full Course), which is divided into two four-hour days. If you have previously taken this course, then you can take the four-hour ‘Refresher Course’. Stop by the West Hills Social Commons for a class schedule or call 507-444-4321.

Arthritis Foundation Exercise

Do you want to increase your muscle strength? This FREE exercise program provides low-impact physical activities developed by the Arthritis Foundation. Each class includes exercises that can be performed while sitting or standing including endurance, balance, strength, flexibility, relaxation and health education. The program has been proven to reduce body pain and stiffness, maintain or increase muscle strength, balance and coordination, increase energy and improve the performance of daily activities. Eileen Wohlenhaus, certified AFEP instructor, will lead the program.

Lefse Making for Beginners

This is a lefse-making class for senior citizens who are new to cooking the traditional Norwegian flatbread. Whether you’re of Scandinavian descent or just want to learn how to make this soft, potato-based flatbread, this class is for you. No prior cooking experience is needed, and you can take what you make. Senior Place Inc. will provide equipment and instructions.

Miniature Mug Garden

Are you someone who loves plants and has a green thumb? If yes, then we have just the thing for you! Masterpiece Makers

Indulge in your creative instincts and paint on a beautiful canvas using a paintbrush. With a paintby-number canvas, expressing yourself becomes easy, regardless of your experience level. A delicious charcuterie board filled with a variety of meats and cheeses is provided. You can also bring your own bottle of wine or favorite beverage to enjoy while you paint.

Pinochle

Pinochle, also called penuchle, is a trick-taking, ace-ten card game typically for two to four players and played with a 48-card deck. It is derived from the card game Bezique. Players score points by trick-taking and by forming combinations of cards into melds.

Semcac Senior Dining

Come join us for lunch with several dietary alternatives such as diabetic and low-salt options to meet your needs. If you would like to know what is on the menu for the day, please call 507-455-3195. Everyone will be served a meal regardless of whether or not they can donate.

Fee: Those 60 and older may make a donation of $4, while those younger than 60 are asked to make a donation of $7.

State Fair

Want to go to the Minnesota State Fair without the hassle of parking? Join other community members at The Great Minnesota Get-Together and eat anything you want on a stick. Price includes bus ride and entry to the fair.

Fall Train Ride

Fall Sightseeing River Boat Cruise

This year, we have rented a private charter for a Fall paddle boat trip leaving from Pike Island, where the Minnesota River meets the Mighty Mississippi. This two-hour boat ride includes lunch. After the boat ride, we will make a stop at a local brewery or winery to continue the fun!

The Book of Mormon

The Book of Mormon is a musical about Elders Price and Cunningham, two Mormon missionaries sent to a remote village in Uganda to convert the locals. (It's a far cry from Orlando, Florida, where Elder Price hoped to be sent.) Poverty, injustice and an oppressive warlord made the villagers lose faith in God long ago — but the elders are determined to succeed even if it means bending the teachings of the holy book a little.

We are going to be taking a trip to the movie theater! Grab some friends and sign up today to go watch a new release. Bring extra money for popcorn, soda, ICEEs and candy if you wish! We will meet at the movie theater. The movie pick and time of the movie are yet to be determined. Once it gets closer, we will be announcing details on our Facebook page and handing out flyers! As the sun sets, the park will be illuminated with twinkling lights creating a magical ambiance. Red Cross Lifeguarding

The purpose of the American Red Cross Lifeguarding course is to provide entry-level knowledge and skills to prevent, recognize and respond to aquatics emergencies and to provide care for breathing and cardiac emergencies, injuries and sudden illnesses until emergency medical services (EMS) personnel take over. Pre-requisites: practice and prepare for the following skills which are required to pass the class. Swim 300 yards continuously (non-stop) performing either front crawl or breaststroke. Swim 20 yards, pick up a 10-pound brick from 10 feet of water and return it back 20 yards using only a kick while holding the brick with two hands on the chest. Tread water with no hands/arms for two minutes. Must be at least 15 years of age at the time of the class. You will not receive a refund if you do not complete or pass the class.

The Adult and Pediatric First Aid/CPR/AED blended learning course equips students to recognize and care for a variety of first aid breathing and cardiac emergencies involving adults children and infants. (Ages 4-6) Swimmers learn basics of swimming. Designed to help students feel more comfortable in the water and enjoy water safely without a parent in the water.

Learn to Swim Level 2 (Ages 5-7) Swimmers improve upon Level 1 skills independently. Designed to help students feel more independent in the water.

Learn to Swim Level 3 (Ages 6-9) Swimmers begin learning more advanced strokes and begin swimming in deeper water. Diving is introduced in this level.

The City of Owatonna maintains more than 850 acres of parkland and over 17 miles of paved trails throughout 36 parks. Parks range from undeveloped natural spaces to specialty use parks. To see what amenities are provided in each park, visit Owatonna.gov, then Parks, Trails and Facilities to use the Owatonna Park Finder app.

Park Pavilion Information

Reserving a pavilion entitles the renter to the sole use of the pavilion from 9 AM to 9 PM. It does not provide sole use of any other park amenity. A park permit or event permit is required for additional amenities including greenspace, ballfields etc. To reserve a pavilion, visit Owatonna.gov or call 507-444-4321.

Park & Event Permits

Park Permits are required for activities within a park with a special request of more than a routine pavilion rental. Examples include use of the park outside the hours of 9 AM- 9 PM, exclusive use of park amenities, events with bounce houses or other amusement items use of sound amplification, tournaments, food trucks as caterers, other special requests.

Event Permits are required for parades, temporary road or trail closures, weekend activities using public right-ofway, fundraising events, sales of goods or services on city

property and any exceptions to City Ordinances. Park Permits and Event Permits must be submitted online at owatonna.gov at least 30-days prior to the event.

Park Maintenance Tree Removal

The Parks & Recreation department, as part of routine maintenance, removes dead, diseased or damaged trees throughout the park system. This includes Brooktree Golf Course and the West Hills Campus. This is often done in the fall and, when weather permits, into the winter months.

The department's policy is that trees are replaced at a one-to-one ratio whenever possible. Occasionally, that is not possible due to the proximity of other trees, buildings, power lines or park amenities.

Prepping the Parks for Colder Weather

As the colors turn in the parks, so does the weather. That means City crews will be turning off water, drinking fountains and other water lines; closing bathrooms, and removing portable toilets. This will happen by October 15 each year. Please plan your trip to the park accordingly.

River Springs Water Park

River Springs Water Park Season Passes and Punch Cards for the 2025 season are available for purchase beginning December 1, 2024, online, in person or over the phone by calling 507-444-4321.

Season Pass

Season Pass can be purchased at the Parks and Recreation office or online. The Season Pass can be used for all drop- in programs at River Springs including Lap Swim, Open Swim, Tiny Tot Time, Water Aerobics, and Water Walking Season passes cannot be used for programming that requires registration.

Family Season Pass Requirements

• A household consisting of up to 2 adults (parents or legal guardians only) and their dependent children.

• Family members must all live in the same household.

• Only those individuals in the immediate family can be included on the family season pass.

• Dependents include children 22 years old and under if, they are a full-time student in college; otherwise, an individual season pass is required. (College ID will be needed for proof of enrollment.)

Punch Cards

A great gift for any occasion, punch cards can be purchased at the Parks and Recreation office or online . Passbook prices:

Age Requirements

For all youth activities, the age/grade requirement will be as of the first day of the activity, unless otherwise noted in the activity description. All age requirements are set to benefit the children and to make instruction easier for the activity leader. In some instances, age requirements have been set for your child’s safety.

Activity Cancellations or Modifications

The Owatonna Parks, Recreation, and Facilities Department may modify, reschedule, or cancel activities due to insufficient enrollment, unforeseen circumstances, or other reasons. In such cases, participants may be notified, and appropriate arrangements, such as transfers or refunds, may be made. Any cancellations will be posted on the website owatonna.gov and the cancellation hotline at 507-4444321.

Activity Disciplinary Statement

It is our goal to provide safe and inclusive activities and facilities at all times. Improper conduct including but not limited to inappropriate language, inappropriate physical contact, abuse of staff or other patrons, theft, vandalism, or any other illegal activities is not tolerated. In consideration of the safety and security of our staff and patrons, Parks, Recreation & Facilities reserves the right to remove anyone from current or future participation in or attendance at Parks, Recreation & Facilities activities, or facilities in the event of improper conduct, including involving Parks, Recreation & Facilities if necessary.

Inclement Weather

The safety of participants is our top priority. By participating in Parks and Recreation activities, you acknowledge and understand that inclement weather may impact scheduled activities. Decisions regarding activity cancellations or modifications are made as early as possible, with consideration for the well-being of all involved. If you feel it is unsafe to participate, please do not attend.

Photography/Videography

The Owatonna Parks and Recreation staff may occasionally photograph or videotape events and program participants. These images are used by Owatonna Parks, Recreation, and Facilities in print and/or electronic media unless specifically requested otherwise by a participant, parent, or guardian.

Refunds

A refund will be issued for an activity if the Parks, Recreation, and Facilities Department is notified of the cancellation request 72 hours before the start of the activity. Refunds are subject to a $10 administrative fee. After the 72-hour deadline, no refunds are issued, except when due to injury or illness (these refunds are prorated, not to exceed 50% of the registration fee).

Registration/Payments

Most activities have enrollment limits. Early registration is encouraged. All activities for which a fee is charged require pre-registration. Class registrations are not accepted at activity sites.

Deer Management Program Begins October 20

The Deer Management archery program was developed to cull the herd of urban deer in Owatonna. Archers could hunt in one of eleven wooded parks. A total of 34 permits are available (17 each season). This year’s program runs from October 20 to December 15 in Cashman Park, Hamman Park, Kaplan’s Woods, Kaplan’s Woods Parkway, Kriesel Park, Leo Rudolph Park, Manthey Park, Maple

Creek Park, Mineral Springs Park, Nass Woods Park and North Straight River Parkway.

These parks remain open to the public during this time. For informational purposes, maps of hunter locations can be found at the main entrance to each park and online at Owatonna.gov. Signs posted at each park entrance alert the public in English, Spanish and Somali.

Program participants must hold a valid hunting license, follow all DNR rules and local requirements and pass a proficiency test. Park staff selects the locations for the elevated stands based on deer movement patterns and proximity to main trails and park boundaries. Participants must communicate weekly with park staff and whenever a deer is taken.

Each year, the DNR approves the hunt at a state level. Additionally, the City Council approved revising Chapter 133 of the City Code to support the program. Local DNR officials recommend continuing the program based on robust numbers in the vicinity and population modeling from the Wildlife Research Unit suggests deer populations in the area continue to grow and numbers are likely above goal.

The DNR views controlled archery hunts “as a safe means to help manage deer numbers toward a goal of avoiding greater conflicts with deer that can arise due to deer damage to property and natural habitats or disease concerns.”

As a reminder, City Ordinance 90.47 and 90.62 that no person shall feed or allow the feeding of wild animals as defined in 90.61 within the city. As a reminder for pets and owners using parks and trails, City Ordinance 90.01 requires any animal in a public park shall only be deemed to be under control when such animal is attached to a leash held by the owner or the owner’s agent.

Managing Winter Snow & Ice

Winter months provide many recreational opportunities but also pose a challenge when it comes to snow removal, slippery surfaces and recreational facilities. The City of Owatonna Parks Department has trained staff and specialized equipment to handle all Minnesota’s winter scenarios.

The City begins snow and ice control operations with any of the following conditions: snow accumulation of two or more inches, drifting snow that causes travel problems, icy conditions that seriously affect travel, or road conditions that could deteriorate due to peak traffic volumes.

After any snow event, park staff first helps the street department remove snow on city streets. The next priority is getting the downtown area cleared before the roads are plowed, then trails, sidewalks, public parking

lots and finally, skating rinks and ski trails. How quickly each one of these areas can be addressed is based on available equipment and staff. For example, staff may begin working on a trail when other staff and all available equipment for streets and downtown are deployed or in use.

Snow removal and ice control may be suspended temporarily if weather conditions pose employee safety concerns, such as ice storms, blizzard conditions and extreme cold.

All park department staff have been certified through The Minnesota Pollution Control Agency in Smart Salting Training for parking lot and sidewalk class. Training teaches best practices, improves operator effectiveness and reduces chloride pollution while keeping parking lots and sidewalks safe. Organizations reduce salt use, and the training has been shown to prevent chloride contamination in bodies of water.

Drivers and pedestrians should use extra caution during these winter months while on the roads and sidewalks and be courteous to city employees working to make the pavement safer.

Downtown Trick or Treat Event

Visit the Parks and Recreation team at the Downtown Trick or Treat event on Saturday, October 26 from 11 AM to 1 PM.

Holiday Lighted Parade

The parade will be held on Friday, December 6 at 6:00 PM in downtown Owatonna.
