MESSAGE from the MAYOR

I am very excited to serve you in my first term as mayor. We are fortunate to call Owatonna home with its abundant natural resources, well-planned growth and community members who make our city a great place to live, do business and have fun. The strong work ethic and dedication shown across our community are exactly the reasons why Owatonna is thriving.

For generations, decisions have been made by City leaders to preserve natural areas while managing forward-looking growth to provide the best of all worlds. Whether you enjoy history, nature, shopping, arts and entertainment or taking advantage of any of our parks, athletic facilities or outdoor amenities, Owatonna really does have it all!

This guide is filled with programs, amenities and information about how to enjoy all the aspects of being part of the O-Town community. I hope to see you on a trail, in a park, at a City Council meeting, grabbing a bite to eat or doing some shopping right here in Owatonna soon!

PARKS & RECREATION

The City of Owatonna’s 860-plus acres of parkland and 17-plus miles of trails offer a variety of yearround outdoor activities that encourage people to connect with nature and one another. Many of these recreation areas and open spaces are nestled along scenic waterways. The Parks & Recreation Department provides programming to suit all interests, abilities and ages.

Registration for most spring and summer programs, classes and camps begins February 4. Additional details for all programs and facilities can be found online at owatonna.gov or on the Parks & Recreation online registration page at owatonna. gov/prcatalog.

Age Requirements

For all youth activities, the age/grade requirement will be as of the first day of the activity unless otherwise noted in the activity description. All age requirements are set to benefit the children participating, to make instruction easier for the activity leader and, in some instances, for participants’ safety.

Activity Cancellations or Modifications

The Owatonna Parks & Recreation Department may modify, reschedule or cancel activities due to insufficient enrollment, unforeseen circumstances

or other reasons. In such cases, participants may be notified and appropriate arrangements such as transfers or refunds may be made. Cancellations will be posted online at Owatonna.gov and on the cancellation hotline at 507.444.4321.

Registration/Payments

Most activities have enrollment limits. Early registration is encouraged. All activities for which a fee is charged require pre-registration. Class registrations are not accepted at activity sites.

Youth Scholarships

The Youth Scholarship Fund helps support programs for all youth in the Owatonna School District and Adult Adaptive Recreation programs. Applications are available at the Parks & Recreation Office. Participants must pay 40 percent of program fees and any late fees and must show verification of one of the following qualifications:

• School District Educational Benefits

• Current recipients of SSI (Supplemental Security Income) or Social Security Benefits

• Current recipients of Medical Assistance Program

• Other circumstances

Adult Leisure Pursuits Membership

Adults ages 50 and over can find enriching social opportunities to stay active and engaged with an affordable annual membership offering access to year-round programs that suit diverse interests and ability levels. By connecting with new people and old friends over shared interests, members can discover something new every day. Scholarships are available.

AARP Drivers Safety | Ages 55+

This four-hour course is hosted by AARP and qualifies individuals over age 55 for a 10 percent reduction in car insurance. View the class schedule by visiting the West Hills Social Commons or by calling 507.444.4321.

Pilates | All Ages

Exercise that focuses on improving strength, flexibility, balance and posture through precise movements, controlled breathing and muscle engagement. Participants will need to be able to get up and down from the floor (chairs available for assistance). Punch card can also be used for Yoga.

City parks are open 6:00 AM–10:00 PM daily with the following exceptions:

• Programmed City activities past 10 PM

• Approved activities permitted through park or event permits

• Activities scheduled by Parks & Recreation Department

• River Springs Water Park as scheduled

• Brooktree Golf Course as scheduled

• Archery Park – closes at dusk during the season (not open in the winter)

Hard surface trails are always open.

Pets in the Parks

Pets are allowed in City parks and on trails. City Ordinances require all animals to be in the owner’s control and on a leash at all times except in the dog park. Pet waste must be disposed of properly by the pet’s owner.

Help Keep Parks Clean

Become an Adopt-a-Park volunteer by committing at least one day each month April through October to clean-up the park of your choice. One-time park clean-up kits are also available for check-out.

Park Pavilions

Owatonna’s parks are a perfect setting for special events. Options include outdoor spaces for up to 216 guests and indoor spaces for up to 100 guests. Reserving a pavilion entitles the renter to sole use of the pavilion and no other park amenity. A park permit or event permit is required for additional amenities including greenspace, ballfields, etc. Reservations may be made one year in advance. Payment is due at the time of reservation. Tree Giveaway and Tree Planting Sign Up

Help green your neighborhood! Join Great River Greening at a free tree giveaway or volunteer planting event in 2025! As part of the Cooling Minnesota Communities program, Great River Greening will be planting new trees and giving away free trees to Owatonna residents, all to support a healthy tree canopy that cools and cleans the air, provides shade and beautifies the community! Memorials & Donations

Owatonna’s park and trail system presents an ideal opportunity to honor or remember a loved one. A variety of options are available including benches, drinking fountains, pet waste stations, bike repair stations, grills, dog park amenities, trees, landscaping and much more. Costs vary. Park & Event Permits

Park permits are required when requesting more than a pavilion rental. Examples include use of the park outside the hours of 9 AM- 9 PM, exclusive use of park amenities including green spaces and ballfields, events with bounce houses or other amusement items, use of sound amplification, tournaments, use of food trucks as caterers and other special requests. Event permits are required for parades, temporary road or trail closures, weekend activities using public rights-of-way, fundraising events, sales of goods or services on City property and any exceptions to City Ordinances. Park permits and event permits must be submitted online at owatonna.gov at least 30 days prior to the event.
