CITY MANAGER’S MESSAGE

Welcome to another edition of Murrieta Magazine! I hope it keeps you feeling informed and that you continue to feel connected by community. This is a bittersweet edition for me because this will be my last time writing a message as City Manager for Murrieta Magazine because I will be retiring in the new year.

I’ve served as your City Manager for the last seven years and three additional years as Assistant City Manager. Being a City Manager is a challenging, but very rewarding, vocation. I have been blessed to serve Murrieta and work with amazing people in the community, but all things must end.

It has been a great honor to lead this organization, assemble the finest executive team anywhere, and strive to improve the lives of citizens and employees, all while keeping the community safe, beautiful, and thriving.

Now it’s time for me to give the next generation of public servants a chance to lead this amazing place. Murrieta, thank you for allowing me to serve as your City Manager; it has been the adventure of a lifetime.

ELECTION AND COMMISSION EDITION

The purpose of the City Clerk is to be a reliable, neutral local official who serves as a conduit between constituents and their local government. For the upcoming General Municipal Election, the City Clerk will partner with the Countywide Elections Official who will administer the Election. As the Local Elections Official, Murrieta’s City Clerk serves all local candidates interested in running for City Council and Murrieta voters. Additionally, for community members interested in serving on a City Commission, Committee, or Board, the City Clerk assists constituents with the application process and the City Council with selection.

GENERAL MUNICIPAL ELECTION

NOVEMBER 5, 2024

The November 2024 ballot not only consists of Federal, State, and County candidates and propositions but also includes Murrieta’s contest for City Council Members, Districts 3 and 4.

The City Council is the City’s legislative body that decides policies for the municipal government, which includes enacting laws that affect the day-to-day activities of the City. The City Council consists of five members elected by their respective districts, they are nonpartisan and serve four-year terms.

Any citizen can run for a City Council position as long as they are a registered voter and reside

The City has five advisory Commissions/Committees to support the City’s overall needs and improvement. Although applications are accepted year round, the City Clerk is seeking applicants for the upcoming Fall/Winter recruitment.

Play is an essential part of every child’s development, nurturing their physical, social, cognitive, and sensory needs, while enhancing their communication skills.

The City of Murrieta is committed to embracing inclusivity. Various parks are undergoing enhancements and new playground equipment is being introduced.

These improvements are aimed at accommodating children of all abilities, enabling them to fully immerse themselves in play and enjoy all that the parks have to offer.

The state-of-the-art equipment takes into account a variety of developmental needs, whether they be physical, sensory, or cognitive. The playgrounds are intricately designed to support the growth and well-being of every child.

These enhancements promote social equity by providing equal opportunities for play and recreation. Every child deserves a safe, enjoyable play environment, and these upgrades aim to make that a reality.

It’s worth noting that the designs for these improvements were significantly influenced by community input and feedback.

The California State Legislature passed Senate Bill 1383 which requires cities and counties to reduce organic waste disposal 75% by 2025. All California residents, businesses, and multifamily complexes are required to separate food waste and yard waste from their trash and recycle in a separate organics cart. Businesses and residents who do not comply may be subject to fines.

Collection is available for all residents of Riverside County. There is no cost for drop off of items. The City of Murrieta takes disaster preparedness seriously and we encourage you to join our “Murrieta Ready” initiative. As a resident, you can take steps to ensure your safety and well-being in an emergency. By being prepared, you can take care of yourself and your family until help arrives.

YOUR GO-BAG ESSENTIALS:

Think of your go-bag as an emergency backpack filled with items to sustain you for at least 72 hours (3 days). Here’s an essential checklist to get you started:

• Water (one gallon per person per day): Consider water purification tablets if space allows

• First-aid kit: Include bandages, pain relievers, and prescription medications

HOMELESS OUTREACH TEAM

The City of Murrieta is constantly working to maintain functional zero homelessness status, meaning there are enough services and resources, such as housing or shelter beds, for those desiring to move towards housing sustainability. The team includes City staff, officers from the Community Policing Team (CPT), and City Net (a nonprofit organization) employees. The team is a vital resource, connecting people with the services or help they need.

“Every day we are helping somebody. I don’t think there is a day that goes by [that] I don’t feel like we’ve made a difference in someone’s life,” said assistant management analyst Lindsay Sisti. “I think there are so many people out there who are feeling vulnerable, lost, sad and they’ve lost a lot of hope. I feel like we can come in and help regain that hope for them, get them into our shelter, and actually have tools and solutions for their situation.”

What is the Community Policing Team?

The Murrieta Police Department’s Community Policing Team (CPT) was founded in January 2020 as a direct result of Measure T funding. CPT seeks innovative and comprehensive solutions to quality-of-life issues facing our community by partnering with diverse resources and reaching beyond reliance on the typically reactive nature of a police patrol response. CPT’s partners include community groups, social outreach organizations, other departments within the City of Murrieta and County of Riverside, regional behavioral health professionals, allied law enforcement agencies, and units within the Murrieta Police Department.

HONORING HEROES

THE FIELD OF HONOR AT MURRIETA TOWN SQUARE PARK

“I cry the day the flags go up and I cry the day they go down” — LouEllen Ficke, Murrieta Rotary Club.

It’s a breathtaking sight as thousands of American flags stand tall in Town Square Park. Each flag purchased signifies a hero. Someone who has bravely served in the United States armed forces, law enforcement, fire and other first responder positions, or even someone’s personal hero.

“I’m old enough to remember when veterans were not really appreciated,” noted the Murrieta Rotary Club president, Jim Yanoschik. “I have some dear friends that are still suffering from the traumas from the public to them.”

From November 9 through November 16, the flags will be displayed, offering everyone ample time to experience the beauty of the park. Organizers note you won’t want to miss this display.

“The stories are amazing. There is hardly a day that goes by that one of us isn’t crying because the story is poignant and so personal. Other times, it’s a little kid that wants to buy a flag for his mother and put it out on the field.”

The Field features sections for Medal of Honor recipients, local heroes (those from Riverside and San Bernardino counties who have given their lives for this country since 2003), historical flags, one flag dedicated to those who perished in 9/11, and state flags.

Throughout the week, there are also several events scheduled to honor and celebrate our heroes. Events include the U.S. Marines 249th birthday, a Veterans Day parade, a lunch for veterans, a candlelight concert, and more!

“They get to see they are not alone,” Yanoschik said. “We are a band of brothers and sisters, and there is a strength in our community. There is always help and your brothers and sisters to lean on.”

Proceeds from the 2024 Field of Honor benefit community projects like the Club’s annual teacher grants, scholarships, speech and music contests, and more, all funded by the Rotary Club of Murrieta Foundation. Nonprofit groups affiliated with the Field of Honor who sell flags will receive $10 for each flag sold.

The Field of Honor is presented as a community service by the Rotary Club of Murrieta and Old Town Temecula Rotary Club in partnership with the City of Murrieta.

How To Buy Your Honorary Flag

Each American flag is three by five feet on an eight-foot pole and can be purchased for $35 from the Murrieta Rotary Club. Each sponsored flag is tagged with the honoree’s name and rank, service, or other designation. Those who have flags from previous years that are in good condition can have them reposted for $10.

The Murrieta Senior Center offers numerous programs to active seniors aged 50 or better who do not require special care or adult supervision. GROWING MINDS, GROWING SPACES

LIBRARY EXPANSION PROJECT

Kathryn Elliott’s love for the Murrieta Public Library started years ago when she would come with her children, who are now teenagers. They would participate in the different programs and, of course, check out new books. Elliott noted they visited various libraries in the county, but their hearts were always drawn back to Murrieta.

“It’s just exceptional, and the welcoming feel we got here, it quickly became our favorite,” Elliott explained.

Over the years, she watched as the library grew and changed. Murrieta Public Library is more than just a place to get books.

“When you come in here, it feels like a home. I think that is an incredible thing, and we need to foster that,” she noted.

In addition to books, the library provides a diverse range of services and programs for all age groups. Elliott is excited that Murrieta’s City Council approved funding to expand the library. This final expansion phase will truly transform the library, alleviating program limitations.

“Library staff are incredibly creative at coming up with programs to suit a variety of needs. This will allow them to have the space and the time,” Elliott said.

This expansion is set to meet the evolving needs of Murrieta’s flourishing community.

“I think we have the potential to set up the library to be a resource for generations to come,” she said. “It’s incredible to have the City Council supporting this. The library is such an important part of the community. It’s not just for the kids but for everyone.”

Elliott is now the secretary of the Murrieta Public Library Foundation and is looking forward to the day the community can enjoy the expansion. Construction is expected to begin in the summer of 2025.

January 6-10, 2025 | 8 a.m. to 4 p.m. $160 per camper

MURRIETA YOUTH CENTER

YOUTH CENTER PROGRAMS

The Murrieta Youth Center hosts numerous programs and activities throughout the year. The programs are organized by the center’s staff with the sole purpose of providing positive interactions between youth center members. These clubs range from backyard sports, Dungeons and Dragons, art, music, and field trips. Be sure to come into the center to pick up the monthly event calendar to see first-hand all that the center has to offer.

Murrieta Youth Center memberships are available for 6th-9th grade students only. Annual memberships are $31.29 for Murrieta residents and MVUSD students. High school students that have moved out of 9th grade will have the opportunity to join the Jr. Staff Program to earn their community service obligation for graduation and assume support roles as mentors and tutors.

Murrieta Market Nights are held on the 1st and 3rd Thursday of each month, between 5 and 9 p.m., in the heart of Downtown Murrieta. Each event brings hundreds of shoppers, diverse vendors, music, food, and activities.
