I have been a resident of Lancaster since 2004 and joined the City of Lancaster, specifically Human Resources, June 1st, of 2022.
I retired from Dallas County in 2015 after 32 years of service. During my retirement, I became a 2 time Breast Cancer Survivor and I was blessed with two beautiful souls who are my children. My background is one of service to the community via my jobs with Dallas County and my personal affiliations. I missed interacting with people and thought this would be a good fit.
I am very pleased to say I have been embraced by the staff of the Human Resources department and made to feel like a part of the family. I have a background in Art, graphics, and enjoy creating. I also enjoy shopping!
Kim Morris-Burse has been recognized in Voyage Dallas Magazine’s “Most Inspiring Stories in Dallas.” Kim works as an Administrative Secretary in the Parks and Recreation Department, however, Kim is the author of four fiction books entitled: Just Emotions, Slipping In The Darkness, Tears I Shed I and, a book of poetry and a poem that was published in Forge Journal. Her inspiration for writing stemmed from the amazing oral stories her grandfather Albert Morris told her as a kid.
Kim is married to Keith Burse and they have five children and 12 grandchildren. In her spare time, she loves to paint abstract art and repurpose old furniture.
Kim’s favorite quote is from one of her favorite poets Maya Angelou, “Let nothing dim the light that shines from within.”
My name is Noelia Espinosa and my wonderful journey with the City of Lancaster started as an Internship the Summer of 2022. I got offered a part-time position which I did accept this past August and I am part of the finance department. I am also a full-time student pursing a BBA in accounting at the University of North Texas at Dallas. I enjoy swimming during the summer, dancing and hiking on my free time. Fun fact: I am going on my first cruise this summer!

Paul Hardy is a Lancaster, Tx resident. He has been working in Lancaster for 36 years, he is originally from a small town in East Texas. Paul started out in the water department as a Laborer, where he repaired water and sewer mains. He worked for the water department with the City of Lancaster for 15 years, and now he is a construction inspector for the last 21 years. Paul has either repaired or installed almost every street in the City of Lancaster.
Hired on 4/10/2006 and was promoted on 2/17/23.
Officer James Skach from The City of Lancaster Police Department, recently got promoted to Sergeant. James Skach has worked for the department for 16 years now. James stated " I look forward to supervising for the department and continuing to serve the city”. Make sure to congratulate James when you see him!
Reggie and his wife recently welcomed their newborn baby to their family. He had this to say "He is my fourth child and my last child. He is also my wife, and I's rainbow baby. On July 6, 2021, we lost our daughter, Reagan, while my wife was 15 weeks pregnant. After losing her, we didn't want any more children and we were satisfied with the three children God had blessed us with, but it seems like He laughed at us, because somehow (I'm still trying to figure out how) my wife ended up pregnant. It was the most nerve-wracking 9 months of our lives, but we made it through that time and now we have our bundle of joy, Jaiden".
