SENIOR CITIZENS DISCOUNT

ARE YOU AGE 62 OR OLDER?

Senior Citizens over the age of 62 qualify for a discount on their sewer and water utility bills.

How much is the discount?

Discount is $7.00 off for both Sewer and Water bills!

How do I sign-up?

Complete the form located at the utility billing desk at City Hall.

What should I bring with me?

Bring your Driver’s License for proof of identity. The water bill must be in the senior citizen's name.

UTILITY BILLING: FREQUENTLY ASKED QUESTIONS & ANSWERS

I pay the water bill but my name is not on the account. Can my name be be added to the account? Yes! Both parties would need to come in with their valid photo ID’s and complete the required forms. I had a leak, can I get an adjustments on my bill? Yes! An adjustment may be applied for a concealed leak once repaired. To qualify, a leak receipt must be submitted within 20 days of the repair.

My service was disconnected for non-payment. What is required to re-establish service?

To restore service, the full past due amount and a $50 reconnect fee must be paid. If the meter has been pulled, a $250 fee applies Payments made before 4 PM ensure same-day restoration; payments after 4 PM will be processed the next business day.

Does the city make exceptions in hardship cases? The city will work with any customer that is experiencing difficulty paying. We can grant payment extensions and offer pay out plans, up to three months In no cases are charges reduced or eliminated Penalties will still apply to all extensions and payout plans.

On April 25, 1994, a powerful tornado tore through Downtown Lancaster, leaving destruction in its wake. Historic buildings, businesses, and homes were reduced to rubble, and our community faced an unimaginable challenge. Three lives were tragically lost, and countless residents were left to pick up the pieces. Yet, through it all, one thing remained unshaken the spirit of Lancaster.

In the face of devastation, our community came together. First responders, neighbors, and local leaders worked tirelessly to rebuild. The historic town square clock, though battered, became a powerful symbol of resilience. Over time, our beloved downtown was restored, standing stronger and prouder than ever.

We reflect on that moment in history not as a day of loss, but as a testament to the strength and unity that define us. The restoration of our historic district serves as a reminder that even in the darkest of times, Lancaster rises.

As we look to the future, let us carry forward the lessons of perseverance and community spirit. Let us continue to cherish our history while embracing the promise of tomorrow. Together, we build not just a city, but a legacy of resilience and hope.

For 174 years, Lancaster has stood strong—rooted in history, thriving in progress, and united in community spirit. Lancaster has been featured in various film and television productions like the American crime drama television show “Queen of the South” thanks to its small-town charm and historic buildings.

Lancaster is home to only regional airport in the Best Southwest.

In 1933, Clyde Barrow and Raymond Hamilton robbed R.P. Henry & Sons Bank in Downtown Lancaster, stealing $6,000 as Bonnie Parker waited in the getaway car.

Lancaster was one of the first communities in Dallas County to have a public library and organized school system.

Lancaster has been recognized as a Tree City USA for its dedication to preserving green spaces and urban forestry.

Bear Creek Nature Park features hiking and biking trails, making it a great spot for outdoor lovers to explore nature right in the city!

The Visitors Center, built in 1911 as the Interurban Building, once housed the Texas Interurban Railway, which ran through Lancaster until the 1950s!

Managing extra waste? Lancaster residents can request up to four (4) trash or recycling carts per household!

How to Request Additional Carts:

Visit Utility Billing at Lancaster City Hall (211 N. Henry St.) or call 972-218-1328.

Cost per Additional Cart:

1 Cart – $10/month

2 Carts – $15/month

3 Carts – $20/month

Special Assistance Available!

Residents who are physically unable to place carts out for collection can apply for Special Assistance. Visit City Hall or call 972-218-1300 to request a form. Medical documentation is required.

TRASH & RECYCLING COLLECTION

Regular trash is picked up weekly in the City of Lancaster. The GRAY trash carts are designated for regular trash. The BLUE carts are for recycling. For residents with alleys, the trash and recycling carts are picked up in the rear of the home.

Illegal dumping isn’t just an eyesore it lowers property values, attracts diseasecarrying pests, and harms the environment. Items like tires, appliances, and auto parts contain hazardous materials that pollute our community.

See something? Say something! Report illegal dumping on our city website and click "Report a Concern" or call 972-218-1200 with details that lead to a citation. Fines can reach up to $4,000!

Help keep Lancaster clean and ensure smooth trash and recycling collection by following these simple guidelines:

✅ Face it right – Place trash (gray) and recycle (blue) carts with handles facing the curb.

✅ Be on time – Set carts out by 7:00 a.m. on your service day.

✅ Bag it up – Secure household trash in bags before placing it inside the 95-gallon trash cart.

✅ Close the lid – Ensure lids are fully closed for pickup.

✅ Give space – Keep carts 3 feet apart, 5 feet from obstacles, and 16 feet of clearance overhead.

JOIN THE LANCASTER EYES & EARS PROGRAM (LEEP)

The Lancaster Eyes & Ears Program (LEEP) is a volunteer initiative that helps keep our community clean and safe.

How to Join:

Volunteers work alongside Code Compliance by identifying and reporting code violations such as illegal dumping, high grass, junk vehicles, and more.

✔ Volunteer at least 4 hours per week

✔ Complete a background check and training

✔ Must be a Lancaster resident with a valid Texas driver’s license

A General Election shall be held in Lancaster on May 3, 2025, between the hours of 7 a.m. -7 p.m.

Early Voting dates: April 22 – April 29. Early voting is held at Lancaster Veterans Memorial Library, 1600 Veterans Memorial Parkway, Lancaster, TX 75134.

The Senior Life Center (SLC) membership fee is $3.00 per year for City of Lancaster residents. Free lunch is provided to all Dallas County residents and members 60 years and older.

Monday through Friday meals are provided between 12:00 P.M. to 1:00 P.M. to current members in person at noon at the center. Meals must be consumed on premises.

Adopters will agree to a minimum of a 1-year agreement, renewable upon approval.

Litter pick-up will be at a minimum of 1 time per month during the 1-year adoption period One of the pick-ups must occur on the City of Lancaster's Annual Trash-Off

The City of Lancaster will be responsible for supplying trash bags, pick up and disposal of trash bags after each group completes clean up in their adopted area.

The Adopt-a-Spot program is a joint effort between your City government and the residents to keep our rights-of-way and neighborhoods clean and beautiful.

Highlights of Lancaster Parks include Bear Creek Nature Park, Country View Golf Course, Pleasant Run Hike & Bike Trail and 14 neighborhood parks with many different amenities.

Did you know the City of Lancaster partners with homeowners to help cover the cost of sidewalk replacements? Through the 50/50 Cost Sharing Program, the City and property owners each pay half of the cost to replace sidewalks within the City’s right-of-way.

✔ Step 1: Contact the City to join the program.

✔ Step 2: Your name is added to the waiting list.

✔ Step 3: When funding is available, you’ll receive an authorization letter to confirm participation.

✔ Step 4: A city inspector assesses your sidewalk and provides a cost-share estimate.

✔ Step 5: Once payment is submitted, a contract is prepared.

✔ Step 6: The City completes the work with a one-year warranty included!

Homeowners of single-family homes, duplexes, condominiums, and townhomes (with an HOA) can participate, as long as the sidewalk is within the City’s right-of-way.
