New Mural Brings Color and Community to Downtown Irving

If you’ve driven down O’Connor Road and Rock Island Road lately, you may have noticed a largerthan-life, colorful mural welcoming you to the Heritage District. The newly completed artwork, titled Timeless Irving, stretches across more than 5,000 square feet and tells the story of Irving’s past and present — all in vivid color.

Painted by Odessa Helm, the mural was chosen through a city-wide vote last fall.

“Irving has such a strong sense of community,” said Helm. “I wanted to show that the people who walked these streets in the early 1900s aren’t that different from the people walking them now.”

The mural includes references to Irving’s founding in 1903, car shows, vintage signage, and even features a fun selfie spot built into the design. It is the largest mural Helm has ever created. It took her team 30 days, 240 hours, over a mile of painter’s tape, and roughly 43 gallons of paint to bring it to life.

“It was definitely a challenge, but worth every minute. I just want it to brighten people’s day and make them proud to call Irving home,” she said.

The mural project is part of a larger effort to bring new life and art to the downtown area led by the Division of Housing and Redevelopment, in collaboration with the Department of Arts and Culture. This project is also a recipient of the Anice Read Grant.

Through August 10 | Caribbean Indigenous Resistance / Resistencia indígena del Caribe ¡Taíno Vive! Exhibition from the Smithsonian presents the history of the Taínos, the Indigenous peoples of the northern Caribbean islands, and how their descendants are reaffirming their culture and identity today. The bilingual (English/Spanish) exhibition was organized for travel by the Smithsonian Institution Traveling Exhibition Service (SITES) in collaboration with the National Museum of the American Indian and the National Museum of the American Latino.

ICTN Streams Council Meetings on YouTube

Irving Community Television Network (ICTN) brings live coverage of public meetings in high definition on the city’s YouTube Channel.

Residents have the option to watch meetings live in HD on YouTube, in addition to ICTN and the ICTN Meetings channels (Spectrum Channel 95 and Frontier Channel 31). City Council, Planning and Zoning Commission, Building and Standards Commission, and Zoning Board of Adjustment meetings will all be available live on YouTube. ROOF REPAIRS? WHAT EVERY HOM EOWNER SHOULD KNOW

Springtime in Texas brings bluebonnets, BBQs and unfortunately, severe weather like hail and tornadoes. After storms, it’s not unusual for contractors to show up offering roof repairs, sometimes before the skies have cleared. The City of Irving wants to help residents avoid costly mistakes.

Before signing any agreements, follow these five key tips to protect your home and wallet:

 Get multiple quotes. Aim for 2 to 3 estimates and always check contractor references.

 Verify registration. Contractors must be registered with the City of Irving.

 Don’t skip the permit. Permits are required for roofing work. Either you or your contractor can obtain one—just make sure it's in place. This allows city inspectors to verify the work meets safety and code standards.

 Consider solar panels. If your home has them, be sure to ask how they might affect your roof type, or the work needed.

IRVING’S 2024 WATER QUALITY REPORT AVAILABLE ONLINE

In accordance with Congress’ 1996 amendment to the Safe Drinking Water Act, all water utilities, including the City of Irving Water Utilities Department, must provide an annual report on drinking water quality. Each year, the Texas Commission on Environmental Quality and the City of Dallas provide water quality data that is compiled into a report and made available to Irving water customers by July 1.

Apply for the Irving 360 Civic Academy

For those who have ever wanted a behind-the-scenes look at how city government operates, the Irving 360 Civic Academy offers that opportunity. Individuals who live or work in the City of Irving are invited to apply for the program, which is scheduled to begin this fall.

The City of Irving provides this free program to enhance community engagement through an 11-week series of interactive, in-person evening sessions. Participants receive close-up insight into the operations of city departments through presentations by department directors and guided facility tours.

The Irving 360 Civic Academy also serves as a valuable networking opportunity for those seeking to become more involved in the Irving community. Upon completion of the program, participants are recognized in a special ceremony with city leadership and city council.

Renovations at Southwest Park, 2800 W. Shady Grove Road, are complete. Enhancements to the 19acre community park include upgrades to existing amenities as well as the installation of new park features.

The $3 million improvement project was achieved through the use of 2021 Municipal Bond Election and federal grant funding. Completion of park enhancements marks a major milestone in the city’s 2019 Parks, Recreation and Open Space Master Plan, which designated Southwest Park as one of the top priorities for improvements. 

City Tax Exemptions Saved Irving Property Owners $109,343,188* in 2024

Irving homeowners can reduce their property tax burden through various exemptions, including the City’s Homestead and Over 65/Disabled Persons exemptions. Both exemptions may reduce your property's taxable value which limits the amount of taxes you pay on your homestead.

Homestead Exemption

The Homestead Exemption is a tax benefit for homeowners who use their property as their primary residence. The City of Irving offers a 20% exemption on your home's assessed value, with a minimum exemption of $5,000.

Eligibility:

 You must own and occupy the property as your primary residence on January 1 of the tax year.

 You cannot claim a homestead exemption on any other property.

Over 65/Disabled Persons Exemption

The Over 65/Disabled persons exemption is an additional tax reduction for homeowners who are either 65 years or older or meet specific disability criteria. The City of Irving provides a $55,000 exemption for both seniors (65+) and disabled individuals.

Eligibility:

 Over 65: You must be 65 years old or older on January 1 of the tax year.

 Disabled: You must meet the Social Security Administration's definition of disability and provide appropriate documentation.

Successful completion of the course will result in American Red Cross Lifeguard/First Aid, CPR-Professional Rescuer and AED certifications.

Prerequisite 1: Swim-Tread-Swim Sequence

(Continuous, Without Rest)

 Jump into the water, fully submerge, resurface and swim 150 yards using the front crawl, breaststroke or a combination of both.

 Tread water for two minutes using only the legs.

 Swim 50 yards using the front crawl, breaststroke or a combination of both.

Prerequisite 2: Timed Event (1 minute, 40 seconds)

 Starting in the water, swim 20 yards. (Face may be in or out of the water. Swim goggles are not allowed.)

 Surface dive (feet-first or head-first) to a depth of 7 – 10 feet to retrieve a 10-pound object.

 Return to the surface and swim 20 yards on the back to return to the starting point, holding the object at the surface with both hands and keeping the face out at or near the surface.

 Exit the water without using a ladder or steps.

Irving’s Summer Overlay Program Begins in June

The City of Irving’s eighth year of the Road to the Future Summer Overlay Program begins in June with improvements scheduled on 26 roadways across the city.

The City of Irving Traffic and Transportation Department’s Streets Division will work on roadways ranging from major corridors to residential streets.

Crews will remove existing asphalt down to the street’s base, then lay and pave new asphalt. The process is typically completed in a couple weeks per street, weather permitting.

The following streets are included in the 2025 Summer Overlay Program:

Esters Road Approaches Final Stages of Construction

The Esters Road Pavement and Utility Improvement Project continues to make steady progress, with construction expected to be complete by October 2025.

Project Overview

Work on Esters Road, from State Highway 183 (SH183) to Twin Falls Street, includes adding a new 20-inch water line as well as replacing an existing water line, wastewater mains, various storm drainage systems, concrete paving and sidewalks.

Completed Construction

 Paving on the southbound lanes

 Paving on the northbound lanes from Puget Street to Twin Falls Street

 Water line upgrades:

o Installation of new 20-inch water line

o Replacement of 12-inch water line

 Wastewater and stormwater upgrades

Remaining Work

Remaining construction includes paving the northbound lanes from SH183 to Puget Street, which began May 1, as well as work on sidewalks, retaining walls, median pavers, streetlight installation, traffic lights, irrigation and sod.

The City of Irving, Irving Fire Department and Irving Schools Foundation are teaming up for the annual "Supplies for Success Drive," running June 2 through July 11. For the past 19 years, the drive has collected and distributed school supplies to Irving Independent School District students from low-income families.

Supplies for Success Drive Starts June 2

Visit IrvingTX.gov/Supplies for a full list of school supplies. Organizers say backpacks are the most requested item, but students need an array of supplies from folders to colored pencils.

Donations can be dropped off at any Irving fire station. To find a station, visit IrvingTX.gov/Fire
