On January 21, 2025, Jarod was sworn in as a Sergeant with the Fort Bragg Police Department, marking an incredible milestone in his career.
Throughout his time with FBPD, Sergeant Frank has earned numerous accolades, including the Mothers Against Drunk Driving (MADD) Century Award in 2022 and the MADD Award in 2023. He was nominated for Officer of the Year in 2022, received the Chief’s Award in 2023, and completed his Bachelor’s in Criminal Justice.

We are thrilled to share that Amanda Pacheco, who previously served as a Community Services Officer, has successfully completed the College of the Redwoods Police Academy sponsored by the Fort Bragg Police Department. After months of hard work and dedication, Amanda graduated on December 12th and was officially sworn in as an Officer with the Fort Bragg Police Department on December 23rd.
Amanda is already in field training, marking the beginning of her promising career in law enforcement. We are incredibly proud of her accomplishments and look forward to seeing all the positive contributions she will make to our community.

Law Enforcement Explorer Post 93

The Fort Bragg Police Department is proud to announce the official opening of Law Enforcement Explorer Post 93 under the Redwood Empire of Scouting America. For the past six months, the Police Department has been working on reopening the previously highly successful Cadet program under the National Scouting of America Explorer model. Operating as an Explorer Post allows our Department access to additional resources such as camps, conferences, and competitions Nationwide. The opening of a Law Enforcement Explorer post paves the way for other career fields in our community to open their own Explorer posts.
The Police Department has already identified ten high schoolage Explorers who will begin meeting in March. These Explorers will not only gain valuable life experience but will also assist the Police Department with special events such as parades, outreach, and office assistance. The Explorer post additionally continues the City of Fort Bragg’s Strategic Goal of increasing after-school opportunities for local youth.
Other organizations or businesses interested in learning more about opening an Explorer program in their career field can reach out to Captain Thomas O’Neal for further information.

Planning Commission Updates
At their meeting on December 11, 2024, commissioners approved a Mitigated Negative Declaration and entitlements for a new 960 SF BioSolids Dryer Building which would be constructed in the same footprint as the existing Bio-Solids Dryer Building, a new 5,000 SF Bio-Solids Storage Building, which would be constructed on the concrete pad of the now decommissioned secondary biofilters, and installation of a solar PV system which would consist of two modules of 6,250 and 10,850 SF each at 281 Jere Melo St.

Vice Chair David Jensen, who has served on the Planning Commission since 2022, was appointed Chair and Commissioner Neils, who has served on the Commission since 2023, was appointed Vice Chair.

RECAP OF RECENT CDD ACTIVITIES
At their special meeting on January 29, 2025, Commissioners approved a resolution recommending the City Council adopt ordinances amending the ILUDC and CLUDC to establish regulations and standards for Accessory Dwelling Units (ADUs), pursuant to State law.
Commissioners also approved a resolution recommending City Council adopt ordinances to update the CLUDC to establish regulations and standards for Tiny Homes, Model Park RVs and Mobile Homes; Tiny Home Communities; Outdoor Dining; and Planned Unit Developments to match those updates already made in the ILUDC in 2024.
After discussion and public comment, Commissioners opted to continue a public hearing to February 12, 2025 regarding a draft resolution that included a recommendation to City Council to amend the CLUDC and ILDUC to eliminate parking minimum requirements for residential uses.

BLUE ECONOMY UPDATES BLUE ECONOMY UPDATES Noyo Harbor BEVRI Plan
As part of the Noyo Harbor BEVRI Plan, the City of Fort Bragg, Noyo Harbor District, and California Sea Grant have partnered with the Noyo Center for Marine Science to conduct an Aquaculture Feasibility Study. The study is a proof-of-concept analysis to determine whether Pacific oysters, red abalone, and purple sea urchin grow in Noyo Harbor. The oysters and abalone just went into the water, and we are closely monitoring their growth. The results of this year-long analysis will be coupled with information on regional restoration and commercial opportunities to determine which types of aquaculture operations are environmentally, economically, and socially feasible for Noyo Harbor and the region.

PUBLIC WORKS UPDATES PUBLIC WORKS UPDATES
On January 1, 2024, California state law AB 413 went into effect, prohibiting vehicles from parking within 20 feet of pedestrian crossing locations (considered crosswalks, whether they are marked or unmarked). This encompasses any intersection approach where pedestrians may cross as well as midblock crossings. This restriction improves visibility at intersections by keeping the area near crosswalks clear of parked vehicles. This “daylighting” allows pedestrians to see oncoming traffic more easily and helps drivers spot pedestrians entering the crosswalk, reducing the risk of collisions.

The new law aims to address California’s pedestrian fatality rate, which is nearly 25% higher than the national average. Most pedestrian-involved collisions occur at intersections, and prior to 2024, California was one of the only states without a “daylighting” regulation.
Beginning on January 1, 2025, vehicles parked within 20 feet of a marked or unmarked crosswalk on the vehicle approach side (including any intersection approach where pedestrian crossing is not prohibited) may be issued a citation. To help motorists comply, the City will install red curb markings at intersections in accordance with the law and local daylighting policies. Contractors for the City will be installing red curb markings at most intersection approaches and midblock crossings that do not currently have them over the next four to six weeks. It is still a violation to park in these restricted areas throughout California even if the curb is not painted red. Violations of the 20-foot parking rule are subject to a fine.
