Dear Chesterfield residents,

As we approach the summer season, I’m thrilled to announce our lineup of free Sounds of Summer concerts at the Chesterfield Amphitheater and our eagerly awaited annual 4th of July Fireworks Celebration! Be sure to check out the exact schedules provided later in this newsletter. I hope to see many of our residents taking full advantage of these fantastic summer activities!

Summer Safety

Speaking of summer activities, this issue of the Citizen highlights the many ways City staff works to ensure a fun and safe season for all our residents and visitors. Our dedicated Police Department works tirelessly to maintain law and order, keeping Chesterfield’s neighborhoods secure during summer events and activities. Parks, Recreation & Arts teams diligently maintain our green spaces and recreational facilities to provide safe and enjoyable outdoor spaces for exercise, events and relaxation. Additionally, the Public Works Department ensures City roads and sidewalks are well-maintained, guaranteeing smooth travel to and from summer destinations while managing essential infrastructure to support community events.

Updates

While I have the privilege of updating you quarterly on recent developments, there aren’t any major changes to report at this time. We still anticipate the demolition of Chesterfield Mall by the end of this calendar year; however, it now appears that Dillard’s will re-open in their current location when Downtown Chesterfield begins to take shape. Current mall tenants have been notified to vacate by August 31.

I want to revisit a topic I mentioned in my last

MAYOR’S MESSAGE

to attend an update from several local school district superintendents. It was enlightening to see how many different countries and languages are represented in our schools! This diversity presents unique challenges, but it’s also an opportunity for us to show support and respect for everyone in the Chesterfield community. Let’s extend this goodwill beyond the classroom to include the many foreignborn people who work and live in Chesterfield.

Transparency and Truth

The principles of transparency and truth have been core values of my platform since I first ran for mayor. Several years ago, the City of Chesterfield established a transparency portal on our website— you can find it right under the welcome section, offering access to budget reports, financial updates, salary information and much more. Our staff and elected officials are also readily available to address any questions or concerns you may have about City business or municipal services.

Unfortunately, we are often responding to questions or comments that originated from misleading or unreliable information residents have seen or heard on social media platforms. While platforms like Facebook, Nextdoor, X (formerly Twitter) and Instagram can be great for connecting, they are also filled with misinformation. In an age where disinformation seems to be on the rise, fueled by divisive agendas, it’s more important than ever to verify what you see online. If you come across anything that seems misleading or controversial, don’t hesitate to reach out to City staff, your councilmember or myself for clarification. We’re committed to ensuring Chesterfield residents are properly informed and not misled by false information.

2024 Chesterfield Election Results

Four incumbent candidates ran unopposed in the April 2 general municipal election for the office of councilmember in each of the City’s four wards—with the exception of Ward II, which included a last-minute write-in candidate.

The following candidates were sworn in at the April 16 City Council meeting to serve a two-year term:

Protect Yourself from Internet Scams With These 10 Online Safety Tips

As online scams become more prevalent and convincing, you must be educated on these web based methods of deception to protect yourself.

According to the Federal Trade Commission’s Consumer Sentinel Network, email was the number one contact method for fraud reports nationally in 2023. 24% of reported fraud cases used email, followed by phone calls at 20% and text messages at 15%. Social media placed fifth on the contact method list; however, social media reports the highest total money lost with over $1.4 billion.

The top three categories of scams in Missouri are imposter scams, identity theft and credit bureaus (information furnishers and report users), with each between 13% and 15% of all Missouri reported scams. There are several things you can do to stay safe on the internet and avoid becoming a victim of a scam or other online crime.

1. Limit personal information. You don’t give a stranger your phone number and address, so don’t share that information with people online.

2. Turn your privacy settings on whenever possible.

3. Don’t click on an article or link if it looks explicit or shocking. This may be a trap to get personal information or put malware on your device.

4. If the person you are communicating with is saying something is urgent or that you need to do something immediately, red flags should be going off.

5. Never shop or provide sensitive information over an unsecure connection. To tell if a connection is secure, make sure the URL starts with https and that there are no security errors shown when you first connect to the website.

6. Never provide private information over an unsecure connection.

7. Select a strong password. With so many data breaches occurring, you cannot afford to select easyto-remember passwords or the same password repeatedly. Password managers can help with this.

8. Be wary of password expiration emails. No legitimate account will send you a link to reset your password unless you have requested it first.

9. No legitimate business will contact you and request you pay in gift cards.

Celebrate the 12th Annual Ed Nestor Memorial Backstoppalooza Concert

The Ed Nestor Memorial Backstoppalooza event is a fundraising concert that supports Backstoppers, Inc.—an organization that provides immediate financial aid and other support to the families of police officers and firefighters who lose their lives in the line of duty.

The annual Backstoppalooza fundraiser concert is on Saturday, August 24, at the Chesterfield Amphitheater. Gates will open at 6 p.m. and the concert will begin with our opening artist, Chesterfield Police Department’s Tyler Lewis, from 6:30-7:15 p.m., followed by our headliner, Black Magic: A Tribute To Santana. All proceeds from Backstoppalooza support Backstoppers Inc., and donations will be encouraged and collected at the event. Backstoppalooza has raised over $570,000 for Backstoppers, Inc. since 2013, and last year, the event raised $90,000!

Join the Chesterfield Police Department for National Night Out

On Tuesday, August 6, from 6-8 p.m., we will celebrate National Night Out in Chesterfield by joining forces with thousands of communities nationwide for the 41st annual National Night Out (NNO) crime and drug prevention event. National Night Out, sponsored by the National Association of Town Watch and the Chesterfield Police Department, will involve over 10,000 communities from all 50 states.

National Night Out is designed to 1. Heighten crime and drug prevention awareness; 2. Generate support for and participation in local anticrime efforts; 3. Strengthen neighborhood spirit and police-community partnerships; and 4. Send a message to criminals that neighborhoods are organized and fighting back.

That night, residents in neighborhoods throughout Chesterfield and across the nation are asked to lock their doors, turn on outside lights and spend the evening outside with neighbors and police. The Chesterfield Police Department looks forward to seeing everyone at the event for fun and community spirit as we all work toward preventing crime and addiction.

During the night, our Community Affairs Unit and Patrol Units will visit registered neighborhood events in Chesterfield and Clarkson Valley—this is a great chance to ask questions and have open dialogue with officers. City Hall Lobby Hosts DEA-Sponsored Prescription Drop Box Site Program

The Chesterfield Police Department is pleased to participate in the Drug Enforcement Administration (DEA)sponsored prescription drop box site program. This program allows Chesterfield citizens to drop off their unused medication at our City Hall and police station lobby. The program provides an environmentally safe, accessible alternative for unused drug disposal. A secure metal disposal box allows individuals to simply place the medication inside the box.

Please leave the medications in their original packaging or bottle. There is no need to remove your name or information, as the medication will be incinerated.

Items that will not be accepted in the drop box include:

• Illegal drugs

• Syringes, intravenous (IV) solutions or injectables

• Radioactive medicines

• Bio-hazardous materials

• Inhalers or compressed air cylinders

• Glass thermometers or other medical devices

• Over the Counter (OTC) medications

• Supplements

• Baggies of miscellaneous pills

Additionally, the department participates in at least two Drug Take Back events in the community throughout the year to offer citizens additional opportunities to safely dispose of prescription medication. Follow us on Facebook and X (formerly Twitter) to be notified of dates for the Drug Take Back events.

All medication collected in the prescription drug drop box and DEA National Prescription Drug Take Back events are burned at an Environmental Protection Agency (EPA)-approved facility.

Summer Road Safety: Stay Safe While Sharing the Road

As we move into warmer weather, it seems like an appropriate time to remind drivers to share the road with bicyclists and motorcyclists—please look for both before changing lanes or entering the roadway.

Bicyclists, please remember that when using the roadways, all the same rules of the road apply as if you were driving a car—yes, stop signs and traffic lights apply to bicycles too, and bicyclists can be ticketed for traffic violations. Please remember to wear your helmets for safety’s sake!

With summer comes the urge to drive your golf cart or side-by-side (UTV) on City streets or let children under 16 drive. Golf carts and UTVs are still illegal to drive on the street unless they are plated through the state, and then, only licensed drivers may operate them.

Crosswalk Safety for Drivers and Pedestrians

Both drivers and pedestrians have responsibilities at crosswalks to ensure everyone’s safety. Please remember that pedestrians can cross the road at any intersection, regardless of whether there is a marked crosswalk. Missouri State Statutes and the City of Chesterfield Municipal Code include specific provisions to ensure the safety of pedestrians, cyclists and motorists using the roadway.

Pedestrians and drivers must act with mutual respect and attentiveness at crosswalks. Pedestrians need to make their intention to cross the road clear to oncoming drivers, wait for drivers to see them and yield the right-of-way prior to crossing the road, and stay alert while crossing. Drivers must be aware of adjacent pedestrians, acknowledge their presence with eye contact or a wave, and yield a safe distance from the crosswalk.

The legal requirements for drivers and pedestrians according to the City of Chesterfield’s Municipal Code are:

• Drivers’ responsibilities: Drivers at crosswalks shall yield the right-of-way, slowing down or stopping if necessary, to a pedestrian crossing the roadway within a crosswalk (City Code 345.020.A). Additionally, when a car is stopped at any marked or unmarked crosswalk to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass such stopped vehicle (City Code 345.020.D).

• Pedestrians’ responsibilities: Pedestrians at crosswalks shall not suddenly leave a curb or other place of safety and walk or run into the path of a vehicle that’s so close that the driver can’t yield (City Code 345.020.B). Pedestrians shall move, whenever practical, upon the right half of crosswalks (City Code 345.030), and they shall cross roadways at right angles to the curb or by the shortest route possible to the opposite side of the street (City Code 345.040).

The next time you drive or walk around Chesterfield, keep these responsibilities in mind. Pay special attention to intersections and crosswalks, and remember that eye contact and a friendly wave from a pedestrian to a driver or from a driver to a pedestrian can go a long way to making our roads and crosswalks safe, enjoyable places for all. Be seen, be attentive and be safe!

Subdivision Streetlight Maintenance Covered

The City of Chesterfield maintains 184 miles of public streets, and the majority of those streets contain streetlights funded by subdivisions and maintained by Ameren Missouri. Streetlight outages can be reported directly to Ameren by calling 1.800.552.7583. When reporting a light problem or outage, you will need the specific address and the streetlight number located on the light.

If a light is not maintained by Ameren or you encounter problems when trying to get a streetlight repaired, please contact the City of Chesterfield at 636.537.4000 or use the “Report a Problem” function on the City’s website.

Vector Control Services Provided by St. Louis County Vector Control

Soon it will be summer, and the warm weather will bring us many things we love; unfortunately, it will also bring about the return of mosquitoes. You can reduce the mosquito population by ensuring there are no areas of standing water around your home, which allows the mosquitoes to breed. Eliminating these areas is the most effective way to reduce the mosquito population.

In the City of Chesterfield, problems with mosquitoes are addressed via contract by St. Louis County Vector Control, who provide larviciding and adulticiding services within the City. Larviciding treats known mosquito breeding sites with EPA-registered mosquito larvicide, and adulticiding uses truck-mounted Ultra-Low Volume (ULV) machines to spray for mosquitoes.

Residents who maintain beehives or do not want their property sprayed for other reasons can request that their property be placed on a “No Spray” list. Additionally, residents can request to be notified via email when St. Louis County Vector Control will be spraying in their area. Those who wish to be contacted via email or placed on the “No Spray” list can do so by contacting St. Louis County Vector Control. Residents may also contact the Vector Control Spray Hotline at 314.615.4BUG to find where adulticiding will occur that evening.

Tick Talk: Protect Yourself from Alpha-Gal Syndrome as Warmer Weather Approaches

It’s finally summer! Spring planting is done, trellises and cages are in the ground, gardens and yards are showing patches of color, and hot, humid days are around the corner. It’s time to head out the door! You can take a road trip, camp, trek, bike, or just be lazy in the beautiful green countryside. Enjoy yourself this summer, but be mindful of Alpha-Gal Syndrome (AGS), a serious, potentially life-threatening allergic condition associated with lone star ticks—and possibly other kinds of ticks.

AGS is called red meat allergy or tick bite meat allergy. Allergic reactions occur after people eat red meat or other products containing alpha-gal (galactose-α-1,3-galactose). Symptoms are similar to severe allergic reactions, and onset time is 2-6 hours, but these vary from person to person.

AGS can be severe and even life-threatening. Seek immediate emergency care if you are having a severe allergic reaction. For more information on AGS, visit the CDC website at https://www.cdc.gov/ticks/alpha-gal/index.html

Chesterfield Mayor and City Council Recognize Rob Kilo as the 2023 Chesterfield Citizen of the Year

Now more than ever, our communities need individuals to volunteer and support others throughout the City. The Chesterfield Citizen of the Year recipients are recognized for their benefit to the City through volunteerism, working on community projects and contributing to overall civic groups. The Chesterfield Mayor and City Council recognize Rob Kilo as the 2023 Chesterfield Citizen of the Year. A Citizens Selection Committee presented their recommendation to the Mayor, City Council and City Administrator following their review of several worthy nominations.

On May 6, 2024, Mayor Bob Nation and the City Council honored Rob Kilo, who has been a resident of Chesterfield for over two decades and has made an immeasurable impact on the community by passionately advocating for the good of our City and residents.

Rob previously worked with his City councilmembers, county councilperson, the City of Chesterfield, Chesterfield Police, Wild Horse Elementary leadership, St. Louis County and many others to make an elementary school traffic signal crosswalk on Wild Horse Creek Road a dedicated crosswalk—with no right turn on red—to ensure the safety of elementary school-aged pedestrians. He works with HOAs, City Public Works, the City Arborist, Police and more to make Chesterfield a better place to live, and he demonstrates the importance of responsibility and community involvement through his many accomplishments.

Rob has volunteered and served on the Parks, Recreation & Arts Citizens Advisory Committee (PRACAC) for seven continuous years and has recently served as co-chair, helping to co-lead the Advisory Committee on key City Parks, Recreation & Arts priorities. Today, he is still an active member and contributor. In addition, Rob

now serves on the Chesterfield Citizens Environmental Advisory Committee (CCEAC).

Over the years, Rob has volunteered at numerous Chesterfield events, participated in sub-committees such as Trails & Connectivity, and taken an active role in community issues. In 2018, Rob spearheaded the concept of creating Monarch Grove as part of Chesterfield’s Central Park and the Riparian Trail. He worked with the PRACAC, Committee of Council and City Council for all approvals, and after five years of grit and tenacity working through City processes and unexpected setbacks, he followed through on his commitment to support the full build-out of Monarch Grove in 2023. In memory of Rob’s mother, Monarch Grove—in collaboration with the City and the Chesterfield Family YMCA—includes large native pollinator community gardens that host milkweed supporting Monarch butterflies, a beautiful 9’ Monarch butterfly sculpture and custom-designed art benches. Monarch Grove, which opened in May 2023, represents a wonderful addition to Chesterfield and the broader community as a mental health area, community garden and a place to meet or relax overlooking Central Park. In 2023, Rob initiated a significant new community project with the Sophia Sachs Butterfly House in Chesterfield— including a sculpture from the Kilo family—he collaborated with the Butterfly House and Missouri Botanical Gardens to create a new native pollinator area supporting Monarch butterflies.

From September through November 2023, Rob led an expansion of Monarch Grove to Central Park lakeside to include another custom bench seating area with a lakeside view and a new native tree—another significant contribution that adds seating for Central Park visitors. Rob is a frequent attendee and speaker at Chesterfield meetings, City Council meetings, City events and programs. His inspiring vision and tireless persistence have been instrumental in improving Chesterfield for everyone, and he exemplifies service leadership for the betterment of Chesterfield.

It is because of citizens like Rob Kilo that the City of Chesterfield continues to be a community of distinction and a municipality that we can all be proud to be a part of.

The City of Chesterfield has named 43 Citizens of the Year since 1989!

NEW SEASON SWIM PASS

MEMBERSHIP FOB

ATTENTION:

The Chesterfield Family Aquatic Center is transitioning from membership ID cards to a key fob.

With the new registration system, every Chesterfield Family Aquatic Center member will need a new photo taken when purchasing a season swim pass.

CFAC POOL PARTY PACKAGES

The Chesterfield Family Aquatic Center offers party packages (parties only) during public swim. We offer the following packages:

Monday–Friday: 1-3 p.m. and 4-6 p.m.

Saturday & Sunday: 12:30-2:30 p.m. and 3:30-5:30 p.m.

You will receive a key fob per member, and your fob will be scanned at the aquatic center entrance for admission. Upon scanning, your photo will appear as proof of your season pass purchase.

Key fobs can be purchased at City Hall or at the Chesterfield Family Aquatic Center during the pool season.

ATTENDANCE

POLICY

Aquatic facility closings due to weather forecast or low attendance are at the discretion of the manager on duty.

All closings will be communicated through the hotline at 636.537.4770 ext. 4 and social media. Signs will also be posted at the front gate of the Chesterfield Family Aquatic Center.

Party reservations can be made at City Hall or online. Parties must be reserved at least two weeks in advance and be paid in full at the time of booking. There are two party packages to choose from, and all packages include two hours in the party area. These packages include 12-16 guests.

SEASON SWIM PASS NIGHTS

Soft opening only for Season Swim Pass Holders: May 24 from 5-8 p.m.

Saturdays from 7-9 p.m.

Once-a-month program dedicated to our season swim pass holders. Holder will be allowed to bring one guest per pass holder. All amenities and the concession stand will be open.

CROCS Dive Clinic is designed to help students learn basic diving board skills. This clinic is for all skill levels, from beginner to advanced divers. Everyone will learn the basics, forward approaches, back presses and line-ups. Emphasis will be on teaching front, back and inward dives and front flips. Other dives will be introduced based on the diver’s skill level. Participants must be able to swim 25 meters without stopping and be able to tread water for one minute. RIVERWALK CLUB RATES

RIVERWALK CLUB

Join others for a walk in our endless river or walk against the current to customize your workout. Water walking increases your blood flow, warms your muscles and joints and is an easy-going exercise for those who enjoy the outdoors. All participants must be 16 or older.

To purchase a punch card for the Riverwalk Club, please go to City Hall Monday–Friday from 8:30 a.m.-5 p.m.

SPLASH AND PLAY

June 3–August 7

Chesterfield Family Aquatic Center Mondays & Wednesdays, 10-11 a.m.

Resident: $4 / Non-Resident: $5

Adults: Free Ages 0-5

On Mondays and Wednesdays, you and your 0-5-year-old child can join us in the leisure pool to splash and play with their peers. Children 6-11 are welcome when they are accompanied by an adult and child 0-5. Children 6-11 that are being disruptive during play time will be asked to sit out. You cannot use a season pass for entry, and the 2 & under free rule does not apply. Splash and Play is a non-themed Tot Time held twice a week to provide additional play opportunities.
