Hello Chesterfield,
It’s an honor to write to you for the first time as mayor. I want to begin by thanking you for your trust and support. After serving this community for more than 30 years, including as a councilmember and Council President Pro Tem, I’m proud to continue that service in this new role.
Chesterfield is built on strong neighborhoods, responsive services, and an engaged citizenry. As mayor, I will continue supporting the values that make our City exceptional while embracing the tools that help us improve and grow. That’s why this Citizen issue highlights an exciting theme: A Smarter City – How Technology is Enhancing City Services.
Chesterfield is Getting
In this issue, you’ll read about the ways Chesterfield uses technology to strengthen services, improve safety, and better connect with residents.
• Our Police Department drone program supports public safety and crash investigations using FAA-certified pilots and advanced technology like infrared cameras and 3D scene mapping.
• The redesigned City website, built in partnership with CivicPlus, improves access to services, alerts, and registration tools in a mobile-friendly, ADA-accessible format.
• Residents can now use Report A Concern and our alerts system to report issues, stay informed, and get updates from one easy-to-use platform.
These are just a few ways the City is becoming more efficient, connected, and transparent.

• The Sounds of Summer concert series returns to the Chesterfield Amphitheater with incredible tribute bands all season long.
• The 13th Annual Ed Nestor Memorial Backstoppalooza on August 23 will raise funds to support families of fallen police officers and firefighters.
• From Movies Under the Stars and youth sports to pickleball, aquatics, and archery, there’s no shortage of summer fun throughout our parks and facilities.

I want to take a moment to congratulate our newly elected officials—Councilmembers Barbara McGuinness, Patricia Tocco, Lane Koch, and Gary Budoor—who were sworn in last month. I look forward to working closely with each of them and the entire Council to serve you.
Chesterfield’s future is bright. As we invest in smart infrastructure, safer streets, and stronger neighborhoods, we remain committed to our identity as a welcoming and forward-thinking city.

In the April 8 general municipal election, eight candidates filed to run for mayor and councilmember positions across the City’s four wards.
The following candidates were officially sworn in during the April 22 City Council meeting:

Have you noticed that our website has undergone some changes? We’ve made updates to improve your experience and functionality, and we’re confident these changes will enhance your experience.
The City of Chesterfield has collaborated with CivicPlus, an integrated technology solutions provider for local governments, to launch a new mobile-responsive and functional civic website. We selected CivicPlus due to its expertise in delivering technological solutions that enhance resident engagement and improve access to municipal services. Our website has been designed with the following accessibility guidelines in mind:
• The standard font used throughout the site has been chosen to be easily legible.
• Wherever possible, we use live text instead of graphics to reduce the download time of pages and increase your control.
• No information is exclusively conveyed using color. This doesn’t mean that colors are not used to organize information; instead, it means there are other, non-color-dependent ways of doing this.
• All images and hyperlinks, where appropriate, have an alternative text attribute. This means when an image or hyperlink is conveying important information, its content is described with an alternative text.
• We have complied with Section 508, referring to website accessibility standards.

Our objective is to maintain strong connections with our residents, and our new website will facilitate that goal.
As you have noticed in the past or will notice in the future, the City displays active alerts, which enable visitors to stay informed about potentially disruptive but non-life-threatening events such as road closures, parking alerts, and boil water advisories. When there is an active alert, it will be prominently displayed in a red box at the top center of the website.
Additionally, users can subscribe to alerts and notifications to receive updates via email or text on an unlimited number of topics of their choice. First, select the notifications icon on the main page; this will direct you to the alerts & notification page. Once here, create an account.

CivicPlus offers a platform that enables a single login for various functions, including youth recreation programs, environmental information, community events, viewing public meetings, and much more. This streamlined system eliminates the need to sign in through different platforms. When signing up, be assured your email address will only be used by the City of Chesterfield to submit messages posted to the subscriptions that you have requested. All of our subscriptions are private, and other list members will not be able to view your email address.
We are confident our new website will be an easy and natural transition from our previous website, which can be used on PCs and cellular devices. Our website is intuitive to navigate, and the search bar allows users to find information easily by typing any topic of interest. We encourage users to check it out, and you may be surprised at how much information we have to offer.
In conclusion, this new website will make it easier than ever for you to stay informed and access essential services. We remain committed to innovation and transparency, and our website represents a significant advancement in enhancing public engagement.
Need to report a pothole, damaged sign, or other non-emergency issue? The City of Chesterfield makes it easy with Report A Concern, a reporting tool available on the City’s website and as a free mobile app.
With Report A Concern, residents can drop a pin on a map, upload photos, and track the status of their request—all from their computer or mobile device.
Requests can be submitted 24/7 but are typically monitored by City staff during regular business hours. For urgent matters, please contact the Chesterfield Police Department at 636.537.3000 or dial 911 in an emergency.
Report A Concern is easily accessible from the homepage of the City’s newly redesigned website, which launched in early May 2025.
Please note: Report A Concern is for concerns related to City services. Issues involving utilities, MoDOT, or St. Louis County should be directed to the appropriate agency.

The Ed Nestor Memorial Backstoppalooza event is a fundraising concert that supports BackStoppers, Inc.—an organization that provides immediate financial aid and other support to the families of police officers and firefighters who lose their lives in the line of duty.
The annual Backstoppalooza fundraiser concert is on Saturday, August 23, 2025, at the Chesterfield Amphitheater. Gates will open at 6 p.m., and the concert will begin with our opening artist, Chesterfield Police Officer Tyler Lewis, from 6:30-7:15 p.m., followed by Dancing Queen: A Tribute to ABBA at 7:30 p.m., then Night Fever: A Tribute to the Bee Gees at 8:30 p.m. All proceeds from Backstoppalooza support BackStoppers, Inc., and donations will be encouraged and collected at the event. Backstoppalooza has raised over $782,000 for BackStoppers, Inc. since 2013, and last year, the event raised $82,000!

On Tuesday, August 5, 2025, from 6-8 p.m., we will celebrate National Night Out in Chesterfield by joining forces with thousands of communities nationwide for the 42nd Annual National Night Out (NNO) crime and drug prevention event. National Night Out, sponsored by the National Association of Town Watch and the Chesterfield Police Department, will involve over 10,000 communities from all 50 states.
National Night Out is designed to increase crime and drug prevention awareness, generate support for and participation in local anticrime efforts, strengthen neighborhood spirit and policecommunity partnerships, and send a message to criminals that neighborhoods are organized and fighting back.
That night, residents in neighborhoods throughout Chesterfield and across the nation are asked to lock their doors, turn on outside lights, and spend the evening outside with neighbors and police. The Chesterfield Police Department is looking forward to seeing everyone at the
event for a little fun and a lot of community spirit as we all work toward preventing crime and addiction.
During the evening, our Community Affairs and Patrol Units visit registered neighborhood events in Chesterfield and Clarkson Valley. This is a great chance to ask questions and have open dialogue with the officers.

The Chesterfield Police Department has a drone program and regularly flies them for both training and to assist with in-progress calls.
The Department has a strict written policy that governs the use of our drones, following FAA regulations and protecting citizens’ rights. Our drone pilots are FAA-certified, and all of our flights are logged. Any video and photo evidence taken by drone is uploaded into the same evidence system that retains our dash camera and body-worn camera videos.
We utilize the drones for various tasks, such as searching for missing persons, fleeing subjects, and mapping sites for critical incident response plans; however, the primary focus of our drone program is improved traffic crash reconstruction of fatal vehicle crashes. The Traffic Unit’s Reconstruction Team uses overhead photos to align our measurements and scale diagrams and uses angled photos to demonstrate a better overall understanding of the scenes in our reports.
The Chesterfield Police Department Drone Program’s fleet consists of two DJI Mavic Enterprise drones and our new addition, a Skydio X10.
The Skydio X10, which is 100% manufactured and programmed in the USA, has some exciting features and capabilities.
• It can fly in the rain.
• Its infrared camera is a big improvement over our previous capabilities, helping us locate missing persons at night.
• Its 2D mapping function allows us to render 3D images of fatal crash scenes.
We are working to be an example for our neighboring municipalities who are looking to start their own drone programs!
Pollinators are essential players in maintaining biodiversity and supporting ecosystems, and residents in Chesterfield and the broader St. Louis area are embracing initiatives and practices to protect these vital creatures. From community programs to individual efforts, pollinators like bees, butterflies, and even bats are getting the attention they deserve.
Pollinators are responsible for the reproduction of over 75% of flowering plants and nearly 35% of the world’s food crops. Without them, our ecosystems would face severe imbalances and food supply chain disruptions. However, pollinator populations are declining due to habitat loss, pesticide use, and climate change. Chesterfield is stepping up to address this challenge.
Among pollinators, monarch butterflies hold a unique place due to their iconic migration and reliance on milkweed plants for survival. Monarchs are facing significant challenges, including habitat loss and climate change. Chesterfield has initiatives like the Chesterfield Citizens Environmental Advisory Committee (CCEAC), which has established pollinator gardens and Monarch Waystations. These efforts focus on creating native habitats for pollinators, minimizing pesticide use, and promoting the planting of native species to support biodiversity and help support monarch conservation through initiatives like the National Wildlife Federation’s Monarch Waystation program. Monarch Waystations provide essential resources such as milkweed and nectar plants, crucial for monarchs during their breeding and migration seasons.
Milkweed is the host plant for monarch caterpillars, and without it, they cannot develop into butterflies. Chesterfield residents can contribute by planting native milkweed species, such as swamp milkweed and butterfly milkweed, in their gardens. These plants not only support monarchs but enhance the beauty of local landscapes.
One notable effort is Project Pollinator, led by the Butterfly House in Faust Park. This program focuses on educating the community about pollinators and creating pollinator-friendly gardens. They provide workshops, plant sales, and hands-on activities to encourage residents to take actionable steps in their own backyards. Residents can learn how to build environments that attract pollinators and ensure they have access to the resources they need.
Additionally, the University of Missouri–St. Louis is conducting a study to evaluate how urban green spaces, like the Green House Venture’s Embankment Greenway, can help revitalize pollinator populations. These research findings can inform better urban planning and engage local students in real-world conservation projects.
Pollinator-friendly spaces in neighboring areas also contribute to the larger ecosystem, ensuring pollinators have access to food, shelter, and nesting sites. Together, these communities are making a significant impact on pollinator conservation.

• Go Organic: Avoid using pesticides and herbicides. If pest control is necessary, opt for natural methods.
• Provide Shelter: Pollinators need more than just food—they also require shelter. Leave areas with undisturbed soil, dead wood, or leaves for bees, beetles, and other insects.
• Educate Others: Encourage your friends, family, and neighbors to join in the effort to create a pollinatorfriendly community.
By participating in these initiatives and implementing small changes, Chesterfield residents can make a big impact on pollinator populations. The efforts not only support ecosystems but also contribute to the beauty of the community with thriving gardens and green spaces.

Parent & Me Swim Lessons are a fun and engaging way for parents and young children to bond while building water confidence. Designed for infants and toddlers, these lessons focus on water safety, basic swimming skills, and playful activities in a supportive, instructor-led environment. Parents participate alongside their little ones, helping them develop comfort in the water. Perfect for fostering early swimming skills and creating special memories!

The CROCS Dive Clinic helps students learn basic diving skills for all levels, from beginner to advanced. Participants will practice forward approaches, back presses, and dives like front, back, and inward dives, along with front flips. More dives may be introduced based on skill level. To join, swimmers must be able to swim 25 meters and tread water for one minute.

The Chesterfield Family Aquatic Center offers party packages (parties only) during public swim. We offer the following packages:

Party reservations can be made at City Hall or online. Parties must be reserved at least two weeks in advance and be paid in full at the time of booking. There are two party packages to choose from, and all packages include two hours in the party area. These packages include 12-16 guests.

Join us for a walk in our endless river or walk against the current to customize your workout. Water walking increases your blood flow, warms your muscles and joints, and is an easy-going exercise. All participants must be 16 or older.

The City of Chesterfield participated in the Sculpture on the Move program again this year, sponsored by the Creative Communities Alliance. The Sculpture on the Move program intends to build relationships between artists and communities as well as grow art appreciation throughout the states of Missouri and Kansas while allowing participating cities to display various sculptures on loan. The City of Chesterfield’s Parks, Recreation & Arts Citizens Advisory Committee narrowed down over 150 sculptures to finalize their “Top 10.” The City of Chesterfield was able to secure one of its top choices
– To Bee, or Not To Bee by Alexander Mendez. To Bee, or Not To Bee is an abstracted bumblebee in flight that stands at 5’ x 2’ x 6’.
The Chesterfield City Hall Art Exhibit is free and open to the public Monday – Friday from 8:30 a.m.-5 p.m.

The Senior Learning Center will cover the ins and outs of how to protect your personal information online. We will cover tips for staying safe in cyberspace, like safe browsing, how to recognize online scams, and when it’s ok or not ok to share your personal information online.
The Senior Learning Center will present how a thoughtfully designed home can empower older adults to age in place by offering safety, comfort, and accessibility, enabling them to maintain their independence.
