This issue of the Citizen includes seasonal information and timely updates that highlight the many ways you can stay connected, participate in programs, and learn about upcoming City initiatives.
SEASONAL SERVICES AND SAFETY
Our Public Works team is preparing for snow and reminds everyone to avoid parking on designated snow routes during storms with two inches of accumulation or more. Clear roads help keep neighborhoods safe and accessible for all. If you or someone you know has a medical condition that prevents them from removing snow left behind by plows, the City’s Snow Apron Removal Program may be able to help. Additional details are available inside this issue on page 6.
CIVIC INVOLVEMENT AND TRANSPARENCY
Beginning December 9, residents can file to run for City Council. If you are interested in representing your ward or learning more about the election process, please contact the City Clerk’s office.
This winter, the Police Department is collecting responses to its community survey to assess services and identify areas for improvement. Residents can also provide feedback on traffic concerns, participate in subdivision trustee outreach, and register early for 2026 programming.
COMMUNITY EVENTS AND YOUTH PROGRAMS
From the Turkey Trot and Candy Cane Hunt to art exhibits and seasonal recreation classes, there are many ways to take part in community life this winter. Volunteer registration is now open for Safety Town and the Youth Police Academy, both of which offer valuable early experiences in safety and civic education.

CANDIDATE FILING FOR CITY COUNCIL
On Tuesday, December 9 at 8 a.m., candidate filing for the office of Councilmember in each of the City’s four wards (a two-year term) will begin in the City Clerk’s office located in Chesterfield City Hall. After December 9,Interested parties may file during normal business hours from 8:30 a.m.-5 p.m., Monday – Friday (exclusive of holidays). City Hall will be closed December 25-26 in observance of Christmas. Candidate filing will close Tuesday, December 30, at 5 p.m., and the election will be held April 7, 2026.

• At least 21 years of age prior to taking office; and
• A citizen of the United States; and
• A resident of the City for one year prior to the election; and

SNOW REMOVAL
Winter is upon us once again, and soon, snowflakes will begin to fall. When snow or ice is forecasted, please be careful when choosing where to park. Certain Chesterfield streets are designated as Snow Routes, identified by signs indicating such. City ordinances prohibit parking on these routes during snowfalls of two inches or more. Regardless of whether a street is a designated Snow Route, parking that obstructs emergency snow removal equipment is prohibited on all streets during any snow or ice event. Vehicles which obstruct snow and ice treatment can be ticketed or towed.
SNOW REMOVAL IN CHESTERFIELD AT A GLANCE
Street and park crews work 12-hour shifts, alternating until all snow and ice are cleared from the city-owned streets.
Chesterfield clears 184 miles of publicly maintained roads and all city-owned parking lots.
Salt use is tracked annually and reported to the Department of Natural Resources as part of the City’s MS4 stormwater permit.
The City uses rock salt combined with liquid calcium chloride for faster, more efficient melting.
The City of Chesterfield coordinates salt purchases for forty-nine cities and eight school districts through the St. Louis Metro APWA Salt Cooperative, securing the lowest price.

THE SNOW APRON REMOVAL PROGRAM
When Snow is pushed to the curb line it creates a windrow at an entrance of a driveway, a necessary but inconvenient part of snow removal.
This program helps qualifying residents who cannot remove windrows due to medical conditions.

With a career devoted to municipal finance, Julie O’Guinn brings extensive experience and dedication to her role as Chesterfield’s Finance Director. She began her career in municipal support positions in her twenties and advanced into financial leadership after earning her bachelor’s and master’s degrees.
Julie describes Chesterfield as “top notch—beautiful, and a place everyone wants to live, shop, and participate in high-level recreational activities.” Her role is fastpaced and varied, overseeing accounting, budgeting, and human resources while supporting City departments with their financial needs.
Her top priorities include learning the City’s financial processes, strengthening team relationships, and maintaining Chesterfield’s strong tradition of fiscal responsibility and transparency. Julie values open communication, respect, and professional growth within her team. Outside of work, she enjoys spending time with her son and their pets and looks forward to experiencing Chesterfield’s many community events.

WEST COUNTY YOUTH POLICE
ACADEMY June 2026
The West County Youth Police Academy teaches kids ages 7 to 11 about a wide range of policing topics. Activities include traffic and DWI investigations, crime scene analysis with evidence collection and fingerprinting, drone demonstrations, police vehicle and station tours, K9 meet and greets, and more.

Safety Town is a nationally recognized preschool safety program that teaches 4, 5 and 6-year-olds about a wide variety of safety issues, including 911/police, fire safety, animal safety, bicycle safety, water safety, school bus safety, playground safety and stranger danger.

The Chesterfield Police Department is committed to providing our citizens with the best service possible. This anonymous survey is a valuable tool that provides us with insight into how we are perceived, the quality of service we provide, and opportunities for improvement.
Residents may have noticed small devices located on Chesterfield roads. These are portable traffic analyzer sensors used to collect short-term data for traffic studies. Typically installed on Mondays and retrieved on Fridays, these sensors collect data from Tuesday through Thursday. The City aims to conduct a study on each city-owned road every five years to monitor trends and population growth.

As winter nears, how we design and experience our neighborhoods matters more than ever. Mixed-use developments, like the Chesterfield Mall redevelopment, combine homes, shops, offices, and community spaces to make cold-weather living safer, more convenient, and connected. Once complete, residents can live, work, dine, and shop within walking distance, avoiding icy commutes. Features like indoor gathering spaces and covered walkways keep the area active, welcoming, and resilient all year.

AQUATIC CENTER UPDATE
As we wrap up 2025, the design team for the new aquatic outdoor center will create three conceptual designs, using input from residents, stakeholders, and site tours. Redefined designs will be shared at Town Hall meetings in late winter/early spring for feedback and public input. A final design and financial strategies will be presented to City Council for approval for a ballot initiative on November 3, 2026. If approved by resident voters, construction will begin August 2027. The expected opening will be in 2028.

The Art Exhibit at City Hall brings art access to our community; featuring two-dimensional works mixed media, paintings, and sculptures by regional artists.
