Dear Chesterfield residents,

I hope this message finds you well. It’s with great pride and excitement that I share some remarkable insights about our beloved Chesterfield—a community that continues to grow and flourish.

Diversity and Growth: A Winning Combination

Did you know that Chesterfield is home to the secondhighest percentage of foreign-born residents in St. Louis County? As of 2021, an impressive 16.4% of Chesterfield residents were born outside the United States, surpassing the national average. This figure is steadily increasing, showcasing the attractiveness of our City as a welcoming home for people from around the globe.

The largest segment of our foreign-born population hails from Asia, primarily India and China, constituting over 13.1% of our total population. We are delighted that our international neighbors are drawn to the exceptional education opportunities in our schools and the safety provided by our world-class police department.

Economic Magnet and Quality Living

Undoubtedly, the availability of employment opportunities from notable companies such as Bayer, Pfizer, RGA and others is another driving force behind attracting highly educated professionals to our City. It truly warms my heart to recognize that all these people from around the globe have made a conscious choice to call Chesterfield home.

Our City’s statistics further underscore the remarkable growth and prosperity we’ve achieved. With an outstanding 80.5% home ownership rate—well above the national average—and a median property value over one and a half times larger than the national norm, Chesterfield stands as a testament to the appeal of our community.

In 2021, the median household income soared to an impressive $124,551, reflecting the economic strength and opportunities our residents enjoy. The assessed

the highest among all municipalities, reaching $2.417 billion.

Chesterfield Mall Update: Progress Amidst Challenges

I’m pleased to inform you that despite facing obstacles, the anticipated demolition of the Chesterfield Mall is progressing well. This landmark transformation represents a significant step forward in the largest redevelopment opportunity since the Flood of ’93. We anticipate this project will create countless opportunities for economic growth and community building.

Cooperation and Mutual Support: The Fabric of Our Community

Despite occasional media and legislative opinions suggesting challenges with the multitude of municipalities (87), our local government in Chesterfield consistently proves its dedication to efficient and reliable services. I would challenge these perceptions by highlighting numerous instances of cooperation and mutual support, showcasing the effectiveness of our approach—instances such as the St. Louis Area Insurance Trust (SLAIT) providing insurance products for multiple municipalities, the numerous mutual aid pacts among law enforcement agencies and fire protection districts, and our administration of a Salt Co-op benefiting 55 municipalities and 14 school districts showcase the strength of our collective efforts.

Notably, Chesterfield’s commitment extends beyond our borders, as we proudly provide police and municipal court services to Clarkson Valley, exemplifying the spirit of cooperation that makes our community stronger.

As we move forward, let us celebrate the remarkable growth of Chesterfield and continue working together to ensure our City remains a beacon of prosperity, diversity and collaboration.

Candidates Line Up for Municipal Election April 2

To register to vote in St. Louis County, you must be 18 years of age by Election Day, a U.S. Citizen and a resident of St. Louis County.

The Missouri Voter Registration Application and information on absentee voting are available online at https://stlouiscountymo. gov/st-louis-county-government/board-ofelections/

Citizens may also pick up the application at Chesterfield City Hall or most St. Louis County public libraries.

Additionally, registration forms can be mailed to you by calling City Hall at 636.537.4000. The deadline to register for this election is March 6.

Who’s Knocking at My Door? Solicitors Required to Obtain Permit in Chesterfield

The arrival of nice weather often means an increase in solicitors— individuals or groups going door-to-door to sell items or services or request donations.

While this activity is legal in Chesterfield, solicitors are required to obtain a permit and might have to pay a fee. Charitable and religious organizations, as well as political canvassers, are exempt from this requirement.

If someone knocks on your door with something to sell or a cause to promote, you have the right to ask to see their permit, which is a one-page document typed on official City of Chesterfield letterhead and features the City’s raised seal affixed to the document. If they are unable to produce a permit, the City encourages you to report the person(s) to the Chesterfield Police Department at 636.537.3000.

“No Solicitors, No Peddlers” stickers are available, free of charge, at City Hall, or you can call the Customer Service Center at 636.537.4000 and request a sticker be mailed to you.

Registration Opens for 2024 Safety Town Program on March 13

Online registration for the Chesterfield Police Department’s 2024 Safety Town Program will begin at 8 a.m. on Wednesday, March 13, through the City of Chesterfield’s website at https://www.chesterfield.mo.us/safety-town.html

Walk-in applications will also be accepted at the Chesterfield Police Department beginning at 8 a.m. on the same date. Preference will be given to applicants who have not previously attended Safety Town.

The sessions will be held at the following times:

Session 1: June 3–14 10 a.m.-Noon

Session 2: June 3–14 1-3 p.m.

Session 3: June 17–28 10 a.m.-Noon

Session 4: June 17–28 1-3 p.m.

Session 5: July 8–19 10 a.m.-Noon

Session 6: July 8–19 1-3 p.m.

Safety Town is a nationally recognized preschool safety program that teaches 4, 5 and 6-year-olds about a wide variety of safety issues, including 911/police, fire safety, animal safety, bicycle safety, water safety, school bus safety, playground safety and stranger danger. The program includes classroom activities, as well as outside hands-on activities in the miniature Safety Town city. The program is hosted and staffed by the Chesterfield Police Department and consists of six two-week sessions from June 3–July 19.

Safety Town is one of the Chesterfield Police Department’s most popular programs. In addition to commissioned police officers, the Safety Town staff includes teen counselors from area middle and high schools who volunteer to assist police officers in leading the program. All Safety Town sessions are at Chesterfield Community Church, located at 14647 Ladue Road in Chesterfield.

Vacation Inspection Program Protects

Residents’ Homes While Away

Are you planning a vacation for your kiddos’ spring break? Check out our Vacation Inspection Program (VIP) to keep your house safe while you’re away! The Vacation Inspection Program is a complimentary service offered for Chesterfield residents by the Chesterfield Police Department to reduce the likelihood of a break-in and provide you the peace of mind you need to relax on your getaway.

Chesterfield Police Host AARP Driving Workshops

AARP Smart Driver Course

This is a newly updated, research-based, four-hour course that teaches valuable defensive driving skills, provides a refresher on the rules of the road and offers safety strategies and tips for how to adapt one’s driving to compensate for changes that may come about with aging or new advances in vehicle technology. The course is taught in a single morning session and does not involve a test or driving. Fees are $20 for AARP members and $25 for non-members. Classes are 9 a.m.-1 p.m. at the Chesterfield City Hall in the City Council Chambers. Reservations are required.

AARP Smart DriverTek Workshop

The Chesterfield Police Department has partnered with AARP to bring you the Smart DriverTEK workshop. This course is 90 minutes long and covers how to utilize the latest high-tech safety features in your current car, what technology to look for when shopping for a new car and the safety benefits of these new technologies. This course is FREE and will be held from 2:30-4 p.m. at the Chesterfield City Hall in the City Council Chambers. Reservations are required.

2024 West County Youth Police Academy Connects with Kids Interested in Law Enforcement

The West County Youth Police Academy is a new program that teaches 7 to 11-year-olds about a wide variety of policing topics, including traffic enforcement, DWI investigation, crime scene investigations, drone demonstration, police vehicles, fingerprint demonstration, police weapon education, police station tour, K9 meet and greet, police physical agility test and a SWAT demonstration. The program includes classroom activities and hands-on activities, and will be held at The Commons, 14885 Clayton Road, Chesterfield, MO 63017.

The program is hosted and staffed by the Chesterfield, Town & Country, Ellisville, Ballwin, Eureka and St. Louis County Police Departments. In addition to commissioned police officers, staff will include teen counselors from area middle and high schools who volunteer to assist the police officers in leading the program. The Youth Police Academy will be conducted for one week, June 17–21, in a morning and afternoon session.

Registration for students is $30 each and will begin at 8 a.m. on Wednesday, March 13, both online at https://www.chesterfield.mo.us/west-county-youthpolice-academy.html and by walk-in at the Chesterfield Police Department. The registration link will not be active until March 13, and the volunteer link is open now.

Looking to Start an At-Home Business?

Congratulations! You have decided to start a business and set up shop right at home. It can be tough to get a business off the ground and running, but don’t worry: we are here to help you understand the process and what qualifies as a home-based business.

Since House Bill 2593 was passed in May 2022, homebased businesses are regulated by the state of Missouri. The bill defines a homebased business as “any business operated in a residential dwelling that manufactures, provides or sells goods or services, and that is owned and operated by the owner or tenant of the residential dwelling.” The only restrictions on using a residential dwelling for a home-based business come from deed restrictions or covenants.

The bill also states municipalities cannot prohibit home-based businesses from operating or make them obtain approval from the municipality. Municipalities also cannot require a person to rezone the property as

a condition of operation; however, they are allowed to establish regulations to protect public health or ensure the business follows state and federal law. This bill does require the home-based business to be a “no impact” business.

A home-based business qualifies as no impact if:

• The total number of employees and clients on-site at one time does not exceed the occupancy limit.

• The activities of the business:

- Are limited to the sale of lawful goods and services.

- May involve having more than one client on the property at once.

- Do not generate on-street parking or cause a substantial increase in traffic through the residential area.

- Occur inside the residential dwelling or in the yard of the residential dwelling.

- Are not visible from the street.

- Do not violate regulations on public health or state and federal laws.

Decades of Subdivision Growth: How Chesterfield Became a Residential Hub

When the City of Chesterfield was incorporated in 1988, approximately 146 residential subdivisions resided within City limits. Since then, Chesterfield’s subdivisions have more than doubled, gaining another 161 residential subdivisions, and continue to grow today.

According to Record Plat data, 74 subdivisions were constructed in the ‘70s—the fastest decade of growth in Chesterfield, followed closely by the ‘80s and ‘90s. What caused such rapid growth within this short period?

In the 1960s, Louis Sachs—often credited as the father of modern Chesterfield—began developing Chesterfield Village. This mixed-use development comprises 1,200 acres of condominiums, apartments and office buildings, and features shopping opportunities that draw consumers across the region. At its completion, Chesterfield Village spurred significant growth in the community and drew real estate developers to the area, leading to a boom in subdivision development.

Did You Know?

The oldest Chesterfield subdivision is Hugo Essen Farm—recorded November 8, 1915— with the construction of 15 homes.

Today, the City of Chesterfield continues to grow in population with the development of residential subdivisions, as the City has seen several subdivisions built within the last four years—the most recent of which being Schaeffer’s Grove with 36 homes and recorded on June 27, 2023.

Street Improvement Projects Coming to Chesterfield in 2024

2024 Concrete Slab Replacement Program

The City of Chesterfield will manage two concrete slab replacement projects in 2024. The first project, called Slab Replacement Project A, includes all or portions of the following streets: Brampton Court, Buckington Drive, Cabinwood Court, Country Fields Court, Gatemont Drive, Georgetown Road, Schoettler Manor Court and Woodsbluff Drive. Project A includes the replacement of approximately 24,000 square yards of concrete pavement.

The second project, called Slab Replacement Project B, includes all or portions of the following streets: Clayton Douglas Court, Conway Springs Drive, Hitchcock Drive, Saylesville Court, Saylesville Drive, Signal Knob Court and Strawbridge Drive. Project B includes the replacement of 19,000 square yards of concrete pavement.

These projects are scheduled to begin in the spring of 2024. Residents adjacent to the planned replacement areas and subdivision trustees will receive a project notification by mail, and a project page will go live on the City website and be regularly updated.

2024 Asphalt Overlay Project

Did You Know?

The City of Chesterfield inspects and rates each of its 184 miles of streets on a 3-year cycle? These inspection results are used to create our multi-year capital replacement plan.

In 2024, the City of Chesterfield will manage an asphalt overlay on several streets in Chesterfield Valley, including Chesterfield Commons Drive, Chesterfield Commons East Drive, Edison Avenue and RHL Drive—totaling 78,000 square yards. This project, scheduled for the summer of 2024, will provide a new 2-inch asphalt driving surface.

2024 Sidewalk Projects

The City of Chesterfield will manage two sidewalk replacement projects in 2024. The first project, Sidewalk Project A, will address sidewalk deficiencies in the Bent Tree, Chesterfield Meadows and Wilson Manor subdivisions. Prior to constructing Project A, the City will undertake a separate project to “mud-jack” deficient sidewalk slabs to address more deficient sidewalks and only remove and replace those slabs absolutely necessary for the safety of pedestrians and ADA compliance.

The second project, Sidewalk Project B, will address isolated sidewalk deficiencies throughout the City, including those reported through the City’s Work Order System.

Did you know the City of Chesterfield maintains over 260 miles of public sidewalk? All sidewalks are inspected and rated on a 3-year cycle. You can report deficiencies by contacting the City’s customer service number at 636.537.4000 or using the “Report a Problem” function on the City’s website.

Accessible Curb Ramps

Each year, the City uses Community Development Block Grant (CDBG) funding from St. Louis County to construct ADA-compliant curb ramps. Over the last five years, the City has replaced 82 curb ramps through this program at no cost to City residents. This year, the City will use CDBG funds to replace curb ramps within the Chesterfield Meadows subdivision.

Did you know the City of Chesterfield maintains an ADA Transition Plan, which includes data on all sidewalk and curb ramps within the City? When a project is constructed and abuts a curb ramp, that ramp is reconstructed, if necessary, to comply with current ADA requirements. The City of Chesterfield reconstructed 57 curb ramps in 2023.

Pathway on the Parkway

Grant Funded Projects

Whenever possible, the City looks to acquire grants to fund additional projects that benefit the Chesterfield community. Several grant applications have recently been successful and will fund important projects:

Wilson Avenue Reconstruction

This project includes the reconstruction of Wilson Avenue from Wild Horse Creek Road to Walnut Hill Farm. Improvements include improved roadway alignment, a new driving surface and a shared-use path for pedestrians and cyclists. This project is currently in the right-of-way/easement acquisition phase. Construction is scheduled for 2026.

Schoettler Road Sidewalk

This project includes a new 5-foot sidewalk along the east side of Schoettler Road between Windsor Valley Court and Greenleaf Valley Drive. Currently, there is no sidewalk in this area on either side of Schoettler Road. This project is in the design phase, and construction is scheduled for 2026.

The City of Chesterfield was recently awarded a grant to finish the missing “Pathway on the Parkway” from Clarkson Road to Schoettler Valley Drive. The “Pathway on the Parkway” is the sidewalk/shared-use path along Chesterfield Parkway. This project will also include modifications to the Schoettler Spur to provide bicycle and pedestrian access to and from the “Pathway on the Parkway” to Schoettler Road. This grant was recently awarded and is pending execution of an agreement between the Missouri Highway Commission and the City of Chesterfield. The project is preliminarily scheduled for construction in 2027.

These three projects include a total of $4.2 million in grant funding!

Litter

Please remember it is a City Code violation to litter or dump material of any kind on City streets, in City parks or in any stream. Maintenance staff spends time each day picking up litter from City property. All litter that is not removed eventually finds its way to a stream, typically via storm sewers. Litter is not only unsightly, but it can harm creek vegetation and aquatic life.

City of Chesterfield Earns Tree City USA Designation for 32nd Consecutive Year

In 2023, the City of Chesterfield was designated as a Tree City USA for the thirty-second consecutive year. Since its inception, Chesterfield has valued tree-lined streets; today, the City maintains 17,300 street trees. Unfortunately, the street tree inventory was recently impacted by the Emerald Ash Borer (EAB), which caused the necessary removal of 6,700 Ash Trees over the last seven years. By proactively removing the affected Ash Trees, the City avoided the large-scale problems caused when Ash Trees die quickly and become brittle and hazardous.

To offset the loss of these trees, the City of Chesterfield has implemented a Residential Street Tree Planting Program whereby residents can request that street trees be planted. Through this program, the City has planted over 500 trees per year over the last three years. If you are interested in a street tree, please visit www.chesterfield.mo.us/ residential-street-tree.html for details on the street tree program, including allowable tree species and an application. When making a tree request, an application fee of $100 per tree is required to partially offset the City’s cost—$325 to $350—to plant a street tree.

Celebrate the 2024 Biggest Hour for Earth

Saturday, March 23 8:30-9:30 p.m.

Saturday, March 23, is Earth Hour 2024! Earth Hour encourages you to switch off your lights and spend 60 minutes doing something positive for our planet. Just 60 minutes? Yes, just one hour, from 8:30-9:30 p.m.! It may not seem like much, but the magic happens when you and like-minded people from all over the world dedicate an hour to benefitting our only habitat and creating large-scale awareness for the wellbeing of our Earth.

Earth Hour is a worldwide movement organized by the World Wildlife Fund (WWF) and held annually to encourage individuals, communities and businesses to turn off non-essential electric lights for one hour—usually on the last Saturday in March—to demonstrate commitment to bettering our planet. It started as a “lights-off” event in Sydney, Australia, in 2007—a symbolic event to show collective support for Earth. Since then, the Biggest Hour for Earth event was created, and over 414,358 people from 187 countries and territories participated in 2023.

For 33 consecutive years, Darcy Capstick has devoted her time and energy to two passions—the Chesterfield community and environmental improvement. Capstick, a Chesterfield resident and committed environmentalist, merged her dedication to the community with her passion for improving the environment by serving as the chair of the Chesterfield Citizens Environmental Advisory Committee (CCEAC) for 33 years.

33-Year Chesterfield Citizens Environmental Advisory Committee Chair Darcy Capstick Steps Down

In this position, she established a deep-rooted connection with the National Wildlife Federation (NWF) during the City’s developing phase. Through her efforts, Chesterfield became the ninth NWF-certified community in the country and the first, and only, in Missouri in 2005—she has since renewed and maintained the City’s certification for a consecutive 19 years. Through this process, she’s enlisted the help of local companies, volunteer organizations, scout groups, schools and passionate individuals to contribute to improving the Chesterfield environment.

As an environmental advocate, she also inaugurated the first Tree Day— which later became Tree, Earth and Arbor Day—and has helped the CCEAC celebrate thirty-three annual Chesterfield Earth Days. She’s delivered a total of 22 competitive grants to the City—adding up to thousands of dollars for environment, conservation and education—inaugurated the Mayor’s Monarch Pledge Proclamation to encourage residents to help native pollinators, assisted in the development of the NWF schoolyard wildlife habitat gardens, and proudly represented CCEAC work at countless community events.

A visionary in environmental activism, Capstick knew that quality assessment of any city would one day include evaluating its conservation, sustainability and environmental efforts; this foresight led her to devote her efforts to putting Chesterfield in a position with a significant competitive edge in our environmental efforts, upholding the proactive Chesterfield standard.

As she steps down from her position as CCEAC chair, Darcy Capstick remains a pioneer in environmental efforts, conservation, sustainability, recycling and gardening. The City of Chesterfield thanks Darcy for her 33 years of service to the Chesterfield community and is grateful for her lasting impact on the City’s environment.

This historical tour will immerse you in the prison’s past with fascinating stories about the dangerous inmates who walked the halls and changed the prison system. Decommissioned in 2004, this tour showcases the gas chambers and cells, including those of famous inmates such as Sonny Liston and James Earl Ray. This tour is not handicapped accessible. NEW SEASON PASS

MEMBERSHIP FOB

ATTENTION: The Chesterfield Family Aquatic Center is transitioning from membership ID cards to a key fob.

With the new registration system, every Chesterfield Family Aquatic Center member will need a new photo taken when purchasing a season pass.

You will receive a key fob per member, and your fob will be scanned at the aquatic center entrance for admission. Upon scanning, your photo will appear as proof of your season pass purchase.

Key fobs can be purchased at City Hall beginning February 5, or at the Chesterfield Family Aquatic Center during the pool season.

Aquatic facility closings due to weather forecast or low attendance are at the discretion of the manager on duty.

CFAC POOL PARTY PACKAGES

The Chesterfield Family Aquatic Center offers party packages (parties only) during public swim. We offer the following packages:

Monday–Friday: 1-3 p.m. and 4-6 p.m. Saturday & Sunday: 12:30-2:30 p.m. and 3:30-5:30 p.m.

Party reservations can be made at City Hall or online. Parties must be reserved at least two weeks in advance and be paid in full at the time of booking. There are two party packages to choose from, and all packages include two hours in the party area. These packages include 12-16 guests.

SEASON PASS SWIM NIGHTS

Soft opening only for Season Pass Holders: May 24 from 5-8 p.m.

Mini CROCS is a program for ages 4-6 with an interest in joining the Chesterfield CROCS Swim Team. Young swimmers will gain skills and confidence by joining the pre-team program—an extension of the swim team— before joining the CROCS.

All swimmers will be assessed during the first week of practice. Mini CROCS must be able to swim half the length of the pool unassisted without stopping or grabbing the wall during Swim Team practice.

Kickboards will be available. We do not expect your swimmer to have the perfect stroke—this requirement is a safety precaution. Please note that the Mini CROCS is not the substitute for swim lessons. Meet and conference dates are TBA.

AQUATICS

CROCS Dive Clinic is designed to help students learn basic diving board skills. This clinic is for all skill levels, from beginner to advanced divers.

Everyone will learn the basics, forward approaches, back presses and line-ups. Emphasis will be on teaching front, back and inward dives and front flips. Other dives will be introduced based on the diver’s skill level. Participants must be able to swim 25 meters without stopping and be able to tread water for one minute.

CROCS DIVING CLINIC RIVERWALK

RIVERWALK CLUB

Join others for a walk in our endless river or walk against the current to customize your workout. Water walking increases your blood flow, warms your muscles and joints and is an easy-going exercise for those who enjoy the outdoors. All participants must be 16 or older.

Adults: Free Ages 0-5

On Mondays and Wednesdays, you and your 0-5-year-old child can join us in the leisure pool to splash and play with their peers. Children 6-11 are welcome when they are accompanied by an adult and child 0-5. Children 6-11 that are being disruptive during play time will be asked to sit out. You cannot use a season pass for entry, and the 2 & under free rule does not apply. Splash and Play is a non-themed Tot Time held twice a week to provide additional play opportunities.
