Chesterfield Family Aquatic Center is officially open for the season! This year, the Parks, Recreation & Arts department has taken the pool management in house, which means an even better pool season than ever before. Chesterfield PD needs your help Safety Town is a nationally recognized preschool safety program which teaches 4, 5 and 6 yearolds about a wide variety of safety issues including bicycle safety, water safety, school bus safety and stranger danger. The program is hosted and staffed by the Chesterfield Police Department in cooperation with the Chesterfield Rotary, the Chesterfield Kiwanis, and local volunteers. 4TH OF JULY FIREWORKS CELEBRATION Thursday, July 4 • Chesterfield Mall • 6:30 p.m. • FREE Come join us for the 4th of July Fireworks Celebration that has grown to be the biggest and best fireworks show in the metropolitan area, presented by the City of Chesterfield.

The Main Stage will feature Fatpocket. The main viewing area will be at the Chesterfield Mall. The fireworks show will begin promptly at 9:30 p.m. The celebration will also feature food trucks and a variety of children’s activities all night long at the Midwest BankCentre Kids Zone. Lawn chairs, blankets, outside food, beverages and coolers are allowed (NO GLASS, please). No tobacco products.

Mayor's Message A BRIEF REPRIEVE FROM THE THREAT OF THE BETTER TOGETHER MOVEMENT On May 6 it was announced that the petition filed with the Secretary of State’s Office on behalf of the organization known as “Better Together” was withdrawn. This news came within a week after the announcement of the indictment, resignation, and guilty plea of the former St. Louis County Executive, Steve Stenger. Since then, it has also been announced that federal charges are also being brought against former St. Louis Economic Development Partnership CEO Sheila Sweeney and pay to play participant John Rallo.

Court as of the writing of this newsletter, however, depending on the outcome, I feel it important to prepare and inform our residents on the potential effects if the decision is wholly in our favor. We believe that if the statute (66.600) is found to be unconstitutional (and therefore invalidated), the 1% county-wide pool tax would go away. However, the 54 cities that previously had a municipal sales tax in place prior to 1977 would be allowed to continue receiving it.

The language in the statute follows; “but shall again become effective without further action if the county sales tax is repealed or becomes otherwise inapplicable within such city, town or village.”

In spite of the discrediting of the plan to impose a mega-government over our county, municipalities within the county and the city of St. Louis, I believe that we need to remain vigilant and skeptical of future activity of this group that has thoroughly proven its poor judgment. Chesterfield receives its 22nd Tree City USA recertification The Tree City USA program has been greening up cities and towns across America since 1976.

It is a nationwide movement that provides the framework necessary for communities to manage and expand their public trees. Cities achieve Tree City USA status by meeting four core standards of sound urban forestry management: maintaining a tree board or department, having a community tree ordinance, spending at least $2 per capita on urban forestry and celebrating Arbor Day.

Making sure your move is in line with City rules and regulations If you have decided to sell your residence, it is fundamental to understand the various rules and requirements regarding the sale of your home. Moving in or out of a home is always a stressful process and navigating through the terms of a sale can be tricky.

Before you sign any dotted lines or look to hire an agent, gaining an understanding of any City of Chesterfield requirements can help the process go more smoothly.

Many residents often ask if an occupancy permit is required when selling or buying a home within the City of Chesterfield. No occupancy permits are currently required. However, both you and your realtor should be aware that you are required to disclose to all prospective buyers that there could be potential noise impact from the local Spirit of St. Louis Airport. (Per City of Chesterfield Ordinance 1503, the disclosure of information relative to future land use and local noise impact from the airport.) What do you need to do? Provide a disclosure statement and copies of the City of Chesterfield Land Use Plan and the Spirit of St. Louis Airport Noise Study. As you prepare to sell your home, you will probably consider hosting an open house. To help generate attention and interest in your home, you may decide to place signs outside advertising the open house. Open house signs are permitted, provided that they are no larger than three square feet in size. You may not attach any balloons, streamers, or any kind of attention-getting device to the sign. You may place directional signs throughout the neighborhood to help potential visitors find your home; however, you are limited to six signs. Furthermore, these directional signs are only permitted at certain times: between 9 a.m. and 3 p.m. on Tuesdays and from 12 p.m. to 6 p.m. on Sundays. The signs are only allowed on days when you are actually hosting an open house, so please remember to take them down after your event. Finally, write your name, phone number, and address on the back of all signs for identification.

2019 Concrete Slab Replacement Program Three concrete slab replacement projects are expected to be completed in 2019. These projects will involve the replacement of 37,200 square yards of concrete slabs on 18 different residential streets. Residents adjacent to the planned replacement areas, along with subdivision trustees, will receive project notification by mail. The streets scheduled for slab replacement are listed below: • • • • • • • • • • • • • • • • • •

Old Chesterfield Road: This project includes the reconstruction of a failing culvert under Old Chesterfield Road, and an asphalt overlay on Old Chesterfield Road from Baxter Road to Wild Horse Creek Road. The City is currently finalizing easement acquisition, and

coordinating with utilities. This project is scheduled for construction in 2020.

Schoettler Road Improvements: The City of Chesterfield is currently under contract with HR Green to design improvements to Schoettler Road from Clayton Road to Georgetown Road.

This project will include construction of a center turn lane from Georgetown Road to Schoettler Grove Court, and a designated right turn lane near Clayton Road. This project is scheduled for construction in 2020.

Other Projects: The City of Chesterfield maintains 176 miles of public roads and over 260 miles of sidewalk. However, there are several roads in the City limits which are either private or maintained by other agencies.

For example, the Missouri Department of Transportation (MODOT) maintains I-64, Olive / Clarkson, Boone’s Crossing, Long Road, and parts of Wild Horse Creek Road. St. Louis County maintains Chesterfield Parkway, Baxter Road, White Road, Kehrs Mill Road, Chesterfield Airport Road, parts of Wild Horse Creek Road, and several other roadways. MODOT is currently in the process of constructing improvements to Olive Boulevard from Chesterfield Parkway to I-64. St. Louis County will soon be constructing an asphalt overlay on Baxter Road from Clayton Road to Claymont Estates Drive. Additional information on these projects can be obtained by contacting the St. Louis County Department of Transportation or the Missouri Department of Transportation.

What impacts the City’s water quality?

Did you know that in order to permit grading and land disturbance activities, the City of Chesterfield, along with 58 other municipalities, St. Louis County, and MSD, operate under a Municipal Separate Storm Sewer System (MS4) permit from the Missouri Department of Natural Resources? Permit requirements cover a wide range of topics which impact water quality, including posting pet waste disposal signs, ensuring that development sites contain proper silt and erosion control, and bi-annual street sweeping.

Additionally, the City must operate its facilities in such a manner to minimize exposure to storm water and train its personnel annually in proper water quality practices.

If you are wondering what you can do regarding water quality, please remember that all storm water inlets drain to creeks and streams. Please ensure that no trash, debris, or chemicals are washed or dumped into storm water inlets. Additionally, if you planning a grading project, please contact the City to determine whether a permit is necessary.

Exploring is the perfect step for future Law Enforcement Are you a young person between the ages of 14 and 21 interested in a Career in Law Enforcement? If so, you may want to contact us and see if you have what it takes to become a Chesterfield Police Law Enforcement Explorer.

The Chesterfield Police Explorer post is a volunteer service program for young adults within the police department. This program gives young people the opportunity to explore a career in law enforcement or simply learn more about the job through membership in the post. Many young people use the Explorer program as a stepping stone for careers in law enforcement; in fact many of our current police officers were once members of the Chesterfield or other local police explorer posts.

Law Enforcement Exploring has been a part of policing for over half a century. Explorers are part of the Boy Scouts of America and are eligible for awards, scholarships, academies, and conferences offered through the Learning for Life Division of the BSA. Explorers spend much of their time learning the skills needed to be a successful police officer. Explorers assist the department with administrative non-law enforcement type duties. Our explorers learn police radio procedures, crime scene forensic techniques, police policies and procedures, the principals of police patrol, criminal investigation and crowd control, as well as participating in ride-alongs with uniformed patrol officers.

As part of the St. Louis Area Law Enforcement Cluster, Chesterfield Explorers participate in regional and national training, details and competitions, allowing them to network with various federal, state and local law enforcement agencies.

Our Explorer Post meets the 2nd and 4th Wednesday of every month from 6:30 p.m. – 8:30 p.m. Walk-ins are welcome to check out the program.

Mark your calendars for another great National Night Out On Tuesday, October 1, we will be celebrating National Night Out in Chesterfield. We will be joining forces with thousands of communities nationwide for the “36th Annual National Night Out” (NNO) crime and drug prevention event. National Night Out, which is sponsored by the National Association of Town Watch and the Chesterfield Police Department, will involve over 10,000 communities from all 50 states.

In addition to encouraging neighborhoods to host events, our Community Affairs Unit will be hosting a community-wide event at the Chesterfield Amphitheater from 6 p.m. to 8 p.m., in partnership with the Monarch Fire Protection District and the Chesterfield Parks, Recreation & Arts department, for that evening. We will have informational booths, vendors, police and fire vehicles for the kids, food trucks and games (including a parking space decorating contest for participating neighborhoods). More information will be released as details are finalized.

National Night Out is designed to 1: Heighten crime and drug prevention awareness; 2: Generate support for, and participation in, local anti-crime efforts; 3: Strengthen neighborhood spirit and police-community partnerships; and 4: Send a message to criminals letting them know neighborhoods are organized and fighting back.

That night, residents in neighborhoods throughout Chesterfield and across the nation are asked to lock their doors, turn on outside lights and spend the evening outside with neighbors and police. The Chesterfield Police Department is looking forward to seeing everyone at the event for a little fun and a lot of community spirit as we all work toward the goal of preventing crime and addiction.

Chesterfield PD to host the AARP Smart Driver Course The Chesterfield Police Department proudly announces a cooperative effort with AARP in providing the AARP Smart Driver Course.

This is a newly updated, research based, 4 hour course. It teaches valuable defensive driving skills, provides a refresher of the rules of the road, safety strategies and tips for how to adapt one’s driving to compensate for changes that may come about with aging and/or new advances in vehicle technology.

The course is taught in a single morning session and does not involve a test or driving.

Fees are $15 for AARP members and $20 for others.

Course graduates may check with their auto insurance carriers to see if insurance discounts are available upon completion of this course.

The course will be held on Thursday, June 20, 9 a.m. – 1 p.m. at the Chesterfield City Hall in the City Council Chambers. Reservations are required.

Safety Town is a summer preschool safety program for 4, 5, and 6 year olds sponsored by the Chesterfield Police Department, The Rotary Club of Chesterfield, the Kiwanis Club of Chesterfield and both the Parkway and Rockwood School Districts.

Each session is conducted for two consecutive weeks, Monday through Friday, with two 2-hour sessions each day. The children learn about a variety of safety issues through classroom interaction, as well as through interactive play outside in the miniature town complete with buildings, stop signs, and electric signals.

Volunteers are needed as instructors for this program. Volunteers must be at least 12 years old. They will be working along side Chesterfield Police Officers in teaching the preschoolers about safety. Each volunteer will be responsible for managing 4 to 6 preschoolers during class instruction, play time, snack time, and color time.

Volunteers must be willing to commit to a full 2-week session. They will be required to be present Monday through Friday from 9 a.m. to 3:30 p.m. Lunch will be provided. The session dates are: Session 1

This clinic is for all skill levels from beginner to advanced diver. Everyone will learn the basics, forward approaches, back presses and lineups. Emphasis will be on teaching front, back, inward dives, and front flips. Other dives will be introduced based on the divers skill level.

Partipants must be able to swim 25 meters without stopping and be able to tread water for one minute.

Youth Programs

Kids will compete in a swim, bike, and run competition. The top three male and female overall competitors in each age group will receive an award. Participation medals will be awarded.

AGES 6-8: 25-yard swim, 1-mile bike ride and ½ mile run.

AGES 9-12: 75-yard swim, 2-mile bike ride, and a 1-mile run.

SAFETY: Non-swimmers may complete the swim portion with the aid of a life jacket or kickboard. However, athletes using swim aids will not be eligible for the overall awards.

CHESTERFIELD RECREATION FALL YOUTH SOCCER LEAGUE Chesterfield Recreation Youth Soccer League will give area youth the opportunity to learn and develop their soccer skills!

To get to the larger lot, turn left at the stop sign to cross the highway - you will see the parking lot and restroom building on the left just after you cross over the highway.

Tripp Tobey, a Chesterfield resident and class of 2020 senior at CBC High School, has started a service organization for veterans and survivors in our community called Serving Servicemen.

What began last October as a handful of like-minded friends helping out at Kirkwood Amvets Memorial Post 1 has become a Mission project and permanent service group with over 35 members.

Tripp’s connection to Post 1 began when he started going to their events at age ten. His admiration grew for the veterans he has always respected and revered. Serving Servicemen members have spent a few weekend days per month helping out in any way they can, boosted in a big way by Mr. Steve Stepanek of Post 1 who has gotten the word out and provided them with opportunities to be of assistance.

On one occasion, Tripp made a connection to the grandfather he never met while raking leaves for a veteran who had served at the same time and place with him. The relationship and time shared that the members get far outweighs the energy expended, all while they strive to make a positive impact in our community.

In February, Mr. Stepanek advised the group about three homeless veterans who were to be buried at Jefferson Barracks National Cemetery.

Five members were able to leave school early to attend and serve as pallbearers. It was a powerful and moving experience which will remain forever. A group of Gold Star Moms with Missouri Military Memorial Foundation

who attended the very small and freezing cold funerals got in touch with CBC to formally thank the young men. Serving Servicemen was honored with a trifold flag, a medallion and the shell casings representing duty, honor and country. This reinforcement of the group’s efforts hit home.

This month, Serving Servicemen is committed to serving 1,850 hours of volunteer labor. CBC has allowed the group to be part of the junior class Mission Weeks, and the students are hard at work. They are open to performing any tasks such as fixing computers, painting and cleaning sheds or whatever may be needed.

In addition, Serving Servicemen has been made a permanent service group at CBC. Next year a new leader must be appointed and the current leader will go on to a military academy or college and then continue to serve. Hopefully, Serving Servicemen will be making a difference for many veterans and students for a long time.

In a recent analysis of 36,000 cities across the United States, College Factual found Chesterfield to be one of the best locations in the nation for students seeking a degree in Nursing.

This is great news for Nursing majors who want to receive a top-notch education that will prepare them for their future careers.

Because of the excellent opportunities in the Chesterfield area, the city attracts Nursing students from all over the world.

Many of these students choose to stay in the area after graduation, getting jobs in local government or at area companies. The program at Maryville University of Saint Louis is ranked #48 in the country for Nursing majors.

HISTORY

Rudolph F. Tomschin was born in Germany on June 4, 1880. His wife, Emma E., was born in the United States on January 14, 1886. They settled on a 200 acre farm located on the west side of North Woods Mill Road between Ladue Road and Forest Ridge Subdivision. Greentrails Subdivision, Parkway Central High School and Parkway Middle School now stand where the Tomschin farm once flourished.

The Tomschins had thirteen children: Fred, Sadie (1909-1992), Henry, William (1919-1992), Rudolph, Emma, Ida, Pearl, Grace, Della, Ruth (1926-?), and two who died at birth. The children attended Lake School and the family shopped at Zierenberg’s and Rinkel’s Markets.

They were active members of the Parkway Evangelical and Reformed Church on Ballas and Conway Roads. The Tomschins held family gatherings and celebrated Thanksgiving and Christmas with the extended family.

Rudolph Tomschin, the family patriarch, used mules, which had the reputation of being mean, to pull the farm implements. In the 1940s, the original farm house was torn down and a new

brick home was constructed. After Rudolph died on June 10, 1954, his wife Emma and their daughter Sadie continued to live there. They gradually sold off all but one acre of land. In the 1960s, their large barn was demolished.

The remaining property was sold after the deaths of Emma in 1968 and Sadie in 1992.

The Tomschins’ oldest son Fred married Elsie Fink in the Parkway E & R Church. In the early days of their marriage, they lived on Old State Road, but later moved to a farm on Conway Road and Highway 141, where Maryville University is now located. Fred, who was an excellent carpenter, as well as a farmer, built a new home on the site. When Fred and Elsie were children, he attended Lake School in the Chesterfield area, while Elsie and her seven siblings attended the Locust Grove School at Mason and Ladue Roads. Both were one room school houses and Elsie’s teacher was Mrs. Schnieder.

During World War II, Fred served in the army and was stationed at Fort Leonard Wood, where Elsie worked as a pastry chef. When

they returned to Chesterfield, Fred loaded dump trucks at the POW camp in Chesterfield and Elsie cooked for the camp. She also worked at St. Louis Lambert Airport for Curtiss Wright as a riveter on airplane wings. Fred and Elsie had a daughter, Joan Tomschin Atkinson.

Rudolph, Emma and their children Sadie, William and Ruth are buried in the St. John’s United Church of Christ Cemetery on Olive Boulevard.
