0D\RUÈ V 0HVVDJH Seasonâ&#x20AC;&#x2122;s Greetings! &LW\ &RXQW\ PHUJHU As many of you know, this has been an important topic to the region over the years; however, the rhetoric, discussions, and activity KDYH LQWHQVLË&#x2030;HG WUHPHQGRXVO\ LQ WKH ODVW \HDU $Q RUJDQL]DWLRQ NQRZQ DV È¢%HWWHU 7RJHWKHUÈ£ has collected data and put forth information that suggests that the cost of services in places like Indianapolis and Louisville are considerably less on a per resident basis than the services provided by the many different municipalities and independent districts within St. Louis City and St. Louis County. +RZHYHU DQRWKHU VWXG\ FRQGXFWHG E\ WKH Public Policy Research Center (PPRC) at the University of Missouri-St. Louis, headed by Dr. Mark Tranel, has concluded that the cost per resident in the municipalities within St. Louis County is actually less than that of Indianapolis. Apparently, Better Together did not include all services and costs in its study, whereas the PPRC used all of the Consolidated Annual Financial Reports for all services provided as a source for its data.

Currently, and under normal circumstances, any consolidation would have to be approved by the voters of both St. Louis City and County. +RZHYHU LW LV DQWLFLSDWHG WKDW OHDGHUVKLS LQ the Missouri Legislature may try to put forth legislation that would put the measure on a state-wide ballot, or alternatively, a statewide petition initiative could be attempted.

Many municipalities, along with the Municipal League of St. Louis County, are putting forth an effort to prevent a state-wide vote that most likely would not be in the best interest

I agree with this assertion and suspect this burden would fall even more heavily on the shoulders of residents living in incorporated DUHDV VXFK DV &KHVWHUË&#x2030;HOG &KHVWHUË&#x2030;HOG 0DOO As most are aware, the previous owners of &KHVWHUË&#x2030;HOG 0DOO FHDVHG PDNLQJ SD\PHQWV on their debt late last year, and as a consequence, they were foreclosed upon.

According to current Mall management, bids will be solicited in the near future for a purchaser who will then put forth a plan for redevelopment. )URP D SODQQLQJ DQG ]RQLQJ SHUVSHFWLYH the City looks forward to participating in this process. I think patience will be a watch word here. We understand that this will likely become a mixed-use development with a smaller retail footprint with the potential LQFOXVLRQ RI RIË&#x2030;FH UHVLGHQWLDO UHVWDXUDQWV DQG entertainment uses.

5HYHQXH DUH GRZQ We have become more focused on a trend of decreasing retail sales tax revenues that began early this year and is the result of VHYHUDO IDFWRUV &KHVWHUË&#x2030;HOG OLNH PRVW FLWLHV relies predominantly on sales tax revenues; therefore, we are watching revenues closely. +RZHYHU WKH FLW\ KDV D YHU\ KHDOWK\ fund reserve balance in our general fund, so we do not believe the sky is falling.

It may seem surprising that although we see much new development in the city, no additional taxes are generated (with the exception of a small amount of utility taxes).

developments. I would also like to address what I would call a misnomer. In talking with PDQ\ SHRSOH IURP QRW RQO\ &KHVWHUË&#x2030;HOG EXW other municipalities, it seems as if residents are under the impression that the City of &KHVWHUË&#x2030;HOG LV DEXQGDQWO\ ZHDOWK\ DQG KDV extra revenues that we have available for extraordinary uses.

This is simply not the case, as there are many other municipalities that have much higher SHU FDSLWD UHYHQXH WKDQ GRHV &KHVWHUË&#x2030;HOG On average our residents seem to be UHODWLYHO\ DIË&#x160;XHQW EXW WKLV ZHDOWK IDFWRU does not correlate with our city coffers. ,Q VSLWH RI the serious issues facing our community and region, I strongly believe WKDW &KHVWHUË&#x2030;HOG KDV YHU\ JRRG UHDVRQ WR be proud of the services we provide at a reasonable cost, and that we have a bright future for our city and the region as a whole.

3HFDQ /HJDF\ 3DUN When the developer initiated D QHZ ]RQLQJ IRU FRPPHUFLDO GHYHORSPHQW DW WKH &KHVWHUË&#x2030;HOG Blue Valley subdivision on the west side of the City in 2014, a number of requirements were imposed, such as providing infrastructure. Additionally, the City required the construction of a half-acre park to be maintained and operated by the developer.

Over time, these spaces and pieces become iconic, and people associate these with the identity of their community.

From the Samuel C. Sachs branch library reading garden, to the &KHVWHUË&#x2030;HOG &RPPRQV JUD]LQJ horses along Edison, the City has challenged developers to incorporate public art and spaces into the design of their development. The following is

Permit requirements cover a wide range of topics which impact water quality, including posting pet waste disposal signs, ensuring that development sites contain proper silt and erosion control, and bi-annual street sweeping.

Additionally, the City must operate its facilities in such a PDQQHU WR PLQLPL]H H[SRVXUH to storm water and train its personnel annually in proper water quality practices.

If you are wondering what you can do enhance water quality, remember that all storm water inlets drain to creeks and streams. Please ensure that no trash, debris, yard waste or chemicals are washed or dumped into these inlets.

After clearing the pesky plant, Faust Park maintenance workers loaded 11 dump trucks of honeysuckle, a record compared to the SULRU \HDUV RI WKH ,QYDVLYH +RQH\VXFNOH Clean-Up.
