Big dreams in the tiny village of Big Valley Linda Stillinger

ECA Review Reporter If we build it, will they come? The tiny village of Big Valley is poised to break ground on a big idea – a tiny homes subdivision. According to Big Valley CAO Michelle White, the idea began after they were unable to accommodate a request to put a tiny log cabin in one of their residential districts. As similar calls from people wanting to build homes under 700 square feet continued to come in, Big Valley council decided to

explore the tiny house possibilities. Tiny houses have become a growing phenomenon as the idea of living in homes smaller than 1,000 square feet or even under the 500-square-foot mark, captures the imagination of ordinary people. A major hurdle has always been finding a place to put them. Written long before the modern day, tiny home movement took hold, existing land-use bylaws discourage building small. Small houses are often seen by neighbours as ‘low class’ and many fear they would drive down property values.

‘Crown town’ Horkoff’s dream “It is still my dream to make Coronation a ‘crown town’,” said Coun. Vickey Horkoff at the regular Coronation Town Council meeting on March 27. “So I challenge all of you [councillors] to make some yard art for your house.” She is also working on how to get the community involved. It can be anything from a piece of yard art that depicts a crown using any material, such as paint, flowers or recycled material. She is then asking that a photo be sent to vhorkoff@gmail.com by June 30 with the photos being posted at Homecoming for visitors to see and a possible map created for visitors to find all our the crowns. The challenge is open to all ages, residents and businesses in Coronation. At Homecoming 2017, she would like to perhaps see a tour of “Come and See the Crowns”. “Just google crown art, there’s lots of ideas,” added Horkoff. “My goal is possibly, if you didn’t want your crown art at the end of the year, you could donate it to the town and we could have a “where is Waldo” kind of idea or something in the same lines as geocaching.

Education Property Tax requisition

Coronation Town councillors heard at their regular meeting on Mon. March 27 the province is holding the 2017 Education Property uniform tax rates the same as last year and so the town’s requisition amount is down. “Not necessarily good news,” said Chief Administrative Officer, Sandra Kulyk “because that means our equalized assessment has gone down which is not a positive thing.” Collectively the residental rate went up and the commercial rate went down. “We’ve been after the province to freeze the education tax for many many years,” said Kulyk. “Ironically they froze it at the highest rate.

Provincial funding down

Provincial operating municipal grants including Municipal Sustainability Initiative (MSI), Gas Tax and the Basic Municipal Transportation Grant (used to be called the Street Improvement grant) has decreased grant monies from $402,728 to $399,463.

Next year because Coronation’s population went down, the Transportation grant will be down a little bit. MSI Operating grant is down from $57,163 to $55,531, MSI Capital grant is down from $237,689 to $235,820 and the Gas Tax Fund this year is up slightly from $51,056 to $51,292. “Overall our grant sources have declined quite significantly,” said Chief Administrative Officer, Sandra Kulyk.

Bryce Cooke, public works reported to council that they have steamed open over 100 culverts as of the March 28 meeting. No road bans were set, only on pavement, as Bryce Cooke explained there was no heavy traffic, only farmers. Council approved the purchase of a Tandem Cross Gate trailer with a Tandem Axle Converter to be used on the summer gravel haul to replace the 2007 tridem pup from Hayworth Equipment, the lowest bidder, for $74,379. Five other tenders ranged from $74,445 to $111,441. The new trailer will be able to haul an extra eight tonne of gravel per trip.

$2.50 per cubic metre (m3). Currently the County charges $2.70 m3 to those residents on the rural water line for the actual water use and a capital reserve fee of $20 for future development. Brownfield has no meters and are charged a flat fee. The water used by County residents totalled about 16,000 m3. The majority of the water used is on the rural waterline at 6,500 m3 followed by Crowfoot Industrial Park at 3,500, Brownfield at 2,500 m3, truck fills for agricultural use at 2,000 m3, and the bulk stations at the reservoirs at 1,700 m3. The actual water cost of each system to the County is shown in the above table. Water recovery rates are high and known as the amount of users on the system is low. Currently there is about 22 miles of rural water line north of Halkirk with 20 connections and 14 users. The average cost of building the water line is $180,000 a mile. During the engineering phase of a project, residents who wish to have a connection are charged $7,500 to have a vault put in at the property line. After the construction phase, if residents want a water connection the cost increases to $15,000. With low use and the lines not running in a loop, the County is required to flush the lines on both Halkirk and Crowfoot systems. The systems were built with the final end use of the majority of the County being supplied with potable water, but until such a time as more users are on the systems, flushing of water will be a standard practice. “Flushing is just frustrating, ” said Cosens. “We’ve all been raised to not waste water.” Making more efficient use of the water by collecting the flush water (likely a costly endeavour), such as in a

rural truckfill was presented for discussion. There is no inexpensive system to stop flushing of the lines. There is approximately 400 m3 of water in the north line that continually needs to be moved to meet chlorine levels. “2900 cu. metres (one cube is 220 gallons) going on the ground,” said Cosens, “my best calculations that I can figure out . Nothing we can do about it, it’s how it is designed.” Questions asked and considerations discussed included what is an acceptable recovery cost currently and the timeframe to reduce the gap. How to proceed with future expansion of the rural water lines, be it small projects or wait for grant funding for larger scale projects? If small projects are to be considered then policies need to be in place to help guide in decisions being made. “Every siutation is unique,” stated Blumhagen when discussing putting together a policy for the water issue. The need for more rural water lines in different parts of the County is known, said CAO Tarolyn Aaserud in an email, it’s just a matter of how to fund any project. Currently there are no known sources of grant funding for water line projects. Council will consider options to

A cost share agreement is in place for the expenses at Coronation Reservoir and the Village of Halkirk. The County’s portion of the Halkirk’s expenses is 64 per cent and 40 per cent for Coronation. The total expense of the potable water systems in 2016 was $287,000 with 35 per cent being manpower and 23 per cent in water use. The revenue received was $89,500. SMRWSC rate unchanged Cont’d from Pg 3 “The water rate is unchanged at $2.50/cubic metre,” said Kulyk, “which means you won’t have to make any consideration of changing our water rate.” Administration fee last year was $5828 with it going down to $3241 for 2017 because concern was raised by some of the membership on how that administration fee charge is calculated. In the past the total administration fees for the year was divided equally among all members so Special Areas, County of Camrose, County of Leduc, Stettler, the bigger centres, were paying exactly the same thing as Halkirk, said Kulyk. What the committee has decided to do was fund a portion of the administration charge for the smaller communities from surpluses so this year’s rate was reduced by $2587. With the withdrawal of the Camrose and Lacombe counties from SMRWC, the annual debenture support for the 14 remaining members has increased with Coronation’s share going up to $3789. “Hopefully the remaining members will think long and hard from withdrawing from the commission and what the impact will be,” said Kulyk. They did have to pay a penalty for pulling out. Town office will calculate the surcharges needed to apply to water bills

The letter from the town of Coronation, who have motioned to dissolve their housing authority, stated that there was no reason to attend the meeting with government liaison, Loretta Bertol on April 4 until such time that all partners in the two Authority Boards made a resolution to proceed with a new structure. “She’ll just tell us the same thing, to go back and get agreement from all municipal partners,” said Coun. Brian Bunbury. It’s the understanding of those present that the Town of Castor and the Village of Halkirk have not yet done so.

CAO report

CAO Kulyk reported she had confirmation from Alberta Transportation that they will be completing the overlay of the portion of Hwy 12 from 10 km east of Hwy 36 (Fleet) to 2 km east of Coronation in the 2017 construction season. A notice of construction will be issued with further details, closer to the project start date. Kulyk also noted she had attended two Coal Coalition meetings, one with Cactus Corner Group and the other with Urban Systems in Forestburg. Urban Systems has done a study for the Cactus Corner group and are now doing one for the Forestburg group. Kulyk noted that the report will be fundamentally different for the two groups as Hanna, in general, the only affected community while the Forestburg group affects many communities.

What happened to ‘Earn It’?

by Brenda P. Schimke Intuitively it makes sense to reward employees and management on the basis of performance. But have the results matched the promises? Bombardier was back in the news this week awarding their top six executives 50 per cent pay raises that took their annual remuneration to plus $6 million dollars. The public outcry has been enough that they’ve back-tracked on the egregious pay raises for the moment! Bombardier has never stood on its own two feet. Since time began both the federal and Quebec governments have been bailing out this company. Most recently the governments of Quebec and Canada pumped $1.4 billion into the company. Yet Bombardier missed their delivery deadline for transit cars to Toronto, eliminated 14,500 jobs worldwide, many in Canada, and still couldn’t turn a profit last year. Oh, and then just a few weeks prior, three Bombardier executives were arrested in Sweden on suspicion of aggravated bribery. There are the recent stories coming out of the five major banks in Canada about the extreme pressure employees are put under to meet sales targets. Not a surprise to those of us promised portfolios of a million dollars upon retirement only to find much of those gains evaporated into fees. Of course, the executives at the top of corporations and banks believe themselves entitled to bonuses even when their performance is indefensible. In the case of the unfolding Bombardier remuneration fiasco, I’ve heard business analysts and Prime Minister Trudeau attempt to rationalize and justify these outrageous pay packages as necessary to keep qualified executives on board. The point they don’t get, but Canadians taxpayers do is, “if they were doing their jobs properly, they wouldn’t need taxpayer handouts; they would have earned their bonuses based on performance; and nobody except their shareholders would be putting them under the magnifying glass.” Not only does the bonus culture foster dishonesty, and in some cases fraud, it also creates incivility in the workplace. Bonuses create a dog-eatdog atmosphere. I’m not surprised to hear what bank

employees have to say about sales pressure and bad behaviour in their workplace. I haven’t talked to a happy bank employee since sales and bonuses took over meaningful advice and customer service. We’ve put so much emphasis on financial performance that we’ve forgetten that when employees feel safe, happy, respected and trusted, there is more collaboration, loyalty, risk taking, productivity and a significant reduction in staff turnover and retraining costs. All of these areas are net positives to a corporation’s long-term health and profitability. CP Rail turned magnificent shortterm profits and benefited their shareholders greatly when Hunter Harrison became its CEO. But he turned CP into an ugly work culture, just as Harrison had done to CN rail years before. Sure the balance sheet and income statement looked great after his famous slash and burn techniques were dispensed inhumanly. Harrison then leaves a demoralized workforce and moves on to his next big bonus-induced kill and leaves the remaining managers to reconstruct employee morale and productivity. The bonus-seeking executives of corporations should remember the words of Henry Ford. “Coming together is a beginning. Keeping together is a process. Working together is a success.” Today performance bonuses at any level and extreme pay packages for those on top quash all that was good when employee loyalty was indeed a positive contributor to the bottom line. Let’s be mindful there is not one example in the history of mankind where prevalent and consistent uncivil behaviour resulted in long-term progress. P.M. Forni ,an award winning professor at John Hopkins University reminds us, “A crucial measure of our success in life is the way we treat one another every day of our lives”. The promise of the golden age of bonuses based on performance has been an adjunct failure because its structure encourages those on top to abuse those below for their sole personal financial gain. Unfortunately taxpayers are too often the ones left eating the corporate losses!

NDP corporate welfare Many years ago I recall the then national NDP Leader Ed Broadbent was railing against what I believe was a then Liberal Government for subsidizing large corporations for the purpose of preserving jobs. He called it “Corporate Welfare”. He was of the opinion that these large corporations did not need the assistance of government grants to survive. I think the present NDP government in Alberta is planning to play a similar game to promote their Climate Change Plan. The plan is to shut down the coal fired generating plants and substitute that generation of electricity with “renewable” wind and solar generation. At the present time, wind and solar generation are not competitive with coal and gas generation. The capital cost per megawatt of wind and solar generation is much higher than coal or gas and the other problem is that this type of generation is unreliable as the wind does not blow all of the time and the sun does not shine all of the time, especially in the winter, so there has to be some form of backup generation. For wind and solar generation to be sustainable it requires large subsidization from government or a carbon offset. This is the case with the Capital Power wind farm at Halkirk who receive 40 per cent of their revenue from a carbon off set from the State of California. The Province of Ontario has chosen to directly subsidize wind farm owners with taxpayer funds and have substantially increased the cost of electricity to their consumers to recover the cost of that subsidization. It appears to me, that for the Notley government to move forward on their Climate Leadership Plan, they will have to get large renewable energy projects into the development stage. These projects would be unsustainable without government subsidization. It would appear that this government is quite willing to support these

Muhlbeier, Clara Leola ‘Lee’ February 7, 1930 – March 31, 2017 It is with deep sadness that the family announces the peaceful passing of our mother, grandmother, aunt and friend Lee Muhlbeier in Castor, Ab. at the age of 87 years. Lee was born in Muhlbeier Coronation Hospital to Clara and Charles Embree. She will be fondly remembered for her friendliness, knitting, singing, colouring and

love of her family. Lee and Frank were married June 15, 1950 and started their life together farming, where she enjoyed gardening, canning, knitting, baking and spending time with family, friends and neighbours in the community. Lee leaves to mourn her loving children Robert (Marilyn) Muhlbeier, Ken Muhlbeier, Wayne Muhlbeier, Judy (Larry) Pals, Fred Muhlbeier, Carol (John) MacNeil, Brenda Gebhardt, Dianne (Patrick) Page, Darcy (Tracy Quinlan) Muhlbeier;.

She also leaves her grandchildren: Greg, Roberta (Michael), Teri, Dean, Travis (Elizabeth), Ryan (Laura), Colin (Lisa), Sean, Melissa, Leanne, Christopher and Rebecca and many great grandchildren. So now, who are the sponsors of “Corporate Welfare”? Our NDP are the sponsors of this welfare, that’s who. When it suits their objectives, they see nothing the matter with using the public purse to achieve that objective. The real problem with what they are doing is that they are trying to achieve the impossible objective of changing the climate. As I have stated in previous columns, reducing C02 emissions will not change the climate. I was at a climate change conference in Calgary on March 17 - 18. We had several high profile speakers there including Dr. Tim Ball, a leading climatologist, and they all were able to show evidence that C02 has never been a factor in climate change. Climate change is driven by cycles in our solar system. The people that support the theory of C02 caused climate change cannot show any evidence to support that theory. All they can do is accuse any one who disagrees with them of being a climate change denier.

It was suggested I run for council in the upcoming election to be held in the fall. No comment forthcoming in any way to suggest that there should be any consequences for the person at the root of the problem. It is not surprising with the attitude at this level that if there are persons at the local level, if so inclined, can act in this manner. A follow-up letter from the Minister of Municipal Affairs gave the website address that I could find the ‘Handbook for Petitioners’! Stettler school invited to San Diego Showcase Linda Stillinger,

ECA Review Reporter William E. Hay Stettler Secondary Campus, having earned provincial and international recognition for its work on high school redesign, was invited to participate in the Center for Secondary School Redesign (CSSR) and EdExcellence School Showcase. This student-centered professional development showcase was held in San Diego, California from February 15 - 17. Five staff members and seven students from Wm. E. Hay had the opportunity to hear from other students, attend presentations, visit school sites, and network with peers while sharing their redesign programs and strategies. A delegation, including teacher Amy Smith, students Quinn Pederson (grade 7), Kevin Missikewitz (grade 9) and Jenny Munholland (grade 10) along with Principal Norb Baharally shared their experiences with the Clearview board. Each student took the opportunity to report on what they observed at the schools they visited, what they discovered in roundtable and presentation sessions and the excellent work done at their own school. “We have a lot of great things at Wm. E. Hay that a lot of us didn’t actually appreciate before we left.” stated Jenny Munholland “Living in a rural community should not be a disadvantage… if we seek out opportunities.” William E. Hay was the only Canadian school invited to participate in the conference. Vendor proposals for the purchase of five school buses from (Bluebird) at $526,810, Bus Centre (Thomas) at $520,701 and Western IC (International) at $495,560 were reviewed. Western

Canada IC Bus coming in with not only the lowest price but received the highest rating using a scoring tool.

The board accepted senior administration’s recommendation and moved to award the purchase of

four 46-passenger buses and one 70-passenger bus to Western Canada IC Bus for $495,560.

Continued her lifelong ministry to the sick and lonely wisdom made her a revered elder and undisputed “Grand Matriarch” of the Ries clan. Her death leaves a tremendous hole in our hearts and in our community. She will be greatly missed. Margie was predeceased by parents George and Maria Ries, husband Vincent, sister Virginia and brother -in-law Reiny Griebel, brothers Alfred and William Ries, brother Harold and sister-in-law Patricia, brother George and sister-in-law Maria and brother-inlaw Edward Renschler, as well as nephews Richard Griebel, Christopher Griebel and Norman Renschler. She is survived by sister-in-law Shirley Ries and her only living sibling, beloved sister Rita Renschler of Bowden, Alberta.

Cont’d from Pg 11 The foundation of her deep Catholic faith was formed during these years. In high school, Margie decided on a career in nursing. She graduated from Calgary’s Holy Cross Hospital nursing school in 1941. Her first job was at Our Lady of the Rosary Hospital in Castor. Margie continued her education in a community nursing and midwifery program with the Victorian Order of Nurses (VON) in Montreal and a post graduate public health program at the University of British Columbia. Over the next decades, Margie worked as a district public health nurse in Ganenoque, Ontario and in Stettler, Grassland, Valleyview and Hinton, Alberta. As Margie worked all over the country and explored the world, she maintained strong roots in Castor with many visits home to her parents and siblings. She was treasured by a growing flock of nieces and nephews, who delighted in visits from an exotic Auntie who brought presents and stories from her travels. Margie had a soft, welcoming lap and an eternally loving nature. She was the keeper of the birthday book, never forgetting a family occasion. In October of 1958, Margie married Vincent Carl Harper, a chef of Irish descent from Toronto, in Churchill, Manitoba. Their first child, Marguerite (Margo) Harper was born in March of 1960, followed by Carolynn in June of 1961. Margie and Vince raised their girls in the northern Manitoba town of Cranberry Portage. Margie considered the birth of their daughters the greatest of her myriad achievements. The girls grew up inspired by her deep faith, compassionate nature and intellectual curiosity. She passed on to them the family gifts of literature, music and a deep respect for the wisdom and fragility of the natural world. The family moved back to Castor from northern Manitoba in 1975, as Vince was terminally ill. Margie and the girls moved in with her widowed father George Ries and Margie cared for both her father and husband in the next year. Margie became a widow at the age of 57 when Vince passed away on Jan. 10, 1977. Margie will be buried next to Vince in the Castor cemetery. As the girls finished high school, Margie nursed in Castor and surrounding area. Ever the adventurer, she took one last nursing job at the age of 69, travelling to Inuvik for a stint in the local nursing home. One of the great joys of Margie’s life was becoming an “instant grandmother” to four children - Eduardo, Ernesto, Ivan and Elisa Aragon - when daughter Margo married widower Eduardo Aragon in July of 1988 in Castor. The next year Margie’s family circle expanded when Carolynn married Gavin Bilton in July of 1989. Together, Carolynn and Gavin raised five children: Ryan, Kimberly, Claire, Emily and Caitlin Bilton. In time she became a proud great grandmother to Hennessy Bilton, Jacob, Paige and Markus Falkenberg and Ariela, Miguel and Gianna Aragon. Sadly she did not live to meet her eighth great grandchild, who is due in August of 2017. In retirement Margie travelled widely and gave of herself generously to her extended family, friends and community. She continued her lifelong ministry to the sick and lonely long after her formal nursing career was over. This loving presence was Margie’s signature and life work. Her grace, thoughtfulness, and
