Property absenteeism burden on tax base Coronation council discussed lighting at the Coronation Dam park as many do not work, at their May 8 meeting. Chief Administrative Officer (CAO) Sandra Kulyk informed council that she had put into the budget replacing four lights at the park each year with solar lights. It’s a catch-22 said one councillor, as half the people don’t want lights. A light by the bathroom is all that’s needed. Most campers pack flashlights. Council heard that extensive work had to be done with the pool basin with

grinding away the old paint and repainting it. The old paint was spidered. They are hoping to get it open for the May long weekend.

Budget 2017

Council spent a great deal of time going over the 2017 budget, page by page, making suggestions as to changes and will bring it back to a special budget meeting on Tues., May 16. Chief Administrative Officer (CAO) Sandra Kulyk had laid out three options for council. The three options were a zero per

cent tax increase, a one and a two per cent tax increase. assessments was down by $460,000. CAO Kulyk noted, in particular, that a lot of the drop in assessments, which affect tax revenue, was in the decline of the hotel/motel assessments. Other problems is the absenteeism of a lot of property, said Kulyk. For these owners, it’s cheaper to pay the taxes, than it is to demolish the home. “They are a burden to our tax base,” said Kulyk suggesting it may be time to consider a minimum tax rate next year.

Residents of the tiny village of Botha, population 204, have decided to dissolve. In the village-wide vote, 52 out of the 57 voters chose option two, to dissolve the Village of Botha and become a hamlet in the County of Stettler. The vote took place Monday, May 15, after over two years of study into the viability of the village. Founded in 1909 and incorporated in 1911, the Village of Botha has struggled with low revenues and failing infrastructure and needed to take steps to ensure the community’s future. The process began with Botha council requesting a viability review in response to residents’ request and completing a self-assessment of the village’s viability in October 2014. The viability review was formally initiated in October 2015. After polls closed on Monday, the Declaration of Vote Results was posted on the Botha Community Centre door. One of the residents who had walked over to see the results for himself, remarked that he was relieved. “Glad it’s done. Now we can move on.” With 91 per cent of the voters choosing dissolution, the Minister of Municipal Affairs must recommend to the provincial Cabinet that the Village of Botha be dissolved to become a hamlet in the County of Stettler. Forestburg ATB bank hosts ‘coffee break’ at gun range by Jamie Geddes The Forestburg ATB Financial hosted their 57th Coffee Break event at the Battle River Fish and Game Gun Range on Thurs. May 11. The local ATB chooses a local business or organization to connect with once a week. They bring coffee, goodies, and warm conversation with them as they provide a “Coffee Break” for those they are visiting. ATB Customer Service Representative, Michelle Herbert says; “Our Manager, Tom Myschuk and our team began brainstorming ideas for how we could do things a little differently,” said ATB Customer Service representative, “that could help us connect with our residents on a more personal level. “We ended up with the ‘coffee break’ idea and since then 15 out of 36 of our east central branches have followed suit.” They started out by reaching out to local business and expanded to various local service organizations. “Today, we got to experience shooting weapons. Some of us had never held a gun before and we got to see what the gun range has to offer,” said Myschuk. Bill Green, former vice president of the Battle River Fish & Game Association and Joanne Green, current chairwoman of the Family Fun Shoot committee, were on hand to represent the association. Warren Lindblom assisted with the set-up of the event and setting targets as needed. The Greens supplied the weapons, ammunition and targets. There was a range of guns such as .22 caliber rifles, a 12 & 20 gauge shot guns to use and some special weapons such as a 19481950 .22 caliber Winchester 67 rifle; an

Clive keeps costs, taxes down Lisa Joy

ECA Review reporter Village of Clive kept its tax increases low with only 0.38 per cent increase in property taxes this year. During its regular meeting May 8, Clive approved its $1.9 million operating and $838,000 capital budgets. An average home assessed at $252,691 can expect a $3.27 increase in their yearly property tax bill. The village will collect $644,135 in property taxes. Clive Chief Administrative Officer (CAO) Carla Kenney said the village is pleased they are maintaining services without increasing taxes. “We pride ourselves on being fiscally responsible.” Inflation was down slightly because some property values decreased. This combined with the village’s approximate .5 per cent growth, aided in keeping taxes down, said CAO Kenney. “We had a couple of new builds. All you need are a couple of $300,000 houses added to the market.” The village’s capital budget includes $732,300 for the 52 St. and 49 Ave. upgrades. The village approved a borrowing bylaw of $185,000 for the construction of 52 St. and 49 Ave. infrastructure improvements.

“We’re thinking it will help make the market bigger this year.” The theme for Funfest is Celebrate Canada 150. The Lions club will have a rock-painting project for youth. Also new this year is motor cross demonstrations at the soccer field. A local resident will perform two

Village of Clive council asked administration for increased enforcement to ensure those with shipping and holiday trailers are following the bylaw. CAO Kenney, however, told council that increased enforcement comes with an increased price tag and suggested council continue dealing with these issues on a complaint basis. Council accepted CAO Kenney’s report as information.

Up! by Brenda Schimke For decades governments have been telling us about the evils of government debt and deficits only to find out that the most dangerous debt to our long-term prosperity and economic growth is personal debt. Moody’s credit rating service downgraded all six of our big banks this past week because of our record high debt levels, the red hot housing market and mortgages being our bank’s primary collateral. For years, Canadians were some of the best savers in the world with a $0.98 debt for every dollar of income. But today we are dismal savers with a debt of $1.67 for every dollar of income. Individual defaults on loans are often less than a one percentage point increase away. It surely doesn’t help either that our non-prime mortgage lenders are in trouble. Home Capital on April 30 would have gone under without a last minute $2 billion line of credit. In early, May the big six banks extended a $2 billion line of credit to another non-prime lender, Equitable Group, to keep it solvent. We’re starting to look an awful lot like the United States prior to its massive housing collapse. Like the United States it will be home owners and indebted individuals who will have their lives turned upside down, it won’t be the Bay Street boys.

When banks go belly up, it’s the taxpayer-funded, Canada Deposit Insurance Corporation, that insures deposits. At this time Clearview has the necessary resources to cover the operation and maintenance expenditures for 2017-18 but has been steadily drawing down on the division’s finite reserves. Operating reserves are expected to decrease by 69 per cent, from $4,928,941 in August 2010 to

$1,519,588 by August 2018. A lack of resources could significantly challenge Clearview’s current operating model by the end of 2017-18. The Projected Budget is expected to be approved on May 25. A final budget for 2017-18 will be developed in the fall based on actual enrolment and staffing figures.
